Preface Message

The discipline of Emergency Management goes back to the Civil Defense program of thelate 1940's and 1950's. In the 1970's, with a softening of the threat of nuclear warfarebetween the superpowers, the Civil Defense program added planning and preparednessfor natural hazards to its responsibilities.

With this new area of concern, evolved the Disaster Services Agency (DSA) in the early1980’s and eventually becoming today's Emergency Management Agency (EMA).Today, emergency management focuses on the process of preparing for, mitigating,responding to and recovering from an emergency.

Emergency management is a dynamic process. Every disaster scenario is unique in itscause and impact. It is the task of the Emergency Management Agency to plan for theunplanned. Planning, though critical, is not the only component. Training, conductingdrills, testing equipment and coordinating activities with the community are otherimportant functions.

The Butler County Emergency Management Agency (EMA) is authorized by OhioRevised Code to coordinate and administer countywide all-hazards emergencymanagement and disaster preparedness functions for Butler County and its politicalsubdivisions.

Through the EMA, disaster preparedness and public safety related emergencymanagement activities are coordinated to serve and protect the public. Butler CountyEMA is concerned with all natural and manmade hazards including international anddomestic acts of terrorism and homeland security functions.

Emergency response recognizes that a government-centric approach to emergencymanagement is not enough to meet the challenges posed by a catastrophic incident. TheWhole Community approach to emergency management reinforces the fact that the EMAis only one part of an emergency management team; we must leverage all resources inorder to meet the needs of the entire community.

Effective emergency management relies on integration of emergency plans at all levels ofgovernment and non-government. The composition of the community and the individualneeds of community members, regardless of age, economics, or accessibilityrequirements, must be accounted for when planning and implementing disaster strategies.

When the community is engaged in dialogue, it becomes empowered to identify its needsand the existing resources that may be used to address them. Collectively, we candetermine the best ways to organize and strengthen community assets, capacities andinterests. This allows us to expand our reach and effectively build, sustain and improveour capability to prepare for, protect against, respond to, recover from and mitigate allhazards.
