Playing field safeguards working Playing fields across the country are being protected against development, new data published has shown. Sport England must be consulted by councils whenever anyone wants to develop on a playing field, and will always object if it believes that sports provision in the area will be negatively impacted as a result. Often, Sport England will negotiate a new facility being built or existing pitches being upgraded, resulting in improved spaces for people to play sport locally. The figures show that in 2013/14: • 92 per cent (1176 out of 1272) of concluded planning applications affecting playing fields resulted in improved or safeguarded sports provision; • In half (51 per cent) of the cases where Sport England originally objected to an application, our intervention and further negotiation led to an overall improvement in sports provision; • The rest (49 per cent) were either withdrawn, refused by the local authority, are yet to be determined, or were approved despite Sport England objections (just 7.5 per cent).

Active Lives Survey What is the Active Lives Survey? Sport England, in collaboration with Arts Council England, Public Health England, and the Department for Transport have developed an exciting new survey: The Active Lives Survey. It will – like the Active People Survey – measure the number of people aged 14 and over taking part in sport across England. The Active Lives Survey will become the principal tool that Sport England will use to measure its own strategy and the performance of key partners. Active Lives uses a mixed-mode self-completion design involving online (including smart phone) and paper methods. Other key points include: Participation will be tracked at a population level by demographic

group, geography and activity The overall sample size will be circa 198,250 people each year. The

minimum annual sample size for each English local authority will be 500, with additional boosting in some local areas

Data collection began in November 2015, and will run for an initial period of five years.

What will happen to the Active People Survey? APS will continue to run alongside the Active Lives Survey until 30th September 2016. Active Lives and Active People will run alongside one another for 12 months.

This briefing paper discusses the 'community right to bid' for

‘assets of community value’, introduced by the Localism Act

2011. Councils must maintain a list of ‘community assets’,

nominated by community groups.

If the asset is sold, the group will be given time to come up with

a bid. The note discusses the workings of the scheme and

related options with regard to community land and buildings.

Community assets can be nominated by parish councils or by

groups with a connection with the community.

Individuals cannot nominate community assets. If the nomination

is accepted, local groups will be given time to come up with a bid

for the asset when it is sold.

Dan Musson and the rest of the ECB's facilities and investment team are braced for a hectic start to 2016 providing practical support to the many clubs who have been hit by Storm Desmond, Eva, or in some especially unfortunate cases both. "We have a team of four facilities and investment managers spread through the country, and we'll be visiting every single club affected," explained Musson, "So on our website now there are a number of resources for clubs to use, one of them specific to sediment and the health and safety aspects of that – which can be serious, as one club found when they discovered arsenic in the sediment left behind by a flood. There is also a step by step guide and a template for clubs to use when they're contacting us – the first port of call is [email protected].
