✓ As a result of the Future Energy Jobs Act (FEJA), ComEd is now offering
public sector and income eligible energy efficiency (EE) programs
previously offered by the Illinois Department of Commerce and Economic
Opportunity (DCEO).
✓ This is a tremendous opportunity – to provide energy- and cost- saving
opportunities to our customers who need it the most.
✓ Our 2018 goals are aggressive:▪ Public sector: $37 million, 180 MW
✓ The public sector accounts for ~11% of the state’s electric load.

Public Sector New Customer Bonus
✓ 20% bonus on energy efficiency
projects completed by May 31.
✓ Incentive caps increased to 75%
as part of the promo.

Standard and Custom Incentives
✓ Must apply for pre-approval to ensure project funding is reserved.
✓ Pre-application (scope of work, specification sheets, Form W-9 and
implementation must be completed by December 31 for 2018 incentives.
✓ Final paperwork due 60 days after competition (or by February 28, 2019)
to receive 2018 incentive levels.
✓ Wait for reservation letter before starting project; allow three to four weeks.

ICC Installer Certification Requirements
✓Applies to energy efficiency measures that require an electrical
connection.
✓Applies only where the incentive for the installed measure exceeds
$300.
✓Not applicable if the customer self-installs the applicable measure(s).
✓The incentive or rebate will be withheld if the installing contractor is
not certified or until certification is approved/verified.

Retro-Commissioning (RCx)
✓ RCx helps building owners identify low- to no-cost operational and
scheduling energy efficiency improvements.
✓ RCx study is provided at no cost to customer.
✓ Customer agrees to spend at least $10,000 to implement energy-
saving improvements.
✓ To be eligible, buildings must be over 150,000 ft2 and have a
functioning BAS system.

✓ Intended for large customers with multiple buildings that need help
identifying and implementing comprehensive energy efficiency
improvements.
✓ Energy Advisors essentially act as an extension of your staff.
✓ FREE assistance can include:
▪ Incentive form application assistance
▪ Trade ally identification
▪ Obtaining bids for construction work
▪ Overall project management

▪ Experts assist in identifying energy efficiency projects, calculating incentives and
filling out applications for customers.
✓ Power TakeOff Energy Advisor
▪ Power TakeOff uses an energy model to analyze AMI data for large numbers of
customers. Those with high potential for energy savings are contacted directly and
receive remote assistance in making operational improvements.
▪ Program is 100% pay-per-performance.
✓ Outreach Service Providers
▪ ERC (Energy Resource Center at University of Illinois at Chicago) and MEEA (Midwest Energy
Efficiency Alliance)
- Will provide program and project design and development and application assistance.

An Energy Advisor can complete a free assessment of your building and equipment to understand your facility’s needs.
You’ll receive a report with a building analysis and energy-saving recommendations.

• Prior to June 1, 2017:
– Public Sector customers were served by DCEO
– All programs were jointly delivered, covering gas and electric measures
– Multiple organizations offering various incentives
– Program years ran from June 1 through May 31
• Starting June 1, 2017:
– Public Sector customers are now served by utility energy efficiency programs
– Natural gas and electric measures delivered separately
• Starting January 1, 2018:
– Program year runs from January 1 through December 31 (full calendar year)

− Replaced old boilers with high-efficiency hot water boilers (92% thermal efficiency)
• Total savings: 8,400 therms
• Total rebates: $70,000
