    withtheunderlyingenvironmentalassetsoftheneighborhoodandtheDistrictatlarge.

    Weseekto:

    Transferknowledge/awarenessofplaceandnaturalenvironmenttobusinessesandresidents.

    Buildaplatformforcontinuedlong-termgrowthanddiscussionasacommunity. Becomeaneighborhoodthatidentifiesitselfasbeingenvironmentallyprogressive. Fixwhatsbroken(treehealth,waterrunoff,erosion,waste,awareness,weatherization)

    andrevitalizeunderusedspacesascommunityassets.

    Wehavealignedourbaselinedatafortheneighborhoodwiththegoalsandtargetslaidoutin

    theSustainableDCplan,releasedinFebruary2013insixcategories.1TheSustainableDCgoals

    areinabulletedlistatthebeginningofeachsectionbelow.

    ENERGY&BUILTENVIRONMENT

    Goals:

    Cutcitywideenergyuseby50%. Increasetheuseofrenewableenergytomakeup50%oftheDistrictsenergysupply. Reduceannualpoweroutagestobetween0and2eventsoflessthan100minutesper

    year.

    Retrofit100%ofexistingcommercialandmulti-familybuildingstoachievenet-zeroenergystandards(meaningthatthebuildinggeneratesenoughenergyfromrenewable

    sourcestooffsetitsownenergyuse).

    Meetnet-zeroenergyusestandardswithallnewconstructionprojects.

    OverallEnergyUseWhilewecanttracktheamountofenergyusedwithinourANCboundaries,wedoknowhow

    muchenergywasusedoverallinthezipcode20009,asMetropolitanWashingtonCouncilof

    Governments(MWCOG)receivesthesenumbersinreportsfromPepcoandWashingtonGas

    EnergyServices(WGES)eachyear.Customersin20009accountedfor2.45%ofcitywidenatural

    gasuseand3.6%ofcitywideelectricityusein2012.2

    releasedshortly,andthesebuildingswillberequiredtosubmitbenchmarkingdataby2014.

    Smallerbuildingsover10,000sqftarealsoabletousethetool,andwewouldencourageall

    suchbuildingsinAdamsMorgantodoso.

    ReliabilityMostofourpowerlinesinAdamsMorganareunderground.Asaresult,wedontoftenlose

    powerduringstormemergencies.

    WATER

    Goals:

    Make100%ofDistrictwaterwaysfishableandswimmable. Use75%ofthelandscapetocapturerainwaterforfiltrationorreuse. Decreasetotalwateruseby40%.

    PollutantsandStormWaterRunoffAdamsMorganliesonaboundarylinebetweentwowatershedsRockCreekandthe

    WashingtonMetropolitanwatershed.AdamsMorganisalsowithintheboundariesofDCs

    CombinedSewageOverflowsystem,meaningthatduringheavyrains,whenstormsewers

    becometoofull,sewageismixedinandreleasedintothesewatersheds.Thismakesit

    particularlyimportantinAdamsMorgantodowhatwecantoreducestormwaterrunoffby

    capturingrainfallwithbioswales,raingardens,greenroofs,orrainbarrels.Wecanalsomitigate

    stormwaterrunoffbyreplacingimpervioussurfaceswithpermeablepavementorplants.

    Todate,onlyonehouseinAdamsMorganhasparticipatedintheRiverSmartHomesprogramby

    installingarainbarrel.

    AnerosioncontrolprojectwasundertakeninKaloramaParktocontrolexcessivestormwater

    runofffromslopesandhardsurfaceswithintheparkin2010-2011,butwasunsuccessful.The

    DCDepartmentofParksandRecreationandtheDepartmentofGeneralServicesarenow

    workingtofundrepairsandhavepostedapageontheirwebsitetotrackdevelopmentsinthe

    project.3

    Pesticidesareanothercommonwaterpollutant.Recently,DCpassedapesticidereformactthat

    requiresIntegratedPestManagementandlimitsuseofsyntheticpesticidesonallgovernment,

    school,andchildcarefacilitygrounds.Thisisprimarilytolimithumanexposuretotoxics,butwill

    alsoservetoreducetheamountofpesticidesthatwashoffofthosegroundsintonearbybodies

    ofwater.Weencourageadoptionofintegratedpestmanagementororganicapproachesforall

    parksandgreenspacesinAdamsMorgan.

    Watersheds

    DecreasingWaterUseWateruseisincludedinthebenchmarkingrequirementsforlargebuildingsestablishedbyDCs

    GreenBuildingActof2006.Weexpectthattrackingwateruseandmakingtheinformation

    publiclyavailablewillhelpbuildawarenessandencouragebehaviorchange.

    Goals:

    Sendzerosolidwastetolandfillsperyearandreducetotalwastegenerationby15%. Reuse20%ofallconstructionanddemolitionwaste. Achieveatotalwastediversionrate(recycling,composting,andconversion)of80%.

    DisposalResponsibilityWasteishandledbothbytheDepartmentofPublicWorksandbyprivatehaulersinDC.All

    residenceswiththreeorfewerunitsarecoveredbycitycollectionandareofferedrecyclingand

    landfillservices.District-wide,DPWhandles103,00residences.

    Allbusinesses,schools,churches,andresidenceswithfourormoreunitsarerequiredto

    contractwithprivatewasteandrecyclinghaulers.Recyclingisarequiredservice,buteach

    haulermaycollectdifferentmaterials.AccordingtoDPW:

    ItemsthattheDistrictrequirescommercialpropertiestorecycleTheDistrictregulatesrecyclingbottles,cansandpaperinallbusinesses.Glass,metal,

    paper,corrugatedcardboardandnarrow-neckedplasticbottlesmustbeseparatedand

    containerizedindependentlyofothersolidwaste.

    Enforcementactionsthatcanbetakenifacommercialpropertydoesnotrecycle

    Acommercialpropertycanbefinedforfailingtocomplywiththerecyclingregulations.

    Thefinesrangefrom$200forafirstoffenseto$1500forthethirdviolationofthesame

    regulationwithin60days.

    BecausetherearesomanybuildingsinAdamsMorganthatarerequiredtocontractwithprivate

    haulers,itsalargetasktoaccountforallcompaniesworkinginAdamsMorgan.Wedoknow

    thereareatleast11companiescollectingfromrestaurantsandbusinessesontheEastsideof

    18thStreet,alongwith4differentgreasecollectors.Ofthe11,only6areonthelistof

    commercialhaulersregisteredwithDPW.Theconsequenceofhavingsomanydifferent

    companiesservingonestreetisincreasedtrafficinthealleyways,andincreasedfueluseby

    thosehaulers.

    sixhoursmakesthetestdifficultforlargebuildingswithmanyresidents.ForthoseSFHsthatdo

    testhighforlead,DCWaterwillcometotheresidencetodomoreintensetestinginorderto

    identifythesourceofthelead.

    Bywayofbackground,intheearly2000s,WASA(thenameofDCWaterinthosedays)changed

    thedisinfectantfromchlorinetochloramineintheirwatertesting,causingleadfrompipesto

    begintoleachintothewaterindangerouslyhighlevelsinthousandsofDChouseholds.In2004,

    chloraminewasdiscontinuedasadisinfectant.AccordingtoDCWater:

    In2004,theWashingtonAqueductbeganaddingorthophosphateforcorrosioncontrol

    treatmentandtoreduceleadreleaseinwater.Orthophosphateisatasteless,odorless,

    food-gradeadditiveusedtopreventpipecorrosioninthedistributionsystemandin

    householdplumbing.Itworksbyformingaprotectivecoatinginsidepipesandplumbing

    fixtures,thatreducestheamountofleadreleasedinwater.Theadditionof

    orthophosphatehasbeeneffectiveinreducingleadlevelsinDistricthouseholdswith

    leadservicepipesandotherhouseholdleadsources.

    AtCongressionalhearingsin2010concernswereraisedabout9,100residencesintheDistrict.

    Alsoin2010,theCenterforDiseaseControlreportedthat15,000homesintheDCareamight

    stillhavewatersupplieswithdangerouslevelsoflead.SeveralofthesehomeswereinAdams

    Morgan.DCWaterencourageseveryonewithleadservicelinestotestandtousefilters.

    Drinkingwaterislead-freepriortoenteringindividualpipes.

    AccesstoParkSpaceWeplantoconductananalysistoseeifthereisparkspacewithina5minutewalkfromall

    homesinAdamsMorgan.
