We firmly believed that with the arrival of new colleagues in the government we would be able to carry out the tasks for national development more effectively. With this belief, new colleagues have been chosen systematically and assigned duties. Such promotion to higher ranks is attributed only to your hard works and integrity, and with higher ranks, your responsibilities will be heavier. So, you must always try to be equipped with quality and ability so that you can carry out the tasks dutifully. There are responsibilities each has to assume in addition to the State responsibilities and responsibilities of your ministry. It is important to a citizen to assume the State responsibilities dutifully. The main duty is to safeguard non-disintegration of the Union, non-disintegration of national solidarity and perpetuation of sovereignty. The responsibilities of your ministry are responsibilities shared to ministries concerned in order to successful carry out the tasks of the Union Government. Here, each of you needs to understand the objectives, responsibilities and tasks of the government. The Union ministers and the deputy ministers need to share duties to various levels of subordinate government officials with trust in them. Explicit and stringent policies should be adopted. The reforms of the government need to penetrate into subordinates who are actually in touch with the people. This will remove the red tape that caused unnecessary disturbances and challenges for the administrative mechanism for ages. YEDASHE, 10 Sept—Not only local visitors but alsotourists observe the ancient monastery of over 250 years oldin Ounggon Village of Lewe Township. The monastery wasbuilt in 1121 Myanmar Era.

The edifice was built with 99 posts. Ceiling of themonastery were decorated with Myanmar handicrafts. GoldenParabeiks and ancient utensils are kept in the monastery. Inaddition, a large well can be seen in the precinct of thepagoda.

WASHINGTON, 10 Sept —President Barack Obamaremained ahead ofRepublican presidentialchallenger Mitt Romney in aReuters/Ipsos released onSunday, maintaining a boostin popularity that followedthe Democratic NationalConvention. Of the 1,419likely voters polled onlineover the previous four days,47 percent said they wouldvote for Obama and 43 percentfor Romney if the 6 NovemberUS election were held today.

The president’s marginover Romney in the dailyrolling poll was unchangedfrom Saturday’s numbers,turning up the heat onRepublican strategists whowere hoping for a more mutedpost-convention “bounce”for Obama in the wake ofFriday’s release of weakemployment numbers. “Itmeans (Democrats) are ongood footing going into therest of the election,” Ipsospollster Julia Clark said.

EU to propose steps to keep ECB from dominating regulatorLONDON, 10 Sept — The

European Union will proposea panel of experts to adjudicatebanking rule breaches, as anextra layer of protection sothat the European CentralBank cannot impose its willon the pan-EU bankingregulator when the ECB takesover supervision of euro zonebanks. Under a proposedbanking union for the eurozone countries, the ECB ismeant to take over primarysupervisory power for the6,000 banks in the 17countries using the euro. Butthe 10 EU countries which donot use the single currency —

including Britain, the EU’sbiggest financial centre — fearthat would allow the ECB toimpose its will on the EuropeanBanking Authority, theregulator for the entire 27-member bloc.

The EBA decides rulesfor EU banks based on“qualified majority” voting,which depends on the size ofmember countries. It deals withrule breaches and action inemergency situations under asystem that gives each countrya single vote. A draft law thatEU Commission PresidentJose Manuel Barroso willunveil on Wednesday, seen

by Reuters, says the ECB “willcoordinate the position of euroarea members of the EBA... insupervisory matters,”suggesting euro zone stateswould vote as a bloc.

However, the EBAwould employ a committee ofimpartial experts to rule onbreaches of EU banking rulesby any member state and onactions taken in emergencysituations, and the EBAwould have to hold a formalvote to overrule them. That“will ensure that euro areamember states cannot have ablocking minority in case ofactions taken against one of

them”, the draft law said. It wasnot immediately clear whetherthe safeguards outlined in thedraft law, if approved, wouldbe enough to ease concerns inBritain that the euro zonecountries would rideroughshod over the bloc’sbanking rules.

The draft reveals that theLondon-based EBA willremain a significant playerafter the supervisory shakeup, easing concerns that theECB would simply swallowup the watchdog, whichwould erode national and pan-EU supervisory powers.

WELLINGTON, 10 Sept—International efforts to curbemissions of ozone-depleting substances appearto be paying off as the hole ofthe ozone layer over theAntarctic slowly diminishes,a New Zealand scientist saidon Monday.

However, it was toodifficult to say when theozone would return to naturallevels because of thecomplexity of interactionsbetween greenhouse gasesand their impacts at differentlevels of the atmosphere, saidDr Adrian McDonald, of thephysics and astronomydepartment at the Universityof Canterbury.

“Ozone levels aboveAntarctica are projected toreturn to 1980 levels

(previous to the ozone hole)after 2050. The MontrealProtocol means thatemissions of ozone depletingsubstances (CFCs) havelargely been bannedworldwide,” McDonald saidin a statement.

The thin layer of ozoneabout 25 kilometers up in theEarth’s stratosphere acts as afilter of ultraviolet radiationfrom the sun, and its depletionhas led to health andenvironmental problems inSouthern Hemispherecountries such as NewZealand.

CFCs, which were oncewidely used in commonhousehold items such asrefrigerators and aerosolsprays, were blamed for thehole in the ozone layer, but

their uses were curbed underthe Montreal Protocol whichwas agreed by theinternational community in1987.

Most CFC emissionsoccurred in the NorthernHemisphere, but ozonedepletion is a worldwide issueand global atmospheric aircirculation has resulted in theworst hole in the ozone layerover Antarctica.

“The increasing ozonehole has until now acted tochange the circulation of thesouthern hemisphere so thatthe strong winds linked tothe jet streams have movedtowards the pole,” saidMcDonald.

The southward shift ofjet streams due to the ozonehole had been linked to a

range of climate trends at midto high latitudes duringsummer, including warmingover the Antarctic peninsulaand cooling over the rest ofAntarctica.

“Ironically, ozonedepletion may haveprotected Antarctica from theworst of greenhouse gas-related warming. With theozone recovery the future ofAntarctic climate is lesscertain. Though the complexinteractions in theatmosphere associated withclimate change make thisregion particularly hard topredict. We have a lot ofresearch to carry out so wecan understand how ozonerecovery will impact on thesouthern hemisphere,” hesaid.—Xinhua

SAN FRANCISCO, 10 Sept—HP has just previewed itsupcoming Windows 8devices in the form of the HPSpectre One, HP Envy 23, HPEnvy 20 TouchSmart and theHP Pavilion 20 which are setto launch this fall. Thesedevices boast multi-touchscreens (excluding theSpectre One) and NFCcapabilities as well.

The HP Spectre One leadsthe line-up with a 23.6-inchfull HD non-touch display. Butusers can still experiencemulti-touch courtesy thebundled in wireless trackpadand a wireless keyboard as

well. The Spectre One claimsto be the thinnest all-in-onefrom the company yet at merely11.5mm thick.

Infant sleep training has no long termeffects: study

NEW YORK, 10 Sept—Using behavioral training tohelp babies fall asleepdoesn’t seem to harm thememotionally or develop-mentally years later, but itdoesn’t benefit them long-term either, according to anew study.

Australian researchers,who published their findingsin the journal Pediatrics onMonday, found that of 225six-year-olds, those whoparticipated in sleep trainingwhen they were babies wereno different in terms ofemotional health from thosewho did not.

The study is a follow-upto some of the researchers’earlier work - originallypublished in 2007 - that foundbabies and their parentsbenefited when the infantswere taught to settlethemselves through variousbehavioral techniques.

Parents and doctors,however, have expressed

HEALTHconcern that the techniquescould harm the children’semotional development, andthus their later mental healthand ability to handle stress.There were also concerns overwhether the techniqueswould impact the children’srelationships with theirparents.

“We wanted to find outif the benefits were really longlasting and if there were anylong term effects,” said AnnaPrice, the study’s lead authorfrom The Royal Children’sHospital in Victoria,Australia.

Price and her colleaguesturned to the same childrenand parents they followed forthe 2007 study to answerthose questions.

In the original study, 326children who had troublesleeping were randomlyassigned to different groupsfor their parents to try varioussleep-encouraging tech-niques with the help of nurses.

At the end of the study,researchers found the use ofcertain methods—such as“controlled comforting” and“camping out”—improvedthe children’s sleep problemsand helped mothers withdepression.

Controlled comfortingis when a parent periodicallyresponds to their child’s cries- instead of the frowned uponapproach of letting the child“cry it out.” Camping out, onthe other hand, is whenparents slowly ease out of achild’s room, whicheventually teaches the babyto sleep without a parentthere. For the new study, theresearchers were able tofollow-up with 225 of thechildren from the originalstudy. Of those, 122 had gonethrough the sleep trainingwhile the other 103 had not.

Overall, nine percent ofthe six year olds who wentthrough training were havingsleep problems compared toseven percent of those whodid not go through training -a difference so small thatstatistically, it could be dueto chance. The researchersalso didn’t find anydifferences when it came tothe children’s emotions,conduct or stress.—Reuters

Employment of modern science andtechnology in various fields and production ofhighly competent intellectuals and technicalknow-how is the top priority for effectivefacilitation of national development. Anotherpriority is to build a continuous learning societyenabling every citizen to have access to basicliteracy through collaborative efforts.

We are sure a large number of intellectualsand intelligentsia, competent human resourcesare needed in converting the Republic of theUnion of Myanmar into a modern developednation. The human resources development ofthe entire nation including the youngergeneration who will assume the responsibilityof future nation is fundamental requirementand thus the education standard of the countrymust be promoted to international level.

In this regard, Conference on DevelopmentPolicy Options with Special Reference toEducation and Health was organized lastFebruary in Nay Pyi Taw in cooperation withUN agencies. Moreover, the drafting ofComprehensive Education Sector Review(CESR) has started. Cohesive efforts would beput into weak spots in cooperation with the UNagencies, international organizations andeducational donors.

As for strengthening the foundation ofeducational structure, text books have beendistributed to all primary students free ofcharge as of 2011-2012 academic year and thefree distribution also includes the exercisebooks. Consequently, the basic education sectorhas seen mobile schools opening for the sake ofchildren of displaced families. Educationopportunities for children with disabilities equalto the ordinary ones have been created.

Changes are tangible in both formal andnon-formal education arenas. The educationis not only a matter of classrooms but animportance of the development of one’s ownenvironment, region and country.

Certainly we would need a considerablenumber of intellectuals and intelligentsia inbuilding a modern developed nation.Therefore, the education standard of thecountry must be promoted to internationallevel.

MOHNYIN, 10 Sept—No. 934-down cargo train that leftMyitkyina derailed between mile posts 625/10 and 625/12of Kadu and Mawhan stations in Mohnyin Township at7.20 pm yesterday.

Three wagons derailed in the incident but no passengerwas injured. However, over 10 passenger trains rolling upand down routes daily are to stop at nearest railway stationsfor at least one day and wait for completion of repairingworks on the railroad.

YANGON, 10 Sept—The Singaporean National FootballTeam comprising first lineup and famous players to playagainst Myanmar National Team in tune-up match arrivedhere recently.

Merchant vessel catches fire offMumbai coast

MUMBAI, 10 Sept —A major fire broke out in anAntigua and Barbuda-flagged merchant vessel off Mumbaicoast this afternoon, Coast Guard officials said.

The ship, MV Amsterdam Bridge, had reached justfour nautical miles from Prongs Reef Lighthouse in southMumbai and was carrying hazardous cargo, sources said.

Eight militants killed inoperations in Afghanistan

KABUL, 10 Sept — At leasteight Taleban militants werekilled and five othersdetained in nine cleanupoperations carried out by theAfghan police, army and theNATO-led coalition forceswithin the past 24 hours, thecountry’s Interior Ministrysaid on Monday morning.

“A total of five armedTaleban insurgents were alsoinjured during the aboveoperations launched inKabul, Kandahar, Logar,Paktia, Herat, Helmand andNimroz provinces, within thepast 24 hours,” the ministrysaid in a statement providingdaily operational updates tothe media.

They also found andseized weapons, thestatement said, withoutsaying if there were anycasualties on the side ofsecurity forces.

The Taleban insurgents,who have been waging aninsurgency of more than one

decade, have yet to makecomments.

The Afghan securityforces and some 130,000NATO-led coalition troopshave intensified cleanupoperations againstinsurgents recently. Recordskept by Xinhua, based onfigures released by theInterior Ministry, reveal thataround 210 insurgents havebeen killed, 15 wounded andover 85 others detained since1 Sept by the joint forcesacross the insurgency-hitcountry.

LONDON, 10 Sept—The huge popularity of ParalympicGames over the past 11 days shows that disabled sport is fastbecoming recognised as elite competition, London Gameschairman Sebastian Coe said on Sunday.

An unprecedented 2.7 million tickets were snapped up fornearly 45 million pounds, exceeding 2012 organisers’ originaltarget of 35 million.

“The research that is beginning to come through isshowing that over 70 percent of people now regard theParalympic Games and the Paralympians as elite athletes,” thetwice Olympic gold medallist told a news conference beforethe closing ceremony.

“I think we’ve genuinely created a platform for theirtalents and disability sport. Two thirds of the populationfollowed the Games on television, three quarters followed onany platform, so print, TV radio, online.”

More than four billion people are estimated to havewatched the London Games on television compared to 1.9billion eight years ago in Athens.

“Three quarters of viewers are clear that what they’veseen has exceeded their expectations,” added Coe.
