ENLISTED PROMOTIONS

1. INTRODUCTION:

a. This Personnel Services Delivery (PSD) guide is a single document containing procedural instructions/information on the Enlisted Promotion/Demotion process. This PSD guide is provided as a written service to Regular Air Force (RegAF) Airmen and service center agents.

b. RegAF Enlisted Promotions details the concepts, flow, control and processing procedures to support the Airman promotions program:

RESPONSIBILITIES

UNIT1. Facilitate the notification of the promotion program to individuals assigned to the unit.2. Assist with scheduling and rescheduling promotion eligible personnel.3. Use the rosters to track non-select and withhold promotion actions.4. Provide the commander the tools necessary to quality review individual promotion eligibility.5. Ensure the commander reviews the “Unit Selectee” and “Unit Non-selectee or Withhold” lists to fully evaluate each Airman’s promotion status and to approve, disapprove, or withhold the promotion.6. Ensure the commander lines through the Airman’s information from the “Unit Selectee List”, and notifies the Airman in writing if non-recommending or withholding an Airman’s promotion in accordance with AFI 36-2502, paragraph 4.2 or Tables 1.1 or 1.2, using template memo’s on myPers asapplicable7. Ensure the commander certifies the “Unit Selectee List”.8. Forward the letters of non-recommendation, or withholding of promotions to the MPF Career Development office for update of the Promotion Eligibility Status (PES) code and/or GSR and to file in the Airman’s automated records management system (ARMS)record.9. Ensure the commander reviews the “Unit Non-selectee/Withhold List” to verify reasons that render Airmen ineligible for promotion and annotate any changes. NOTE: A letter of withhold/ non-recommendation is required on those Airmen whose promotion was automatically placed in withhold. PAFSC skill-level waiver letters indicting commander’s approval or disapproval arealso returned at this time.10. Ensure the unit commander provides a promotion recommendation letter on an Airman who was previously non-recommend for promotion, and is now approved for promotion and informs the Airman of their approved status. NOTE: Personnel previously disapproved are shown on the “Unit Non-selectee or Withhold List” as “PES code other than“X”.

MPF (Career Development Element)1. Responsible for processing Senior NCO, NCO WAPS and Airman Promotions.2. Complete preselect, select and post-select phases, according to the table at Attachment 1,3. Publish, process and distribute STEP promotion and administrative demotion order when authorized.4. Research and verify all non-selectee and withhold conditions on the “MPF Non-selectee and Withhold List. Airmen in this category are not automatically projected for promotion due to AFSC verification (SrA only), PES code is other than “X”, promotion is overdue or the DOR/TAFMSD is invalid.5. Update the valid data and if eligibility requirements are met, manually project the promotion and add the Airman’s name/info to the “MPF and Unit Selectee List.” NOTE: Airmen competing for promotion to SrA eligible for PAFSC skill level waivers are identified. Airmen ineligible for a PAFSC skill level waiver or their unit commander disapproved the PAFSC skill level waiver remain ineligible for promotion until awarded a 3 skill level PAFSC or become eligible for a PAFSC skill level waiver in accordance with AFI 36-2502.6. Forward letters disapproving PAFSC waivers in the Airman’s ARMS record until eligible for promotion.7. Manually project the promotion, if the commander approves a PAFSC waiver and ensure to update waiver reason code “A.” NOTE: If otherwise eligible, an Airman with PAFSC 9A500 may be promoted to SrA, if eligible for a PAFSC waiver and the waiver is approved. An A1C with an AFSC of 9A100 (Airman awaiting retraining-disqualified for reason within control) or AFSC 9A200 (unclassified Airman pending discharge) are not eligible for promotion. Use GSR “1D” to promote to the rank of Amn. Use GSR “1F” to promote to A1C. Use GSR “1K” to promote to SrA (fully

qualified). Use GSR “1L” to promote to SrA BTZ.8. Update PES codes, PES effective dates and PES expiration dates. The data requiring update include the appropriate GSR, the PES code, the effective date and the expiration date, if applicable.9. Update and terminate promotion withholds.10. Update the PES code to “X” and manually project a promotion when the unit commander approves an Airman for promotion who was previously disapproved for promotion.11. Update all enlisted promotion non-recommendations.12. Upon receipt of authorization, project the promotion of an Airman to grade E-5, prior to the Airman reporting to a commissioning program.13. Update the PAFSC Skill Level Waiver(s) in accordance with AFI 36-2502 and AFPC/DP2SPP annual Cycle PAFSC Skill Level Waivermessages.14. Update SrA BTZ promotions.15. Update Administrative Demotions, Article 15 Reductions, Article 15 Suspended Reductions, Vacation of Article 15 Suspended Reductions and Remissions of Article 15 Suspended Reductions.16. Update and terminate promotion deferrals.

AFPC Enlisted Promotions1. Works with each AFPC tier to ensure AF enlisted programs are effectively executed. (DP3SP)2. Processes Senior NCO (DP2SPP), NCO (DP2SPP), and Airman Promotions (DP1SSP).3. Announces processing instructions, (fact sheet), prior to the PECD for each cycle. (DP2SPP)4. Begin the promotion selection phase by checking promotion eligibles against test data received and by applying the weighted factors (and promotion board score for MSgt SMSgt and CMSgt promotions) with the promotion objective to identify the select and non-select population. (DP2SPP)5. Announce the monthly promotion increments prior to the effective month to ensure timely promotion actions by the MPF.(DP2SPP)6. Section B:Career Development Procedures

Programming, Promotion Products, Configuration and Organization

Programming1. Unique programs are used to create, maintain and process data pertinent to the promotion and testing requirements to conduct promotion cycles for SSgt through CMSgt.

2. The promotion cycle begins with the eligibility file being created in the AFPC WAPS database. An initial eligibility determination is made; applicable transactions are created and generated to the servicing MPF.

3. The data on individuals identified as eligible or ineligible for promotion consideration is reconciled between the WAPS file and MilPDS to ensure AFPC accurately makes the eligibility determination.

4. Individual promotion data verification record(s) (DVR) are provided to all individuals initially determined to be eligible. Each eligible Airman is responsible for verification of their promotion data and any corrections should be made before the actual selection process takesplace.

5. A “MPF/Unit Eligible for Promotion List” is also generated on all eligibles. Individuals who are initially identified as ineligible are listed on the “MPF/Unit Ineligible for Promotion Lists,”noindividual promotion data verification record (DVR) is provided.

Promotion Products - Output products associated with all enlisted promotion programs are produced and must be monitored jointly by the PSM and MPF Career Enhancements.

Configuration and Organization1. The promotion file is the database used to support WAPS.2. This database is an extract of the MilPDS master personnel file and contains data current as of the PECD established in AFI36-2502.3. The system requires data communication among AFPC, the MAJCOM(s), the MPF and test support functions fromAETC.4. MPF Enlisted Promotions OPR and test control officers (TCO) require access to WIRE to view base level promotion file.

Airman Promotion Programs (Amn through SrA, including SrA BTZ promotion)Airman Promotions are controlled at the MPF. Normal promotions to Amn, A1C and SrA are automatically executed during end-of-month system routines. It automatically produces products used to identify eligibles, ineligibles, etc., and automatically projects promotions in MilPDS. See Table 1for reasons not selected for promotion to grades Amn, A1C and SrA with required MPF Actions.

Operating Instructions for Airman Promotions (Amn, A1C, SrA, and BTZ SrA):

MPF Identification Procedures1. The monthly promotion file is automatically executed and identifies all Airmen in grades AB, Amn and A1C who meet the promotion eligibility criteria in AFI 36-2502. This file produces thepromotion products shown in Unit and MPF Promotion Products and identifies selectees and non-selectees. Selectees are automatically projected for promotion. The basic system select criteria for the Airman file are as follows:

2. Select AB(s) and Amn for promotion to Amn and A1C, if they meet the time-in-grade requirements, have a promotion eligibilitystatus (PES) code “X” and are not already projected for promotion.

3. Select A1C(s) for promotion to SrA if:They meet the time-in-service and time-in-grade requirementsPossess a PES code“X”Possess a 3-skill level PAFSC and the date entered/completed/withdrawn training (DECWT) is earlier than the processingmonthPossess a CAFSC reporting identifier (RI) or a special duty identifier (SDI), which is effective earlier than the processingmonth

If these conditions are not met, the individual is not selected and the remark “AFSC” appears on the products.

MPF Selectee List – Identifies personnel in the rank of AB, Amn and A1C eligible for promotion to the next higher rank. Airmen whose names appear on this product meet the TIG/TIS requirements and the PES code is “X.” Airmen in the rank of A1C have the required skill level, reporting identifier or special duty identifier. MPF Career Development uses this product to verify selectee data and corrects any data errors identified. This product is also used to research promotion status inquiries.

MPF Non-Selectee or Withhold List - Identifies personnel in the rank of AB, Amn and A1C not selected for promotion or the promotion has been withheld. Personnel listed on this product meet the TIG/TIS requirements but have a PES code other than “X”, require AFSC data verification, has an invalid DOE and TAFMSD or are overdue for a promotion effective date, which cannot be determined systematically. MPF Career Development uses this product to research and verify all non-selectee withhold conditions. Updates are accomplished as required, and individuals identified as overdue for promotion that become selectees as a result of correction of erroneous dates are removed from the non-selectee/withhold lists and added to the selectee lists. These new selectees must be added to the unit selectee list prior to forwarding it

to the commander for review. This product is also used to research promotion status inquiries.

Unit Selectee Promotion List to Grades Amn, A1C and SrA - This listing is provided on a monthly basis and reflects the names of Airmen eligible for promotion to Amn, A1C and SrA for the following month. Airmen whose names appear on this product meet the time-in-grade/time- in-service requirements and the PES code is “X”. In addition, Airmen in the rank of A1C have the required skill level, reporting identifier or special duty identifier.

1. The commander must review this listing to verify the Airman’s eligibility for promotion. Airmen listed on Part I have clearly shown potential for promotion; however, Airmen listed on Part II have not clearly shown the same potential and require a careful review before being recommended for promotion. If after conducting the product review an Airman’s promotion is withheld or non-recommended, line the Airman’s name off the list and the commander prepares a memorandum informing the Airman of the decision. The memorandum must contain the specific reason for non-recommendation or withhold and must be acknowledged by the individual. Commander’s should seek counsel from the local legal office regarding questions for non-recommend or withhold actions and consequences. Promotions are non-recommended and withheld in monthly increments from the original effective date and the Airman may not be promoted before the expiration of each monthly increment. The original statement is valid up to 6 months from the original effective date if required and so specified. If after 6 months disapproval action is still appropriate, the commander must initiate a new memorandum. The new memorandum is forwarded to the Airman’s ARMS Record, and MilPDS is updated to reflect the non-recommendation or withhold condition along with the appropriate PES code/ GSR. Templates provided on myPers should be used for promotion non-recommendation and promotion withhold.

2. Commanders are not required to sign or return the unit selectee promotion list product to the MPF, unless an individual’s promotion is removed, withheld or non-recommended forpromotion. The Airman’s promotion will automatically consummate, unless the commander takes action to remove, withhold, or non-recommend the member for promotion. Statements disapproving or withholding promotions must be signed by the commander acknowledged by the individual and returned with thelisting.

3. Direct questions pertaining to this list to MPF Career Development.

Unit Non-selectee or Withhold Promotion List to the rank of Amn, A1C and SrA - This listing is provided on a monthly basis and reflects individuals in the rank of AB, Amn and A1C not selected for promotion or the promotion has been withheld. Personnel appearing on this product meet the time-in-grade or time-in-service requirements, but the PES code is other than “X.” Airmen listed in the rank of A1C may not have the required skill level, reporting identifier, or special duty identifier. Personnel with insufficient time-in-grade/time in-service are not reflected on this listing.

1. The commander must review this listing to verify the ineligibility or withhold status of the individuals. A letter of withhold/non-recommendation is required on Airmen whosepromotion was automatically placed in withhold status based on the PES code. Inform the Career Development Element immediately of any changes affecting the eligibility status ofAirmenreflected on this listing. Airmen reflected with PES code “N” (not recommended by commander) who are now approved for promotion must be added to the “Unit Selectee List” and the commander must inform the individual of the change in their promotion status.

Commanders are required to provide a letter informing Airmen of their promotion withhold or removal in accordance with AFI 36-2502; it must contain the specific reason(s) for the action taken and must be acknowledged by the individual. Airmen in the rank of A1C eligible for a PAFSC skill level waiver according to AFI 36-2502 are identified as such on the listing. A copy of the PAFSC skill level waiver letter must be provided with the listing by the MPF. The endorsement on the skill level waiver letter must be completed and returned to MPF Career Development.

2. If applicable, the commander must send the PAFSC skill level waiver letter(s) to the MPF nolater than 10 days after the date of the listing.

3. Direct questions pertaining to this list to the MPF Career Development.

Members not identified on the Unit Selectee Promotion List to Grades Amn, A1C and SrA (6-yr enlistees, recent technical training graduates)- a promotion recommendation letter is required IAW AFI 36-2502, Para 2.1.3..

Senior Airman (SrA) Below-The-Zone (BTZ) Promotion Program

This program is designed to provide the opportunity for exceptionally well qualified A1C(s) a one-time consideration for promotion to be effective 6 months prior to the fully qualified point with a 15-percent selection opportunity. SrA BTZ promotions are effective on the day of the month each Airman obtains the required TIS/TIG. PAFSC skill level waivers are authorized in accordance with AFI 36-2502, Table 2.3.

Identification of SrA BTZ Eligibles - SrA BTZ eligibles are identified via standard Air Force products “MPF SRA BPZ List” and the “SrA Below-the-Zone Unit List.” These products are automatically generated by MilPDS at the end of month (December, March, June and September) preceding the first processing month (January, April, July and October). SrA BTZ promotions are effective April – June, July – September, October – December and January – March respectively. The “SrA Below-the-Zone Unit List” (Parts I, II and III) is provided to unit commanders no later than the second week of the processing month. If there is an issue with the BTZ products, the local PSM may contact the AFPOA service desk via email at [email protected].

SrA Below-The-Zone Unit List - This listing is provided on a quarterly basis by the MPF andreflects individuals who may be considered for Below-the-Zone (BTZ) promotion to SrA. The promotions are effective on the date indicated on the listing by MPF Career Development.Airmen have a DOR within 6 months of the normal fully-qualified DOR for promotion to SrA.

1. MPF Career Development indicates on the product if the commander may nominate or select aspecified number ofindividuals.

a. Nominations for BTZ promotion are indicated by underlining the name of the nominees and returning the original listing to MPF Career Development, no later than the suspense date indicated on the listing to ensure complete preparations can be made for the board. The nominees compete for BTZ promotion before a central base board, which is held at a date/time to bedetermined.

b. Selections for BTZ promotion are indicated by underlining the names of the selectee(s) no later than the suspense date indicated on the listing to ensure promotion orders and pay transactions may be processed in a timely manner.

2. In accordance with AFI 36-2502, the commander must carefully review the Airman’s EPR(s), if available before elimination of A1C and below reports, UIF(s), and other quality indicators before making a nomination or selection decision for SrA BTZ promotions. The commander is not required to nominate/select the full quota.

3. Individuals identified with the remark “Skill-Wvr-Req” may be nominated/selected provided they qualify for a PAFSC waiver for any of the following reasons:

a. Medically disqualified or was reclassified for reasons beyond their control.b. Would have been upgraded if the training was not interrupted.c. Assigned in a career field requiring lengthy formal school and progressing satisfactorily

in training; however, based on the length of the formal school, the Airman did not have sufficient training to be awarded the 3-skill level (schools 20 weeks or more in length qualify as lengthy formalschools).d. Assigned in a career field with no skill level requirement and no other awarded AFSC

exists (example: 8D100 assigned after initial training)Note: Airmen only need to possess a 3-skill level for BTZ consideration; a skill level waiver is not required.

4. Questions pertaining to this list must be directed to the MPF Career Development.

Promotion Update for SrA BTZ Selectees - Upon confirmation of BTZ selections, the MPF Career Development manually projects the promotion in MilPDS. All projections must be made as soon as possible to ensure timely personnel and pay actions. Airmen selected for SrA BTZ receive a DOR and effective date equal to six months prior to the fully qualified date. Update the GSR to “1L.”

NAVIGATION:1. Active Duty MPF: Select Customer Support, Career Enhancements, Promotions and Testing, and Enlisted Grade Information: Click the open button or double click each selection. The Enlisted Records window appears.

2. AFPC/DPPPW: Select AFPC/DPPPW, Personnel Programs, Promotions, and Enlisted Grade, click the open button or double click each selection. The enlisted records window appears.

UPDATE PROCEDURES:1. Press the F11 key to enter the query mode. Type the Airman’s SSN with hyphens (000-00-0000) in the SSN field or partial last name followed by a percent sign or full name (i.e., Doe, Joy) in the Full Name field and press the Ctrl +F11 function key to execute the query. The Enlisted Records window populates with the Airman’s current information.

2. Click the Grade Info button. The Enlisted Grade window appears.

3. Move the cursor down and click in the Details line being updated or blank line (initial update). The Extra Assignment Information window appears.

4. Update all required fields by typing the information or clicking the List of Values (LOV) button and selecting the appropriate value from the list. NOTE: The LOV option is not available for date entries.

Senior NCO (SMSgt, CMSgt) and WAPS (SSgt, TSgt) Promotion Programs1. AFPC/DP2SPP announce processing instructions (fact sheet) via myPers Messaging, prior to the PECD for eachcycle.

2. The senior NCO promotion program combines WAPS (objective, visible, and quantifiable factors) and those of an evaluation board (evaluation of the “whole person” non-quantifiable managerial factors, and potential) to make promotion selections.

3. The WAPS program uses an integrated subsystem of MilPDS called the promotion file, which is used as a guideline to determine promotion eligibility status and to maintain personnel data and testing results that make promotion selections.

Objectives of the Senior NCO and WAPS Programs1. Identify individuals who require testing and their test requirements. Provide the FSS testcontrol officer (TCO) and MPF functional areas with appropriate outputs for controlling, monitoring and operating testing functions through WAPS Information Retrieval System (WIRE) and MilPDS products.2. Edit and score test answer sheets at AFPC.3. Combine test scores and other weighted factors at AFPC to obtain promotion scores.4. Review selection folders (central evaluation board) using the “whole person” concept and assigning a board score (SNCO promotion only).5. Creation of the WAPS Promotion File1. The promotion file for a specific cycle is created prior to the PECD for that cycle (promotion SSgt through CMSgt); this phase is known as the “File Build.”2. Updates to the promotion file can be made after the file build is complete.3. During the file build a conversion program is run to convert PES codes “M”, “N”, “P” to “R” to “X” (promotion to grades SSgt through CMSgt).4. 5. MPF Career Development determines and identifies individuals eligible for a PAFSC skill-level waiver and attaches a PAFSC skill level waiver letter to the “Unit Ineligible for Promotion List” prior to being sent to thecommander.

6. When MPF Career Development determines an individual is not eligible for a PAFSC skill level waiver, annotate the “Unit Ineligible for Promotion List and forward to the commander. The commander signs the “Unit Eligible for Promotion Testing Roster” and returns it with the PAFSC skill level waiver letter (approved or disapproved).

MPF/Unit Eligible For Promotion-Testing Roster - This listing is provided at the beginning of each SSgt and TSgt promotion cycle and identifies individuals assigned to the unit who are eligible for promotion for the cycle indicated on the listing. The individual promotion testing requirements are also identified on this listing.

1. The unit commander reviews this list in conjunction with the “Unit Airmen Ineligible for Promotion” list to ensure all eligible Airmen are identified. The individuals on Part II of this listing have not clearly demonstrated the potential for promotion to the next higher grade. The unit commander must carefully review the entire record of each individual before recommending promotion. If any Airman is rendered ineligible for promotion consideration, the unit commander is required to furnish the Airman with a written statement informing the individual of the decision.This statement is prepared in accordance with AFI 36-2502 and must contain the specific reason for non- recommendation. This statement becomes a part of the individual’s personnel record and must be sent to ARMS. MilPDS PES Code and GSR is changed to reflect “NOT RECOMMENDED BY THE COMMANDER.”

2. According to established local policies and procedures, the listing is annotated by the MPF to reflect the date, time and place of the scheduled WAPS testing or the MPF can require the unit to annotate the listing with date, time and place of the scheduled WAPS testing. The AF Form 1566 is prepared in two copies; NOTE: The reverse of the AF Form 1566 is overprinted to contain the standardized letter of notification or promotion testing, which is prepared in two copies.

3. The unit immediately notifies the MPF of Airmen not available for testing and establish a suspense to ensure Airmen not available are notified of their testing appointment immediately upon their return.Coordinate all testing and related actions with the MPF providing the testing support.

4. Any statements of non-recommendation must be forwarded to the MPF not later than the suspense date set by the MPF along with all completed AF Forms 1566.

MPF Senior NCO Ineligible for Promotion List - This listing is provided at the beginning of each SMSgt and CMSGT promotion cycle. This list identifies all MSgts and SMSgts who are ineligible for promotion consideration for the cycle indicated on the listing.

1. The unit commander must review this list to ensure personnel reflected are in fact ineligible for promotion consideration. The commander must certify the ineligibility status and reason for each individual and require each individual to verify their ineligibility. In addition, the commander is responsible for ensuring Airmen are made aware of their promotion status.

2. Direct questions pertaining to this list to the MPF Career Development.

MPF Senior NCO Eligible for Promotion List - This product identifies individuals eligible for promotion to SMSgt or CMSgt. MPF Career Development uses this product to monitor the senior NCO promotion programs. It must be posted manually throughout the cycle to provide a current reference.

Unit Senior NCO Eligible for Promotion List--Parts I and II - This product identifies Airmen eligible for promotion to SMSgt or CMSgt. The unit commander must review this product and provide a promotion recommendation or non-recommendation to MPF Career Development.This product provides the schedule of test dates for the individuals listed on the product. The commander must return a certified copy of the list along with any PAFSC skill-level waiver letters and any letters of non-recommendation to MPF Career Development. Airmen listed on Part I have clearly shown potential for promotion. Individuals listed on Part II have not clearly shown potential for promotion.

Notification of WAPS Promotion Testing - This product is the computerized AF Form 1566 used to schedule eligible individuals for WAPS testing. It is used to notify individuals they are scheduled for WAPS testing. Each individual uses this product to acknowledge receipt of the scheduled test date or to decline WAPS testing for the cycle.

7 TCOs/TEs/STCOs administer tests according to AFPT 250 and annotate testing products to reflect the tests and the dates they were administered. Follow the exact instructions on the front of the AFPT 237. Ensure an answer sheet is enclosed in the WAPS answer sheet package forwarded to AFPC/DP1SSPT-1 for each test listed on AFPT 237. Forward the WAPS answer sheets to AFPC/DP1SSPT-1 in accordance with AFI 36-2605 and AFPT 250.

8 Take action described in AFI 36-2605, when an individual refuses to take the tests, requests off-schedule testing or deferment from testing. Provide written notification to the unit commander within 24 hours of the scheduled test when an Airman is a no-show for testing. MPF Airman Promotion Non-weighable Roster and the MPF Senior NCO Non-weighable List -These products are produced during the promotion file build. The products identify individuals meeting basic promotion eligibility criteria, but who are non-weighable due to missing or erroneous data or tests. The non-weighable conditions are printed in clear text. The MPF uses these products to control and monitor all non-weighables. It is imperative all non-weighable conditions are resolved as expeditiously as possible to ensure each Airman is afforded proper and timely consideration. Erroneous TAFMSD.

Update the TAFMSD. When corrected TAFMSD renders an Airman ineligible, no further action is required.

Erroneous tests. Verify CAFSC as of PECD. When the correct SKT was administered but the shred out was incorrect, the MPF must request further testing instructions. Caution: Correct test may have been taken; however, examinee marked the answer sheet incorrectly. When records reflect correct tests were taken, inform AFPC/DP1SSP Testing by message and include date tested, package number, and date forwarded. TCOs will be provided instructions by message.

Failure to test during normal test cycle.

Verify eligibility and reason for not testing. FSS Commander approves all testing after the testing window. The MPF will include copies of FSS Commander replies as authority for off-cycle testing when forwarding answer sheets to AFPC.

This list is used to assist in the identification of the promotion status of all individuals assigned to the unit. Clear and concise reasons are printed to explain why an Airman was not selected for promotion.

1. Any eligible Airman not appearing on either list must be referred to MPF Career Development immediately.

2. When indicated on the list, MSgt selectees must complete a Promotion Statement of Understanding via myPers notification within 10 duty days of confirmation of promotion selection to sign acceptance or declination statements. Airmen with approved retirementsmust request withdrawal of their retirement applications prior to completing the acceptance statements.

Failure to accomplish these actions results in cancellation of the promotion and the Airman must be informed of the cancellation.

3. Individuals reflected on Part II of the selectee list have not clearly demonstrated potential for promotion to the next higher grade. Unit Senior NCO Promotion Select or Non-select Notice - This listing is provided immediately following the promotion selection phase for the MSgt, SMSgt, and CMSgt promotion cycles. For geographically separated unit(s) (GSU), the mailing time can be lengthy; therefore, the MPF may notify the commanders by telephone or message of their promotion selectees. These products identify individuals by grade selected for promotion. Airmen obtain their score notice from the vMPF and must never be provided to, or used by anyone other than the individual and/or commander, unless the individual provides the scores.

Unit Senior NCO Promotion Non-select Notice - These products identify individuals by grade considered, but not selected for promotion.

Airmen obtain their score notice from vMPF.

WAPS Score Notice - This product is provided immediately following the promotion selection phase for the promotion cycle indicated on vMPF.

1. Airmen obtain their score notice on the vMPF.

2. The information appearing on the score notices is “FOR OFFICIAL USE ONLY”. Personnelnot officially involved with the processing of the score notices must not be permitted to review them. Additionally, score notices must never be provided to, or used by, anyone other than the individual unless the individual provides the scores. Commanders may request an Airman’s scores from the Airman. Commanders must restrict their use of the scores to notification and advisory counseling on the Airman’s behalf and must not allow further dissemination of scores or their use for the

Statement of Understanding for MSgt, SMSgt, and CMSgt - This product is used for all MSgt, SMSgt, and CMSgt selectees who may require service retainability to retain promotion. NOTE: All Airmen will incur an ADSC due to their selection for promotion to these ranks.

1. The statement of understanding informs Airmen of their retainability requirements and allows the option to accept or declinepromotion.

2. Individuals must select an option, for inclusion into the Airman’s personnel record. If the statement of understanding is not completed within ten duty days of confirmation of selection, the promotion is placed in withhold status.

Promotion Selections-Monthly Increment Listing - This listing is provided on a monthly basis by the MPF and identifies individuals who have been selected for promotion with a promotion sequence number to be effective on the first day of the following month. The monthly increment transactions flow from AFPC on or about the 15th of the month before the promotion effective date.

1. The unit commander is required to review this list to ensure personnel reflected are in fact eligible to be promoted on the effective date indicated. Individuals listed on Part II have not clearly demonstrated the potential for promotion. The commander must carefully review the entire record of each individual listed on Part II before recommending promotion. The unit quality force roster,along with other available management products, must be used to render a final promotion decision.An individual whose promotion is to be removed, deferred or withheld will be “redlined” on this list.A letter of notification is prepared IAW AFI 36-2502, informing the Airman of their promotion removal, deferral or withhold and must be acknowledged by the Airman. The commander must provide documents to support Airmen removed, deferred or withheld no later than the suspense date reflected on the listing.

2. Once this listing is verified by the commander, forward any letters of promotion withhold, deferral or non-recommendation to MPF Career Development, no later than the suspense date reflected on the listing prior to the promotion increment date. The MPF should maintain a file copy of the increment roster for historical purposes, prior to distribution to units.

3. If no action is initiated to withhold, defer or non-recommend promotion prior to the promotion effective date, it is acknowledged as a recommendation for promotion and the projected promotion dates automaticallyconsummate.

4. The MPF maintains a copy of the monthly increment roster. In cases where a removal or withhold reason has a corresponding PES code, the PES code and the effective date must also be updated. On termination of withhold or deferral status, it is necessary to review the Airman’s promotion status for the subsequentcycle.

5. When an individual is selected for supplemental promotion and the increment was previously announced, the promotion coincides with the DOR and effective date contained in the supplemental

promotion transaction. EXAMPLE: If the individual was selected for promotion during the March supplemental process and assigned a promotion sequence number previously announced for 1 January, the promotion is projected with a DOR and effective date of 1 Apr.

6. AFPC/DP2SPP Enlisted Promotions makes the DOR/effective date retroactive to the date the sequence was previously announced after the promotion increments on the 1st of the following month. Unit Commanders must notify MPF Career Development if they deny the retroactive DOR and promotion effective date. The MPF must notify AFPC/DP2SPP Enlisted Promotions if a retroactive effective date is denied.

PAFSC Skill level Waivers - PAFSC waivers establish eligibility for promotion consideration for Airman without the required skill level. Separate PAFSC waiver letters must be prepared for each cycle.

1. Approval of PAFSC waivers may not result in SKT exemptions.2. Determination of testing requirements is based on the length of time the Airman is in retraining prior to the PECD.3. Airmen in retraining fewer than 24 months as of the PECD are SKT exempt. The 24 month accountability starts from the date initially entered retraining (DIERT) to the PECD of the cycle.4. Airmen who are SKT exempt compete separately in a combined retraining AFSC (00XXX –noncritical and 00XXXX – critical). The DIERT is the initial date an Airman is placed into retraining and is not adjusted. NOTE: Retrainees in a career field with no SKT, compete for promotion with all other Airmen in the career field; they are not included in the retraining AFSCs00XXX and 00XXXX. The following procedures apply:

MPF Actions – The MPF forwards unit ineligible for promotion rosters to the unit commanders.Individuals identified as “skill level too low” must meet the eligibility criteria in accordance with AFI 36-2502, Table 2.3 to be eligible for a skill level waiver. Individuals in training status codes “E”, “F” and “G” are automatically built as eligible, regardless of the PAFSC skill level. However, unit commanders have the option to deny the waiver and render individuals ineligible for promotion consideration. EXCEPTION: Prior service enlistees and former officers are not automatically authorized PAFSC skill level waivers for promotion to SSgt, TSgt and MSgt. NOTE: Concurrence of the promotion authority must be obtained when recommending disapproval of PAFSC waivers for promotion to SMSgt and CMSgt. Approved PAFSC waivers for individuals competing for promotion to SMSgt or CMSgt must be reported to AFPC/DP2SPP Enlisted Promotions by message for update to the promotion file.Ensure the appropriate PAFSC waiver code is used and data updates are as of the PECD; see SkillLevel Waiver Update Procedures. Out-of-System Supplemental PAFSC Waivers - PAFSC waivers submitted with out-of-cycle (inactive cycles) supplemental actions must be forwarded through the Airman’s Unit Commander toAFPC/DP2SPP. Requests must be completely documented.

Testing Personnel in training status codes I, M, and S:

TSC I. This code is used to identify Airmen in grades SrA through TSgt returned to an AFSC awarded at the highest obtainable skill level (SrA = 5 level, SSgt = 7 level, & TSgt = 7 level), from another AFSC, SDI or RI awarded at the same level and have not performed duty in the AFSC to which returned during the past 6 months. These Airmen are considered dual-qualified and are SKT exempt; provided they returned to a previous AFSC, SDI or RI within 6 months prior to the PECD.Although, Airmen are SKT exempt they may elect to take the SKT. When an Airman elects to take the SKT, ensure the PAFSC

Skill Level Waiver code is “T”, TSC is “I”, the DIERT and DECWT reflect the date departed thelast duty station (DDLDS) when a PCS is involved or the effective date of the CAFSC change, if a PCS is not involved. In 6 months the system automatically changes TSC “I” to “R”, the DECWT is changed to the current date and the DIERT is deleted. The Training Manager is responsible for updating TSC “I.” Prior service enlistees who are dual-qualified do not qualify for TSC “I” based on their break in service.

TSC M. This code is used to identify Airmen with approved retraining via a formal school and their CAFSC was changed to the retraining AFSC. Individuals in TSC “M” are SKT exempt and considered for promotion in their new AFSC. Since TSC “M” is not automatically updated at the same time the CAFSC changes for individuals departing PCS enroute for retraining via formal school, it is possible for an individual’s CAFSC to change prior to the PECD and the Airman’s retraining status code not be changed to “K” (in 3-level school), until the class start date. In this case, the MPF must update MilPDS to reflect the following: CAFSC to match the DDLDS, TSC as code “M" effective DDLDS and the DIERT as the DDLDS. This changes the promotion record from “data error” to “weighable” and generates new testing products indicating the SKT exemption.

TSC S. (AFPC input only). This code is used to identify personnel in the rank of SrA through TSgt (except MSgt selectees), currently in TSC “R” and their CAFSC(s) changed as the result of a direct AFSC conversion (excluding CAFSC prefix changes) accomplished at AFPC. Airmen in TSC “S” are SKT exempt, unless they specifically elect to take the SKT (update TSC “T”.) TSC “S” remains valid for 1 year from the date of the conversion. Upon expiration of the 1 year period, the system automatically changes the TSC back to code “R”, the DIERT to zeros and the DECWT to equal the date after the date of the direct conversion.

Reporting Identifier (RI) 9A000 and 9A500 - Airmen with RI 9A500 on or before the PECD are non-weighable until awarded a retraining AFSC and the new AFSC data is updated. If individuals did not possess skill levels commensurate with grades in the disqualified AFSC, send a PAFSC skill level waiver letter (if eligible) to the commander for approval. If otherwise eligible, Airmen test PFE only (SKT exempt) during the normal testing months. Once the retraining AFSC(s) are awarded, update the retraining AFSC data, using the PECD as the effective date.

Reporting Identifier (RIs) 9A200, 9A100, and 9A300 - Airmen with RI 9A200 and 9A300 (unclassified Airman pending discharge) or 9A100 (Airman awaiting retraining, disqualified for reasons within control) as of the PECD are not eligible for promotion consideration. Personnel with RI 9A200 remain ineligible until separated or retired. Personnel with RI 9A100 remain ineligible until awarded a skill level commensurate with grade in the retraining AFSC or formerly held AFSC.PES code Q and GSR 3R apply.

Projected Promotions - Appropriate transactions are generated from WAPS to MilPDS to update projected promotion data on all WAPS and senior NCO promotions.

Promotions to SSgt for OTS/AECP/PA/AMS - Promote Airmen entering the Airman Education and Commissioning Program (AECP), Officer Training School (OTS), Physician Assistant (PA), or the Academy of Military Service (AMS) in the grades of SrA and below to SSgt effective 1 day before departure, but no earlier than the 11th day before the report no later than date (RNLTD). MPF must annotate the departure date on the back of the AF Form 899. Airmen must have the projected assignment data, and OTS/AECP participants must have functional category “N.” The MPF Career Development updates the projected grade, DOR and the effective date using GSR “1G” (AECP/OTS/AMS) or “1J” (PA); see Section C for Pre-Commissioning updateprocedures.

Premier Band Promotions - Request for update of promotion data for Airmen of the USAF Band and USAFA Band (AFSC 3N2X1) must be forwarded to AFPC/DP1SSP. AFPC updates the current grade, DOR, and effective date using GSR 5A; see Section C for Current Grade Change updateprocedures.

Processing Promotion or Demotion DJMS Data - All transactions generated as a result of promotion and demotion actions flow between MilPDS through DJMS at DFAS. All grade changes could affect pay. Use caution to ensure all manual actions are updated quickly and accurately to prevent any unnecessary recoupment and delays in pay for the Airman. If an error is detected, take the following actions:

If the Airman’s grade data is correct in MilPDS, but wrong in DFAS, update the DJMS Grade Change area under Career Enhancements in MilPDS. Updating the DJMS Grade change area transmits the appropriate transactions to DFAS and corrects the Airman’s pay record.

Projecting Promotions to Grades E-2/E-3/E-4

GENERAL INFORMATION:1. Active duty Airmen are automatically projected for promotion, unless they do not meet the eligibility requirements and/or not recommended by the commander.

2. The promotion consummates on the promotion effective date.

3. Instances may occur when the MPF or AFPC is required to manually project a promotion.

Promotion to E-2 - An Airman Basic (AB) is eligible for promotion to Airman (Amn) after completion of 6 months’ time in grade (TIG). The immediate commander must recommend the promotion in writing before the Airman assumes the grade. The MPF projects the grade, DOR, and the effective date using GSR “1D”.

NAVIGATION:1. Active Duty MPF: Select Customer Support, Career Enhancements, Promotions and Testing, and Enlisted Grade Information: Click the open button or double click each selection. The Enlisted Records window appears.

2. AFPC/DPPPW: Select AFPC/DPPPW, Personnel Programs, Promotions, and Enlisted Grade Info. Click the open button or double-click each selection. The Enlisted Records windowappears

UPDATE PROCEDURES:1. Press the F11 key to enter the query mode. Type the Airman’s SSN with hyphens (000-00-0000) in the SSN field or partial last name followed by a percent sign or full name (i.e., Doe, Joy) in the Full Name field and press the Ctrl +F11 function key to execute the query. The Enlisted Records window populates with the Airman’s current information.

2. Click the Grade Info button. The Enlisted Grade Information windowappears.

Promotion to E-3 - An Airman (Amn) is eligible for promotion to Airman First Class (A1C) after completion of 10 months TIG. The immediate commander must recommend the promotion in writing before the Airman assumes the grade. The MPF projects the grade, DOR and the effective date using GSR “1F”.

Promotion to E-3 – Six Year Enlistee - Individuals initially enlisting for a period of six years are promoted from AB or Amn to A1C upon completion of either technical training or 20 weeks of technical training (start date of the 20 week period is the signatory date on the BMT certificate whichever occurs first (this will be the effective date for pay). The DOR for A1C equals the signatory date on the BMT certificate, which includes Airman's Week (if applicable). If the DOR and effective date are already updated they will need to be verified. To validate the information, the MPF will review the BMT and Technical School Graduation certificates and AF Form 3008. The MPF projects the grade, DOR and the effective date using GSR “1E”. If the AF Form 3008 states the individual is obligated to A1C at the time of EAD, do not change the date.

Correcting Promotions in MilPDS

After MilPDS is updated, (the DJMS Grade Change or the correct grade data in the projected grade data area in Career Enhancements) verify with the local finance office the next duty day after the projection consummates to ensure the transaction corrected the Airman’s pay record. REMINDER: The pay file is not immediately updated; requests are often queued for the next regular update.Once the file date has changed the update should reflect on the MMPA.

If the pay record does not update within one week, check the CMS to establish if a pay problem case was submitted on the Airman. If a case is pending, no further action is required; unless including additional comments or if waiting for the case to be referred for more information/ action. If a case is not pending in CMS, enter a CMS Pay Problem Case on the individual and select “promotion-recon” for the case type. Ensure duplicate cases are not entered into CMS; this further delays the Airman’s pay problem. NOTE: Exhaust all avenues at the MPF level prior to initiating a case in CMS. Any MilPDS updates and/or pay problem cases submitted in CMS must be accomplished promptly to ensure DFAS can correct the pay issues quickly and to prevent any repeat names on the quarterly DFAS Reconciliation roster.

GENERAL INFORMATION:The following information provides procedures for updating Promotion Eligibility Status (PES) Codes, the effective dates and the expiration dates.

Promotion Eligibility Status Code (PES) Effective dates - Each PES code update must be accompanied by the update of the PES effective date and some must be accompanied by a GSR.The PES effective date must be the actual date of change in status.EXCEPTIONS: PES “M”, “N” and “P”. The PES effective date used for codes “M”, “N” and “P” must be a date AFTER the PECD for the applicable promotion cycle. For code “M” and “N” the effective date may be a future date.

PES Code Hierarchy - The following PES Code Hierarchy is established to ensure Airmen are identified in the proper code, when more than one PES condition exists. If an Airman has two PES conditions within the same hierarchy the code with the longest expiration date is used:

Highest: C, J, L, Q or 2 (permanently ineligible)

Second Highest: 1, 3, A, F, G, H, K, M, N, P, R, U, V, or W (ineligible if condition existed on or after PECD)

Third Highest: B, D, S, or Y (eligible, but if selected, promotion must be withheld if condition still exists on the promotion effective date)

Fourth Highest: X (eligible)

PES Code Expiration - PES codes for which the PES expiration date applies are codes A, F, G, H, K, N, R and W. Expiration date for code N applies only to Airmen in grades AB through A1C; for SSgt(s) and above, code N changes to X on file build. A TR notice is produced on individuals whose PES expiration date is within 5 days and appears daily until appropriate action is taken. Update of either the PES code or the PES expiration date is required.

File Build Conversion - Automatic code conversion during file build converts PES codes M, N, P, R to X (promotion to the rank of SSgt through CMSgt). Update of PES codes 1, 2, A, C, F, G, H, J, K, Q, R, U, or W any time after file build changes the promotion file to an inactive status. Extreme care must be taken to ensure PES codes and effective dates are updated correctly.

Erroneous Update of PES Codes - AFPC/DP2SPP must be notified of any erroneous PES code updates made after file build; erroneous updates could inactivate the promotion record for that cycle.When the determination is made that the PES code is in error, update of PES code to “X” and PES effective date to a date on or before the PECD. To reactivate the promotion file, MPF Promotions must forward a letter/message to AFPC/DP2SPP, justifying the change of the PES code. Included in the letter/message must be the approval of the MPF commander, the Airman’s name, SSN, promotion cycle ID, and the circumstances surrounding the erroneous PES update.

PES Code P (No-Show for Testing) - Test Control Officers or MPF Career Development personnel must report no-shows for promotion testing to unit commanders by an official memorandum. The unit commander may request rescheduling of Airmen who did not report for testing as specified on theAF Form 1566 or RIP 1566, if convinced the Airman did everything within their control to make the appointment. The MPF Commander is the final approval authority for circumstances outside the Airman’s control. Requests for rescheduling for reasons which appear to be within the Airman’s control, but the unit commander is requesting rescheduling, should be forwarded to the FSS Commander for final determination. If the unit commander, MPF commander or the FSS commander disapproves testing for first time no-shows the MPF Promotion Section updates the Airman’s PES to “P”. Second time no-shows are automatically ineligible for promotion and the PES code is updated to “P” immediately.

Changes of PES Code “P” to “X” - AFPC/DP2SPP monitors all changes of PES code “P” to “X” onthe promotion file. The MPF must distinguish a PES code “P” erroneously updated from an approved reinstatement for a second time no-show and process the action accordingly.

Erroneous PES Code “P” - When changing an erroneous PES code “P” to “X” the MPF reports the circumstances surrounding the erroneous condition to the MPF commander. MPF Promotions must forward a letter/message to AFPC/DP2SPP justifying the change of the PES code. Include in the letter the approval of the MPF commander, the Airman’s name, SSN, promotion cycle ID and the circumstances surrounding the erroneous PES update.

PES Code Y (Commander Directed–Fitness Assessment less than 75 ) - If a PT failure or non-current condition occurs after the PECD, commanders must withhold the Airman’s projected promotion, and the MPF Promotions Section must update the Airman’s PES code to “Y” and GSR to “2N”. In the event of a promotion withhold action, written notification is required. IAW para 4.2.1, commanders must notify Airmen, verbally or in writing prior to the promotion effective date, and formal written notification must follow NLT 5 duty days. Written notification is also required if a commander non-recommends an Airman for promotion and the MPF must update PES code to “N”.MPF Promotion Section must contact the Fitness Assessment Cell (FAC) the fifteenth day of each month for a listing of all fitness assessment failures and non-current Airmen. The MPF will forward the FAC listing to the applicable units, the units will validate the product and provide the withhold letter signed by the commander.

PES Code 2 (Declined EPME) – Airmen who decline to attend Enlisted Professional Military Education (EPME) according to AFI 36-2656 will receive a PES Code 2. The PES code 2 will not automatically update. MPFs must use the signed AF Form 964 as source documentation to update the PES Code. Members who decline to attend will remain ineligible for promotion until they graduate from the required EPME.

PES Code 3 (Fitness Failure/Non-Current as of PECD) - On PECD/SCOD Airmen are still current/passing for their Fitness Assessment (FA) and will not become NON-current until the 1st of the month following the 6 month or 1-yr FA testing window. Ex. SSgt X's FA is due 31 Jan, member is still current on 31 Jan PECD/eligible for promotion. SSgt X will become overdue on 1 Feb. The MPF Promotion Section updates the Airman’s PES code to “3” and GSR to “3C” if the Airman is not current or have a passing FA on PECD. Ex. SSgt X's FA is due 31 Dec, member is overdue and did not test by 31 Jan, PES “3” and GSR “3C” would apply. SSgt X takes their PT in December, fails does not have a passing FA on 31 Jan, PES “3” and GSR “3C” would apply. MPF Promotion Section must contact the Fitness Assessment Cell (FAC) for a listing of all fitness assessment failures and non-current Airmen. Once received, the MPF must validate the listing with each unit prior to updating the PES codes.

Reinstatement of a Second Time No-Show - Upon receipt of the approved reinstatement of a second time no-show from the wing commander, MPF Career Development updates the PES code to “X” and emails a copy of the wing commander’s approval to AFPC/DP2SPP. Include the cycle ID; (EXAMPLE: “15E5”), and the data updated.

PES Code R (Referral EPR) - MPF Career Development and Force Management Element must establish routing procedures to ensure PES Code “R” is updated when an Airman receives a referral report. MPF Career Development updates the PES code to “R” with the effective date equal to the close-out date. When a new EPR closes out that is not a referral, update PES to X and the PES effective date equal to the closeout date of the new EPR, and GSR “YY.”

When a data error is discovered on a selectee, take action as follows:ACTION AGENCY ACTION

AFPC DP1SSP If select status cannot be verified due to missing source documents, missing records or coordination is required by another OPR; update GSR 2P, 2M or 2N respectively.When another OPR is involved, prior to updating GSR 2M, advise that OPR to take necessary corrective action. Perform an unofficial re-computation, using the correct data.Inform the MPF commander and unit commander of results.Update the correct data, delete erroneous data, and delete data that cannot be verified by a source document.

MPF Commander Furnish a letter to the unit commander informing the Airman of their current promotion status. The letter must inform the Airman their name appears on the worldwide select list but because of a data error, the WAPS record must be rescored at AFPC. The Airman must be informed of their probable status:remain a selectee, become a non-selectee and/or requires in-system supplemental reconsideration. The MPF does not determine the final promotion status. If the Airman’s select status changes, advise the Airman not to assume the new grade until AFPC confirms the status or the Airman is reconsidered during the next monthly in-system supplemental.

MPF Career Development

If a selectee has departed and the losing MPF cannot verify the data, the gaining MPF must verify. The losing MPF must notify the Airman at their leave address of the data error.

1. When a data error is discovered that would result in a higher promotion sequence number (change in DOR, TAFMSD or DOB), update the correct data and notify AFPC/DP1SSP. The Airman’s information generates through the next monthly in-system supplemental, and a new promotionsequence number is assigned. NOTE: If correction of the data error results in a higher promotion score, do not place the promotion in withhold; however, the MPF OPR must correct the data error.

2. If the Airman assumed the higher grade based on the original promotion sequence number and the data corrected would give the individual an earlier DOR and effective date the MPF must assist the Airman in applying for a retroactive effective date correction through the case management system (CMS).

3. Data verification must be completed within 10 workdays after release for all promotion cycles.

4. If data verification cannot be accomplished before the promotion effective date, AFPC places the promotion in withhold by updating GSR “2N” (SSgt selects only) or “2P”, Pending data verification records not available.

Promotion Withhold Action and Termination of Withhold Action

This section provides procedures for promotion withhold and termination of withhold actions.

Promotion Withhold - The promotion of an Airman is withheld, if they possess one of the conditions listed in the GSR and Reason for Promotion Withhold table below or in AFI 36-2502 Table 1.2.Written commander notifications are required for all withhold conditions. Commanders must clearly state the specific reason for all withholding actions. The MPF returns memorandums not stating specific reasons for withholding actions to commanders. Withholding a promotion is not used as punishment or inducement for an Airman to conform to acceptable standards or performance.When withhold status applies, the PES code must be updated to code “B”, “D”, “S”, “X” or “Y”.Upon receipt of the commander’s letter of notification to withhold, update the appropriate GSR and change the projected effective date to 09-Sep-3999.

Terminating Withhold Action1. When a Unit Commander recommends (in writing) promotion for an individual whose promotion is in withhold, the MPF must manually release the promotion withhold in MilPDS. This is not an automatic MilPDS action. If a Unit Commander recommends an Airman for promotion, he/she must do so within 30 days of the withhold action expiring. For example, if the withhold expires 15 Nov the commander must recommend the Airman for promotion NLT 15 Dec. If the Airman’s projectedDOR in MilPDS reflects 09-Sep-3999, (a projected future date, or a line number not yet announced for increment) update the GSR to “2X.” A message appears stating the GSR is updated to the correct code. If the promotion was placed in withhold due to PES code “B”, “D”, “S”, or “Y”, update the PES code to “X” and the PES effective date is the date the commander recommended promotion. The projected promotion consummates automatically once the DOR or promotion sequence is announced; provided no other withhold condition(s)exist.

2. If the Airman’s projected DOR in MilPDS is a past date, update the projected effective date to the date the withhold condition no longer exists and/or the date of the commander’s letter recommending promotion, whichever date is later. Update the GSR to “2X” to release the withhold condition – a notice appears informing the GSR is updated to the correct code. If a promotion was placed in withhold due to the PES code being “B”, “D”, “S” or “Y” update the Airman’s PES code to “X” and the PES effective date to the date the commander recommended promotion. The projected promotion consummates automatically overnight, provided no other withhold condition exists.

3. If the original effective date has passed, the new effective date is the date of the commander’s letter recommending promotion. The DOR remains the original DOR and the effective date will be retroactive to coincide with the original DOR, unless the unit commander denies in writing the retroactive promotion effective date.

AFPC/DP2SPP corrects promotion effective dates as a result of promotion withhold actions (PME withhold, EPME waivers, retainability withhold, investigation (military/civilian) withhold, and supplemental promotion selections through the Case Management System (CMS). The MPF submits CMS requests on retainability withhold, investigation (military/civilian) withhold, Primary AFSC Skill Level waivers, and Fitness Program withholds.

This section provides the MPF Career Development Element the procedures for updating promotion non-recommendations.

1. The MPF updates the enlisted promotion non-recommendation upon return of the unit selectee ornon-selectee list, and a copy of the commander’s written non-recommendation letter.

2. Non-recommend Airmen (A1C and below) in monthly increments up to 6 months at a time; non-recommend Airmen (SrA and above) for that particular promotion cycle. The immediate unit commander approves the non-recommendation for promotion to MSgt and below.

3. The MAJCOM, FOA or DRU commander approves non-recommendation for promotion to SMSgt and CMSgt. Update PES code “N” and GSR “3C” to remove a projected promotion or promotion eligibility.

GENERAL INFORMATION

1. Each calendar year, a limited number of enlisted Air Force personnel with exceptional potential may be promoted to the rank of SSgt and TSgt under the STEPprogram.

2. The commander of a MAJCOM, FOA, DRU or the Senior Air Force Officer in an Air Force Element with a quota, may delegate selection authority to whatever level considered appropriate; however, the promotion authority remains with the immediate commander.

3. Airmen must meet all minimum eligibility requirements listed in AFI 36-2502, Table 2.1 and that year’s STEP guidelines posted on MyPers.

4. The selection authority ensures procedures are established to notify the promotee’s servicing MPF and the parent MAJCOM by email, within 72 hours after the Airman is STEP promoted (reference AFI 36-2502, paragraph 2.10.4), and provide a copy of the STEP promotion orders.

5. The date the selection authority announces the selection is the DOR and effective date for promotion.

6. The MPF publishes the promotion orders immediately after announcement of a STEP promotion and distributes the copies: Airman, ARMS and AFPC/DP2SPP (for MilPDS update) IAW that year’s STEP guidelines posted on MyPers.

7. AFPC projects the grade, DOR and the effective date using GSR “1S”. TheAirman’s promotion consummates overnight and flows to DFAS.

Article 15 Reductions - This action is documented on an AF Form 3070, Record of Non-judicial Punishment Proceedings. The DOR and effective date in the grade to which an Airman is reduced under Article 15 is the date of the commander’s signature on the AF Form 3070. The MPF updates the grade, DOR and the effective date using GSR “4B” or “4C”. The MPF sanitizes the reason for the Article 15 on the AF Form 3070 and files a copy in ARMS. The PES code remains “X” unless another PES code applies.

Article 15 Suspended Reductions - This action is documented on an AF Form 3070. When an Airman receives an Article 15 Suspended Reduction there is no change to the current grade, DOR or Effective date. Update GSR “3T” and PES code “A” effective the date of the suspension action, unless another action has a higher precedence. PES code “A” expiration date is the date specified in the punishment portion of the AF Form 3070.

The effective date is the date the commander signs the AF Form 3212, suspension action.The MPF must create CMS (Case Description*-“Article 15 Suspension”, Root Cause*-“Lack of MilPDS Input”, and provide all Article 15 documents (AF Form 3070 and AF Form 3212) to refer the case to AFPC Enlisted Promotions (DP1SSP) to correct the grade data. AFPC/DP1SSP is the only office authorized to update mitigation actions. Court-Martial Reductions - In all court-martials with a reduction in grade, the servicing Staff Judge Advocate (SJA) forwards a copy of the notification letter, (via email) within 24 hours of the sentence being adjudged to [email protected]. When a grade reduction occurs because of a court-martial sentence, the Airman’s DOR and the effective date are the earlier of when the convening authority approves the court-martial sentence, initiates action under RCM 1107 or 14 days after the sentence is adjudged. The MPF updates PES code “F” effective the date the court martial sentence is adjudged with an expiration date in accordance with AFI 36-2502, Table 1.1, rule 4, note 4; and files the result of trial in the Airman’s record in ARMS. The MPF is not authorized to update court-martial grade reductions. MPF personnel should not fax AFPC court-martial orders, report of result of trials, etc., or attempt to update the grade data. The servicing SJA makes formal notification to AFPC and only AFPC updates court martial reductions. AFPC updates the grade, DOR and the effective date using GSR “4F” or “4G”.

This section provides the MPF Career Development Element the procedures for deferring a projected promotion and termination upon completion of the deferral period.

Promotion Deferral - Written commander notifications are required for all deferral actions. The immediate commander can defer a promotion for the duration of 1 to 3 months for projected promotions to SSgt through MSgt only. The commander can initiate deferral for promotion to SMSgt and CMSgt; the promotion authority approves the deferral. Wing or equivalent level commanders may approve deferring promotions beyond 3 months for SSgt through MSgt. Deferral action delays the original DOR and the effective date to determine if the Airman meets acceptable behavior or performance standards. Deferring beyond 3 months requires and exception to policy. The exception to policy must be submitted and approved by AFPC Enlisted Promotions. The MPF updates enlisted promotion deferrals upon receipt of the commander’s letter of notification. Update GSR “8A” and change the projected effective date to09-Sep-3999.

INTRODUCTIONThe Air Force mission and expeditionary environment make promotion notification to Airmen who are deployed or stationed in austere locations challenging. The Virtual Enlisted Promotion Release application was created to transform the delivery of enlisted promotion information. This web-based promotion release application eliminates the delay some Airmen experience when trying to determine their select/non-select status. It eliminates the requirement for any advance notification, improves safeguarding of select lists and ensures all eligible Airmen are notified simultaneously.

GENERAL INFORMATION:1. Begin administrative demotion during the term of enlistment when the reason for the action occurred, except when the commander is not aware of the facts and circumstances until after that term of enlistment expires. Administrative demotion packages can be routed electronically or inhardcopy.2. If the commander has sufficient reason to initiate demotion action, use the entire military record in deciding whether demotion isappropriate.3. If the Airman is eligible to apply for retirement in lieu of demotion but does not elect to retire, the effective date of demotion and Date of Rank (DOR) are the fourth workday after the Airman acknowledges receipt of demotion approval notification.4. If demoting the Airman under AFI 36-2502 for Student Status Termination, the DOR is the date upon which the Airman first performed service in the reduced grade. 3 Commander Notify. Provide the notification memorandum to the Airman and ensure the Airman endorses the notification memorandum upon receipt. Inform the Airman that if in disagreement, statements may be presented orally or in writing within 3 working days to agree/disagree and submit rebuttal, if applicable. Please contact the Airman to determine why he or she failed to meet the established military appointment.The Airman should be counseled on his/her responsibility to notify the squadron WAPS monitor prior or Career Development and Testing Unit, prior to the testing session, as required by the Memorandum of Notification for Promotion Testing (e.g., the promotion testing RIP).

3. IAW AFI 36-2605, paragraph A9.14, the unit commander may request rescheduling of Airmen who did not report for testing as specified on the AF Form 1566, if they are convinced they did everything in his or her power to make the appointment. Factors to consider when making your decision should include whether the Airman was properly notified of the test date, failure was beyond the Airman’s control, the Airman attempted to contact you, the WAPS monitor, or the MPF prior to testing appointment to request rescheduling. Reasons within the individuals’ control, such as oversleeping, putting time or date on calendar incorrectly, reporting to wrong building or simply being late should not be considered favorably. The MPF Commander is the final approval authority for rescheduling due to circumstances outside the Airman’s control.

4. If rescheduling is recommended and approved, the individual will be re-scheduled to test on the next available date. Please return this memorandum for MPF Commander response NLT .
