Establishing jobs and opportunities for youth
Ontario is helping young people across the province gain new skills while earning an in-come this summer.
Through the province’s Jobs for Youth program and Youth in Policing Initiative, over 4,300 young people will gain valuable work experience that will better prepare them to join the workforce. Both programs provide young people ages 15-18 with training, a six to eight week paid placement and job search training for future employ-ment opportunities.
“We want all young people to be produc-tive and successful regardless of where they live or their circumstances in life,” said Min-
ister of Children and Youth Services Teresa Piruzza. “For many youth, getting that fi rst summer job can be a challenge. The Jobs for Youth program and Youth in Policing Initia-tive help them overcome that barrier and gain
the income, skills and confi dence to contrib-ute back to our communities.”
“Our crime prevention framework promotes building relationships between police, youth, community agencies, businesses and other
partners,” said Minister of Community Safety and Correctional Services Madeleine Meilleur. “These programs not only provide wonderful opportunities for participants — they also help to build strong communities and a safer Ontario.”
Providing young people with the skills and work experience to succeed, supports the On-tario government’s efforts to create a fair and prosperous society and help people in their everyday lives.
QUICK FACTS• The Jobs for Youth program pairs at-risk
and/or disadvantaged young people with jobs at businesses and non-for-profi t agen-cies in their communities.
• The Youth in Policing Initiative helps build relationships between police and young people, while encouraging youth to con-sider a career in policing.
• As part of the 2013 Ontario Budget, the province is establishing a Youth Jobs Strat-egy to create jobs and mentorship opportu-nities for about 30,000 youth, and promote entrepreneurship and innovation.

New approach to innovation helps Canadian industries growGary Goodyear, Minister of State (Sci-
ence and Technology), recently delivered the opening address at the Mitacs Policy Forum 2013. This half-day conference was dedicated to exploring ways to translate re-search into business innovation. Goodyear highlighted the Harper Government’s new approach to strengthening innovation, in-cluding the transformation of the National Research Council of Canada (NRC) into an
industry-focused research and technology organization.
“In building a more innovative economy, we are promoting collaboration among in-dustry, academia and government,” said Goodyear. “With a focus spanning the sci-ence and technology ecosystem, from basic research to commercialization, the NRC is now positioned to help generate high-quality jobs, increase business research and
development, and produce more market-driven outcomes.”
Through Economic Action Plan 2012 and 2013, the Harper Government has intro-duced measures to optimize federal R&D programming. These include increasing support for collaboration between busi-nesses and research institutions, promot-ing investment in early-stage risk capital and aligning the NRC’s strategic focus
with the needs of innovative Canadian companies.
Since 2006, the Harper Government has committed more than $9 billion in new fund-ing for science, technology and the growth of innovative fi rms. Canadian employers expect a moderate hiring climate for the third quarter of 2013, with employers in the Transportation & Pub-lic Utilities sector reporting the strongest 3Q job prospects, according to the latest results of the Manpower Employment Outlook Survey, the most extensive, forward-looking employ-ment survey in the world.
With seasonal variations removed from the data, the Net Employment Outlook of nine per cent is a slight drop when compared to the Outlook reported in the previous quarter. This Outlook is also a three percentage point drop from the Outlook reported during the same time last year. However, results for the third quarter do represent some encouraging signs.
The survey of over 1,900 Canadian employ-ers reveals that 21 per cent of them plan to increase their payrolls in the third quarter of 2013, while six per cent anticipate cutbacks. Of those surveyed, 71 per cent of employers expect to maintain their current staffi ng lev-els and two per cent are unsure.
Job seekers in Western and Atlantic Canada are likely to benefi t from a steady hiring climate from July through September, while they can
still expect some opportunities in Ontario and Quebec. Although some regional Outlooks are experiencing slight decreases compared to the previous quarter, job seekers will likely con-tinue to fi nd prospects in the labour market as employers throughout Canada expect the hir-ing pace will be moderate through the summer.
“Overall, a moderate national hiring climate is projected in the coming quarter,” said Byrne Luft, Vice President of Operations for Manpow-er Canada. “While most industries are expected to see little change over the previous quar-ter, employers in the Transportation & Public Utilities and Construction sectors anticipate the strongest gains, especially in Western Canada. This is due in part to continued government infrastructure spending, in accordance with Canada’s Economic Action Plan 2013.”
MODERATE REGIONAL HIRING INTENTIONS
Survey results this quarter show that job seekers across Canada are expected to see various amounts of positive hiring activity. Employers in Western Canada project the most respectable hiring climate for the com-ing quarter, reporting a Net Employment Outlook of 14 per cent. Employers in Atlan-tic Canada expect a favourable hiring pace with an Outlook of 12 per cent, employers in Ontario project an Outlook of nine per cent and Quebec employers anticipate a modest climate for job seekers, reporting an Outlook of seven per cent. ●
