    Te Department o Social Welare andDevelopment (DSWD) is eyeing to get P1.6billion unds or poor communities in EasternVisayas this year under a new oreign-undedanti-poverty project.

    Dubbed as the National Communi-ty-Driven Development Program (NCDDP),the initiative covers 136 towns in the regionwith 115 categorized as poor areas devastatedby supertyphoon Yolanda.

    Eubolo Co, regional deputy program man-ager o the Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery o

    Social Services (Kalahi-CIDSS) - NCDDP,said that unds are expected to be download-ed within this year afer the deployment ocommunity workers.

    Each o the 136 towns gets a budget sup-port o P2 million to P20 million or the im-plementation o community empowermentactivities and anti-poverty inrastructureprojects. Te amount per area depends ontowns population.

    Projects include water system, schoolbuildings, health stations, day care centers,electrification, oot bridges, pathways, ac-cess roads, community production, com-mon service facilities, harvest facilities,

    irrigation systems, flood control system,sea walls, artificial reef sanctuaries, soilprotection, and skills training and capa-bility building.

    We are targeting more releases thisquarter since its not anymore disasterresponse if its too delayed although fundavailability is not within our control, Cotold reporters.

    ACLOBAN CIY- Te SM Foun-dation has turned over 20 classrooms tothe Pedro E. Candido Memorial Nation-al High School (PCMNHS) in Hernani,

    Eastern Samar.Te turned over o the classrooms was

    held on January 21 attended by schoolsprincipal, teachers and students.

    Te classrooms, initiated by the SMFoundation in cooperation with the to-kamsa Mission Church, Forever 21 andGlobal Hope, was built at the cost o P17million.

    Linda Atayde, SM Foundation execu-tive director or education, said that theoundation will also construct a libraryand a cultural center to be used by thePCMNHS students and personnel.

    She said that the classrooms, which can

    accommodate 50 students, is equippedwith tables, chairs, electric ans, black-boards, reading materials like books, en-cyclopedia and other learning materials.

    Atayde added that they chose PCMN-HS as beneficiary o their first set o class-rooms in Eastern Samar because it is oneo those schools in the said province badlydamaged by supertyphoon Yolanda.

    SM Foundation turned over 20classrooms in E. Samar school

    During the turnover ceremony, Ataydesaid that the school officials, teachers andstudents were very, very happy whenthey saw their new classrooms including

    the library and cultural center named asCenter or Korea Culture.

    She said that while the schools loca-tion is within the so-called no build zone,the classrooms were built at the elevatedportion o the school compound.

    Te classrooms, aside rom beinglearning spaces, will also serve as evacua-tion center during a natural calamity likeflooding or typhoon.

    Atayde emphasized that the class-rooms they built at the PCMNHS in Her-nani was the first that the SM Foundationconstructed in Eastern Samar.

    She also said that five students rom

    the school will be granted scholarship orcollege.

    Te SM Foundation has so ar con-structed 40 classrooms in areas hit byYolanda such as Cebu, Capiz, Aklan,anauan (Leyte) and acloban City.

    cuses on recovery and rehabilitation o theindustry and livelihood, trade and servicessector.

    We concentrate on the recovery andrehabilitation o Industry and LivelihoodSector, Fabillar said.

    Fabillar added that beore the distribu-tion o grants, the agency conducted ori-entations and seminars on Small MediumEnterprise Roving Academy more special-ly on Entrepreneurship, Business Planningand Simple Bookeeping.

    -- Te Government Peace Panel and the Moro IslamicLiberation Front (MILF) on Saturday committed to contin-ue to work or peace in the wake o the tragic Mamasapanoincident that killed 44 Special Action Force Commandos ona law enorcement operation.

    GPH chie negotiator Miriam Coronel-Ferrer during apress conerence in Kuala Lumpur Saturday said that theywanted this tragic incident to be the last in the difficultjourney to peace in Mindanano and the country.

    She said that both the GPH and the MILF peace panelsare exerting all efforts to pursue the road to peace with our

    brothers and sisters in Mindanao.Ferrer said the GPH and the MILF peace panels have

    agreed to undertake specific actions as part o their confi-dence-building measures, to wit:1. Begin preparations or the turning in o the first set o

    MILF weapons which will signal the start o the decommis-sioning process laid out in the Annex on Normalization asPhase 1. Tis will be done with the help o the IndependentDecommissioning Body (IDB) and other security mecha-nisms,

    2. Hold within this month a joint security assessmento the situation that will address criminality and terrorism,with the end in view o enhancing the security cooperationbetween the GPH and the MILF.

    3. Continue with the investigations. Te InternationalMonitoring eam (IM) has already announced the con-duct o its own official field verification mission.

    She added that last January 22 (three days beore theateul events in Mamasapano), MILF Chair Ebrahim Mu-rad already personally handed over the list o 75 weapons

    GPH, MILF committed to pursue peace in

    the wake of the Mamasapano incidentmake and serial numbers, to IDB Chair urkish Ambassa-dor Haydar Berk and the rest o the members o the IDB whovisited him in Camp Darapanan.

    Te list o first 145 MILF members to be decommis-sioned, we understand will be handed over to the IDB thisweek, Ferrer said. Government in turn will prepare the so-cio-economic package that will be given to the decommis-sioned combatants in order to acilitate their path to produc-tive, civilian lives in their respective communities.

    Regarding the panels joint security assessment o the sit-uation, Ferrer said, the peace panels have standing protocols

    on ceasefire and the conduct o law enorcement operations.Tese were well thought out protocols that had rom the

    very beginning involved AFP and police generals, Ferrersaid. Tey aim to prevent unwanted hostility between theceasefire parties without I repeat, without- impeding lawenorcement operations.

    She added that these protocols have worked well in thepast, have helped save lives, prevented escalation o conflict,and also provided a stable environment or the peace nego-tiations.

    However, she conceded that, Operationally, they are notperect and thereore there is room or improvement.

    And there is more to be done in order to quell the in-filtration o terrorist cells and neutralize all sorts o lawlesselements in these marshlands, hills, coasts and cities o Min-danao, she said.

    She added that this will be discussed as they agreed tohold this joint security assessment which will be participat-ed by high ranking security officials on the government sideand on the side o the MILF especially o the BIAF

    both parties pledging ull cooperation to this mission andthe other investigations being undertaken by the Board oInquiry and the Special Investigative Commission o theMILF.

    During the press conerence, MILF chie negotiator Mo-hagher Iqbal also said that MILF is ully committed to thepeace process. He likewise appealed or sobriety.
