A warm welcome to readers of NZPI’s Annual Report 2012

In reflecting on NZPI activities over the past twelve months, the word that springs to my mind is ‘renaissance’.

The sheer volume of NZPI activity, its new strategic direction, the changes to its governance framework and the increased involvement and engagement in NZPI activities at a branch level have created a transformation in the way NZPI meets the needs of its members.

This report highlights both the catalysts and some of the achievements of that ‘renaissance’.

Catalysts of Change

In May 2012, NZPI implemented a significant change to its governance framework through the revamp of the Board, the creation of the Planning Advisory Committee and a move towards a more corporate model of doing business.

The new Board moved rapidly in its first six months to develop a new strategic plan that was both innovative and reflective of members needs.

Completed in December 2012, the implementation of the NZPI Strategic Plan 2013-2016 is already underway with a sharp focus on raising the profile of the planning profession, planning issues and NZPI in the media.

ACHIEVEMENTS

More Active Media Presence

The Board has heard and responded to members call for NZPI to grow its media and public presence. This has led to a number of media releases and the creation of a media commentators group.

The media commentators group is made up of distinguished and experienced planners, primarily Fellows of the Institute, who have indicated their willingness to make media comment on an assortment of planning issues.

This focus on repositioning the planning profession and NZPI in the public eye will continue in 2013 as the strategic plan is implemented.

NZPI’s Voice being Heard

NZPI made its members’ collective voice heard through a variety of submissions to central government in 2012. Submissions included:

1. Response to the Report of the Minister for the Environment’s Resource Management Act 1991 Principles Technical Advisory Group report

2. Productivity Commission’s Affordable Housing report

3. Response to MfE’s discontinuing the State of the Environment report 4. Productivity Commission’s Housing Affordability Inquiry Draft Report

The submissions were followed up by meetings with both Minister Amy Adams and officers of MfE.

Other ways in which NZPI has increased its influence is through representation on a number of decision making panels such as the Urban Design Panel in Auckland/Christchurch and the NZTA Strategic Review Panel.

NZPI has also extended its influence beyond New Zealand through the Resilience Planning Work Programme that it has led on behalf of the Commonwealth Association of Planning (CAP).

The CEO of NZPI, presented its Commonwealth research and ensuing recommendations at the World Forum in Naples and later in London at a meeting with the Commonwealth Founda-tion. NZPI’s contribution to both events was fully funded by CAP.

CAP has subsequently endorsed NZPI’s recommendations and is currently pursuing funding to ensure their implementation.

Finally, a review of Planning Quarterly and its new look format has encouraged NZPI to distribute PQ to a wider audience, most notably, to all CEOs throughout the country.

Promoting Planning Excellence

NZPI has evolved a number of ways in which it can influence and promote planning excellence i.e. quality planning partnership, NZPI awards, Continuing Professional Development and accreditation.

2012 has proved to be particularly busy in this endeavour.

In keeping with its commitment to “promote planning excellence”, 2012 saw NZPI take up responsibility for redesigning and rebuilding a new, more user friendly Quality Planning website.

Like NZPI, the website has undergone a transformation, with the Quality Planning Partnership responsible for the currency of guidance notes published on the site.

NZPI continues to contribute to the QP partnership through development of the QP

quarterly newsletter and the drafting of a strategic plan and weighting system that will help identify the priorities for future guidance notes.

Continuing Professional Development

The quality and quantity of CPD events were strong once again in 2012 with over 48 courses delivered and a total of 1277 enrolments.

New events included an Executive Leadership course for emerging leaders.

The new course has proved to be popular and it is intended that it be further developed for more senior Executive Leaders in 2013.

NZPI has resolved to continue this step change through the establishment of a CPD Advisory Group.

Accreditation

Similarly, NZPI progressed its accreditation programme of work through site visits at both Waikato and Auckland Universities.

Members First

The Board has listened to members concerns around the process and documentation relating to membership applications.

Under the leadership of NZPI’s Membership Convenor, Dr Caroline Miller, the process and documentation for full membership has been

reviewed by the membership working party and the resulting changes will be rolled out as the first phase of a number of reforms in 2013.

Annual Conference

The Conference was held at the Marlborough Convention Centre in Blenheim from 1– 4 May and was hosted by the Nelson/Marlborough Branch.

Themed “A Taste of Things to Come” it attracted a near record number of attendees (432). The overall satisfaction rating was 4.2 on a 5-point scale. This is an increase from a satisfaction rating of 3.98 in 2011.

Celebrating our heroes

Congratulations to Harry Bhana and Alan Bradbourne who received NZPI fellowships in 2012 and also to Jane Douglas, Greg Hill and Christine Foster all of whom received a Distinguished Service Award.

Congratulations also to our NPZI Award winners in 2012. Details of award winners can be found in later pages within the Annual Report.

Finally, on behalf of the Board and all members of NZPI a warm thanks to all of those who have worked so hard in the interests of NZPI over the

These collective efforts have contributed to a truly transformational year that saw NZPI deliver on its aspiration to “Empower Planners and promote planning excellence”.

2012 has been a banner year for NZPI. The Institute has taken

significant strategic steps – from a revitalised new Board

to a new proactive plan to enhance the profile of the

planning profession in the public eye. NZPI members are continuously

empowered and engaged to improve the quality of

planning practice in New Zealand.

A New Board and A New Strategy

Establishing NZPI’s new Board of eight members is one of the Institute’s most strategic achievements in the past year.

Working without remuneration, the Board is entrusted to work on behalf of its members and is accountable for ensuring NZPI is meeting the needs of its 2000 members.

Elected in May 2012, the Board, headed by NZPI Chair Bryce Julyan, has since focused on leading NZPI in its transition from a council to a board.

NZPI has restructured itself from a Council into a Sustainable National Policy Board. This is signifi cant, as it recalibrates the Institute’s strategic direction and enables it to fi rmly establish NZPI as the home of the planning profession in this country.

In June 2012, NZPI board members attended an induction workshop facilitated by inaugural fellow and former NZPI president Leigh Auton.

It was an opportunity for the Board to focus on how to lead strategically and to build the relationships so necessary for a functioning and harmonious board.

Since then, the Board has reviewed and updated NZPI’s regulations to ensure alignment with the 2011 constitutional changes and revised NZPI’s strategic direction following extensive consultation with members

throughout the country.

NZPI now has a strategic plan developed for 2013 - 2016.

This three-year strategic plan gives a sharp focus to empowering planners, promoting planning excellence, and increasing NZPI’s media presence.

In accord with the drive for an increased media presence, the Board established a number of media commentators.

Endorsed by the Board, NZPI media commentators are honorary media spokespersons. They are a collection of senior planners with a wide range of experiences, from private to the public sector, and are expected to produce positive stories on the planning profession.

PLANNING ADVISORY COMMITTEE

The Planning Advisory Committee (PAC)was established as a result of the changes to NZPI’s governance framework.

Made up of the branch, Young Planners (YP) and SIGs leadership, the PAC has proved invaluable as a conduit between the Board and its members.

PAC has also contributed well to the development of the new strategic plan and various submissions to central government.

Following a media policy established by NZPI, media commentators are committed to developing media statements that generate insightful commentary on various issues that affect the image of the planning profession.

Quality Planning Relaunch

The December re-launch of the Quality Planning (QP) website was another highlight for NZPI in the past year.

Launched in 2001, QP aims to promote good practice by sharing knowledge about all aspects of the planning profession under the Resource Management Act (RMA).

A primary tool for information on RMA processes and environmental policy for resource management practitioners, it’s now simplifi ed without sacrifi cing important content.

QP’s main collaborators, the Ministry for the Environment (MfE), Local Government NewZealand (LGNZ), Resource Management Law Association (RMLA), New Zealand Institute of Surveyors, and NZPI, signed a revised

Memorandum of Agreement promising to maintain the website’s reputation as this country’s main reference point for planners.

QP has now been rebuilt and redesigned featuring a new user-friendly navigation system. Expect to see e-newsletters, new guidance notes and a QP library soon.

Special Interest Groups

Another evolving collaboration, developed in the last quarter of 2012, is NZPI’s partnership with Maori and Environmental Compliance Forum New Zealand (ECNZ) special interest groups (SIGs).

The Institute has agreed to be an incubator service for these SIGs.

With a signed Memorandum of Understanding, this is an opportunity to cross-fertilise ideas, to network and to share good practice without the SIGs having to establish an organisation of their own.

The Maori and ECNZ SIGs impact the planning profession profoundly, with endeavours close to the planning industry.

With the assistance of NZPI, they can develop their own strategic plans and their own supportive administrators.

Resilience Planning and the Commonwealth

With the board’s endorsement, NZPI has also been involved in new research on resilience planning in Commonwealth nations.

In early 2012, Christine Platt, the President of the Commonwealth Association of Planners (CAP),

invited Susan Houston, the CEO of NZPI, to undertake research on resilience planning.

Resilience planning is a blueprint forcoordinating, prioritising and measuring a country’s capacity to prepare, withstand and recover from disasters.

52 responses were gathered from 15 countries: from New Zealand to Jamaica to the UK.

CONTINUING PROFESSIONAL DEVELOPMENT (CPD) PROGRAMMES

With a total of 48 courses and an enrolment number of 1277 attendees, the CPD programme has been a fi nancial success for NZPI in 2012.

The year’s programme surplus has been a signifi cant improvement from 2011, exceeding the budgeted expected surplus.

In 2012, four of NZPI’s courses have been very successful: the two-day Leadership Programme Workshop, the Technical Advisory Group Report 6 and 7 Workshop, the multi-presenter Biodiversity Offsets Workshop, and an introductory course on Politics for Planners.

NZPI SUBMISSIONS AND POLICY POSITIONS

In 2010, NZPI appointed a Senior Policy Advisor, Ms Christina Kaiser, to develop submissions and policy positions for the Institute on various planning issues.

The year under report has seen a raft of submissions developed following extensive consultation and workshops.

For example, NZPI has made a submission on the Productivity Commision’s Housing Affordability Inquiry Draft report.

NZPI has also created a response to the Resource Management Act Technical Advisory Group report.

Ongoing input into the New Zealand Transport Agency’s policy and research is also being provided

Ms Kaiser also supported the Quarterly Planning editorial panel and contributed to the NZPI’s strategic plan in the past year.

The research reported various costs and frequency of natural disasters in the Commonwealth, preparedness of these countries (e.g. land used decision making), andbarriers to resilience planning.

It also delivered recommendations to further promote resilience planning in these countries.

Endorsed by the Board and funded by CAP, Ms Houston presented the research at the United Nations World Forum in Naples, Italy and again in London for the

Salary Survey

In the early part of 2012, NZPI released a couple of important survey results for its members.

In the Salary Survey released in January 2013, covering 2012, there’s been a 194 per cent

increase in responses compared to the year before. This survey is signifi cant to the planning profession, as it provides employers and employees with a benchmark to use in the workplace.

Additional categories have also been added, including academic information on young planners and salary expectation for graduates.

Satisfaction Survey

A fi rst for NZPI, the Satisfaction Survey released in May 2012 revealed key insights from the Institute’s 2000 strong members with regards to its services and products.

The Board used these results to evaluate membership entry, transition procedures, and CPD programmes. The results from this survey also paved the way for a revamp of Planning Quarterly, NZPI’s in-house magazine.

New Planning Quarterly

From September 2012, Planning Quarterly’s new and improved look has reached NZPImembers. The revamp was met with positive reviews.

Since then, article submissions have increased, along with the quality of submissions. Planning Quarterly remains as one of NZPI’s most valuable assets.

World Town Planning Day

Finally, in the last quarter of 2012, NZPI celebrated World Town Planning Day. Various events were hosted throughout this country, to promote the role of planning increating liveable and sustainable communities.

Notable presentations were Patrick Reynolds’ deconstruction on how the internet is an effective platform for the community to share their views in shaping the environment. Other events included breakfasts celebrating the earthquake recovery in Christchurch.

2012 has been a year of groundbreaking change. In 2013, expect an even better year for NZPI.

New look Planning Quarterly.

2012 ANNUAL CONFERENCE: A TASTE OF THINGS TO COME

Last year’s annual conference, hosted by the Nelson/Marlborough branch, was a huge success. Held at the Marlborough Centre in Blenheim from May 1st to the 4th, the conference attracted 432 attendees, a record number for NZPI.

The conference hosted an international roster of keynote speakers – from Oxford to Adelaide, from Toronto to Calgary – all presenting talks on resilience, governance,partnerships and a range of other topics.

Two keynote speakers from San Francisco, Mr Daniel Homsey and Mr Laurie Johnson, who’ve had experience in earthquake recovery, also travelled to Christchurch to meet and offer advice to the Canterbury Earthquake Recovery Authority and the Christchurch City Council.

According to a satisfaction survey performed after the conference, attendees rated the event a 4.2 based on a fi ve-point scale, a 0.22 increase from 2011.

NZPI FELLOWSHIP AWARD RECEPIENTS

Harry BhanaMr Harry Bhana’s highly regarded contribution to planning has been acknowledged in a fellowship award ceremony on the 31st of May 2012.

Mr Bhana is a consultant planner and resource management consultant with over 50 years’ experience.

He’s left an impressive legacy in the industry. For example, he was responsible for drafting the Central area plan changes, including the Floor Area Ratio control systems, which still form the basis for Auckland’s central area development controls.

As a consultant, Mr Bhana has advised a large number of private, local and central government clients in the past 30 years.

In the past decade, he’s been a Hearings Commissioner, often as a Chairman of Hearing Panels for a range of District Councils.

Alan BradbourneOn the 29th of November 2012, Mr Alan Bradbourne was also awarded with an NZPI fellowship.

Mr Bradbourne has created a formidable record in the planning profession in New Zealand, both as a private practitioner and as a Planning Commissioner.

He’s left a respectable legacy in the profession, notably the redevelopment of the Viaduct Basin, the extensions to Westhaven Marina, the Britomart Transport Centre and the indoor stadium known as the Vector Arena.

NZPI DISTINGUISHED SERVICE AWARD RECEPIENTS

Jane DouglasMs Douglas has been asignifi cant contributor to theimage and practice of the planning profession in New Zealand. As a former president of NZPI, she’s played an important role in leading the Institute towards signifi cant governance change. With extensive private

and public sector experience, Jane’s vision and committment has helped establish a secure foundation for NZPI’s future.

Greg HillMr Hill has been a resource management consultant for over 27 years. With degrees in economics, geography and town planning, he has been a part of Territorial, Regional, Central Government agencies and other important private practices as well. A respected fi gure in the planning industry, he’s been a proactive member with a keen interest in legislation that affects the planning industry.

Christine FosterWorking in various government roles, Ms Foster has helped the planning industry through her professionalism and expertise. Ms Foster has been proactive, from preparing resource management plans to being one of the leading independent Hearing Commissionsers in this country, making her a highly regarded fi gure in the planning profession.

REGINALD HAMMOND SCHOLARSHIP

After a rigorous search for 2012’s recipient of the Reginald Hammond Scholarship award, Auckland University student Georgia Stillwell was awarded $4000 to help in her academic training as a planner.

This scholarship commemorates the fi rst New Zealander to complete a Town Planning qualifi cation. Reginald Hammond went on to serve as the fi rst Director of Town Planning in New Zealand on 1926.

Financial Foreword

Like many of its sister Institutes both In New Zealand and overseas, NZPI has continued to feel the impact of a decreased investment in conference attendance and training over the past 24 months.

Both of these activities have proven to be significant sources of income for NZPI over the last five to ten years.

The 2012 NZPI budget was drafted to reflect the difficult times in which training and conference providers across the country find themselves.

Budgeted income for 2012 was set at $1,128,000 with budgeted expenditure set at $1,147,950. This conservative budget compared with an actual income of $1,374,618 and actual expenditure of $1,377,558 for 2012. The successful attraction of the Quality Planning Website contract has enabled NZPI to continue to provide a high level of service to its grow-ing membership despite the decrease in other income experienced in 2012.

This good financial stewardship has enabled NZPI to report a small deficit of ($2,940) before tax against a budgeted deficit of ($20,050) for 2012.

NZPI remains in an overall healthy financial position with a working capital of $1,312,170.

Moving Forward

The continued decline in training and conference income is being considered by the Board in the context of the NZPI Strategic Plan.

The Strategic Plan is ambitious, involving projects that could require significant expenditure, and is being implemented at a time when NZPI income is diminishing.

Like all organisations, NZPI will need to consider, in consultation with its members, how it will juggle this conflicting phenomenon.

One option, which will be raised at the Annual General Meeting, is that of a modest rise in membership subscriptions, an issue that hasn’t been addressed since 2007

We have audited the financial statements of New Zealand Planning Institute Incorporated on pages 24 to 32 within the Annual Report which comprise the statement of financial positionas at 31 December 2012, and the statement of financial performance, statement of movements in general funds of the year then ended, and a summary of significant accounting policies and other explanatory information.

Executive Committee’s Responsibility for the Financial Statements

The Executive Committee is responsible for the preparation and fair representation of these financial statements in accordance with generally accepted accounting practice in New Zealand and for such internal control as the Executive Committee determine is necessary to enable tyhe preparation of financial statements that are free from material misstatement, whether due to fraud or error.

Auditor’s Responsibility

Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with International Standards on Auditing (New Zealand).

Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are from from material misstatement.

An audit involves performing procedures to

obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the resonableness of accounting estimates, as well as evaluating the overall presentation of the financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Other than in our capacity as auditor, we have no relationship with, or interests in, New Zealand Planning Institute.

Opinion

In our opinion, the financial statements in pages 24 to 32 present fairly, in all material respects, the financial position of New Zealand Planning Institute Incorporated as at 31 December 2012, and its financial performance for the year then ended in accordance with generally accepted acounting practice in New Zealand.

Notes To and Forming Part of the Financial Statements

1. Statement of Accounting Policies

Reporting Entity

New Zealand Planning Institute Incorporated is an Incorporated Society under the Incorporated Societies Act 1989 and is a reporting entity for the purposes of the Financial Reporting Act 1993.

The financial statements of New Zealand Planning Institute Incorporated have been prepared in accordance with the Financial Reporting Act 1993.

Business

The principal activity is that of an incorporated body representing the professional planners in New Zealand. The Society represents the planners interest in the furtherance of planning, practice, maintenance of professional standards, dissemination of planning information and attending to the welfare of members.

Statement of Compliance and Basis of Preparation

The Financial Statements of New Zealand Planning Institute Incorporated have been prepared in accordance with Generally Accepted Accounting Practice in New Zealand (NZ GAAP).

The society qualifies for differential reporting as it is not publicly accountable and is not large as defined in the Framework for Differential

Reporting. The society has taken advantage of all available differential reporting exemptions.The accounting principles recognised as appropriate for the measurement and reporting of financial performance and financial position on a historical cost basis are followed by the Society.

Specific Accounting Policies

The following specific accounting policies which materially affect the measurement of the Statement of Financial Performance and Statement of Financial Position have been applied:

(a) Revenue

Revenue is recognised to the extent that it is probable that economic benefit will flow to the entity and that revenue can be reliably mea-sured.

(b) Trade Receivables

Trade Receivables are recognised at estimated realisable value.

(c) Property, Plant & Equipment

Property, Plant & Equipment are recognised at cost less aggregate depreciation. Depreciation has been calculated using the maximum rates permitted by the Income Tax Act 2007. Gains and losses on disposal of fixed assets are taken into account in determining the operating result for the year.

(d) Income Tax

The income tax expense recognised in the Statement of Financial Performance is the estimated income tax payable in the current year, adjusted for any differences between the estimated and actual income tax payable in prior years.

(e) Goods and Services Taxation (GST)

Revenues and expenses have been recognised in the financial statements exclusive of GST except that irrecoverable GST input tax has been recognised in association with the expense to which it relates. All items in the Statement of Financial Position are stated exclusive of GST except for receivables and payables which are stated inclusive of GST.

(f) Changes in Accounting Policies

There have been no changes in accounting policies. All policies have been applied on a

basis consistent with those from previous financial statements.

2. Income - Continuing Professional Development

This income is shown in the financial statements as gross income and related expenditure. The amount attributed to non members is as follows:

In 2010, the council committed to spending an additional $60,000 on CPD in 2011. There are no further capital commitments in 2012.

3. Branches

The financial statements include the income, expenditure, bank funds and deposits of the New Zealand Planning Institute Incorporated branches.

The peak planning association in New Zealand, like the planning profession it serves has evolved over many decades and so too has its name; ranging from the Town Planning Institute of New Zealand between 1931-1946, to its current name of the New Zealand Planning Institute of New Zealand from 1969. Throughout its various guises (five in all), the organisation has been lead by 44 esteemed planners. In 2012, the title of ‘President’ was replaced by that of ‘Chair’. The current Chair is Bryce Julyan.
