Mainstreaming Community Based Adaptation (CBA) through Agricultural Innovation Systems (research & extension)
CCA involves a combination of immediate, medium and long-term measures, most of which are “knowledge intensive”: adopting physical adaptive measures improving agricultural practices adjusting socio-economic activities strengthening local linkages research, extension and farmers providing access to knowledge on CCA raise awareness and advocating
CBA implies multistakeholder action, innovation and a process of social and institutional change
CBA should be promoted in agricultural policies but lacks of institutional structures
Opportunity for CBA to be considered in the context of the reform of agricultural innovation systems (research and extension) in connection with new policies for CCA
The role of research, extension and communication facing Climate Change Adaptation in AgricultureStudy by FAO & Wageningen Agriculture University
Findings of a study on needs, approaches and options for institutional change of national research, extension and communication services for CCA
Provides a framework and building on case studies: Bangladesh, Bolivia, Congo DR, Ghana
Innovation for CCA is not limited to technology development but requires institutional change that will enable CBA up-scaling
CCA: combination of technical and institutional development through iterative innovations
CCA/CBA & Agricultural innovation: findings
Adaptation and innovation are interrelated processes in agriculture
Institutional reforms and new ag. innovation approaches that focus more on ‘orgware’ at multiple levels
Agricultural innovation systems provide a framework to institutionalize and up-scale CBA horizontally and vertically
Linking agricultural innovation systems and CBA requires new forms of coordinated action based on networks of multiple stakeholders & institutions to ensure participation, responsibility & accountability
Need for rethinking institutional arrangements to promote adaptation & innovation at the community level
New methods needed in ag. innovation & extension services: mediation, facilitation, on community learning and sharing
Communication for Development (ComDev) is a participatory approach that integrates communication strategies and media to improve knowledge, information sharing and participation
In CCA/CBA ComDev facilitates information, knowledge sharing and participation as key assets for concerted and collaborative action among all stakeholders in a particular agro-ecological context, to enhance livelihood options and increase people’s resilience to CC
It promotes participatory processes at the community level and fosters institutional and social change
Key role of Communication for Development methods and processes for CCA/CBA
facilitates equitable access to knowledge and information
foster multistakeholder dialogue and action
support organization and good governance
facilitates negotiation and coordination
capitalize learning and action => co-creation of knowledge for community-based adaptation processes
promotes participation in innovation systems for CBA
improves active linkages between research, extension and farmers
bridges the “information glocal divide” reducing the gap between global environmental systems and local communities’ knowledge
Role of Communication for Development in CBA
A ComDev National Plan developed and implemented with the National Institute for Agriculture and Forestry Innovation (INIAF)
Lessons: Communication for Sustainable Development Initiative (CSDI) - Bolivia national plan
Objectives • Design, validate and implement ComDev strategies and services for CBA, NRM & FS• Strengthen national capacities in ComDev for agriculture and innovation at the local and national levelin support of CCA/DRR
Bolivia: CSDI Local Information & Communication Plans (PLICs) for CBA and FS
At local level implemented in 4 pilot areas supporting livestock agriculture forestry Indigenous Peoples’ prior &
informed consent
Participatory Rural Communication Appraisals to identify local knowledge and information needs
Developing local information and communication plans for agricultural innovation, blending local and scientific knowledge and managed by local actors
FAO support to Rural Communication Services (RCS)through community rural radio for FS, CBA, disaster risk preparedness & mitigation
Scaling up: enhancing rural communication services (RCS) through community radio in Bangladesh
Conclusions: role of ComDev for CBA
Up-scaling CBA involve an institutional process promoted through systematic and participatory knowledge sharing and communication processes and services Need to focus on social & communication processes rather than on media promoting local content Enhancing local communication practices end ensuring linkages between local, national and global level
Building on existing knowledge and communication systems
Ensure equitable access to knowledge and information, dialogue and participation
Conclusions: role of ComDev for CBA
Document CBA best practices and showcase results
Assess options and promote new ComDev services for CBA
Support communities of practice, knowledge sharing, networking and partnerships
Integrate ComDev approaches and strategies in CBA
Conclusions: scaling-up CBA in agriculture
• CBA should be integrated in the agendas of the national agricultural policies and strategies for CCA
• Re-configuration of extension services based on pluralistic methodologies that are suitable for CBA (eg. FFS)
• There is a scope to up-scale CBA through a new focus of the agricultural innovation and a reform of the research and extension systems
• Policy advice and capacity development of rural institution should be a priority
• Apply participatory ComDev services as part of CBA and agricultural innovation systems
