The Pittsfield Economic Development Authority (PEDA) is required to perform inspection activities at the Building Demolition Barrier Areas located in the William Stanley Business Park in Pittsfield, Massachusetts to assess the overall condition of the engineered barrier surfaces. One Building Demolition Barrier Area is located in the 30s Complex and two are located in the 20s Complex.

The second half 2009 inspection was completed on behalf ofPEDA on November 17, 2009 by Chris Streeter O'Reilly, Talbot & Okun Associates, Inc.

Inspection Methodology

Advanced notice of the inspections was provided to the Massachusetts Departruent of Environmental Protection (MassDEP) and the U.S. Environmental Protection Agency.

The assessments were performed by walking the entire surface of each barrier, except in the case of the 20s Complex barrier area #2 (discussed below). Each barrier surface was visually inspected for excessive cracking, fissures, spalling, or potholes caused by heaving, uneven settlement, and/or vehicular use. In addition, the surfaces were inspected for evidence of depressions, and/or water ponding, excessive rutting, or exposed subbase material. Other conditions noted include evidence of recent change in use of the barrier surface area; physical changes and conditions in areas immediately adjacent to the barrier surface area; and conditions which could compromise the integrity of the barrier surface area, such as soil erosion or excessive vegetative groWtll.

• Barrier Area Description: 2.965 acre asphalt-paved parking lot

• Date of Inspection: ~ovember17,2009

• Weather Conditions: Sunny and Cool

• Type and Frequency ofInspection: ~inth semi-annual visual inspection of Building Demolition Barrier Areas conducted by PEDA after transfer of the property.

• Description of any significant modifications to the inspection program made since the submittal of the previous report:

• Description of any conditions or problems noted during the inspection which are or may be affecting the performance of the engineered barrier:

~o conditions were observed which are or may be affecting the performance of the engineered barrier. Duting previous inspections, cracking and vegetation growth were noted. Such conditions were addressed since the inspection in June 2009.

• Descriptions of any measures taken to correct conditions which are affecting the performance of the barrier:

~o conditions which require immediate correction were observed. Since the June 2009 inspection, repairs were made to the barrier area. Repairs included cleaning of debris and vegetation, routing and filling of cracks, followed by sealing the entire barrier area using a coat of Action Pave Sand mix sealer fortified with Tar Max. Photos of typical repairs to the cracks and of the seal coat are attached.

• Description of any measures that may need to be performed to correct any conditions affecting the performance of the barriers:

• General: The overall condition of the barrier area can be described as very good. No conditions were observed on d,e barrier or on areas adjacent to the barrier that would compromise d,e integrity of the barrier surface area. The barrier area is currendy being used for staging a construction trailer and parking for construction worker personal vehicles associated with the ongoing construction in the 20s and 30s Complexes. The construction has resulted in removal of covered surfaces adjacent to d,e barrier along with extensive grading. TI,ese activities do not appear to inlpact the barrier. Field notes are attached.

Access to the barrier area was limited as a result of on going construction adjacent to the barrier. Walking on the barrier was not completed.

• Description of any conditions or problems noted during the inspection which are or may be affecting the performance of the engineered barrier:

No conditions were observed which are or rna)' be affecting the performance of the engineered barrier.

• Descriptions of an)' measures taken to correct conditions which are affecting the performance of the barrier:

No conditions which require correction were observed.

No significant modifications were made to the inspection program since d,e submittal of d,e previous report.

• Description of any conditions or problems noted during the inspection which are or may be affecting the performance of the engineered barrier:

No conditions which require inlmediate correction were observed. During dle prior inspection in June 2009, an area of setding was observed in the SOUdl east portion of the barrier area. The setding appears to be a result of heavy rain that occurred in June 2009 several days prior to the inspection. Repairs have been completed.

• Descriptions of any measures taken to correct conditions which are affecting the performance of the barrier:

No conditions which require immediate correction were observed during this inspection. Since d,e June 2009 inspection, repairs were made to the barrier area. Repairs included filling voids in the selded area located at the eastern end of barrier area. Excavatable, flowable fill (tvIHD Type 2E) was used to fill d,e voids, followed by a 2.S-inch binder course of asphalt, followed by a 1.S-inch top course of asphalt.

• Description of any measures that may need to be performed to correct any conditions affecting the performance of the barriers:

No corrective actions required at this time.

• General: TIle overall condition of the barrier area can be described as very good. No conditions were observed on the barrier or on areas adjacent to the barrier that would compromise the integrity of the barrier surface area. Extensive grading associated with the ongoing construction was observed adjacent to the barrier.

Additional paving has been completed along the western portion of the barrier area for future vehicle parking. The additional paving squares off the barrier area, but is not part of the barrier area. These activities do not appear to impact d,e barrier. Field notes and photos are attached.
