•A fulltime position at each university dedicated to emergency management is needed due to:

the increased demand to anticipate and respond to emergencies;

to better ensure the safety and welfare of the university community and its facilities; and;

additional requirements at federal, state and local levels to better coordinate responses to emergencies.
