1. INTRODUCTION

This bi-annual Environmental Monitoring report is a required submission, stipulated in the Initial

Environmental Examination and Contract documents as part of the contract between the Ministry

of Public Works and Sheladia Associates, Inc., USA (The Supervision Consultant on the above-

mentioned project).

The report is produced by the Environmental Monitoring unit of Supervision Consultant Sheladia.

The objective is to asses, identify, evaluate and mitigate the environmental consequences

(positive or negative) of the proposed project activities and to assess the adequacy of ensured

mitigation measures and environmental issues management during the reporting period and

provide recommendations for improving the environmental performance, surrounding the project.

The basis for this BAEMR is the monthly Environmental Impact Monitoring reports. This report

covers the Environmental Impact Monitoring activities from 1st July 2016 up to 31th December

2016. Findings and recommendations are based on the field inspections undertaken by Sheladia

consultant engineers.

1.1. Project Description

The reconstruction and rehabilitation of the Kabul-Jalalabad Highway project comprises of the

upgrade of a 100Km Sapary-Surkhroad highway to a standard two-lane 7-meter wide concrete

and asphalt highway with 2 meters’ worth of shoulders on each side. Road reconstruction

includes the construction of hydrological structures such as bridges, culverts, and roadside

drains. The objective of the construction is to have alternate route to minimize the current traffic

volume of the existing National A1 Road (also known as the Kabul-Nangarhar Road).

Asian Development Bank (ADB) funds this project under the Transport Network Development

Investment Program. The road project is designed with AASHTO standards and this project is

the Package 2 and 3 of the reconstruction and rehabilitation of 100km Sapary-Surkhroad.

The objective of the project is to upgrade the transport accessibilities to eastern hinterlands of

Kabul and Nangarhar provinces and thereby improve the region’s economic growth and welfare

of the people.

The Executing Agency for implementation of the project is the Project Management Office under

the Ministry of the Public Works (MPW) of the Islamic Republic of Afghanistan (IRoA). In order

to supervise and manage all the aspects of the project directly, the MPW established the Project

Management Office (PMO) and has assigned the Project Director (PD) assisted by the Project

Manager (PM).

The project is located at the Eastern Corridor of Afghanistan with the aim of providing an

alternative, viable and safe means of transport from Kabul to Jalalabad (Nangarhar), it will also

cater to improve the regional economic growth, security and welfare of the peoples especially of

adjoining communities.

The objectives of the project include among others are:

• To create short and long term employment and business opportunities for the people

• To Improve the transport system for commercializing or interchange of agricultural

product

• To Create a better situation for inter-regional and international, commercial trade route

that will eventually contribute economic growth in the eastern region of the country

• To improve access to health, education and other social services

• To improve the life and hunt the poverty.

1.2. Project Activities (July- December, 2016)

During the reporting period the contractor carried out several activities such as:

• Sub-base km (133+400- 142+000) and now it is under progress.

• Cement Stabilize Base Course (CSBC) km (121+950 up to 128+000).

• Portland Cement Concrete Pavement (PCCP) from Km (124+650 up to 127+0000).

Additionally, structural activities were:

• Construction of retaining wall at km (124+100 up to 124+500).

• Box Culverts at various locations like at km (119+800 119+700).

• Stone masonry line ditch and Irrigation canal at various location such as km (130+145)

for both side of the road.

• Unlined ditches, where the excavation and preparation of bottom surface for first layer of

shoulder were performed.

1.3. 1.3. Awareness Program

During the current reporting period, several meetings were held with various parties to make them aware, concerning the environmental issues. There were several communications with the contractor to follow all the environmental issues whom committed to ensure environmental compliance and social safeguards during project implementation. During the current construction activities, environmental field inspections have been carried out by SAI’s Environmental Specialist and Site Inspectors on regular basis.

2. ENVIRONMENTAL MONITORING

During the current construction activities, environmental field inspections and monitoring have been carried out by SAI’s Environmental Specialist, Site Inspectors and Contractor’s representatives on regular basis to monitor the environmental compliance. The most important was the visit of the Environmental Specialist from the PMO, MPW that noted all the aspects of the construction work. The Environmental Specialist from the PMO, MPW met with the Consultant’s team leader, Community Specialist and the Environment Responsible person of the consultant and shared the important environmental concerns due to ongoing civil work. The consultant based on the PMO instructions notified the contractor environmental impacts. The detailed descriptions of identified impacts during construction stage and mitigation measures to safeguard environment in this project are as follows:

2.1. Water Quality

When pollutants that are discharged (directly or indirectly), to water bodies causes water pollution or water contamination. There are more chances and possibilities in the road construction projects to pollute the water due to carelessness of the contractors. It is expected that ambient water quality will remain the same and in order to preserve the water quality at the project site, borrow material, sanitary waste and other associated construction waste materials shall not be disposed of in any water body because it damages not only the individual species and populations, but also the natural biological communities too.

Observations: During the site visits and environmental compliance inspections, it has been observed that contractor had disposed the excess material from road excavation in the river bed and on the hill side. Also, it was observed, that the water tanks at the Contractor’s camp was not adequately covered.

Mitigation measures: The consultant’s environmental specialist notified the contractor to use the appropriate location as disposal site for the construction waste and excavated material, in coordination with the community elders. Besides, the Contractor was directed to avoid the contamination of natural water courses due to diesel, oil, lubricant, chemicals, etc. Moreover, at the Contractor’s Camp Office, it was highly recommended to cover the water storage tanks properly as to be saved from the contamination.

2.2. Air Quality and Dust Generation

All those particles that are directly or indirectly discharged to the air and influenced the air composition causes air pollution. The machineries such as Asphalt, Crusher Plants and construction vehicles that have the potential to contaminate the air quality shall be kept in good working order. The location of generators and other permanent placed equipment shall be governed by the considerations of the exhaust emission, taking into the account of predominant wind direction. All the motorized equipment shall be regularly maintained to minimize the air contamination. Dust in the working area shall be controlled by using the water trucks, sprinkling the water to avoid the air pollution and dust emission.

Observation: During the reporting period, the contractor was not very active in terms of dust control and was not taking this issue seriously, despite the Consultant had held several meetings and instructed to continue water spray. The extreme dust emission was apparent with visual inspection especially in diversion points. The crusher plant was another main source of air pollution. The surplus soil was observed along the road sides. The Contractor was watering the working site by using the water trucks, but with the inadequate frequency. Luckily, no open burning or similar activities was observed.

Mitigation measures: The Contractor was notified to ban the operation of the crusher plant during the windy weather to minimize the impacts of the dust emission. The Contractor was also advised to exceed the number of water tankers to have full control on dust generation within working areas, unpaved roads with temporary diversions for the motorists additionally. The environmental specialist also instructed the Contractor to undertake regular water spray near the public and the urban areas that is known to be more sensitive about the dust emissions.

2.3. Noise and Vibration

All the mechanical machineries that were used for various purposes are; electric generators, vibrating rollers, graders and transferring material from camp and other road construction equipment, crusher plant on site and road rollers create vibration and noise. All these can influence the standard of living and disturbs the environment.

Observation: It was observed that the silencers of the drum trucks and other vehicles /machinery were damaged or were in poor condition that created heavy noise. It was also noted that the crusher plant generates much noise during the operation. Luckily, the vibration, on the other side, was also not experienced as the activities were going in the non-populated area.

Mitigation measures: To reduce the impact on workers, working in the construction sites and to provide them healthy environment to work, the Contractor was notified to repair their machinery to avoid its noise. The Environmental specialist of the Consultant has also notified the Contractors to replace the old machinery with new one. The responsible persons for transport were strictly advised to check the machinery on daily basis, the crusher plant operation time was limited from 8 am to 6 pm.

2.4. Natural Disaster

This could be a natural phenomenon, mostly occurred due to the existing steep slope without any water harvesting structures. The Sapary-Surkhroad project area is located downstream where the risks of natural disaster such as flood can contribute the water erosion and destroy the structures along the road alignments. Reportedly, there is risk of seasonal floods at Khawaran

(km121+km550), risk of high flood level at the canal of Moi Mobarak (km 148+000) in the spring season. However, these risks are due the upstream bare lands with slopes that contribute in flood of the mentioned areas.

Observation: Luckily, no natural disaster has been observed during the reporting period. Mitigation Measures: The Contractor has directed to be alert about the natural disaster at any time. The Contractors are in close contact with the local government and local community to decline the risk level from the upstream areas by planting the trees and constructing water harvesting structures locally. For the sake of flood management, at the downstream, the flooded areas were noticed by the local people, have given higher attention and in order to avoid the floods, the causeways were constructed across the roads. Besides, the contractor is compelled to speed the civil work on bridge 11th, which is made across the water canal.

2.5. Fauna and Flora

Flora and fauna is much related to the natural landscape along the road alignment. The preservation of the natural landscape that is composed of indigenous Flora and Fauna is the top priority in project design. Moreover, it is common to disturb the naturally existed Flora and Fauna. The natural landscape has been destroyed due to excavation or filling, but as per requirement the road side landscape is rehabilitated; the effected flora and fauna recover themselves accordingly.

The natural vegetation in the proposed project area is mainly grasses, trees and some shrubs. During the field inspections, some species were found along the roads that are not included in the list of endangered species of Afghanistan and although it doesn’t require special attention but care should be taken not to harm them as well.

Observation: During last six months, no any tangible negative impact was observed in the project. Only, the trees demolition, reportedly, 1500 trees has cut due to the construction from the beginning of the project.

Mitigation measures: The contractor has been notified to take care of the natural vegetation, natural landscape including Flora and Fauna. Therefore, the Contractor is working to prepare the tree plantation and landscape plan to pay back the loss of Flora and Fauna.

2.6. Soil Erosion

Bare lands in the vicinity of road alignment and cut/fill in the project site cause soil erosion when there are no precautionary measures taken. Moreover, the neighborhood of the project also causes soil erosion and siltation due to runoff made during rainy season.

Observation: During the reported period, soil erosion of the road sides emerged as a major problem as road alignment track due to the heavy deforestation, taken place in some portion, along the roadside.

Mitigation measures: In order to mitigate the impacts of soil erosion, at least, trees with three times in number, have to be planted. The Contractor, is therefore, compelled to prepare the tree plantation plan by end of February, 2017. It is notified that planting of trees on slopes and near the soil and mudflow prone areas, which are much vulnerable to erosion along the roadside, could avoid the soil erosion.

2.7. Public and Worker Safety

Public and workers safety in the implementation of road projects is highly recommended as the public as well as the workers are easily affected in the project. In road construction project, personal safety equipment’s especially footwear, safety jackets, helmets etc. to be supplied to workers depending on their activities. Moreover, for the sake of public safety, there should be safety belt, sign boards, temporary diversions along with its prior indication.

Observation: There was no proper public safety measure observed. There were no signs for the temporary diversions, safety belts as well as the sign boards was not properly placed. There were very less safety tools provided to the workers, pity is that those were also not regularly used by the workers. All was due to less awareness of these tools among the workers. This was considered the easy tool to be targeted by the insurgent groups.

Mitigation measures: Beside the personal safety measures to be taken, the Contractor has also been strictly instructed to provide warning signs, speed limits and signals at construction. The contractor was notified to provide PPEs for those workers working in the areas where the treat is less and specifically providing foot wears and hand frees for machinery operators.

2.8. Public Complaints

The Grievance Redress Mechanism (GRM) is established and there is a special database as well as a complaints registration forms, being provided to the community, both in English and local languages. There is open access of the APs that can appeal or submit their grievance, objections or whatever decision that may have impact to anyone, any practices, or activities arising from project activities. The issues such as environmental impacts, land or other assets compensation are also appreciated through the GRM application form. APs applications are regularly taken and the grievance received is shared with the PMO through Consultant’s team leader. The APs are then facilitated with the decisions taken place by the project executing body; they are fully informed of their rights and of the procedures for addressing complaints during consultation, surveys and time of compensation. It is also worth to be mentioned that the GRM committees established in Surkhroad, Khogyani, Sherzad and Hisarak districts to deal with the GRM of APs in their locality.

Observation: The Environmental Specialist has observed in few locations that the local people complain about dust during working hours. There was a complaint from the community regarding their irrigation channel that was destroyed due to the extension of the road R.O.W, the demolished irrigation channel was not constructed and was needed to be constructed to irrigate the agricultural fields of the locality. Mitigation measures: The contractor was abruptly notified to solve the problem of the local people and properly rebuild the irrigation channel of the community.

3. ENVIRONMENTAL MANAGEMENT

The Site Specific Environmental Management Plan (SSEMP) made to be followed by the contractor on the site. The recommendations of the SSEMP are followed, to handle day to day environmental issues. All the documentation regarding environmental management is done by the Environmental Specialist of the contractor, and then the environment responsible of the consultants pursues all the environmental reporting. All the environmental reporting is prosecuted through the following organizational flow chart.

3.1. Site Inspections

Several site inspections have been conducted by the representative of the Consultant during the reporting period. In addition to other tasks, it was aimed to verify the effectiveness of environmental protection measures in achieving the goals specified in the environmental monitoring and management plan (EMMP). The mission of the Environmental Specialist from the PMO, MPW was also available in the month December 2nd to 4th 2016 to oversee all the environmental concerned issues. The consultant has regularly checked the compliance with the EMP during the reporting period of July- December 2016.

The site inspections were focused on various environmental aspects of the project and are part of the Monthly Progress Report. During the inspections, a number of environmental and safety issues were observed and noted. These issues were subsequently brought to the attention of the personnel concerned on the Contractor’s side.

3.2. Noncompliance Notices Environmental non-compliance always remained an issue in meetings whenever held and these were time to time properly communicated to the contractor. Due to the close inspection from the Consultants’ side, the Supervision Consultant was always available in the site and in this regard, many times noncompliance was communicated to the contractor orally. Therefore, all the noncompliance notices were notified orally and were easily brought in compliance.

3.3. Social Impact A very positive social impacts on local communities were observed, their lifestyle and business opportunities are inclined. The people once travelled in narrow road are facilitated with widened asphalted roads. Their trips are now easier, luxury and fast. All those who are affected by losing their land/house/shop are being fairly compensated. They are also the direct beneficiaries in terms of local employment for very large number.

Besides, more than 20 community based projects are underway to be implemented for the indigenous people of the project. Currently, there was only one school by the name of Sayed Hassan High School with no building; they used the tents, easily discouraged by temperature variations. The students in the School were truly discouraged to continue. The Community development specialist recommended a building for school and fortunately, now is under construction that would be completed sooner.

4. CONCLUSION AND RECOMMENDATION

During this reporting period no significant environmental impacts were observed. However, there are some violations as non-compliance by the Contractor that required attention and corrective measures. The regular Environmental Monitoring inspections and control of construction activities were undertaken by the environmental specialist and field engineers. Cooperation of Contractor in the prevention and mitigation of environmental issues was limited. In order to ensure environmental compliance of the remaining part of the project the following measures were recommended:
