EquitableDevelopment:FinancialInvestmentStrategy

TheCityofSeattlehassetahighgoal–anequitablecityforall.Inordertoachievethis,theCitymustmakesystemicchangetocloseracialdisparities,anditmustplayamajorroleinsupportingandchampioningcommunity-drivenequitabledevelopmentinvestmentstoimproveracialequityoutcomesforthecityandforcommunitiesathighriskofdisplacementandwithlowaccesstoopportunities.Suchcommunity-drivenprojectsincorporatetheexpertiseofthecommunitieswhohavebornetheimpactsofinequitablepolicies,programsandinvestmentsovertheyears.

Theinequitiesthatexistarearesultofsystemicracializedpublicandprivatedisinvestmentovergenerations.Reversingthispatterninamannerthatimprovesracialequitywillrequirethepartnershipofmultipleagenciesandinstitutions.TheCityofSeattleunderstandsitiscriticaltohavealignmentamongpublicsectorpartnerssuchaseducationalinstitutions,city,county,stateandfederalgovernments;andprivatesectorpartnerssuchasbusinesses,realestatedevelopers,investorsandlendersandphilanthropy.ExecutiveOrder2014-02,MayorMurray’s2015and2016StateoftheCityaddresses,andResolution31577provideclearvisionanddirectionfromMayorandCouncil.ThecreationoftheOfficeofPlanningandCommunityDevelopment(OPCD)andthere-implementationoftheMayor’sCapitalCabinet,whichwillcoordinatelonger-terminfrastructureinvestmentsacrosstheCity,willprovidetheimplementationmechanism.TheCityofSeattleispoisedtoleadthisefforttoachieveracialequityinthecity,tomakeSeattleadiversecityinwhicheveryonecanreachtheirfullpotentialregardlessofraceormeans.

ThisdocumentrespondstoCityCouncil’sStatementofLegislativeIntent32-2-A-1.ItidentifieskeyinitiativestheCityisundertakingtowardracialequityandprovidesamoredetailedworkplanforthecommunity-drivenEquitableDevelopmentProjects.

EquitableDevelopmentImplementationTheCityiscommittedtoanequitabledistributionofresources.InadditiontoapplyinganequitylenstotheCity’sentirebudget(seeEquitableDevelopmentImplementationPlan–SystemicChangetoEliminateRacialInequities),OPCDwascreatedtofullyintegrateplanningamongtheCitydepartmentsandtoaligntheCity’sworkwithraceandsocialequityasafoundationalvalue.OPCDalsohas2FTEstaffspecificallydedicatedtolead,manage,monitorandimplementtheEquitableDevelopmentImplementationPlaninadditiontoothersalreadyworkingwithanequitabledevelopmentframework.ThesestaffwilldeploytheEquitableDevelopmentFrameworkanalysisacrossallCityworkincludingtheCitybudget,buildboththeCity’sandthecommunity’scapacityforthiswork,supporttheRaceandSocialEquityTaskForce,andbringaboutthepartnershipsandresourcesneededtodeveloptheseEquitableDevelopmentprojects.

TheCity’sraceandsocialequityworkfallsintothreecategories:1)drivingtheEquitableDevelopmentInitiative;2)City-InitiatedEquitableDevelopmentStrategies;and3)Community-InitiatedEquitableDevelopmentStrategies.

DrivingtheEquitableDevelopmentInitiativeTheCity’scommitmenttocoordinatedimplementationandinstitutionalchangetocreateracialequityandendinstitutionalizedracismwillextendtoCitydepartments’functionalplans,budgetpriorities,andserviceandcapitalinvestmentsincommunities.Thiswillaffectmanydepartments,CapitalImprovementProgrambudgetprioritizationprocess,andtheoverallCityofSeattlebudget.Theproposedstructureandactionshavethepotentialtocausetransformativechange,bothwithinCitygovernmentanditscommunityimpacts.ThiswillrequiretheuseoftheEquitableDevelopmentFrameworkanalysisforbudget,policy,program,andinvestmentdecisions.ThiswillrequiretheCitytoembraceinnovation,experimentation,learning,andongoingimprovement.OPCD,workingcloselywithSeattleOfficeofCivilRights(SOCR)willtaketheleadindeveloping,coordinating,buildingcapacitybothinsideandoutsidetheCity,andimplementingtheEquitableDevelopmentInitiative.

City-InitiatedEquitableDevelopmentStrategiesThefollowingareexamplesofcurrentCity-initiatedstrategiescreatedtoachieveequitableoutcomesformarginalizedpopulationscitywide.

HousingAffordabilityandLivabilityAgenda(HALA)InSeptember2014,theMayorandCityCouncilconvenedleadersinthecitytohelpdevelopaboldnewagendaforaddressingthehousingaffordabilitycrisis.TheHALAAdvisoryCommitteebroughttogetherdiversestakeholderscomprisedofrentersandhomeowners,for-profitandnon-profitdevelopers,socialjusticeadvocates,labor,environmentalgroupsandlocalhousingexperts.Aftertenmonthsofdeliberation,theAdvisoryCommitteepublishedareportonJuly13,2015containingsixty-fiverecommendationstobeconsideredbytheMayorandCityCouncil.Thefinalrecommendationsformacomprehensiveandmulti-prongedstrategyforaddressingSeattle’shousingaffordabilitycrisis.Anumberoftheserecommendationshaveorarecurrentlyintheprocessofbeingimplemented.Therearethreemainstrategiesthatareaimedatcreatinganequitable,diverseandinclusivecity.Thesestrategiesare1)growingwithaffordability;2)preservation,anti-displacement&equity,and3)investinginhousingforthosemostinneed.Thefollowingrecommendationsprovidespecificdetailsonhowthecityintendstoincreasethesupplyofaffordablehousing,preserveexistingaffordablehousing,andprovidetenantprotectionstopreventdisplacement:

• MandatoryHousingAffordability(MHA)TheCity’sgoalistocreateorpreserve20,000affordablehomesaspartofastrategytoincreaseitshousingsupplyby50,000homesoverthenext10years.TheproposedMHArequirementsarecriticaltothisoverallvision,becausetheywillprovideatleast6,000ofthe20,000netnewrent/income-restrictedunitsforhouseholdswithincomesnohigherthan60%ofmedianincome.Affordablehousingcontributionswillberequiredascommercialandmulti-family

developmentoccurs.Thiscontributioncanbemetbyincludingaffordablehousingwithinthedevelopmentorpayingintoafundthatwillbeusedtocreateaffordablehousingthroughoutthecity.ThepaymentandperformanceoptionseachhaveuniquebenefitsandareequallyimportanttothesuccessofMHA.Withtheperformanceoption,aspecifiedpercentageofunitsinamultifamilyresidentialbuildingareensuredtobeaffordable;theaffordableunitswillbecomparabletothemarket-rateunitsinthatdevelopmentintermsofsize,type(e.g.numberofbedrooms),andleaseterms.Withthepaymentoption,theMHAdollarsareabletoleverageotherfundstocreatemoreunitsofaffordablehousingthanwithperformance.Payment-fundedhousingachievesmanyracialandsocialjusticegoalssuchasincreasinghousingopportunitiesinallpartsoftheCity,withstrategicfocusonaddressinguniqueneighborhoodneeds(e.g.preservationinareaswheredisplacementriskishigh;housingforfamilieswithchildren),andbuildinginlocationsneartransitandotherkeyamenities.

• SeattleHousingLevyThislocalpropertytaxlevyhasbeenapprovedfivetimesbySeattlevotersandexpiresattheendof2016.For30years,theSeattleHousingLevyhascreatedaffordablehousingwithservicestosupportat-riskfamilies,seniorsandpeoplewithdisabilities,providedrentalassistancetopreventhomelessness,andpreservedhousingtopreventdisplacementoflong-termresidents.Seattlehasfundedover12,500affordablehomesthroughoutthecity,providedloanstohelpover900house-holdspurchasetheirfirsthome,andprovidedemergencyrentalassistanceto6,500householdsatriskofevictionandhomelessness.Levy-fundedhousingprovidesaffordablerentsfor50yearsormore.AlevyrenewalproposalwillappearontheAugust2016ballot.

• StrengthenTenantProtectionsTherearetenrecommendationsintheHALAreportthataddresstenants’rights.In2015,theCityimplementedrecommendationsrelatedtostrengtheningtheexistingTenantRelocationAssistanceOrdinance,passedanewlawrequiringpropertyownerstogivetheCityandSeattleHousingAuthoritynoticeofapotentialsaleofanaffordablemultifamilybuilding,andprovidefundingtoincreasetenantandlandlordeducation.Inthefirsthalfof2016,theMayorisproposinglegislationtoexpandprotectionforlow-incometenantswhoreceiveassistance(e.g.SSI,SocialSecurity,childsupport)fromnon-profitorgovernmentsourcesbyamendingtheOpenHousingOrdinance.Thislegislationisaimedatpreventingdiscriminationbasedonthetenant’suseofasubsidyorverifiablealternativesourceofincome.

$15MinimumWageShortlyaftertakingoffice,MayorMurrayformedtheIncomeInequalityAdvisoryCommitteetoaddressacornerstonepriorityofanopportunityagenda:ameaningfulincreaseinthecompensationforSeattleworkers.Thecommittee,whichrepresentedbroadanddiverseperspectives,waschargedwithdeliveringanactionablesetofrecommendationsforincreasingtheminimumwagewithinthecityofSeattle.ThenewminimumwagelegislationpassedbySeattleCityCouncilandsignedintolawbyMayor

MurrayprovidesforanincreaseintheminimumwageintheCityofSeattleto$15anhour,phasedinovertime,beginningApril2015.PreschoolforAllInSeptember2013,theSeattleCityCouncilunanimouslypasseditsPreschoolforAllResolution(Resolution31478),endorsingvoluntary,high-qualitypreschoolforall3-and4-year-olds.Theultimategoalofthisprogramistooffereveryfamilytheopportunitytoenrolltheirchildreninapreschoolprogramthatwillprovidestrongsupportforeachchild’slearninganddevelopmentinpartnershipwithparentsandcaregivers.ThiswillbetterprepareSeattle’schildrentosucceedinschoolandenhanceequalopportunityforlaterlifesuccess.iEquityandEnvironmentAgendaMayorMurraybroughttogethercommunityleaderstodevelopthisAgenda,ensuringthatthosemostaffectedbyenvironmentalinequitieswouldleadincreatingtheprogram.TheAgendaisablueprintforadvancingracialjusticeintheCity’senvironmentalwork,andpartnerswiththeenvironmentalcommunityandphilanthropy.Voter-ApprovedInfrastructureFundingTheresourcesmadeavailablethroughtheSeattleMetropolitanParksDistrictandtheMoveSeattletransportationlevyalsoprovideopportunitiestomakestrategicinfrastructureinvestmentstosupporttheCity’sequitabledevelopmentwork.WithanEquitableDevelopmentFrameworkanalysis,targetedtransportationandparksinvestments,suchaspedestrianenhancements,upgradesintransitinfrastructure,upgradestoexistingparksfacilities,ordevelopmentofnewparkscanbemadeinhighdisplacementrisk/lowaccesstoopportunityneighborhoodstoservetheneedsofmarginalizedpopulationsandtoleverageprivateinvestmentsforcommunity-drivenequitabledevelopmentprojects.

Community-InitiatedEquitableDevelopmentProjectsEquitableDevelopmentProjectsarecommunity-drivenstrategiescreatedthroughaninclusivecommunityengagementprocess.CurrentEquitableDevelopmentProjectsareprioritizedinthreeneighborhoodswithhighlevelsofchronicandrecentdisplacementriskaswellasahistoryofdisinvestment.Theyarecommunity-drivenprioritiestomitigatefurtherdisplacementandincreaseaccesstoopportunity.

Thethreepriorityneighborhoods,theCentralArea,Chinatown/InternationalDistrictandSoutheastSeattle,sharearichnessofculture,identityandhistoryinpartcreatedbyahistoryofracialcovenantsandracialdiscriminationthatexistedbroadlyinSeattlefrom1926-1968.iiAsaresultofthesepoliciesandpractices,peopleofcolorwerenotabletoliveorevenvisitwheretheydesired.Theseraciallydiscriminatorypracticesthatrestrictedpeopleofcolortolease,purchaseorevenoccupypropertyinaverylimitednumberofneighborhoodscreatedtightdistrictsthatincludedthecriticalstructuresofacompletecommunity.Homes,goodsandservices,culturalvenues,andplacesofworshipweregenerallyalllocatedhere.Asaresult,theseneighborhoodsareclearlyidentifiablecenterswithintactsocialnetworksfortheirculturalcommunitiesandarestillcentraltothesecommunities,evenifthe

peoplethemselveshavemoved,orbeendisplaced,out.Atthesametime,thehistoryofredlininghasleftthesecommunitiesunder-resourcedandill-preparedtothriveinouraggressiveeconomy.Disinvestmentininfrastructure,underperformingschools,andrestrictionsoncommercialandresidentiallendinghaveleftalastingimprintontheseneighborhoodsandtheirpeople.

Asregionalrealestatevaluescontinuetorise,thecentrallocationandaffordabilityoftheseneighborhoodsmakesthemdesirableevenastheyarestillhometomanyofthosethatareleastabletowithstandthepressuresofresidential,commercialandcommunitydisplacement.

Communityleaders,community-basedorganizations,andagencyandphilanthropicpartnersareallcommittedtostrategicpartnershipstoleveragecollectiveresourcesandinvestinthesecommunity-sourcedstrategies.ThespecificEquityDriversinformingthesestrategiesarebothdeterminedbythecommunityandthroughanassessmentofthespecificdeficitsintheEquityAnalysisbaseindicatorsthatplagueeachneighborhood.

TheRaceandSocialEquityTaskForceiscomprisedofcommunityleadersfromeachofthesethreeneighborhoodsandbringsitsexpertisetobearontheCity’sraceandsocialequitywork.IthasshapedtheComprehensivePlan,theGrowthStrategyandtheEquitableDevelopmentImplementationPlan.ItisalsochargedwithoverseeingtheimplementationoftheseEquitableDevelopmentProjects.

Theprojectsdescribedbelowarecurrentlyunderway,invariousstagesofplanningandfeasibilitytesting.Theyhaveacquiredvariousfederal,stateandlocalfundingfortheworkthusfar.Furtherworkisneededtoidentifyappropriatepublicandprivatepartners(developers,funders/investors/lenders,owners,agencies,catalyticbusinesses,etc.)andtodevelopfullfinancialstrategiesforimplementation.

TheCityissupportiveofthecommunityinitiatedprojectsdescribedbelow,andwilldedicatestaffresourcesinOPCDandotherdepartmentstohelpwithstaffingsupport,facilitation,andconsultationexpertise.TheCityencouragesthecommunitygroupsinvolvedintheseprojectstocontinueworkingwithlocalandregionalcommunitypartners,includingnon-profitorganizations,privatecompanies,andothergovernmentaljurisdictionsthatcanhelpbringthesediversesetofprojectstofruition.Tohelpleverageoutsideinvestmentsinsupportoftheseprojects,theExecutiveisexploringoptionsforCityfunds–forexamplededicatingsomeshareoftherevenuegeneratedfromthesaleofcertainsurplusproperties–thatcouldbeusedtoestablishafundforcommunity-drivenequitabledevelopmentprojects.

ConceptsforStationAreaSoutheastSeattlehaslongwelcomedpeopleregardlessofracialbackgrounds.Infact,itisheldupasamodelforahealthycommunitybySheryllCashin,clerkforSupremeCourtJusticeThurgoodMarshallandurbanandeconomicpolicyadvisorintheClintonWhiteHouse,foritslong-standingracial,cultural,andeconomicdiversity.iii

The98118zipcodeinSoutheastSeattleisoneofthenation’smostdiversezipcodes.However,therealestatepressuresofthelasttwodecadespushingfromnorthtosouth,exacerbatedbytheopeningofLinkLightRail,havehadanimpactonSoutheastSeattle.ColumbiaCityhasseenadecreaseof23.5%inpeopleofcolorinthelastdecade.OthelloisbeginningtofeelthispressureandevenRainierBeachisbeginningtoseerealestatedevelopmentandlandtransactions.Asof2010,RainierBeachis87.3%peopleofcolorandhasbeenhometoAfricanAmericanfamilieswhomovedfromtheCentralAreaaswellasimmigrantsandrefugeesarrivinginourregion.Ithassomeofthecity’smostaffordablerealestate,andisatthecity’ssouthernboundary.Withoutmitigation,itislikelythatovertimetheseneighborhoodswillseeatransformationsimilartotheCentralAreaandColumbiaCity.AscommunitiesaredisplacedoutofOthelloandRainierBeach,itislikelythattheywillleaveSeattleandtheirculturalnetworks,andthecitywilllosetherichculturalandentrepreneurialbenefitstheycontributetoourcity.

Inspiteofthesepressures,thecommunityisengagedandactive.Theyhavefullyparticipatedinupdatingtheirneighborhoodplans,formedactionteamsandcoalitionstofurthertheirpriorities,andhavebuiltleadershipwithintheircommunities.ACommunitiesofOpportunitygrantisjustoneexample.TheMulticulturalCommunityCenter,RainierBeachActionCoalition,OnBoardOthelloandSouthCommunitiesOrganizingforRacial/RegionalEquitycametogethertosuccessfullyobtainaCommunitiesofOpportunitygrantthatsupportstheirworkandhelpsthembuildacoalitiontoeffectivelyachievethepartnershipsneededtocompletetheirprojects.Thecommunitiesasked

HomeSighttosupporttheirworkandtomanagethisgrant.CommunitiesofOpportunityisapartnershipbetweenKingCountyandTheSeattleFoundationthatfocusesonplace-basedworktobuildcommunitycapacitytoimprovehealth,social,racial,andeconomicequity;andidentifysystemsandpolicychangestoimproveequitythroughouttheregion.Thisthree-yeargrant($150,000/year)wasawardedin2015withthepossibilityofextension,significanton-goingsupport,andpossiblecapitalfunds.

Inaddition,thiscommunity’scommitmentandleadershipwasrecentlyrewardedwithothersuccessfulgrantssuchastheWellsFargoRegionalPlanningGrant($100,000)andaKresgeGrant($75,000);andtheopeningoftheRainierBeachFoodandFarmHubinSeptember2015.

TheEquityAnalysisdataofthisareaindicatethattheschoolsunderperform,thereislimitedaccesstoeducationandemployment,educationalattainmentislower,andpovertyishigher.Insummary,thepathwaystosuccessfulemploymentdonotexistforthemarginalizedpopulationshere.Asaresult,itisamongthecity’slowestaccesstoopportunityandhighestriskofdisplacement.

Thecommunityintimatelyunderstandsthesedynamicsandhasprioritizedthefollowingtwoprojectstohelpachieveitsgoals:

• TheRainierBeachInnovationDistrict(RBID):astrategytobringinhighqualityjobscoupledwitheducationandtrainingsothatthosewhoarenowclosedoutcanfullyparticipateintheregion’seconomicgrowth.

• TheMulticulturalCommunityCenter(MCC):astablefuturefortheculturalanchorthatprovidessupport,reinforcementandculturalpreservationforthearea’simmigrantandrefugeecommunities.

Inaddition,governmentagenciesandinstitutionalpartners(ImpactCapital,SkillUpWashington,ImpactCapital,SpeakeroftheHouseFrankChopp,andStateSenatorPramilaJayapal)haveprioritized:

• TheSouthEastEconomicOpportunityCenter(SEEOC):aneducation,trainingandserviceshub.

ThesethreeEquitableDevelopmentProjectsaredescribedinmoredetailbelow.

Ø RainierBeachInnovationDistrict(RBID)

“RainierBeachismotivatedtofindwaystohelptheneighborhood’syouthtohaveeducationalandjobopportunitiestheycangrowwith.Byworkingtoensurethatallaspectsoftheneighborhoodreflectthecommunityasawhole,RainierBeachchildrencanseemodelsofsuccess,andunderstandthepathtorealizingtheiraspirations.”ivTheRBIDisanequitabletransit-orienteddevelopment(TOD)strategybasedonemployment,education,andentrepreneurshipandisananti-displacementstrategyforahigh-riskneighborhoodinthemidstoflandspeculation.ThecommunitywouldlikeaTODstrategytailoredtothecommunity,ratherthanthemoretraditionalTOD,whichtheydescribeas“highcosthousingoverlowwagejobs.”RBIDwillbringtotheneighborhoodnewjobs,alignedwitheducation,training,andbusinessentrepreneurialsupporttocreatepathwaystolivablewageemploymentandbusinessopportunitiesforitsyouthandresidentssotheycanfullyparticipateintheeconomicgrowthoftheregion.TheRBIDisapriorityofthe2012RainierBeachNeighborhoodPlan,buildsonexistingassetsandhasbeenacommunityfocussinceitwasconceived.TheCityhasprovidedstaffsupportaswellaspreliminaryconsultantstudies.

TheRBIDwillhouseanetworkofbusinessesthatmayincludeafoodprocessingfacility,commissarykitchen,foodhub,businessincubator,andproductionkitchenasacatalystforamorerobustbusinesssectornodeattheRainierBeachlightrailstationarea,aswellaseducationalandtrainingfacilities.Itbuildsoncommunityassets,includingneighborhooddiversity,culturalanchorinstitutions(Ethiopian,Somali,Oromocommunitycenters),auniquelocationattheintersectionofmanufacturingandresidential,anentrepreneurialspirit,existingurbanagricultureandfood-basedbusinesses,andaccesstoregionaltransportation.

WorkCompletedorUnderway:

Fromtheearlydaysoftheneighborhoodplanningupdateprocess,whichstartedin2009,theimmigrantandrefugeecommunitiesinSoutheastSeattleprioritizedthecreationofasharedmulticulturalcommunitycenter(RainierBeach,Othello,NorthBeaconHill,NorthRainier)asacriticalcomponentforcommunitystability.

Eachculturalcommunityisservedbyanorganizationthatstrengthensculturalidentityandiscriticaltoitswell-being.Theseorganizationsareculturalanchorsthathelpholdacommunityinplacewhilethepressuresofdisplacementbeardown,andyettheythemselvesaresubjecttodisplacementpressures.Theremarkablefactthatthesecommunities,manyofwhomhaveahistoryoftensionsandwarwithoneanother,explicitlydecidedtoworktogethertocreateasharedfacilitywassignificant.In2012theMCCwassupportedthroughCommunityCornerstones,aSeattleprogramfundedbyHUD’sSustainableCommunitiesInitiative,asamajorcomponentofacoordinatedanti-displacementeffort.TheCityhasalsoallocated$50,000forasharedcapitalcampaignconsultant.
