Plans for an Enumclaw Welcome Center were formally snuffed out last week by a 4-3 vote of the City Council, but questions surrounding a debt of more than a half-million dollars linger.

The idea for a Welcome Center floated on the periphery of city government for 14 years, tak-ing different shapes as it was addressed by three different mayors and several roster turnovers of the seven-member council. During that time money was spent and now – with plans offi-cially scrapped – it appears on the surface that expended grant money will need to be repaid.

A total of $582,000 in federal money was spent on planning and design work. And the city, which is already digging into reserve funds

to remain financially afloat during 2014, may need to pay back every penny.

But there might be a glimmer of hope, accord-ing to City Administrator Chris Searcy. He said there’s an appeal process the city intends to investigate, with the hope of having the debt forgiven. At the heart of the argument would be the fact that a number of factors conspired to alter the Welcome Center from its original design and intent.

Resolving the debt question will be an imme-diate priority, Searcy said.

In a worst-case scenario, the city will be on the hook for the entire $582,000.

If it turns out that sum needs to be repaid, there’s $338,000 already appropriated in this year’s municipal budget, earmarked for Welcome Center construction. That money

could be transferred to satisfy the debt to the federal government, Searcy said, reducing the unpaid amount to $244,000. The city also main-tains a “rainy day” fund that could be dipped into, Searcy said.

The final Welcome Center debateThe council chose the latter of its two options

with Chance LaFleur, Jim Hogan, Mike Sando and Hoke Overland casting the votes that closed the curtain on the Welcome Center. Voting to make more than a million city dollars avail-able and keeping the project alive were Morgan Irwin, Darrel Dickson and Juanita Carstens.

LaFleur was the first to speak on the 28th, making his feelings very clear.

What do the Plateau and the sport of polo have in common? Not much, other than the letter “P.”

That is rapidly changing, how-ever.

During the past year or so, a pas-toral scene a bit north of town – west of state Route 169 on Southeast 400th Street – has been transformed under the guidance and ownership of the Seattle Polo and Equestrian Club.

Now, the organization, billing itself as “the newest and premier polo club in the Pacific Northwest,” will host its inaugural event this week-end, Aug. 9-10, at the Enumclaw grounds.

The public is invited to watch polo and, further, participate in the cultural and social aspects of the sport, which is known as the “Game of Kings.”

On both Saturday and Sunday, spectators may attend to watch the two qualifying games. Attendees

are encouraged to bring chairs and blankets to view the games, along with food and nonalcoholic bever-ages. Food also will be available for purchase.

The SPEC’s 68-acre Enumclaw property includes a full-size polo field (approximately the size of nine football fields), plus two rid-ing arenas, stables for 60 horses and a pasture for an additional 60 horses.

Polo is said to be one of the old-est team sports in history, origi-nating in Persia more than 2,000 years ago. The United States Polo Association was created in 1890 and now boasts more than 250 active polo clubs.

A general admission pass is $10 for Saturday and $15 for Sunday or $20 for both days. Plenty of upgrades are available: Saturday tailgate access is $30; Sunday tailgate access is $50; and a Sunday VIP pass is $50. Tickets for the weekend event are available at www.seattlepoloparty.com.

King County Fire District 28 firefight-ers responded Saturday afternoon to a second-floor apartment fire in the 2000 block of Cole Street. The woman living in the Enumclaw apartment was transported to Harborview Medical Center. Two dogs living in the apartment died.

Firefighter Joe Otto, the acting captain on the scene, said the call was received at 4:37 p.m.

Otto said a neighbor heard the woman’s fire alarm, smelled smoke and called 911.

Four firefighters arrived on the scene at 4:42. Otto said two firefighters went inside, located the woman in a bedroom and brought her out in four minutes. Otto and the other firefighter gave medical aid to

the woman while the other two firefighters went back into the apartment to extinguish the blaze.

The fire was out in 13 minutes from the time the firefighters arrived.

Otto said when the firefighters arrived there was “light smoke” coming from the second-floor bedroom window.

According to Otto the cause of the fire was accidental. The investigators found cigarettes and oxygen in the bedroom and that is believed to be the cause of the fire.

The apartment damage is estimated at about $20,000.

Otto said it is important for all to remember to change the batteries in smoke alarms. Because the neighbor heard the alarm and called 911, firefighters were able to get to the scene quickly.

The 13th annual Cruise Into Fall show will take over downtown Enumclaw Sept. 13 and organizers are busily getting participants signed up.

The event, sponsored by the Stratocruisers Car Club, begins at 8 a.m. Cole Street and side streets will be closed to traffic so visi-tors can peruse beauties on both four and two wheels. The event is open to all pre-1980 classic cars, street

rods, customs, muscle cars, trucks and motorcycles.

Cruise Into Fall has pre-viously featured up to 400 cars and attracted thou-sands of spectators.

This year’s event will attract the usual vast array of vehicles, along with food vendors, prizes, a raffle and displays by car and motor-cycle dealers.

The Stratocruisers put on Cruise Into Fall as a non-profit venture, making sure

a healthy portion of the show revenues are returned to charitable causes in the area.

Participants pay a $15 registration fee and there will be dash plaques for the first 200 cars registered before Sept. 1. Traditionally, entries are taken until the morning of the event.

Anyone wishing infor-mation about the show can contact Mike Lebow at 360-825-6343.

Summer travel means you can glean gardening tips from all over the world. This summer we led a tour that included a cruise on the Danube.

If you are lucky enough to sail the Danube River and visit gardens along the way, well then you are lucky enough. First adjust to the fact that the Danube is not really blue, but we think of it that way because of the still-famous melody named the “Blue Danube Waltz.” The green river water f lows past some beauti-ful countryside and the climate in Germany, Austria and Bulgaria along the Danube River is similar to our own, so these take-home ideas

are practical as well as pretty.

Ivy Geraniums are practical to use in

a window boxThere is a reason ivy

geraniums spill from the window boxes of Bavaria. First, they repel f lies so you can leave your win-dows open without invit-ing f lying insects inside. Second, ivy geraniums bloom better when their roots are crowded into a

shallow container like a window box. Just remember to fertilize, water and deadhead all summer for months of bright Bavarian-style blooms.

Tilia trees will perfume your

gardenWe may call this the

Linden tree in America, but all over Europe the little-leaf Linden or Tilia cordata is successfully used as a fragrant street tree, blooming in late spring and early summer. Very tolerant of city pol-lution with well-behaved roots, the Tilia tree would be a good choice as a patio tree and can even be sheared into a hedge. Different varieties of Tilia are available in dwarf or columnar forms but all have a silver color on the undersides of the leaves, butter-yellow fall foliage

color and a symmetrical branching pattern. There is even a Tilia tree that is native to North America. This tree deserves more use in American gardens.

Cleome is the hottest new plant for beds

and plantersThis annual f lower is

also called the spider flower because the f luffy pink, purple or white blooms explode with spider-like petals. The new, more compact cleome variet-ies make this summer bloomer a low mainte-nance “thriller” plant that does not need staking yet blooms taller than your more traditional gerani-ums and petunias. We saw cleome grouped in the center of island beds, used as focal point f lower in container gardens and even as tall edging f low-ers to create a hedge along walkways and sidewalks.

In dry soil and warm areas this annual can reseed to a fault but the newest varieties are hybrids from Proven Winners and are not only more compact but also better-behaved. Look for cleome “Senorita Rosalita” and the “Spirit Series” of cleome at local nurseries that sell the Proven Winners brand of annual plants.

Mirabel Gardens will make you

break into songBlame the gardens and

not Julie Andrews for inspiring our garden tour group to line up on the same steps of this castle garden where Maria and the children sang “Doe a Deer” in the “Sound of Music” movie. Suddenly we were belting out the Do-Re-Me tune while posing for a group photo, surrounded by the beautiful Baroque style Mirabel gardens. Our

unrehearsed performance must have sounded pretty good as we did get a few hand claps from a confused Japanese tourist – proving once again that music and gardens are the universal language of friendship.

Legislative candidates deliver wrong message

I have been observing the recent media coverage, letters and opinion posts regarding the current campaign for senate in the 31st District. At first glance, I find it to be a typical cam-paign: mud slinging, dirt digging and the everlasting method of pointing fingers. While all of this is part of the campaign process, it does little to no

good to the voters in the end. It should not be about who said

what, who endorsed who and who knows who. It’s about facts. It’s about track record. It’s about informing the voters without blindsiding them with your hit parade of blame and low blows. The voters are tired of hearing these accusations and are tired of see-ing each candidate attack the reputa-tion of the other. We want to know what you’ve done. We want to know what you will do. We want to know what matters to you, how you handle issues and what strategies you will use to accomplish your goals.

We are tired of hearing who has the biggest toys in the sandbox.

I call upon each candidate to pro-mote themselves, show accountability for their actions in public service, and inform the public on the goals they wish to pursue. If these candidates are true advocates for voters, they will articulate their principles and strate-gies without perpetuating the political circus.

Recently an incumbent state senator was found to have misused her Senate expense account to the tune of over $5,000. The senator had been getting reimbursed for years for expenses such as a post office box and mileage expens-es to and from the box that was used for state, campaign

and private purpos-es. There were ques-tions about other mileage charges to other locations as well. Additionally, she admitted using a state phone for personal and politi-cal use. All these items and others

could cost her thousands of dollars to repay. Her reasoning for these actions was that the senate

should have told her if any expenses were not allowable. The senate leadership responded with the explanation that the Senate operates on an honor system.

The problem with the senator and with state Senate leadership is that neither claimed to be accountable for tax-payer money. Both are passing the buck. And that attitude seems to have become part of not only the culture of the state Senate, but also of U.S. culture. These attitudes begin with the power elite and filter down to average citizens.

The following story is an example of that “trickle down effect”: When I taught sociology in high school, there was a story in the text about a German farming family, the Kleins, who had immigrated to Russia in the early 1800s and had settled just east of Crimea. Their descendents had lived there for more than 100 years before the Russians drove them out in a fit of xenophobia (fear of foreign-ers). They emigrated to live near Lincoln, Neb. As most immigrants do, they settled among their own, the father working as a laborer for the railroad.

These German-Russians had difficulty assimilating and continued to speak German and follow the customs they had developed while living in Russia. Because they had lived there with an autocratic and patriarchal czar as their leader, they also had a patriarchal father figure as absolute head of the family.

Since their family was Lutheran, they stayed Lutheran in America. Their religious beliefs were also, like the German and Russian cultures, rigid and uncompromis-ing. The church taught them about a God who was strict and unbending. Their world consisted of a series of opposites, black and white, good and evil, salvation and damnation.

It’s simply a matter of accountability

Question of the WeekWould U.S. students be better served if schools went to an all-year schedule? To vote in this week’s poll, see www.courierherald.com

LAST WEEK: Does a creature like

Bigfoot (or Yeti, or Sasquatch) somewhere

roam the planet?

Yes: 37.5% No: 62.5%

My property borders the old Wohlman horse stable, located on 400th Street Southeast, a block or two from the Krain restaurant. Old man Wohlman sold the farm in the late 1990s and, since then, it’s had two or three owners, none of whom could work the farm successfully. The place stood empty for a couple of years until the Seattle Polo and Equestrian Club bought it in 2012.

During the last two years, the land and buildings have been substantially refurbished and enhanced. It seems like Cameron Smith, a key figure within the corporate structure, has been the major force behind these improve-ments, but to some extent his entire extended family has been involved. One of the many proj-ects he’s completed is a polo field. I’ve always found this rather sur-prising. I mean, really now, a polo field? Polo, you know, is that team sport that’s played on horseback and the riders use wooden mal-lets to hit a plastic ball through a goal. Traditionally, it’s known as the “Game of Kings” and for good reason: it’s been popular among the British monarchy since the late 1800s and members of the

royal family still play polo on a regular basis. Prince Charles isn’t very good at it. Though I have only watched part of a few royal games on TV, Charles kept falling off his horse. He’d get angry and throw his helmet on the ground, which seems very un-regal like.

I’ve never known anyone with even a passing interest in polo and surely no one within a 15-mile radius of Enumclaw. Be that as it may, I’ve recently learned there are several polo tournaments and fields around the Pacific Northwest. Most of these games and grounds are tied to the Seattle polo club mentioned above. Like any other team sport, polo has stars and heroes, tro-phies, winning teams, losing teams and parties and specta-tors that vaguely remind me of the Kentucky Derby. (If you’re

so inclined, check it out online: Seattlepoloclub.com)

Anyway, the local operation recently invited its neighbors to the field to witness a practice match. It was the facility’s initia-tion, so to speak. The crowd was larger than I expected – much of the Y Bar S neighborhood was there – and we sat along the edge of the field enjoying free hot dogs and soft drinks and, of course, watching men and women on horseback hit the ball around. I didn’t find the game especially exciting, but still quite fascinat-ing and entertaining.

If you’d like to see this sport, there’ll be games Aug. 9 and 10, with a $10 and $15 entrance fee, respectively. The second day is a bit more expensive because it’s “lady hat day.” There will also be a special reduced family fee, but it hasn’t yet been determined.

Polo is relatively new to the Pacific Northwest, but it’s already more popular than you might expect. Who knows, it might become the next big thing in the sports world. After all, a few years ago no one paid any atten-tion to soccer.

Will ‘Game of Kings’ catch on?Wally’s World

Because getting an edu-cation was required by the state of Nebraska, the children enrolled in public school and learned English as well as American culture and values. They became the translators for their parents of American culture.

The Kleins had three sons: the oldest remained the most “Rooshin” as his way of coping with his Old World family and the New

World culture: strict, obe-dient and dutiful. He was drafted into the Army dur-ing World War II and later became a policeman telling others to obey.

The youngest became the most American, shucking his German culture and background in the process, as his way of coping with two cultures. In his desire to fit in, he became inter-ested in American history, eventually ending up as a high school history teacher, teaching others about U.S.

culture.The middle son was the

one most caught between the Old World and the New. He became the rebel, the one who refused to obey either his parents or school authorities. Seeing his brother drafted, this son enlisted and ended up get-ting killed in World War II. But in doing so, he became a hero to the town and, as a result, his family was accepted into American culture.

Gradually, as time passed,

the family structure of the adult children became more democratic and less rigid in their beliefs. The church changed too, becoming less rigid and unbending, emphasizing the grace of God rather than his wrath.

There are lessons to be gained from these two accounts: The senator and the Senate leadership should put into practice the comment Ronald Reagan made about nuclear disar-mament with the Soviets: “Trust and verify.” They need to hold themselves accountable. The story of the Kleins show us that what happens at the high-est level of a culture and its government creates atti-tudes and behaviors that filter down to the lowest levels of society.

We are living in a cul-ture where the financial elite in their greed can nearly destroy a nation as they almost did in the eco-nomic meltdown of 2008, yet all corporate leader-ship escaped prosecu-tion. Instead, the govern-ment rewarded them with taxpayer bailouts. They escaped accountability for their actions. Look at our families and our institu-tions and you will see a mere reflection of the atti-tudes of our power elite who shift responsibility onto others.1103307

On the morning of Wednesday, June 25, 2014 Billy Milo Chamberlin returned to his Lord and Savior Jesus Christ from the Enumclaw Rehab Center after 84 years of giving himself to many on this Earth.

Billy was born May 28, 1930 in Storm Lake, Iowa to Bill and Hazel Chamberlin. Billy was the youngest of 7 children. His siblings were Howard Wilsey and Opal Wilsey (Rupp), Dorothy (Nixon), Glen, Margie (Titeca) and Donna (Titeca). Billy is survived by his sister Don-na in Montana and nieces and nephews in Iowa, North Dakota, Montana, Texas, and Washington, and possibly

by a daughter whose location is unknown.Billy grew up in Storm Lake, then joined the Navy at 18. After returning from service,

he worked various jobs including managing apartments with Mary in California, working in the Seattle Shipyards as a Marine Carpenter for 18 years and eventually retiring from Boeing on June 1, 1992 after 6 years.

In his early 20’s Billy married and had a daughter Nancy Ruth Chamberlin, but was divorced when she was 5 years old. He saw Nancy again briefly when she was 20 but had no contact with her after that.

Billy married the love of his life, “sweet” Mary in 1968, cherishing her companionship for 40 years until she passed away in Enumclaw on June 28, 2008. They had no children.

Billy and Mary followed sister Dorothy and her husband, and his mother and step-father (George Salsbury) to Washington. After his mother’s death, they cared for George in their home until his death.

Billy was known throughout Enumclaw and Buckley for his generosity. Billy never had much money, but he shared all that he had with a multitude of people that he felt needed help more than himself. He was also known for his ability to “visit”. Billy was fear-less in getting to know the people around him and sharing his life with all.

Billy is interred with his sweet Mary in Tahoma National Cemetery, section 9E/site #413, via Price-Helton Funeral Home. Sympathy cards may be sent to Donna Titeca at 2568 Home Acres Rd, Stevensville, Mt. 59870-6942. Memorials should be given to your favorite charity, or shared with anyone you might come across who is “less fortunate” than yourself. That was Billy’s way!

A celebration of Billy’s life will be held at the Enumclaw Senior Center on Thursday, August 7th at 1pm. Everyone whose life was touched by Billy is invited to come and share stories, fellowship, and cookies & coffee!

by a daughter whose location is unknown.

Raise a martini— one olive, on the rocks — to the life of James “Jim” Edward Klansnic, Sr. As a devoted Catholic, he found great solace in his faith. As an Army Air Corp pilot, he proudly served his country as a B-17 bomber pilot in WWII. As a child near Enumclaw, he really did the task of milking the cows on the family farm before walking to school. As an adult, he worked 37 years as a hydraulics/pneumatics engineer and manager at the Boe-ing Co. And as a family man, he was a devoted husband of one, father of six, grandfather of eight and great-grandfather of three. He was also a loyal friend to many in Enumclaw, Bellevue and beyond.

Jim shared 50-plus years of marriage with his wife, Tillie Bernice (d. 1995), a nationally ranked tennis player who squinted so hard when she laughed tears streamed down her face. Both were beloved xtures at Sacred Heart Church in Clyde Hill, and together they polka and square danced, skied (they were original investors in Crystal Mountain resort, where Jim skied up until two years ago), hiked, worked out at Bellevue Club (also charter members), played bridge, read books, attended UW and Seahawk football games, traveled, relaxed at their Whidbey Island beach cabin, laughed, cried and presided over a large, close-knit family.

While in service to our country as a lieutenant in the Army Air Corps in April 1944, the B-17 bomber he piloted was shot down over Steyr, Austria. All his men survived and sought shelter in an abandoned cabin. German soldiers arrived outside the cabin and shouted, “AUSSTEIGEN!” Jim knew exactly what this meant: “GET OUT!” His mother spoke some German and frequently yelled this word to the farm cats. (Though once the war started, she forbade anyone to speak German around the house.) He spent 13 months in an Austrian POW camp called Stalag Luft 1 and was liberated in May 1945.

He was also widely known for his devotion to the service of his community. A founding and charter member of the Knights of Columbus of the Bellevue chapter — he served as Warden and as Grand Knight (1984-1985). He often put his carpentry and electrical skills to work making improvements to Camp Brotherhood in Mount Vernon, Wash., where the mission is to forge an interfaith dialog between all the world’s religions. And when a severe ood devastated Honduras, he and his longtime friend, the very funny and gregarious John Shorkey, quickly ew down to help rebuild the houses of strangers in need. Jim also did a weekly “bread run” for many years taking donated bakery goods to St. Francis House and several other missions in downtown Seattle.

Jim was predeceased by his sister, Sally, and is survived by his sister, Lorie, brother, Dick, and his children: Marilyn (Bruce), Jimmy Jet (Elaine), John (Diane), Paul (Heidi), Mike (Karla), and Barb (Kevin). The grandchildren he could not get enough of: Milena (Franky), Phoebe (Chris), Celena (Logan), Tyler (Kristin), Kasey, Chad, Cody and Zach. And his great grandchildren, Hazel, Olive and dancing fool (following in his footsteps and his middle namesake) Atticus James.

Jim passed away peacefully, holding the hand of his son, Paul. Now he’s at rest next to Tillie.

For those who wish to honor Jim’s passing, we suggest a donation to Camp Brotherhood (http://www.treacylevine.org/), a place and group of people that meant so much to him and who were grateful, in turn, for his dedication, elbow grease and good humor.

Our beloved Dad, Frank Urk, passed away in the early morn-ing hours of May 18th after a short illness. He was able to be at home surrounded by close friends and family. He was raised by Slovenian parents along with his brother John and sister Elsie. The family had a huge berry farm

that our Dad worked on until he decided to go into meat cutting. For years he was a meat cutter at Enumclaw Food Center and enjoyed his time there seeing the fam-ilies of the town. His garden was an important hobby that he took pride in. He enjoyed sharing the produce with friends and family. He and our Mom, Priscilla, enjoyed their yard, their daughters and their grandchil-dren. Dad will be remembered by his love of working with the land and riding tractors. He instilled values and work habits to his daughters and also his grand-children. Frank, our Dad, will be missed greatly, but we take comfort in knowing that he lived a long and healthy life right up to the end. We love you Dad.
