Monitoring and Inspection Requirements

• Inspection to be documented by certified on-site representative as listed on NOC.– Responsible person can change throughout construction

– MSD must be notified

• On-site representative is responsible for installation & maintenance of all BMP’s until Site Disturbance Permit (SDP) is released.

• Inspection forms, permits, & EPSC plans must remain onsite until SDP is released.

Monitoring and Inspection Requirements

Step 1: Do the Homework • Review the Project Plans

– Review the Plans in the context of storm water pollution control. Remembering, this is a “Prevention Plan”, not a “Reaction Plan”

– Visualize storm water run-on and runoff flow patterns when reviewing the plans. Review the general layout and existing drainage courses. Identify potential problem areas where storm water may run onto the site or discharge off site.

– Highlight all BMP’s shown for clarity

• Review the Storm Water Pollution Prevention Plan– Become familiar with BMP requirements.

– Ensure all subcontractors understand their responsibilities onsite.

• Inspection frequency

– every 7 days and within 24-hours after each rainfall event that produces ½-inch or more of precipitation.

• Inspection Tools Needed

– Approved Plans, SWPPP, & Inspection Form

• Performing Inspection• Start inspection at the lowest point, or the area with the highest potential

for discharge.

• Walk entire site, including the perimeter, especially where there is potential for run-on or run-off.

• Inspect each BMP, evaluate, & mark results on inspection report.– Is the BMP installed correctly per the standard details or the SWPPP?

– Does the BMP require maintenance as spelled out on the SWPPP?

– Will sediment be contained during a rain event?

• Look for changes in construction or site conditions that may require an amendment to the SWPPP.

• Inspect the subcontractor’s work area to ensure SWPPP compliance.

• Plans, inspection reports, & SWPPP must match at all times during active permit.

• Follow-up to ensure all non compliance issues are addressed within 48hrs unless directed by MSD.

Stormwater Construction Site Inspection Report

Note:

The General Information section (page 1) of this report is to be filled out for all construction site inspection

activities.

All pages of this inspection report along with Site Disturbance Permit, Notice of Construction, EPSC Plans,

and Notice of Intent (if applicable) must remain on site during construction activities and made available to

the MSD inspector upon request.

Page 2 of this report is to be used for each inspection. Each BMP shown on the Erosion Prevention & Sediment

Control Plan must be inspected and noted by the EPSC Certified Inspector every 7 calendar days & within 24

hours of a half inch or greater storm event.

All repairs and maintenance should be completed within 48 hours from the date of inspection.

Any BMP deletions from the approved plan must be redlined and approved by MSD Development Team.

Adding to or extending an approved BMP must be marked on plan and shown to MSD Inspector.

Refer to the “Site Inspection Guidelines” form located on MSD’s website at www.msdlouky.org for guidance

on inspecting specific BMP’s.

Number the structural and non-structural BMP’s identified in your Storm Water Pollution Prevention Plan

(EPSC Plan), and list them below. Carry a copy of this report and plans with you during your inspections to

ensure that you are inspecting all required BMP’s on your site

Onsite Rainfall Monitoring

• Placed out in open, accessible area

• Read, record and empty on daily basis.

• Document rainfall amounts on inspection report.

Being Proactive:Assess Site Prior to Storm Events

• BMP’s may be damaged and require reinstallation.

• BMP’s may need to be cleaned of sediment to handle next rain event.

• Additional BMP’s may be required for current conditions.

Adjustment of the SWPPP

• An effective SWPPP should be modified as site construction progresses.

• SWPPP, Inspection Report, and Field BMP’s must match each other at all times until permit is released.

• BMP’s added or extended on a site, must be installed correctly, marked on SWPPP, added to the Inspection Report, and maintained until SDP is released and does not need MSD approval.

• Selecting a different BMP other than specified on SWPPP must be approved by MSD prior to installation.
