• Flexible projects based on needs analysis• Development, implementation and transfer of
innovative outputs concrete and long-lastingresults and outputs required
• Selected activities (including mobility activities) to achieve desired aims and produce planned results

Cross-sectoral Strategic Partnerships
• Projects that include cooperation betweendifferent education sectors are encouraged
• Innovative projects searching solutions for issuesrelevant for more than one sector e.g.: youth unemployment, climate change, language skills, ICT skills, entrepreneurial skills, radicalisation etc.
• Recommended to include organisations from all the sectors that are involved in the project
• Important: what it the ”most impacted sector”? select the application form acccordingly

General Conditions for an SP project
General conditions for SP
Minimum partnership: 3 organisations from 3 programme countries.
• In addition to HEIs e.g. enterprises, public authorities and associations• Organisations from third countries may also participate if they bring clear added
value to the project.
Project duration 2-3 years, funding max. € 450,000 / 3 years
• Smaller / larger projects (proportionality principle in assessment)
De-centralised administration (Applications in Finland to the National Erasmus+ Agency, Opetushallitus / EDUFI)
What are Intellectual Outputs?
• Result= capacity building, changes in the mindset/working habits, increasing quality etc. intangible results
• Output= method, guide, model, study module, survey, specific software etc. tangible results (= intellectual outputs)
Examples of Intellectual Outputs in Finnish applications
• The number of Intellectual Outputs has varied between 2-9• Examples of Intellectual Outputs applied for:
• Joint Curricula, study programme or module• New methodology, pedagogical approach• Analysis, survey, best practice guide• Digital tools or platforms, MOOC• Teaching material• Guide books/ guidelines (eg. for use of teaching material)• Specific online platform for studies / cooperation / sharing
information

Transnational Learning, Teaching and Training activities: Intensive Study programmes• Participants are students and teachers but level of individual support and
minimum duration for them are different detailed separately in the application form for the same intensive programme
• SP-HE-IPL - Intensive programmes for higher education learners travel and individual support for students
• SP-IP-HE - Intensive programmes for teaching staff travel and individual support for teachers
• SP-HE-IST - Invited teachers at higher education Intensive Study Programmestravel and individual support for experts invited from outside the project partnership

Funding Mechanism
Budget Framework
7 different cost items, from which applicants will choose the items, accordingly to the project’s activities:
1. Management and implementation 2. Transnational project meetings3. Intellectual outputs4. Multiplier events5. Transnational learning/teaching/training activities6. Exceptional costs (eg. Subcontracting)7. Special needs support
Budget items based on UNIT COSTS (items 1-5):
1. Management: unit cost per MONTH per ORGANISATION2. Project Meetings: NUMBER OF PARTICIPANTS in project meetings / DISTANCE BAND3. Number of planned WORKING DAYS needed to produce intellectual outputs (4 staff
categories, 4 country categories)4. Organisational costs of multiplier events based on NUMBER OF PARTICIPANTS
(categories for domestic and foreign participants)5. Number of mobilities planned for learning/teaching/training activities (depends on
DURATION and DISTANCE BAND)
In the final report: no real costs have to be reported, but how activites, mobilities, events have been carried out.
Calculating the Budget
What does the budget cover? Level of co-funding?
Eligible period for costs: 24 months (1.9.2020-31.8.2022) or 36 months (1.9.2020-31.8.2023)
The total project grant• Will be capped at 300.000€ /24months or 450.000€ / 36 months• Support for Project Management and Implementation capped at 10
organisations (1+9)
Self Financing Share• EU support will not cover all the costs. Participating organisations will need their
own funding for the implementation. • The self-financing share is not defined and the applicants don’t have to indicate
it in the application • Make “a shadow budget” with real estimated costs for yourself!
