Component 1: National Disaster Management Information System (NDMIS)
Operationalize ANDMA Emergency Operations Center (EOC) through equipment, software and staff training
1. ANDMA EOC has: i) an operational database; ii) a web-based
interactive data and information sharing portal; and iii) a public
website.
2. ANDMA EOC and ten provincial ANDMA offices are equipped with
necessary IT equipment, software and network connection.
3. Standard Operating Procedures (SOPs) for Disaster Risk
Management Information workflow, training manual for ToT and
rapid assessment guidelines including relevant forms are developed.

1. DRM practitioners (end users of NDMIS) are trained in:
Disaster Management Information System information
management.
Standard Operating Procedures for disaster
management information workflow.
Basic system infrastructure and database maintenance.

Achievements Component 1
1. Comprehensive capacity building plan for all project trainings
has been prepared with envisaged participation of IOM and
SMDM personnel;
2. Activity , “Develop & Test Proof of Concept” has been
completed;
3. Business case development for NDMIS and EOC is on-going;
4. SMDM capacity assessment in SMDM HQ and 8 provinces has
been completed;

Component 2: Community-Based Disaster Risk Management (CBDRM)
50 communities/villages across ten provinces will be selectedthroughout the project implementation
1. Risk assessment, hazard mapping and action planning.
2. Awareness raising and disaster Early Warning Systems.
3. Community-based disaster risk management training:
a. 500 individuals are trained in disaster risk management.
b. 50 communities have action plans and training material on
disaster risk management, including search and rescue.
4. CBDRM SOPs, action plans and training materials for use of ANDMA
and the Ministry of Rural Rehabilitation and Development.

Achievements Component 2
1. Around 50 villages in 8 provinces have been assessed form
which 16 villages will be selected for the first round of the
CBDRM component of the project;
2. Training modules for the first part of CBDRM component of the
project have been developed;
3. Community mobilizers and DRR coordinators for the project have been recruited.

Component 3: Disaster Risk Management (DRM) Infrastructure
50 communities/villages across ten provinces will be selectedthroughout the project implementation
1. 50 communities have constructed DRM infrastructure.
2. 45,000 daily laborers employed in construction of DRM
infrastructure.
3. 50 communities have guidelines/manual for constructing and
maintaining DRM infrastructure.
4. One pilot multi-hazard mapping exercise will be conducted in Herat
province.

1. 50 communities in 8 provinces, in close coordination with
ANDMA and other concerned government offices have been
assessed for infrastructure protection projects;
