Executive Reports A word from the Queensland Executive team...

These are exciting times for the profession! There have been some notable achievements this year, but I knowtheQldDivisionteamofofficebearers and staff will continue a number of strong mandates to achieve more for the profession in years to come.

It has been an amazing journey for me; an honour and privilege to serve my profession and one of the few experiences I will treasure forever. My mandate this year has been about liftingtheprofileofengineering,itsrelevance and role in society through my “PEES”; Professionalism, Engagement, Education, and Sustainability.

The division has been very strategic in encouraging more of our engineers and graduates to pursue chartered status and to become registered. This has been reflectedinstatistics,withQueenslandchartered applications exceeding the total of all other states and territories. The division has also been closely liaising with the Board of Professional Engineers Queensland on disseminating the “Queensland model” to other states and territories, with the ultimate aim of National Registration, even asNationalOfficeadvocate for COAG to act. There is also talk of the new state government’s desire to amend the Professional Engineers (PE) Act to include engineering graduates, technologists and associates, of which we have expressedqualifiedsupport.Itismyview that the PE Act must work for the profession and not the other way round.

The division has been very active this year in positioning Engineers Australia as the dominant voice on engineering issues made possible by a change in media engagement strategy,supportedbynationaloffice.QldDivision is leading this drive nationally and has seen amazing traction in exposure for the engineering profession on prime time

target; 30% female engineering students and 20% female workplace participation. I believe we are on track to achieve this goal in the next few years. While I focused on thecorporateleveltoinfluenceindustry-wide workplace culture, Felicity Briody of WIEQ and Jillian Kenny of YEAQ have recently founded Power of Engineering, to engage year 8, 9 and 10 girls, their teachers and parents, and the community on career awareness in engineering, changing their perceptions and demystifying the stereotypes of the profession.

Engineering is about being empowered to change the world. It is diverse and creative. It opens up choices and opportunities.Itinfluenceseveryaspect of our modern lives. It is about working with people for people.

Student feedback has been overwhelming, with 91% of females expressing an interest

in pursuing a career in engineering, and most amazingly, 57% changed from a “no” to a “yes” after the events. As I write, they are on target

to reach over 1000 females in metro and regional Queensland including Cairns, Townsville, Caboolture, Toowoomba, Ipswich and Mt Isa, by the end of the year.

television, print, radio and online media spaces. I believe the outcomes achieved so far are positive but there is so much we can do to advocate for the profession and on behalf of our communities. In terms of member engagement, we have introduced a Qld Division Events Facebook page as well as a Qld President Facebook blog and recorded videos to diversify the opportunities for engagement using social media. We are also reviewing our member communication strategy for enhancing membership engagement.

The education portfolio has been a big investment for me this year. This includes initiating a conversation about the possible relevance of the PE Act to engineering academics teaching and researching in universities. The other aspect of engaging academia is about listening to the voice of engineering academics operating at the frontline on the role of EA in their professionallife.Wearealsorefining

our school and university engagement strategies with the view to increase the overall pool of students

engaged with Science, Technology, Engineering and Mathematics education.

As mentioned in my ADM address last year, I believe we must do better to improve the gender diversity in the profession by setting the Women in Engineering 30/20

Lastly, sustainability has been a constant key message of mine, whether that is with my primary school visits or to my fellow engineers. Let us not forget also that sustainability is more than about environmental or social constructs, it is also about addressing our chronic skill shortages, on providing quality and accessible CPD, and better training opportunities for engineering graduates.

One element of graduate development is our engagement with the Queensland Chief Scientist, Dr Geoff Garrett, and Advisor to the Smart Engineering State policy initiative, Prof Graham Schaffer, in expressing our views for developing policies for supporting a knowledge intensive economy built on engineering skills and expertise.

The successful trial of multi-location

technical meetings using video-conferencing facilities of university campuses by our regional groups in Rockhampton, Bundaberg, Emerald, and Mackay must be explored further to take advantage of the available technologies. Also, we have been heavily advocating to governments at all levels, a pipeline approach with local and state infrastructure planning and spending.

I met some amazingly inspired people during my tenure, and would like to take this opportunity to thank all EA volunteers for the time and effort they put into their roles, especially my gratitude goes to our regional members. You are the backbone of our success, and ambassadors of this great profession in this 2012 Year of the Regional Engineering Team!

Executive Reports A word from the Queensland Executive team...

The2011/2012financialyearhasdelivered some wonderful outcomes for Queensland Division through the achievements and hard work of our many outstanding volunteers and staff. Led by our 2012 Division President, Steven Goh, and our 2011 Division President, Dennis Wogan, we have continued to improve our performance against our strategic plan.

We achieved a rating of 81% against our 2011/2012 strategic plan, an improvement against last year’s rating of 79% and the previous year’s rating of 75%. Forthefirsttimeinseveralyearswehaveexceeded the benchmark rating of 80%, a milestone that should be celebrated. Our aim is to continue the trend of the previous years and build on the solid foundation that has been established.

The Queensland Division Committee has introduced a three year strategic planning cycle. This change in our planning approach will enable us to deliver on longer term outcomes and will

further support the Division in achieving quality results for the engineering team.

A list of our key achievements appears on the following page, however, I would

like to highlight the ongoing membership growth that we have achieved. In 2011/2012 we broke through

the 22,000 member barrier for the firsttime.Themajorityofthisgrowthwas in the Member category, with an increase of almost 1,000 members. Thisisasignificantoutcomeanddemonstrates that Queensland Division is growing strongly.

During the year Queensland Division conducted a record 600 Professional Interviews for Chartered membership. This placed a considerable strain on our processes and I must acknowledge the efforts of all staff and volunteer interviewers who supported this achievement. We have now established a Chartered Assessment Centre in Queensland Division to better support this important activity.

During the year we have also placed a strong focus on enhancing the support provided to our 45 groups spread throughoutthestate.Ourvolunteerofficebearers provide the backbone of our organisation. Without their leadership and commitment to the profession, Queensland Division would not be able to deliver the quality outcomes and successes that we have achieved. Anecdotal evidence indicates that the enhanced support provided by staff is being well received, and we have plans to further develop our support in this area.

Engineers Australia will be refocusing its direction in the year ahead to ensure that it remains relevant to members and key stakeholders, with a focus on member value and enhancing our visibility. Community Engagement

•Australian Engineering week provided positive outcomes. Over 90 separate events were held throughout Queensland against a target of 80 which attracted over 1,000 participants.

•Support to the Kooma Community project has achieved some positive outcomes. A visit to the Kooma Community was conducted by the National President, Division President, and Executive Director. Engineers Without Borders have obtained additional support for the Kooma Amenities Block project and we have provided $10k in funding to support this activity.

Body of Knowledge and professional Development

•Over 600 Professional Interviews held in the 12 months against an annual target of 350.

•Technical presentations above target with 184 to end of June against an annual target of 150. Average attendance on target at 40.

•Considerable work has been invested into securing volunteers to participate in the Chartered Professional Interviews. Approximately 700 volunteers have been organised to date.

•Honorary Fellows luncheon held in February.

•Unit Chairs meeting held in February with all but one group chair attending.

•Year of Humanitarian Engineer well supported by Queensland Groups with over 20 activities held throughout Queensland during the year.

•OverseasQualifiedEngineersSupport Group well supported.

Leadership and Influence

The Queensland Division Finance Report covers the period 1st July ‘11 to 30th June ‘12. The Queensland Division has recordedadeficitof$228,794againstaplanneddeficitof$202,840.Thisequatestoanetdeficitof$25,954againstbudget.Aportionofthisyear’sdeficitwasfundedfromtheTechnical Initiative Fund Reserve, which constitutes a pool of funds set aside to support future group activities.

InCoME

ThetotalincomefortheDivisionreceivedforthefinancialyear was $2,092,938, which was $8,489 less than budget.

The Division continues to derive its income from the combination of an allocation of subscription revenues fromNationalOffice,sponsorshipofDivisionevents,entryfees,rentfromofficespaceandmeetingroomswithinEngineering House. The graph to the left highlights the percentage split of income received by the Division.

Sponsorship facilitates the Division offering a range of activities and services to members and the community. The importance of all of our sponsorship partners is recognized and appreciated.

Through the continuing support from our volunteer members in various Committees and Groups, we were able to continue to hold many more technical and social events this year with less cost overall to the Division. The local and regional group’s financialresultshowedanincreaseinexpensesby3.6%howeverthis was offset by an increase in revenue by 44%, compared tolastfinancialyear.Thesupportfromourvolunteer’sisinvaluable and we would like to thank those for their efforts. We also thank the many groups who actively sought their own sponsorship partners to support their programs during the year.

•8 meetings held with government, opposition and DG’s against an annual target of 10. Additional interaction provided through other activities as well. 100% response from Parties in the State Election regarding their policies that concerned members. Their policy positions were communicated to all Queensland members in advance of the election.

•3 Corporate Breakfast events held against a target of three.

•Hawken Address held with an excellent presentation by Zimi Meka.

•All regional groups, with the exception of Roma, were visited in 2011. The 2012 schedule of visits is well advanced and

on track to visit each regional group.

•Fee paying membership growth at 8.1% against an annual target of 2% and achieved over 11% for Member category.

•Excellence Awards held in October 2011. 44 entries received against a target of 40. Positive feedback received on event.

•2 engineers inducted in the Queensland Hall of Fame. Professional and Young Engineer of the Year awarded.

Education and Qualification

•Engineering Deans Luncheon held in November 2011.

•Support being provided to the Education Linkages Group and the Science and Engineering Challenges.

•Careers Expo held with over 1000 attendees.

•Six Universities visited with presentations to over 2,000 engineering students.

•Stage 1 Assessors held workshop in September 2011. Careers advisor presentedtoOverseasQualifiedEngineers Group and at break out session at Careers Expo.

Internal Structure and Administration

•Record number of nominations received for the Queensland Division Committee and Congress representatives.

Applications and Assessments

We have had another record year of applications and chartered assessments - over 600 applications received and assessed last year which is more than 60% of total applications received in all of Australia. New assessors Col Colquhoun, Don Muir and Alan Collier have settled into their new roles very well.

WehaveanewCharteredOffice(pictured below) on the 3rd Floor of Engineering House dedicated to

chartered assessments and interviews with 3 dedicated full time staff.

Workshops

We have visited all 15 local regional groups in the past 6 months and conducted chartered workshops on the new echartered and 2012 Stage 2 competencies - these workshops were attended by over 600 engineers. The new eChartered electronic system goes live on 20th November and this will streamline the current processes and lower the timeframes involved overall.

The Division’s total expenditure for the period was $2,321,732, which was $17,465 more than budgeted. The increase in expenditure was predominantly related to repairs and maintenance to Engineering House. Work was undertaken on the emergency lighting to comply with National Safety Standards.

Queensland Engineering Careers Expo

The Qld Engineering Careers Expo promotes employment opportunities in engineering, celebrates engineering excellence and advocates the importance of engineering leadership within the profession. The 2012 expo was held in April at the Mercure Hotel in Brisbane and attracted over 45 exhibitors and 1000 engineering graduates. The event was a great success and we thank the following event partners for their support and commitment; Clough, SMEC, Anglo American, USQ, Worley Parsons, Engineering Education Australia, Brown Consulting, Toowoomba Regional Council, URS, Gold Recruitment, QR National, Aurecon, ATC Williams, iConneq, and Ergon Energy. We look forward to the 2013 expo to be held on 24 July 2013.

regional Engineering Conferences

Each year three Regional Engineering Conferences are held in Queensland. They provide a relaxed forum for the exchange of ideas and learning, giving regional engineers an opportunity to gain valuable CPD hours. The 2012 conference series was hosted in Rockhampton, Mackay and Toowoomba. Over 3000

CPD hours were delivered for regional engineers. Information about the 2013 conference series can be found online.

Australian Engineering Week

InthefirstweekofAugust‘12,EngineersAustraliahostedtheannual Australian Engineering Week. The purpose of the week is to raise awareness of its contributions to society, and position engineering as the career path of choice. During the Week, Engineers Australia, with the support of other engineering organisations and volunteers, ran a series of events that showcased engineering in Australia, and the achievements of local engineering organisations and their teams. Featured events included behind the scenes tours at Dreamworld, the simulated mine at Mastermyne, Newstead House, and the XXXX Brewery. Engineers visited school students around the state and inspired the future generation of engineers. Over 3955 people attended events in Queensland. Queensland Engineering Excellence Awards

The 2012 Queensland Engineering Excellence Awards evening and awards program was a great success. A total of 40 entries were received for the ten general categories and four overall awards. A winner was selected in each category, as well as high commendations in some categories. The awards evening, attended by 450 guests, was sponsored by nine corporate sponsors. The awards night, held at the Brisbane Convention and Exhibition Centre, was decorated to honour the previous year’s winner; CLEM 7 Tunnel. This year’s R.W.Hawken Award went to Leighton and Abigroup Joint Venture for The Gateway Upgrade Project. Feedback from both the ceremony and awards submission program will assist in improving the future of the Queensland Engineering Excellence Awards.

Corporate Breakfasts

Throughout the year three corporate breakfasts with respected guest speakers were delivered for members, guests and division sponsors of Engineers Australia Queensland. Keith De Lacy AM, past treasurer of Queensland, past chairman of Macarthur Coal and prominent company director presented on Wednesday 18 April ‘12.

Media

Queensland Division’s media strategy has taken a new course this year in positioning our organisation as the ‘go-to’ for engineering expertise. The implementation of this strategy has been successful in creating connections with the media. Engineers Australia Queensland and spokespersons have been featured in many media outlets, including print, online, television and radio, particularly in response to the engineers’ management oftheWivenhoedamduringQueensland’s2011floods.

Member Communications

Throughout the year four editions of the Engineering Queensland newsletter were produced and delivered toallQueenslandfinancialmembers.Thequalityofthese publications have been highly praised.

Queensland division’s communication strategy has been developed to control the number of emails being sent tomembersfromtheQueenslandDivisionoffice.TheQLD Focus email is sent to all members on a fortnightly basis promoting events throughout the state.

The Asset Management Council is committed to advancing asset management knowledge and capability of members and the broader community. A number of technical presentation sessions were conducted across the year. They ranged from asset management success stories at businesses such as Gladstone Power Station through to updates on the incoming ISO 55001 due in March 2014. The two key achievements over the past 12 months has been the increasing attendences at technical presentations and increasing interaction with organisations in Brisbane.

We have had regular large attendance to monthly technical sessions (60+) with a range of technical talks and speakers from interstate. A delegation of ATS nationally, led by Andrew Day, is intensely engaged with the National Workplace, Health, Safety and Compensation Department in reviewing the upcoming new tunnelling code of practice and ensuring that themodificationsputforwardbytheChamberofCommerceare realistic and valuable for the tunnelling industry.

We have held information sessions at local universities and increased student memberships by more than 80. We are hosting another Annual Industry Golf Day October 2012 to raise money for Royal Brisbane and Women’s hospital. We actively promote and hold joint sessions with other technical societies. Our members regularly attend conferences in Queensland, Interstate and worldwide as delegates and technical presenters.

The Cairns local group covers the geographical region from Innisfail north as far as the Torres Strait. The group aims to provide interesting events throughout the year to assist members obtain CPD.

The group undertook a member survey at the beginning of the year and the key achievement for the year has been providing the types of events that the members were seeking. This included a number of site inspections and presentations and the annual Gala Awards night

The group has had a very busy year and tried out a number of different activities and formats. With a slowing economy in Cairns ithasbeendifficulttoattractsponsorship,butthecommitteehas been able to provide a number of activities for low to no cost. Key Achievements: At least one event was held every three months. The highlight of the year was the Chartered Status Presentation which attracted around 30 members from the local group. A number of members achieved their chartered status during this year. Key achievements: The group was very active with 10 technical activities, a 2-day workshop on circuit breakers with

All activities were highly attended and presentations were made by experts from electricity utilities, consulting and manufacturing companies, the mining sector and universities. Technical presentations are selected from a wide variety of topics that are of current interest to members. Success in the workshop suggests that we should be arranging such workshops more frequently.

Engineering Technologists and Associates Australia (ET&A) is committed to gaining wider recognition for Engineering Technologists within the engineering industry and general community. The group represents a membership category and therefore does not undertake CPD delivery. ET&A members attend the various CPD activities organised by the relevent colleges and technical societies. In August a joint workshop was held with the Engineering Associates on Articulation options. EA Articulation Manager Dr Eric Hobson and University of Southern Queensland’s Dr Lyn Brodie were the presenters. Over 30 members attended (25 were Technologists). The QLD division’s move in preparing a letter to the responsible state Minister in support of national registration and support of a review of the Queensland Professional Engineers Act to include all engineers including graduates, technologist and associates. As of July 2012 there were 539 Technologists members in the Queensland Division. There is opportunity for membership growth if employers place value of the membership status of Engineers Australia and also if the Professional Engineers Act is reviewed to include Engineering Technologists who provide services within their area of practice and level of competence. I am working towards trying to establish a Qld Division Committee for Technologists; the problem has been in raising interest.

Whilst 2012 was another busy year. Looking back to the goals set at the end of 2011 we have almost exceeded these in most areas including the marking ceremonies. The Committee has been actively promoting Engineering heritage during 2012 and providing assistance and technical commentary on a number of projects during the year including:

The marker program this looks set for another big year in 2013 with several ceremonies already in the planning. During 2012 a ceremony was held for the Barcaldine Water Tower. The local Group provided the majority of the support and a special thanks to Stuart Bourne for organizing the event. The Governor continues to be a great supporter and attended the ceremony in Barcaldine. During 2013 the ceremonies that are already planned are for the Longreach Power Station and Hay Point Jetty. The effort required to prepare the nomination and organize the function cannot be understated and the support from all Panel members has been outstanding.

oral Histories this has slowed during the year with the contact at the Queensland University moving to Adelaide, options are presently being investigated to restart the Oral History program in Queensland.

Web page Brian McGrath continues to update the web page regularly with the help of EA Canberra and is a model for other states to follow.

100 project the panel continues to provide ongoing summaries for sites and a special thanks to Brian Becconsall for all the work on this exciting project.

As Chairman of the committee I would like to thank the committee for all their support and assistance over the last twelve months. The regular attendance has been excellent and the tireless work in the library and other Committee endeavors is greatly appreciated by the Profession. During the next twelve months there a several goals that I would like to achieve which will help develop and promote Engineering heritage through out the community:

Key achievements: The Gold Coast Regional Group has consistently achieved good numbers at the technical presentations. We recruited some new committee members who were able to use their contacts to arrange a couple of good presentations. The monthly activities organised by Gold Coast regional group has provided a total of 15 CPD hours for the regional members.

There were a number of highlights during the year including the Coal Seam Gas presentation in March (79 attendees) and the April event (Engineered Wood Products -54attendees);InadditionafieldtriptothePacificHighway upgrade at Banora Point was organised.

Engineering Excellence Awards The Year 2012 awards

attracted 40 high-standard entries covering 34 projects.

There were seven Excellence Awards and ten High

Commendations. In addition, the overall top RW Hawken

Award was made to Leighton Abigroup Joint Venture for

“Gateway Upgrade Project” and other overall awards were

made for Sustainability, for Innovation and for Leadership.

The judging panels included Cliff Button, Mark Blundell, Joe

Abercrombie, Michael Waldby, Brian Becconsall, Iva Dinolova,

David Royston, Adriana Bodnarova, Tom Baxter, Peter Ho,

Hawken Address At the Hawken Address in October, Andrew

Buckley was awarded Queensland Professional Engineer

of Year 2012 and David Marks was awarded Queensland

Engineering Associate of Year 2012. These Awards are

based on contribution to engineering work, contribution

to the community and advancement of the engineering

profession. Young Professional Engineer of Year 2012 is

Robbie Marshall. Bill Wild presented the Hawken Address.

other personal Awards Submissions were made regarding

personal awards for Queensland engineers by Engineers

Australia and also to the relevant authorities for Australian

Awards and for State Awards. Simon Bartlett, John

Fenwick and Tom Baxter, were received awards under

the Australian Honours system. The June 2012 Engineers

The main aim of The Innovation Subcommittee is to

promote innovation within the Queensland engineering

community for the benefit of individual members,

their organisations and ultimately for the betterment

of Queensland. Also, to take the innovation promotion

message to the national level of Engineers Australia and

contribute to recognise and promote engineering innovation

throughout Australia. The innovation subcommittee has

been established and, although based in Brisbane, welcomes

engagement from engineers throughout Queensland.

Technical Activities / Highlights: The innovation

Subcommittee conducted five technical presentations

and two workshops in the period of 1 July ‘11 – 30 June

‘12. Topics included the innovation in the different fields

of engineering as process, product, software, and etc.

We utilised local guest speakers predominantly with

one session conducted by the Eminent Speaker Series.

The average attendance was 20 members, students and

non-members. The Innovation subcommittee members

conducted two workshops on innovation during this period.

Key Achievements: We Promoted innovation at

National level - Innovation promotion by the Innovation

Subcommittee has not been confined to Queensland only.

Through the Queensland Division it took the innovation

promotion to the national stage. These promotional

activities contributed to the formation of an Innovation

Taskforce appointed by the National Council. This panel

consisted of experts in the innovation area, which

prepared the Innovation in Engineering Report.

Last June, Engineers Australia released the Innovation

in Engineering Report highlighting ways to promote

engineering innovation in the country. A copy of this report

was handed over to the Federal Government through the

Federal Minister for Industry and Innovation, Greg Combet,

at a ceremony held in Canberra. This report highlighted the

role of engineering-related industries as a major innovation

driver leading productivity and making a major contribution

to the Australia’s economic growth and security. It identified

several actions to promote engineering innovation in the

country, especially the actions that can be taken by the

Australian Government. Innovation Subcommittee has

been a major contributor to this much deserved awakening

and has been in the forefront in Australia promoting

engineering innovation for many years. It is the first

committee in Engineers Australia dedicated to promoting

engineering innovation within the engineering community.

The innovation subcommittee Inspired other states of

Australia to build Innovation Subcommittees - The Innovation

Subcommittee stood alone for many years in Engineers

Australia as the sole dedicated committee to promote

engineering innovation. Now it has a new sibling – the Sydney

Division also has also formed a similar committee. Actions

are being taken to form another committee in Melbourne in

the near future. Indications are that many other divisions are

following Queensland Division footsteps and soon a family of

committees dedicated to promoting engineering innovation

will be established under the Engineers Australia umbrella.

The Innovation Subcommittee organised presentations on the

first Wednesday of the month and held meetings on the third

Thursday of every month at Engineering House, Brisbane. Our

presentations were centered on educating the audience on

innovation and sharing success stories to motivate others.

We welcome people who are passionate on

innovation, willing to promote innovation and

willing to assist with educating other engineers and

the wider community to join the committee.

Technical Activities / Highlights: The Group conducted 10 network events in the period of 1 July 2011 to 30 June 2012. The Group’s network events attracted good number of overseas qualifiedengineers(OQE’s)andassistedinachievingtheGroup’sobjectives and vision to ensure successful utilisation of OQE’s and enhance their contribution to the engineering profession. It helped also to increase the OQE’s awareness of the Group and its programs. It provided OQE’s with the opportunities to network with potential employers especially those who are experiencing shortages of engineers and engineering skills.

The Group encourages an exchange of ideas with various providers of training and work experience programs. The Group also delivers success stories at each event in order to motivate and provide directions for newly migrated engineers to progress their professional development. The workshop relatedtoindividualswhoholdengineeringqualificationsthat are not accredited or recognised by Engineers Australia, and who may be seeking admission to Engineers Australia onthestrengthoftheirqualificationsandexperience.Explore a Different Road. The event enhanced the OQE’s knowledge about job opportunities in regional QLD. The event featured the challenges of living and working in regional communities and how to obtain employment in these areas.

oct ‘11 Resume: Your Key to Success The event enhanced OQE’s knowledge about how to write a CV that will give them the best chance of success, and provided them with ways to improve their CV’s and avoid common mistakes.

nov ‘11 Mining, Oil and Gas Opportunities. The event was a good opportunity to all OQE’s to network with organisations in the mining, oil and gas industry that are experiencing shortages of engineers in this discipline.

Jun ‘12 Recruitment and Preparing Good Resumes with Sean Blanche and Anita Lamb-Nicholls. The group organised this event to provide OQE’s with instructions to improve their CV’s and highlight common mistakes that should be avoided. Women in Engineering with Azam Zeinalzaheh. (Joint Network with WIE). The event was a good opportunity fortheoverseasqualifiedfemaleengineerstonetworkand meet other women in the engineering industry.

This committee provides a co-ordinating role between all the Division’s Technical Units for the delivery of our Technical programs. The committee also undertakes special Engineering Practice review tasks at the request of the Division Committee – to further utilize the committee’s wide range of representation from our Technical Units.

During the year it was agreed that, on a rotating basis MembershipOfficeStaffwouldattendthemeetingforthefirst¾hour to address “administration issues” this has proved successful and “add-on” minutes and general information has been circulated. We are also grateful that Ian McEwan has attended several meetings and covered many issues of common concern.

Technical Activities / Highlights:

Individual Technical units have provided over 250 invaluable presentations throughout the year. Feedback is suggesting some rationalization whereby quantity of presentations may reduce in favour of quality, will be pursued in 2013.

Through the past year, technical presentations generally have been well attended, with the overall trend in members’ attendances - steadily increasing. Marginal increases in the use of video-streaming further supports our CPD objective – has also been note.

Technical programs involving “conventional” evening seminars, selectedfieldvisits,lunch-timemeetingsand“hands-on”workshops have also been noticeably, well subscribed. Improved recording procedures covering attendee names are enhancing CPD (Audit) data – and ultimately allow “real time” appraisal of CPD attendances. No “shows” and walk-up attendees provide difficultyforthecurrentevolvingsystem.Roombookingissueshavesignificantlyreducedfrompastyearsbuttheopportunities for joint unit activities have markedly grown.

As in 2011, our objective remains to encourage employers to include some in-house video streaming of pertinent presentations within their work culture. Under our charter to assist with Engineering Practice issues, the Chair and several PDSC members have also participated in the review of the Professional Engineers Act / Regulations – to culminate inaPositionPaperDocumentontheramificationoftheAct. This advice has “struck” concerns, in relation to full member publication, from EAs Legal section. It is hoped that these issues can be resolved in the next few months.

Our second major Engineering Practice issue was chaired by Peter Ho and resulted in an issues paper on “Legalistic Constraints on Engineering Practice” – resulting from the Flood Enquiry,

being submitted to EA Council / Congress for further action.

The demand for CPD continues to grow as the number of Professional Interviews for Chartered Membership has grown (at times over 50 interviews per month) – this partially related to the fact that the Board of Professional Engineers now requires all Registered Engineers to complete CPD of some type / duration as CPEng Members.

With changes earlier in the year the nationally conducted Eminent Speaker program has been more strongly integrated into ourmonthlyspeakerprogramstothebenefitofallconcerned.

In conclusion, I would like to pay tribute to our Committee’s Members and their associated Technical Units - for their invaluable contribution to the success of the Technical activities of our Division.

Inthe2011/2012financialyeartheCommitteehasorganised17technical meetings and events for our members worked towards the hosting of CORE2012 in September 2012, and presented an RTSA award. Many of the Committee members and several of Chapter members are directly involved in the preparation of the Conference On Railway Engineering (CORE) to be hosted by the RTSA Qld Chapter on the 11 and 12 of September this year.

The Chapter Chair presented the prize for the RTSA Wheel Rail Student Thesis Award to Dr Paul Bellette at the University of Queensland on the 18th of July this year. Paul’s post graduate thesis was titled The Influence of Speed Variation on Wear-Type Rail Corrugation Formation and Growth.

The Thesis describes an investigation into the effects ofspeedvariationsofpassingtrafficontheformationmechanism of rail head corrugations. The research containedinthethesishighlightsthesignificantinfluencethatvariationsintrafficspeedhaveontheformationofcorrugations and it prompts further investigation into the feasibility of using variations of speed as a novel method of controlling the formation and growth of corrugations.

David provided an insight into a range of options in these areas, with a view to quantifying and understanding the differences, opportunities and pitfalls in looking to overseas

Sep ‘11 High Speed Rail – The Australian Context with David George. David discussed the history of high speed rail projects in Australia and gave an update on the current project to to bring high speed rail to Australia. (38 attendees)

Feb ‘12 Transnet’s Capital Upgrade with John Marshall. John gave a presentation on the capital works projects underway to improve the capacity of Transnets rail and port network. (28 attendees)

Mar ‘12 Overhead Wiring for Dummies with Trevor Bagnall, Joe Percy, Keith Rosbrook, James Goffey, Simon Matthews-Frederick and Eric Rudorfer. A panel of six subject experts gavepresentationsonaspecificareasofoverheadtractionwiring. (110 Attendees); Transport Data Recorders with Mike Hill. Mike gave a presentation on the development of data recorders for transport vehicles and explained the various units used in the Australian rail industry. Mike also explained the use and value of the data recorded. (33 attendees)

Aug ‘11 Brisbane River Flood: Managing the Community Impact Technical Presentation. The presentation focused on how Brisbane City Council responded to, and led the recovery from, the biggest natural disaster Brisbane has faced in at least 37 years. The presenters were two Brisbane City Council executives who performed senior roles in the Brisbane Disaster CoordinationCentreduringtheheightofthefloodcrisisandthe clean-up that immediately followed. nov ‘11 Risks Associated with the Coal Seam Fracturing Process. The presentation, by an industry specialist from a major oil and gas company, covered the basics of fracture stimulation and discussed operational process controls, including Drilling methods for fracture stimulation, factors: seam thickness, depth, and fracture properties, risk controls and mitigation, commercial imperatives to isolate coal seams, landowner notification&involvement,andcodesofPractice.(47attendees)

Mar ‘12 Safety in Design. Michael Ord presented on the use of facilitation techniques to identify and manage safety risks in the design process. Dr Paul Johnston provided his insights into making the SiD process a “business as usual” consideration. He discussed from a “lessons learned” perspective how a project team can instil a positive SiD/risk culture where timeframes are limited and the workforce is constantly changing. (87 attendees)

May ‘12 Dealing Reasonably with Irrational Fear. Dr Andrew Rae, a Research Fellow from the University of York in the UK, pondered, via a highly stimulating and interactive presentation, the question of how to reasonably assess and regulate risks in society, and risk-framing. (46 attendees)

Jun ‘12 Engineering Risk Management Seminar. The Burnett

Regional Group hosted a risk management seminar in Bundaberg that was live streamed to attendees in Rockhampton, Mackay, Gladstone and Emerald. 3 hours of risk-based continuing professional development, comprising: risk management techniques and a case study by Dr Ron Black; and the application of risk management to disaster planning and recovery by David Cox from the Brisbane City Council. (130 attendees)

The Year of the Regional Engineer was a highlight this year that reinforced the aim of the Rockhampton Regional Group, to continue focus on regional connectivity and disaster management.

Technical Activities / Highlights: The Central Region Conference was hosted by Rockhampton Regional Group and held at CQUniversity, Rockhampton on the 10-11th August, to coincide with Engineering Week. The conference was a huge success, with 103 attendees from the local region. Sponsorship was received from SMEC, CQUni, AECOM, Cardno, Transport and Main Roads and Ergon Energy, who have all given positive feedback and were happy with their involvement in the conference and the exposure received. Three keynote speakers gave an excellent disaster recovery focus to the conference, including local, and international recovery activities. A further 17 papers were delivered by local engineers, covering a broad range of activity in the local region. The conference also provided an excellent opportunity for CQUniversity to showcase it’s recently rennovated engineering precinct and to make valuable connections between the university and local industry. The conference also contributed to leadership and development with a special session on Professional Development with speakers from BPEQ, EA and CELM.

The conference dinner attracted only 54 attendees, and in future some focus will be given to ensure that attendees indicate intention to attend the dinner. However, feedback from the local engineering community following the conference was very positive. Several senior attendees indicated it was the best conference they had attended, which is a very high accolade.

Overall, the conference delivered approximately 1400 CPD hours to the local members, enhanced the links between local industry and the community, recognised local membersforsignificantendeavours,raisedtheprofileof

The presentation of Timber Engineering Supported by the Structural College was streamed live from Rockhampton to Bundaberg, Gladstone and Mackay in late June. In June the Risk Management Workshop was Organised and streamed live by the Maryborough/ Burnett local group to Mackay, Rockhampton and Gladstone via CQU ISL Seminar on Disability Access Standards was presented in September by the Rockhampton group. This month Eminent Speaker Dr Trevor Bird talked on Radio telemetry and streamed live from Rockhampton to Gladstone, Mackay and Bundaberg

This year local Rockhampton Engineer Terry Hill was honoured with prestigious Engineers Australia Award for his significantworkinthecommunityandwiththetransportand Main Road’ Program Delivery and Operations Regional Director at the Central Regional Conference Dinner in Aug 2012. The Gencon dinner on the 14th of June was again supported by Engineers Australia to enhance the progress and development of Young Engineers. Awarded the Engineers Australia Central Queensland Prize and Fault Guthrie Award

Locally our Committee members did an excellent job this year organising the events, Site visits and the Regional Conference. The aim of the Roma Regional Group is to bring together as many engineers, across as many disciplines as possible, working and delivering engineering projects and services across the region to share their experiences of working in remote regional Queensland.

Technical Activities / Highlights: With a very busy working year and limited resources, 2011/12 was dedicated to delivering the extensive array of projects essential to maintaining the economic and social viability of Region. In July 2011 the reconstructionoftheregionfromits3rdfloodinasmanyyears, was well underway. Combined with the continued expansion of the Energy and Resources sector, particularly in the area of Coal Seam Gas, there was little time left for

anything else. Keep in mind that many of the engineering resources that have been working out here are not ‘local’. A large proportion of engineering staff are on FIFO or DIDO rosters; often working up to 21 days straight and then making their way home (away from the region) for a well deserved break.

Ifwemoveforwardafewmonthswefindtheregion,yetagain,hitbyfloodingrainsinNovember2011andJanuary2012. This event is particularly bad for area such as Mitchell, Roma, Surat and St George. It was during and immediately after this event that we saw the community come together to undertake another gruelling clean up and recovery process. A number of industry bodies (including many engineering based companies) donated time and resources to the recovery effort and this support was well received by the local communities.

Key Achievements: After almost a year with little activity by theRomaRegionalGroup;andfinallyhavingjustalittletimeto dedicate; it was time to reignite some interest in the group. A “Committee Builder” email was distributed to local members in May 2012 and it was well received with a number of people responding with their expressions of interest to either be involved and attend future events. It was with this that the group has taken this into creating momentum for 2012/13.

Matt is an aquatic veterinarian well known in Queensland and New South Wales for his work, particularly in relation to the ongoing Gladstone Harbour investigations. Jun ‘12 Ethics and Sustainability in Engineering with Dr Peter Bowden, University of Sydney, Department of Philosophy Peter asked the audience to consider if engineers have a particular obligation of care given the many forms of critical infrastructure upon which society relies. This presentation examined the ethical issues faced by engineers, and the approaches taken by responsible people in the industry, including Engineers Australia. The Sunshine Coast Group aims to promote the ideals of Engineers Australia within the local area which extends from Caboolture to Gympie in the north. A continuing focus of our local committee has been to attract younger members to EA.

Technical Activities / Highlights: The Sunshine Coast committee conducted 10 technical presentations in the period July 1, 2011 to June 30, 2012. The presentations conducted on a monthly basis have drawn on guest speakers predominantly from local industry. However, a developing relationship with the University of Sunshine Coast (USC) has also provided the opportunity to secure presenters from the academic sphere.

Our presentations attracted an attendance of 45 on average, this included approximately 10 mainly “graduate/ non-members” from the university.

Technical Activities / Highlights:

Jul ‘11 Steven Goh hosted a breakfast presentation at Cafe Forte themed on the Year of Humanitarian Engineering which highlighted the things we take for granted in the developed world. In the 12 months preceding this presentation, Steven travelled to the remote parts of Nepal to the base camp of Mount Everest. Clean drinking water, sanitation and electricity are all essentials in our modern lives. More often than not, we take these essentials for granted until the day when their service to society is disrupted. This was a great event to highlight the theme of 2011.

Aug ‘11 Wetalla Water Reclamation Plant on Goombungee Road. This visit focused on the biological nutrient removal side of the plant. Visits in the past have focused on the RO plant at the rear of the facility of which TRC was commissioned to produce A+ quality water by the New Hope Corporation for their New Acland Coal Mine. The group has hosted this site visit several times as it generally receives notable attendance. Engineers Ball Casino Royale. This ball was a student initiative.

Sep ‘11 Support to the CH-47D Chinook Helicopters in the Middle East Area of Operations. Captain Paul Bellas from the Cargo Helicopter Management Unit gave this presentation at the University, discussing the engineering and logistics support to those aircraft, spare parts required to be held and the associated cost, actions to prevent environmental degradation, technology change management and rate of effort generation.

oct ‘11 Stahmann Farms Nut Factory visit hosted by The Toowoomba Group. The group toured from the sorting area to the holding and packaging area. One of the major challenges faced at the time of construction was to build a concrete slabwithsufficientcapacitytowithstandthefreezingandthawing of nuts in storage. Interestingly enough, they ended up digging down 12m, pouring a 6m deep slab, loading 3m offillandtoppingoffwithanother3mdeepslab.Andaftermany decades in operation the slab has not cracked.

nov ‘11 The Strengthening Grantham Site Visit was a bus tour of the affected areas and was chaired by Nicola Mead and hosted by Ged Brennan from GenEng Solutions. The focus of the tour looked at the construction of Stage 1 of the reconstruction efforts which included 90 fully serviced lots, extensive open

space and an open-level crossing which was primarily for those Grantham residents wanting to relocate to the new subdivision.

Dec ‘11 End of year event. We combined a BBQ with a powerpoint presentation from guest speaker Greg Valler of RME on a suspension bridge he designed (through RME) and constructed in Laos with the help of the local village. It was a great presentation that highlighted the challenge of getting the design fabricated in the country, designing the anchors to be large enough to span the 54 metres but still be small enough to be transported in the local trucks, and having the villagers dig out and concrete two (2) consistent 10m3 footings with only 5L buckets.

Mar ‘12 Surat Basin tour. Bus tour all around the Kogan Creek Power Station and their coal mine which is transported by a conveyor belt around 5km. Interestingly, the mine was closetobeingflooded,withwaterlappingatthebaseoftheconveyor belt which luckily sat a bit over 600mm off the ground preventingdamage.Afterlunch,thefinalpartofthistourwasa presentation on local infrastructure issues by Graham Cook: The Director of Engineering Services at WDRC. Graham looked at the challenges they are facing by trying to meet the needs of not only themselves, but all the private companies who are setting up temporary or permanent camps needing road access, electricity, stormwater and sewerage connections.

Apr ‘12 Repeat presentation Due to the success of Greg Vallers’ presentation on November 26 of 2011, Greg provided an up to date version of the same presentation to on-campus USQ students at the Steel Rudd College.

May ‘12 Range Crossing Flood Recovery hosted by RTSA. The event focused on the damage that was caused to the railnetworkeastofToowoombainthe2011floods.DaveStewartfrom QR gave an overview of the history of the rangeanditssignificance,theextentofflooddamageonthe rail network, determining scope of works required and assembling the response team, assessing the risks, resourcing and procurement, and site establishment and integration. One of the major challenges David discussed was the logistics involved in reparing and rebuilding the rail track.Dalby Central Ergon Substation. A bus was organised to take attendees on a technical site visit to the Dalby Central Ergon Substation. The visit focused on the new substation which was built to meet the increasing energy demand in the local area. Being an indoor substation, the audio and visual impact typically incurred by outdoor substations was eliminated. This visit also provided attendees with an understanding of the inner workings of a distribution substation and the commissioning process, which by chance made this event possible. Australia-Wide Science and Engineering Challenge initiative. USQ once again hosted the and as in past years EA continued to sponsor the successful event. These types of initiatives are very important in spreading awareness of the various applications that maths and science have toward engineering. Designed to demonstrate the varied

and practical elements of a career in science or engineering, the Science and Engineering Challenge in particular aims to inspire students to study science and engineering at a senior level.

Jun ‘12 AGM. This involved a summary of the previous years’ events as well as a electing the new committee for 2012/3 for the coming year of operation. This event was attended by the Toowoomba Regional Council Mayor Paul Antonio and the EA Queensland Division President Steven Goh.

Key Achievements: Toowoomba Regional group has been actively involved in organizing activities in the region at regular intervals within the region including technical presentations, site visits and other promotional activities. These events provided CPD activities for its members and provided avenues for networking with their fellow members.

JCU Cyclone Testing Facility Technical Presentation with Dr David Henderson followed by a visit through the cyclone testing facility. (60 attendees) Mt St John Water Treatment Plant Site Visit. An excellent site visit through a modern waste water treatment facility (18 attendees)

Key Achievements: The2011/12yearhasseenasignificantamount of work by the Townsville Regional Group in coordinating a variety of different activities and events, with the intention of adding value and providing Continuous Professional Development (CPD) opportunities to our membership. The September quarter of 2012 has supported these opportunities, with six events that have been successfully executed, including one site visit and two technical presentations.

The present committee includes a diverse group of individuals with varying experiences, which has allowed the group to program activities that maximise the exposure to our membership. One of the major achievements has been the number of participants that have been in attendance at our activities. The group will continue to build on this momentum to continue delivering value to our local membership.

In 2013, the Townsville Regional Group will incorporate a new focus to the group charter. As well as maintaining the existing professional development opportunities for our regional membership base, the Townsville Regional Group will also aim to have further involvement with Townsville schools in order to promote to students ‘what engineering is’, as well as encourage school students to consider studying mathematics and science at school.

The EA QLD Div Transport Panel also has a connection with NCTE and we assist them with nominations for NCTE Transport Medal (every 2 years). Together with NCTE, we encourage our university students (post graduate) for NCTE Student Prize, assist with contributions to NCTE Discussion Papers, and we assist with NCTE reviews of competencies for transport engineering.

Technical Activities / Highlights:

Jul ‘11 Connecting SEQ2031 with Ken Deutscher, covering the broad range of transport policies incorporated in the draft, including a focus on the “rail revolution” project, a strategic road network plan, a freight plan and considerably enhancing active transport.

Aug ‘11 Pacific Motorway Site Visit for Engineering Week. Those attending the site tour received some insights as to how innovative engineering design can be used to upgrade andexpandamajorhighwaytoensureitmeetsfuturetrafficand community requirements. TMR Director General Round Table Discussion. David Stewart provided an insight to TMRs Major Programs & State Planning Program. David has agreed to hold quarterly meetings with the Transport Panel; Planning to Succeed with John Olsen. With over 40 years experience, John spoke before he stepped down from the industry about the important issues and challenges facing transport planning today. His talk provided some insights into what our industry can do in order to achieve the future we all aspire to mould.

Apr ‘12 Transport and Public Strategy – Linking Policy Goals to Action with Eminent Speaker Greg Martin. The presentation looked to the high order policy goals of productivity, prosperity and livability and strategies to address the complexities of determining public interest imperatives, dealing with multiple and competing interests, addressing reluctance

Women in Engineering Qld (WIEQ) has the charter of “Attract, Retain, Support and Celebrate” and organise our activities to cover these areas. Committee members regularly volunteer their time to present to schools and for student mentoring programs to help attract more students both male and female to the profession and the committee is currently developing an education strategy to enable us to do this more effectively. To help with the retention of female engineers we have a number of leadership and joint technical events where successful female engineers present their achievements. To support and celebrate we hold a number of different styles of networking events to help build professional relationships within the industry and

Aug ‘11 Women Engineering Qld Student Workshop. Two-day event conducted by the Qld Resource Council, aimed at female highschool and University engineering students (200 attendees); WIE Trivia Night. Held during engineering week and well attended by both students and industry members (85 attendees) AGS Joint Event. Joint technical event with the Australian Geomechanics Society showcasing outstanding projects from four female Engineers from around Australia. (85 attendees)

Sep ‘11 WIE Leadership Breakfast with Kathy Hirschfeld. Attracted a record attendence including Hon Karen Struthers Minister for Communities and Housing and Minister for Women, Division president Dennis Wogan and EA Qld Executive Director Ian McEwan. The new Engineers Australia National CEO, Stephen Durkin, Qld Division President, Steven Goh, and Qld Executive Director, Ian McEwan were in attendance. (140 attendees)

Mar ‘12 Ladies “Lunch-Lesson-Links” Learn to Play Golf day.

Opportunity for members to get an hour lesson with a golf pro plus play nine holes with the golf pro assisting players aroundthecoursewiththeaimofgivingthemtheconfidenceto take part in corporate golf days. (25 attendees).

Inaugural “Power of Engineering” Student Workshop. This workshop saw year 9 and 10 students from 6 Brisbane high schools attend hands on workshops at QUT and hear addresses from successful female engineers. Apr ‘12 EA Qld Career Expo Service Numerous WIEQ had a stall at this year’s expo which sparked a lot of interest from not only the expo attendees but also from fellow industry stall holders. promoting engineering as an outstanding career for women. Our leadership breakfast was attended by the Hon. Karen Struthers Minister for Communities and Housing and Minister for Women and this has lead to the WIEQ committee being invitedtoworkwiththeminister’sofficealongsideotherindustry groups to develop a educational strategy within the government’s Women/Girls in Hard Hats program; this saw WIEQ secure a $10000 grant to hold the inaugral “Power of Engineering” event. The Power of Engineering has now been developed into its own stand alone incorporated group to allow it to work with many industry organisations to deliver educational workshops accross the state where WIEQ will lend support buy sourcing inspirational female engineers to present at the events. The development of “Baby Engineers” to support engineers on sabaticle from their careers was an idea held in previous years that was realised in 2011/2012 and has been gathering growing numbers of attendees both male and females. We look forward to 2012/2013 being just as successful by consolidating on the initiatives started this year and expanding our scope to our regional members.
