World number two Djokovic dug deep in the first setafter an early trade of breaks to win a close tie-breaker andthen broke the third-seeded Tsonga twice in the secondset.

“I think the first set was really even and maybe acouple of points decided the winner there,” Djokovic toldreporters.

“We both had our chances aside from those breaksthat we converted... I managed to hold my nerve in the end.

“I made that early break in the second (and) I felt muchmore comfortable on the court.”

Sunday’s victory gave Djokovic, who also won theChina Open in 2009 and 2010, his fourth title of the year.

BAGHDAD, 7 Oct — Four people were killed and 10wounded in separate bomb and gunfire attacks in Iraq onSaturday, the police said. A soldier was killed and three werewounded when a roadside bomb went off around noon nearan Iraqi army patrol in Taji area, some 20 km north of thecapital Baghdad, an Interior Ministry source told Xinhua oncondition of anonymity.

In the early hours of the day, gunmen broke into a houseat a village near the city of Samarra, some 120 km north ofBaghdad, and shot dead a man and wounded two of his familymembers, a local police source told Xinhua anonymously. Ina separate incident, a policeman was killed and anotherwounded in a roadside bomb explosion near their patrol incentral the city of Fallujah, some 50 km west of Baghdad, alocal police source told Xinhua.

In Iraq’s eastern province of Diyala, a magnetic bombattached to a minibus carrying school children detonated inthe city of Saadiyah, some 120 km northeast of Baghdad,killing a school teacher and wounding four children, aprovincial police source told Xinhua on condition ofanonymity.Violence in Iraq has ebbed from its climax in2006 and 2007, when sectarian conflicts pushed the countryto the brink of a civil war. Four killed, 10 wounded inattacks in Iraq

ISLAM ABAD, 7 Oct — Unidentified gunmen in Pakistan’s southwest region attacked a container, carrying suppliesfor NATO forces in Afghanistan, and injured its driver andhis assistant, police in the region said on Saturday.

The driver and his assistant received bullet injuries inMastung area of Balochistan and were shifted to Quetta, theprovincial capital. Officials said that the container loadedwith goods was on its way from Karachi to Afghanistanwhen unknown gunmen riding a motorcycle opened fire atthe container.

The assailants also set the container on fire. Later, theattackers managed to escape.

The local militia force rushed to the site of attack andconducted a search operation but no one was arrested.

The police also registered a case against unknownattackers and started investigation into the incident.

No group claimed responsibility. Taleban militants areblamed for such attacks. Some 70 percent supplies arereportedly transported for nearly 150,000 US-led NATOtroops in Afghanistan.—Xinhua

JERUSALEM, 7 Oct — TheIsraeli air force shot down adrone after it crossed intosouthern Israel on Saturday,the military said, but itremained unclear where theaircraft had come from.

The drone was firstspotted above theMediterranean in the area ofthe Hamas-ruled Gaza Stripto the west of Israel, saidmilitary spokeswomanAvital Leibovich.

It was kept undersurveillance and followed byIsraeli air force jets before itwas shot down above a forestin an unpopulated area nearthe border with the occupiedWest Bank.

Iran dismisses EU threats on naturalgas export ban

TEHERAN, 7 Oct— The Iranian oil ministryhas dismissed the recent threat by the EuropeanUnion (EU) to ban Iran ‘s natural gas export,semi-official Fars news agency reportedSaturday.The EU threat is a “propagandacampaign,” Alireza Nikzad-Rahbar, aspokesman of the ministry, was quoted assaying in response to EU diplomats’ recentremarks that EU is mulling over imposing aban on Iran’s gas export into Europe to put uppressure on the Islamic republic over itscontroversial nuclear programme.

“Right now no EU member importsIranian gas supply,” Nikzad— Rahbar said.“The new EU threat is just a propagandamaneuvering and will never take place sincethey (the EU members) can never makethemselves politically dependent on theother countries.”Iran is now exporting gas toTurkey and has swap deals with Armeniaand Azerbaijan, according to the report.

On Friday, Iranian Oil Minister RostamQasemi held comprehensive talks withTurkish oil officials in Istanbul overincreasing exports of Iranian oil and naturalgas supplies to Turkey, said Fars.

The two countries also agreed on

Uzbekistan’s natural gas transit to Turkeyvia Iran and in return for Iran’s gas transit toEurope through Turkey, said the report.

In the meantime, Iranian lawmakerEsmaeil Kowsari said the EU intention toimpose a ban on Iranian natural gas exportto Europe would prove a “mistake,” TeheranTimes daily reported on Saturday.

“The European Union should be awarethat it is making a mistake, and Iran will getthrough this stage, and in the future, themember states of the union will beg Iran torenew their oil and ( natural) gas contractsdue to their need for energy,” Kowsari wasquoted by the daily as saying on Friday.

The EU members based their decisionon the recent fluctuations in Iran’s foreignexchange market, which is a miscalculation,he said.Kowsari, a member of the IranianMajlis (parliament) National Security andForeign Policy Commission, also said itwould be the EU’s last resort to complete theeconomic blockade on Iran.

“As we overcame most of our problems(caused by) oil (sanctions) , we will deal withencroachment on the export of (natural)gas,” said the Iranian lawmaker.—Xinhua

SpaceX set for its first cargorun to space station

CAPE CANAVERAL,(Florida), 7 Oct— SpaceExploration Technologies,the first private company tofly to the International SpaceStation, is poised to launchits initial cargo mission to theorbital outpost as part of a$1.6 billion contract withNASA to deliver supplies.

Liftoff of the company’sFalcon 9 rocket and Dragoncapsule is scheduled for 8:35p.m. EDT on Sunday (0035GMT Monday) from CapeCanaveral Air Force Stationin Florida.

If successful, thecompany, founded and runby Internet entrepreneur ElonMusk, will restore a U.S.supply line to the station thatwas cut off by the retirementof the space shuttles last year.

Since then, NASA hasbeen dependent on Russian,European and Japanesefreighters to service thestation, a permanently staffedresearch laboratory that fliesabout 250 miles (400 km)above Earth.

In May the firm, also

known as SpaceX, made apractice run to the $100billion orbital outpost, aproject of 15 countries,clearing the way for the firstof 12 cargo runs.

SpaceX is one of twofirms hired by NASA todeliver cargo to the station.

Its other contractor,Orbital Sciences Corp.(ORB.N), on October 1 rolledout its first Antares rocket toa new launch pad on WallopsIsland, Virginia, for an enginetest-firing slated for thismonth or early November.

The rocket is scheduledto make its debut flight beforethe end of the year.

Orbital also plans apractice run to the spacestation, similar to whatSpaceX did when its Dragonship docked at the station. Ifall goes well, Orbital will becleared to begin work on its$1.9-billion NASA contractto fly cargo to the station.

The latest two deaths were reported on Saturday in Michigan, accordingto the US Centers for Disease Control and Prevention. Those affected fell ill after receivingsteroid injections linked to a pharmaceutical compounding plant in Massachusetts.

New cases in Ohio and Minnesota on Saturday brought to nine the number of statesaffected, officials said. Other states with reported cases of people who fell ill after receivingthe injections—primarily for back pain - are Michigan, Tennessee, Virginia, Florida,Maryland, North Carolina and Indiana.

Cairo, 7 Oct—Egyptian President Mohamed Mursi said on Saturday he had fallen short of goals he promised to fulfil in his first 100 days in office, but aimed to assuage critics by highlighting his most prominent achievements.

Mursi, who hails from the Muslim Brotherhood, was handed power in June by the army council that ruled Egypt for 16 months following Hosni Mubarak’s ouster in a popular uprising in 2011 and after a presidential election.

He spoke on Saturday before tens of thousands of Egyptians gathered at the Cairo stadium to mark the anniversary of Egypt’s successful crossing of the Suez Canal in its October 1973 war against Israel.

“When election results were announced and I took up responsibility on 30 June, I announced a clear programme,” Mursi told

the crowds, referring to a 100-day plan that broadly focused on issues of security, supply of energy and bread, street cleanliness, and traffic decongestion.

“What has been achieved is not enough of course, but what has been achieved by professional standards is about 70 percent of what we targeted during those 100 days.”

Mursi said that among his government’s main shortcomings was the ability to supply butane gas cylinders to Egyptians. Millions of home do not have natural gas piped into their homes.

The state currently sells butane cylinders at about 5 Egyptian pounds ($0.82) each as part of its energy subsidy programme. The actual cost of the cylinders is about 65 pounds.

“There is a 15 percent supply shortage that pains us all but there are reasons

for this. We are not trying to escape responsibility,” Mursi said, citing deep-rooted corruption in the country as one of the reasons for insufficient supplies.

Amongs t h i s top achievements, however, Mursi stressed the interior ministry’s work to step up security in the country, which had deteriorated after last year’s uprising.

Seeking to ward off criticisms that he had placed foreign policy ahead of domestic affairs, Mursi said his travels to Addis Abbaba, Beijing, and New York among other destinations since his election were targeted at boosting the economy.

“We conducted 9 trips in 11 days. They brought the economy around $10 billion (6 billion pounds) in the form of direct support as well as investment projects during a brief period,” Mursi said.

athens, 7 Oct—A small replica cannon blew up on a mock pirate ship off the southern Aegean island of Kos on Saturday, killing the boat’s captain and injuring five passengers, Greek coastguard officials said. The cannon had been loaded with explosive powder, such as that found in fireworks.

A coastguard official, who declined to be named, said the captain died in the explosion. Two Dutch passengers, a Belgian and two German children were hurt, a second coastguard official told Reuters. “Their injuries are not life-threatening,” the official told Reuters, adding that a relative of the captain had managed to steer the boat back to port. Yiliang, (Yunnan), 7 Oct—Premier Wen Jiabao has called for local governments to take more precautions against possible disasters and make greater efforts to handle safety-related issues, especially those concerning children. Wen made the call Friday after visiting the site of a landslide that occurred Thursday in the village of Zhenhe in Yiliang county, southwest China’s Yunnan Province.

The landslide killed 18 primary school students and one villager. Wen presented a bouquet for the victims and gave his condolences to their families, saying that governments at all levels must prioritize the safety of schools and students while carrying out reconstruction.

Wen said the government should learn from the landslide

that disaster-prevention efforts must be carefully carried out in mountainous regions with complicated geological conditions.

Nothing can be left to chance when it comes to safety of the people, especially children, Wen said, adding that the local government should thoroughly check every residence to find potential safety risks.

After taking a flight from Beijing to Yiliang on Friday, Wen and accompanying officials took a six-hour ride on a rough and dangerous mountain road to arrive at the remote village.

The victims’ families were each given 20,000 yuan (3,160 US dollars) in accordance with compensatory measures enacted after multiple earthquakes hit the county in early September.

The trip marks Wen’s second visit to Yiliang since early September. He previously visited the area on 8 Sept, just one day after several earthquakes hit the county, killing 81 people.

After l is tening to reports on the causes of the landslide, Wen warned the local government that an earthquake might trigger a series of geological disasters in the near future.

Wen told two villagers who lost their children in the disaster that he came to the site to mourn the victims and will forever remember them.

li m a , 7 Oct—The United States and Peru decided on Saturday to renegotiate a 60-year-old defence cooperation agreement between the two countries as Washington seeks to deepen security ties with Latin America after a decade focused on wars in Iraq and Afghanistan.

accord would “improve our ability to conduct joint activities, to do training and other exchanges.”

“Ultimately that will help us deal with shared security challenges in the future,” the US defence secretary said.

The effort would update the Cold War-era document to take into consideration current threats facing the two sides and legal developments, including a new Peruvian constitution as well as new laws. The decision is part of a new US defence strategy approved earlier this year that shifts strategic focus to the Asia-Pacific region while deepening training and assistance to partner nations to help them provide for their own defence.

“The principle thrust of our ... new defence strategy is aimed at reaching out and developing partnerships and alliances throughout the world and particularly in this region,” Panetta said on Saturday after meeting with Peruvian President Ollanta Humala.

Greek austerity talks to continue, progressseen

iSlamabad, 7 Oct—Unidentified gunmen in Pakistan’s southwest region attacked a container, carrying supplies for NATO forces in Afghanistan, and injured its driver and his assistant, police in the region said on Saturday.

The driver and his assistant received bullet injuries in Mastung area of Balochistan and were shifted to Quetta, the provincial capital.

Officials said that the container loaded with goods was on its way from Karachi to Afghanistan when unknown gunmen riding a motorcycle opened fire at the container.

The assailants also set the container on fire. Later, the attackers managed to escape.

The local militia force rushed to the site of attack and conducted a search operation but no one was arrested.

The police also registered a case against unknown attackers and started investigation into the incident.

No group claimed responsibility. Taleban militants are blamed for such attacks.

Some 70 percent supplies are reportedly transported for nearly 150,000 US-led NATO troops in Afghanistan.

Philippines agrees landmark peace deal with rebels

manila, 7 Oct—The Philippine government and Muslim rebels have agreed a peace deal for the country’s troubled south, President Benigno Aquino announced on Sunday, signaling an end to a 40-year conflict that has killed more than 120,000 people and crippled the region’s economy.

The long-awaited agreement sets in train a roadmap to create a new Bangsamoro autonomous region in Muslim-dominated areas of the south of the mainly Roman Catholic country before the end of Aquino's term in 2016. Bangsamoro refers to Muslim and non-Islamic minority people in the southern Philippines.

“This agreement creates a new political entity and it deserves a name that symbolizes and honours the struggles of our forebears in Mindanao and celebrates the history and character of that part of our nation. That name will be Bangsamoro,” Aquino announced via a live broadcast from the presidential palace.

“This framework agreement is about rising above our prejudices. It is about casting aside the distrust and myopia that has the plagued efforts of the past,” said Aquino, surrounded by his cabinet ministers.

While obstacles still lie ahead, the deal signals a major breakthrough in trust between the government and the Moro Islamic Liberation Front (MILF) separatists, who have long viewed Manila’s motives in the talks with suspicion. The deal, reached during talks in the Malaysian capital Kuala Lumpur over the past week, will set up a 15-member Transition Commission, which has until 2015 to draft a law creating the new entity to replace the current autonomous region.

The new entity and its jurisdiction will be determined through a plebiscite after the passage of the organic law.

The Muslim area will gain more political and economic powers, including imposition of taxes to cut central government subsidies, a bigger share in revenues from natural resources and a more active role in internal security.—Reuters

Three Japanese Self Defence Ships arrive in Cambodia to boost naval force ties

preah Sihanouk, 7 Oct—Three Japanese maritime self defence force ships docked at Cambodia’s Sihanoukville Autonomous Port on Saturday morning for a 5-day visit to promote ties and exchange experience between two countries’ naval forces. The ships were greeted by Cambodian Rear Admiral Ros Veasna, deputy commander of Ream Naval base in Preah Sihanouk Province.

According to a Press release from Japanese Embassy to Cambodia, the 3 ships, named Kashima, Shimayuka and Matsuyuki, are led by Rear Admiral Hidetoshi Fuchinoue, commander of Japan Training Squadron.

Liu said officers are looking into various aspects of the tragedy, including whether safety measures on board the two vessels were adequate and why did the Lamma IV sink within

European Investment Bankgrants Morocco 43-m-euroloan for agriculture

BEIJING, 7 Oct—A network to monitor PM2.5 in the air in the Chinese capital wascompleted on Saturday as another 15 monitoring stations began releasing real-time data.

The network, which is composed of 35 PM2.5 monitoring stations, will publish the airquality data online, according to the Beijing Environment Monitoring Centre.

The PM2.5 air quality standard monitors fine particles with a diameter of 2.5 microns orless. It is considered more hazardous to people’s health as it can go deeper into the lungs. ButPM2.5 monitoring was not included in China’s air quality monitoring before.

The monitoring network will undergo a trial operation for three months, before the city’senvironmental protection department formally adopts the data in 2013 as new measures toevaluate the air quality of the city.

The Ministry of Environmental Protection has ordered 74 cities to apply a morecomprehensive air quality monitoring standard and publish daily reports on PM2.5 by the endof this year.

Single euro-zone budget gains momentumahead of summit

BRUSSELS, 7 Oct—Debate about the idea ofcreating a separate budgetfor euro zone countries isintensifying in the run up toan EU summit later thismonth, with less oppositionto the proposal than manyofficials first expected,diplomats say.

At a private dinner heldlast week among the EUambassadors of severalnorthern Europeancountries, including Britain,Denmark, the Netherlandsand Finland, those presentwere surprised to find a fairdegree of consensus on theproposal.

“I wouldn’t say that therewas strong support for it, butthere was certainly a feelingthat this is an idea that shouldbe explored in more detail,”said one diplomat briefed onthe discussion that took placeat the gathering.

The single budgetproposal was first sketchedout by Herman Van Rompuy,the president of the EuropeanCouncil, in a paper circulatedin September as part of aneffort to stimulate debateabout how Europe’smonetary union should beimproved.

In the paper, VanRompuy said a “fully fledged

fiscal union” among the 17countries that share the eurocould involve the creation ofa single treasury office and “acentral budget whose role andfunctions would need to bedefined”.

Those suggestions havesince been refined intoguidelines that will form thebasis of discussion amongEU leaders at the summit onOctober 18-19. The idea willalso be explored among eurozone finance ministers at ameeting in Luxembourg onMonday.

There is still no cleardefinition of what a single,central budget would entail,but Germany stronglysupports the idea and Franceis on board too, which in termsof euro zone decision-making means it hassubstantial momentum.

Britain’s support,underlined by Prime MinisterDavid Cameron on Sunday,is also significant, even if itstems more from a desire todistance Britain from theproblems of the euro zonethan from any solidarity withthe single currency club.

Naked US student killed after threateningofficer: university

BIRMINGHAM, 7 Oct—A campus police officer at the University of South Alabama onSaturday shot and killed a naked freshman who repeatedly chased, threatened and rushed him,a university spokesman said.

Gilbert Thomas Collar, 18, died from a single bullet wound to the chest, spokesman KeithAyres said. Collar was ordered several times to halt and continued to challenge the officer evenafter being shot, Ayres said. He died at the scene.

The incident began shortly before 1:30 am when the officer heard loud banging on thewindow of the campus police station. He drew his gun after finding the student in a fightingstance, according to Ayres. The officer tried to calm Collar and retreated several times beforeshooting him, he said.—Reuters

Secessionist gunmen attack gov’t compoundin southern Yemen, 3 injured

ADEN, (Yemen), 7 Oct—A group of secessionistgunmen opened fire at agovernment compound inYemen’s southern provinceof al-Dhalea on Sundaymorning, leaving at least threesecurity personnel injured, asecurity official told Xinhua.

The secessionistgunmen, armed with machineguns and grenades, attacked afortified governmentcompound in downtown al-Dhalea province, injuring atleast three security personnel,the security official said,requesting anonymity.

“Several governmentofficials and army officersholding a meeting inside thelocal council headquarters

were the targets of the armedattack, but security troopsrepelled the gunmen,” thesource added.

“The attackers were thesame ones who ambushed amilitary patrol earlier in theday in the city,” he added.

In another incident, aroadside bomb targeted a buscarrying governmentemployees in the neigh-bouring southern province ofLahj, an army officer toldXinhua anonymously.

No reports aboutcasualties or injures wereavailable, the army officersaid. North and South Yemenunified peacefully in 1990,but their relationshipdeteriorated in 1994. Calls for

separation in the country’ssouthern regions wererenewed in 2007.

US, South Korea agree onlonger range ballistic missiles

SEOUL, 7 Oct—SouthKorea has reached alandmark agreement withthe United States to extendthe range of Seoul’sballistic missiles by morethan twice the current limitto counter the threat fromNorth Korea, thegovernment said on Sunday.

The move tosignificantly boost theSouth’s missile capabilitiesalong with development ofadvanced aerialreconnaissance vehicles islikely to rattle thecommunist North, whichhas remained at odds sincethe 1950-53 Korean War leftthe peninsula divided.

It may also stokeconcern in China, Japan andRussia, parts of whichwould be within range ofthe new missiles.

Under the agreement,

South Korea can developmissiles up to a range of 800kms (497 mile) from thecurrent ceiling of 300 kms(186 mile), Chun Young-woo, top secretary toPresident Lee Myung-bakfor foreign and securityaffairs, told reporters.

He said the UnitedStates and South Korea alsoagreed to maintain themaximum payload for a

South Korean-developedballistic missile at thecurrent level of 500kilograms (1,102 lbs).

However, if Seoul choseto develop a missile withshorter ranges, it couldincrease the payloadaccordingly.

South Korea has alsobeen allowed to developunmanned aerial vehicles,or UAVs, with an unlimitedpayload weight if the flyingdistance is within 300kilometres.—Reuters
