NOTICE INVITING EXPRESSION OF INTEREST FROM COMPANIES/ FIRMS/ ORGANIZATIONS/ SHIPYARDS FOR PROVIDING 2 NOS PILOT LAUNCH, 2 NOS MOORING LAUNCH AND 1 NO PATROL BOAT THROUGH BUILT AND OPERATE METHOD FOR 12 YEARS AND EXTENDABLE UPTO 3 YEARS.

1. INTRODUCTION Kamarajar Port Ltd is a Mini ratna Company under the Ministry of Shipping, located on the Coromandel Coast about 24 km north of Chennai Port, Chennai, it is the 12th major port of India, and the first port in India which is a public company. The port was declared as a major port under the Indian Ports Act, 1908 in March 1999 and incorporated as Ennore Port Limited under the Companies Act, 1956 in October 1999. The Kamarajar Port is the only corporatized major port and is registered as a company. There are more than 2,000 seaports active throughout the world to cater to the requirements of sea borne cargo. With the growing move for privatisation of the seaports all over the world subsequent to reforms, private sector participation in operations and infrastructure activities of seaports has increased substantially over the last few years. This has resulted in a radical change in the organizational model of ports, converting from Service Port model to Landlord Port model, where port authority retains the port infra-structure and regulatory functions, whereas the port services are provided by private operators. Under this model, the port authority acts as regulatory body and as landlord, while port operations (especially cargo handling) are carried out by private companies. Today, the landlord port is the dominant port model in larger and medium sized ports.

KPL/MS/CRAFTS/EOI/2018 Page 3 Kamarajar Port designed as a world-class port, with two breakwaters & mdash one in the north measuring 3080m and the other in the south measuring 1070m it has the capacity to develop 20 berths for handling a variety of bulk, liquid, automobile and container cargo. The port is an artificial port with features including all-weather, round-the-clock operations, a large back-up land, eco-friendly environment, state-of-the-art navigational facilities, well-organized logistics systems and transport interface. In view of our Vision & Mission and to perform the World class marine Shipping operations, the crafts like Tugs, Pilot Launches, Mooring Launches are required for carrying out safe pilotage and quickest Mooring operation. In this regard KPL hereby invites Expression of Interest from reputed companies/ firms/ organizations/ Shipyards for providing 2 Nos Pilot Launches, 2 Nos Mooring Launches and 1 No Patrol Boat on Built and Operate Model under mentioned particulars.

KPL/MS/CRAFTS/EOI/2018 Page 5 With Reference to the Built and Operate model, KPL will pay the daily charter Hire as per the Quoted rate in Open Tender through E procurement mode. All investments of building the crafts, certifications, registering as part of Make in India to be done in the reputed Shipyards in India under the supervision of IRS and KPL. The Charges related to IRS monitoring during the Building of crafts will be on the bidders scope. The Charter period will be 12 years and extendable upto 3 years. Three Separate Tenders will be invited as follows 1. Chartering of 2 Nos Steel Pilot Launches, 2. Chartering of 2 Nos Steel Mooring Launches 3. Chartering of 1 No Steel Patrol Boat. The open Tender by e – procurement will be prepared based on the inputs received from the EOI and is expected to be floated in the month of July 2018 and is expected to award in the month of September 2018 and the crafts should be Built, Certified and ready for Chartering and subsequent operation at Kamarajar Port Ltd by Mid of March 2019. To achieve the objective for deployment of crafts as said above the crafts needs to be built within a period of 6 months from the date of award. The objective of this EOI is to encourage wider participation of prospective bidders who are technically suitable and competent companies/ firms/ organizations/ Shipyards having in-depth knowledge and proven track record of having successfully constructed and built same or similar kind of vessels and experience in operation. The Interested bidders are therefore welcomed to provide feedback on the scope of work, time for building and operation of the crafts at KPL. KPL will attempt to integrate the feedbacks, suggestions to the best possible extent and create a tender document which could be acceptable to the prospective bidders to a large extent. Also the firms who had not participated in the EOI are also eligible to participate in the open tender subject to fulfilling the requirements of the tender

3. ELIGIBILITY CRITERIA Firm should have experience in construction of Self Propelled Steel Crafts Viz., Boats, launches, Passenger Boats, barges, Yachts, Ferries etc. and having the experience of Operation.

4. TECHNICAL SPECIFICATION

The brief outline specifications of the vessel are as follows Class rules and regulations. The Vessel with engines and equipment shall be designed similar to the existing crafts to the extent possible & built under the class of IRS and registered as MS Act. Crafts should be very stable, robust and capable for operations inside and outside Harbour and the Port Limits. Also if required may be used in adjacent ports. Propulsion and powering. The vessel is to be propelled by Twin Engine and 1 Auxiliary Engine with capable of adequate load and fuel storage capacity.

KPL/MS/CRAFTS/EOI/2018 Page 7 Construction. The vessel is to be all of steel, welded construction, meeting the requirements of IRS and for Registering in MS Act suitable for Harbour operations. The hull design shall be such that the Pilot Launch has good sea-going qualities and shall be capable of withstanding rough weather. Service Life of vessel. The vessel is expected to have a service life of minimum 25 years with normal maintenance. The vessel is intended to be used in and outside harbor and Port Limits throughout the year and shall be suitable for operations under all weather conditions. Lifesaving Equipments. All the lifesaving equipment are to be provided as per statutory requirements. Navigational Equipments. As per the requirements of IRS/MMD and additional requirement of KPL if any General Provisions The launch shall have air conditioned accommodation and have a seating capacity for minimum 06 persons and minimum accommodation for crew as per the manning certificate. Provisions for accepting shore power supply when along side at berth.

5 DOCUMENTATION a. Interested parties who are eligible/willing are requested to submit the following

documentary proof along with their ‘Expression of Interest’ at the above address in sealed envelope super scribing “Expression of Interest No. KPL/MS/CRAFTS/EOI/2018, for providing 2 Nos Pilot Launches, 2 Nos Mooring Launches and 1 No Patrol Boat on Built and Operate Model” on or before 25-06-2018 (1500 hrs of IST), soft copies to the mail id : gm-ms@kplmail.in / balan@kplmail.in

b. Constitution or legal status of applicant indicating place of registration and

principal place of business, i.e. Incorporation/Registration Certificate, copies of Memorandum & Articles of Association/Partnership Deed, etc.

c. Details of existing commitment & ongoing projects in hand. d. Credentials from clients to indicate performance of projects executed and

warranty service.

KPL will not be responsible/ liable to any party in any way for costs associated in preparation & submission of EOI. This notice is issued only to elicit an Expression of Interest (EOI) from parties interested in “Providing 2 Nos Pilot Launches, 2 Nos Mooring Launches and 1 No Patrol Boat on Built and Operate Model” and does not constitute any binding/commitment from KPL to invite any or all of the parties in any the subsequent process. KPL is also not obliged to share clarification related questions with other respondents than the one who seeks clarification.

f. KPL reserves the right to accept or reject any EOI proposal without assigning any

reasons whatsoever.

j. This EOI is being issued with no commitments and KPL reserves the right to withdraw the EOI and change or vary any part thereof or foreclose the EOI at any stage.

k. The open tender will be invited upon obtaining the feed backs from the EOI , which is open to all prospective bidders who possess the required eligibility irrespective of their participation in EOI

m. Delivery of crafts for operations is around mid March 2019. n. KPL and its employees make no representation or warranty and shall have no

liability to any person, including any Prospective Bidder under any law, statute, rules or regulations or tort, principles of restitution or unjust enrichment or otherwise for any loss, damages, cost or expense which may arise from or be incurred or suffered on account of anything contained in this Request for Submission of EOI or otherwise, including the accuracy, adequacy, correctness, completeness or reliability of this Request for Submission of EOI and any assessment, assumption, statement or information contained therein or deemed to form part of this Request for Submission of EOI
