Introduction
SECTION 1.1: INTRODUCTION
Agglomeration: Enfield / Johnstown Bridge Waste Water Works
Licence No: D0131-01
Enfield/Johnstown Bridge Waste Water Treatment Plant (WwTP) was built in 2002 and is operated
and maintained by Meath County Council. The waste water treatment plant was built to serve the
agglomeration of Enfield Co. Meath and Johnstown Co. Kildare. The facility has an engineered design
capacity of 3,500 p.e, the plant is licensed for 3,770 but it continues to provide satisfactory treatment
at a loading of 4,053 p.e.
The WwTP includes screening, grit removal, two extended aeration tanks, phosphorus removal,
sludge thickening, a sludge beltpress and a storm tank. The primary discharge from the WwTP is into
the River Blackwater (Longwood).
The following Annual Environmental Report (AER) has been prepared as per Condition 6.10 of Meath
County Council’s Discharge Licence D0131-01 and includes all information requested under schedule
D of this licence.

SECTION 2.1: FLOW REPORT.
Final Effluent Flow Meter
Due to the hydraulic arrangement at Enfield / Johnstown Bridge WwTP and in particular the
respective levels of the plant, the entire length of the outfall pipeline is regularly flooded by the
adjacent Blackwater River and for this reason it is not possible to install a final effluent flow meter. A
flow meter cannot operate accurately and continuously in these submerged conditions
For the purpose of AER and PRTR calculations, Meath County Council, taking into account losses
through sludge wasting, dewatering etc has estimated the daily final effluent flow to be 95% of the
total daily influent flow recorded at the plant. See SECTION 2.2: INFLUENT AND EFFLUENT FLOW
REPORT.

SECTION 2.10: SUMMARY REPORT ON CURRENT PLANT LOADING.
In Section 2.9, Meath County Council has used an average BOD result of 178 mg/l to
determine the current plant loading at Enfield WwTP. In 2010 influent results were
determined from grab samples and not 24hr composite samples. As a result, on a few
occasions, grab sampling coincided with supernatant return from the plants PFT (Picket
Fence Thickeners) and hence this resulted in unusually high BOD spikes. For the purpose of
the plant loading calculations Meath County Council has omitted any BOD results over
300mg/l as these results are not characteristic of typical domestic waste water influent and
do not give a true reflection of the plant loading.
Influent at Enfield WwTP is now tested from a 24hr composite sample and as a result the
average BOD up to June 2011 is 134 mg/l. This figure is more representative of domestic
waste water influent and with an average influent flow of 1,366 m3/d (2010), the current p.e
loading at Enfield WwTP for 2011 is approximately 3,051.

SECTION 3.2: INCIDENTS SUMMARY
The following incidents reports were sent to the EPA in 2010. The reports include the Emission Limit
Value (ELV) exceedances and the reason for the exceedances. The reports also include the corrective
actions taken and the preventative measure put in place by Meath County Council to ensure full
compliance with Enfield’s waste water discharge licence.

SECTION 4.1: STORM WATER OVERFLOWS IDENTIFICATION AND INSPECTION REPORT
As per Condition 4.12 of this licence an identification and inspection report was conducted and
submitted to the EPA ON June 15th
2010. Over flow has been deemed to be in compliance with
DoEHLG Procedures and Criteria in Relation to Storm Water Overflows but recommendation has been
made to record exact frequency of overflows onsite.
SECTION 4.2: IMPROVEMENTS PROGRAMME
LICENCE CONDITION 5.1: PROGRAMME OF INFRASTRUCTURAL IMPROVEMENTS.
MCC will prepare a programme of infrastructural improvements to maximise the effectiveness and
efficiency of the wastewater works. The programme will be in accordance with the licence Schedule C
Specified Improvements: Reduction in Total Phosphorous concentrations of primary discharge to
0.5mg/l by 01/01/2011.
LICENCE CONDITION 5.2: ASSESSING THE PROGRAMME OF INFRASTRUCTURAL IMPROVEMENTS.
MCC conducted a thorough assessment of infrastructural improvements of all Storm water Overflows
(SWO) associated with the Enfield waste water works and any recommended works will be
undertaken in 2012 subject to available funding
LICENCE CONDITION 5.3: PLAN FOR IMPLEMENTATION OF INFRASTRUCTURAL IMPROVEMENTS.
There were no developments or infrastructural works carried out by Meath County Council during the
AER period 01/01/2010 to 31/12/2010.
LICENCE CONDITION 5.4: PROGRAMME OF MEASURES FOR GATHERING, RECORDING, AND RETENTION OF INFORMATION
As-Constructed drawings and Mechanical & Electrical drawing are available for inspection, centrally at

SECTION 5.1: STATEMENT OF MEASURES.
Annual Statement:
Meath County Council will take all reasonable measures to prevent environmental damage. Meath
County Council is also reviewing its environmental liability pollution insurance to ensure the costs of
all remedial actions following an anticipated events, accidents or incidents associated with discharges
or overflows from the waste water works are covered.
SECTION 5.2: ENVIRONMENTAL LIABILITIES AND RISK ASSESSMENT (ELRA) REPORT.
As per condition 7.2.2 of the licence, Meath County Council had prepared a comprehensive
Environmental Liabilities Risk Assessment (ELRA). The assessment was conducted by Rowan
Engineering Consultants Ltd. and was submitted to the EPA on the 27TH
