Tables turn on Spain with pressure toseek bailout

BRUSSELS/MADRID, 25Sept—Spain once pushedhard for Ireland and Portugalto ask for bailouts from theirpartners in the euro becauseit was keen to shelter itselffrom an acceleratingsovereign debt crisis.

Now the tables are turnedand Madrid is holding backfrom applying for help, notleast because the Spanishgovernment knows all too wellwhat befell its Portuguese andIrish peers once they did seekhelp — voters dumped them.

Facing an important

regional election on 21October, Prime MinisterMariano Rajoy is in no rush toyield to nervous pleas, fromFrance, Italy and indeedIreland, that he request arescue deal that mightdampen investors’ concernsabout their own debt.

Dublin and Lisbonfought shy of EU and IMFhelp for long months in 2010-11, fuelling turmoil in the bondmarkets, in forlorn attemptsto avoid a humiliating loss ofsovereignty and lenders’demands that they draft

unpopular budgets. NowRajoy, in office for nine months,is doing the reverse of what hisSpanish predecessors urgedon others, and insisting Madridmay not need help — at anyrate not right now.

Part of the procrastinationis down to Rajoy’spersonality. The dourconservative Gallego fromrainy northwestern Spain builthis career on digging in hisheels and letting everyoneelse wear themselves out untilhe decides he’s ready to act.

People in Rajoy’shomeland, Galicia, arerenowned for beingnoncommittal and answeringa question with a question.Meet a Gallego on the stairs, aSpanish saying goes, and it’shard to tell whether he is goingup or coming down.

“Rajoy is resistant. That’s his life. He prefers totake a bad decision in threemonths to taking a good onetomorrow,” said a formergovernment official fromRajoy’s People’s Party.

Such is Rajoy’s poker-faced ambiguity that even

longtime associates cannottell when he will come off thefence. This month’s offer ofpotential support from theEuropean Central Bank haseased Spain’s borrowingcosts somewhat, giving Rajoya breathing space. Germany, whose voters dislike fundingbailouts, has also made clearthere should be no rush.

But tension remains, withthose leaders most concernedabout their own debt levelsfretting that Spanish delaycould unsettle markets andraise the risks they too mayneed some form of help.

“Spain was much infavour of moving quickly inthe case of Portugal, to cutcontagion,” said a senior eurozone official, recallingpressure from Madrid in themonths before Lisbon finallyapplied for a bailoutprogramme in April.

“It’s clear that countriessuch as France and Italy wouldlike to see a request from Spaincoming soon,” the officialsaid. “But Germany, forinstance, is clearly not inhurry.”—Reuters

Iran readies domestic Internet system, blocksGoogle

DUBAI, 25 Sept— Iranplans to switch its citizensonto a domestic Internetnetwork in what officials sayis a bid to improve cybersecurity but which manyIranians fear is the latest wayto control their access to theweb.

The announcement, made by a governmentdeputy minister on Sunday, came as state televisionannounced Google Inc’s(GOOG O) search engine andits email service would beblocked “within a few hours”.

“Google and Gmail willbe filtered throughout thecountry until further notice,”an official identified only byhis last name, Khoramabadi, said, without giving furtherdetails. The Iranian Students’News Agency (ISNA) saidGoogle ban was connected tothe anti-Islamic film postedon the company’s YouTubesite which has caused outragethroughout the Muslim world.

There was no officialconfirmation. Iran has one ofthe biggest Internet filters ofany country in the world, preventing normal Iraniansfrom accessing countless siteson the official grounds theyare offensive or criminal.Butmany Iranians believe theblock on sites such asFacebook and YouTube isdue to their use in anti-government protests after thedisputed re-election ofPresident Mahmoud

Ahamdinejad in 2009. Sitesexpressing views consideredanti-government are alsoroutinely blocked.

Iranians commonlyovercome the governmentfilter by using virtual privatenetwork (VPN) software thatmakes the computer appear asif it is based in another country. But officials have long spokenof creating an Iranian Internetsystem which would be largelyisolated from the World WideWeb.—Reuters

iPhone 5 defines Apple success, Tim Cook-styleSAN FRANCISCO, 25

Sept— Tim Cook is no SteveJobs when it comes to leadingApple Inc (AAPL O). As thedebut of the new iPhone 5 justproved, that may not be a badthing.

The taller, thinner andlighter phone prompted a rushon Wall Street to raise pricetargets for Apple stock, butthe optimism was not becauseof a big technological advanceor design breakthrough; the“wow” factor that was thetrademark of the late Apple co-founder Jobs was decidedlyabsent.

Rather, it was the speedof the global launch thatastounded, validating the newCEO’s much-touted wizardryat the essential butunglamorous task ofmanaging a supply chain. “Weare positively surprisedregarding the pace of therollout, since we had expecteda bigger impact fromcomponent constraints,”Barclays analyst Ben Reitzessaid.

By next Friday, the iPhone5 will be in 31 countries, andwill be in 100 by the end of thecalendar year. That would be30 more than the rollout of thepredecessor phone, the 4S,over a similar period, Jeffries

analyst Peter Misekcalculated. That means Applehas worked out supplyconstraints and inked dealsnow with 240 carriers. It willget enough phones out thedoor in the next 10 days tohave a material effect onearnings.

“His skills fit the timeperiod and the flow ofproduct,” said RaymondMiles, professor emeritus atHaas School of Business,University of California,Berkeley, adding that Applemay be at a stage where itneeds “someone with aproduction vision.”

The iPhone launch offerssome other, subtler indicationsof how Apple is changing

under Cook. In public events,Jobs stood out in his blackturtleneck, an d performedcarefully crafted one-manstage shows. At the pressevent for the iPhone 5, Cookblended into a pack ofexecutives all sporting auniform of jeans and untuckedcasual dress shirt.

Indeed, one might say thatpractical, low-flash, but high-impact actions are emergingas the Cook trademark. He hasintroduced a dividend to payout part of the more than $100billion cash stockpile, raisedsalaries for a rabidly loyal butlow-paid workforce in theApple stories, and sped upproduct rollouts.

Survey shows britons’ inflationfears rise again

LONDON, 25 Sept—Britons’ worries about inflation grewthis month, though their view of their future finances was theleast pessimistic in 2-1/2 years, a survey showed on Monday.

The Markit Household Finance Index (HFI) dipped to38.4 in September from August’s 20-month high of 38.9,indicating that consumers’ finances worsened over the monthas the index was well below the 50 mark that would mark nochange.

The latest reading was still one of the highest in the pasttwo years, and households reported a reduced squeeze ontheir savings and cash available to spend, survey compilerMarkit said.

“September’s survey suggests that the gradual easing ofpressure on real incomes so far in 2012 continues to supporthousehold finances,” said Markit economist Tim Moore.

Forty percent of those surveyed anticipated a worseningin their finances in the next 12 months, while 29 percentexpected an improvement — making it the least downbeatfinancial outlook since March 2010.

“However, households appear to have become moreconcerned about the inflation outlook, with cost of livingexpectations rising sharply since August,” Moore said.

Around three-quarters of the survey respondents notedthat their costs of living had increased since August and themonth-on-month rise in the index measuring inflationperceptions was the greatest since January 2011.

NEW YORK, 25 Sept—President Barack Obama willstep onto the world stage onTuesday just long enough toaddress simmering crisescentred on Iran, Syria and thebroader Muslim world, andhe will then jump quicklyback on the campaign trail.

In a speech at the UnitedNations exactly six weeksbefore the US election,Obama will seek to reassureAmerican voters as well asworld leaders that they cancount on him to handle thelatest global challenges, even as Republicanchallenger Mitt Romneyseizes the chance to pan hisforeign policy.

Obama will talk toughwith nuclear-defiant Iran, take Syrian President Basharal-Assad to task for efforts to

crush an 18-month uprisingand reflect on a recenteruption of violent anti-American protests in Muslimcountries, aides say.

But he is not expected tooffer any new solutions toproblems that have cast acloud over this week’s high-level gathering at the UNGeneral Assembly and nowthreaten to chip away at aforeign policy record his aideshoped would be immune toRepublican attack.

With campaign pressuresbuilding in a close race,Obama’s final turn on theworld stage before facingvoters has left little doubtabout his immediatepriorities.

He skipped thecustomary one-on-onemeetings with foreign

counterparts but went aheadwith the taping of a campaign-style appearance on thepopular television talk show“The View” - a tradeoff thatdrew Republican criticism.

Obama planned to be inand out of New York in 24hours, one of the briefestpresidential visits to theannual UN session in recentmemory, and he will be off tothe election battlegroundstate of Ohio on Wednesday.

Despite Obama’s latestinternational woes, administration officials areheartened by Romney’s ownrecent foreign-policystumbles and doubt thepresident’s critics will gaintraction in a campaign thatremains focused mainly onthe US economy.

US corn and soybean supplies seen ateight-year low

CHICAGO, 25 Sept—UScorn stocks fell to the lowestlevel in eight years at the endof the 2011/12 season (Sept-Aug) even as the early harvestof this year’s crop pumpedmore than 1 billion bushelsof the grain into the supplypipeline, analysts polled byReuters said.

The 17 analysts survey-ed expected the US Depart-ment of Agriculture’s quar-terly stocks report on Fridayto show stocks as of 1September— also the endingstocks for the 2011/12marketing year — at 1.113

billion bushels.The tally would be

down 15 million bushels froma year ago and the lowestsupply of corn on that date ineight years, since 958 millionbushels in 2003/04. In its 12September supply/demandreport, USDA pegged 2011/12 ending stocks at 1.181billion.

The worst drought in halfa century devastated thisyear’s corn and soybeancrops, rallying prices to all-time highs this summer, although prices have eased10 to 12 percent since.

But the early harvest ofthis year’s corn crop has raisedquestions over how much ofthose supplies were used inthe 2011/12 season, whenold-crop supplies wereconsidered to be tight andprices were high. “The quickmaturity and fast harvest Ithink brought over 1.0 billionbushels to market before theend of the crop year and that’sgoing to complicate things,”said Shawn McCambridge, analyst for Jefferies Bache, whose stocks estimate of1.261 billion bushels was thehighest of the 17 analysts’.

Since the elected government has takenoffice in March 2011, the Republic of the Unionof Myanmar has been in the reform process. The first year saw the political reform, and theby-election was held on 1 April 2012 for politicalall-inclusiveness. Accordingly, politicalstakeholders are now in the parliaments at alllevels, and the country is gaining more andmore political unity and stability.

All hands are in harmony and union amendingthe existing laws and enacting new laws as andwhen necessary for national development. Moreover, we all witness the governmentsigning peace agreements with ethnic armedgroups.

The President has been seeking advicefrom independent bodies such as the PoliticalAdvisory Council and the Economic AdvisoryCouncil formed with experts within the country, and finding best solutions through talks andnegotiations. We have also adopted the people-centred economic development in the secondyear.

Currently, Myanmar is in the process ofdevising and delivering political and economicreforms. So, the country has now becomefavorable to international order. As the countrycan improve relations with many world countriesincluding the US, economic sanctions againstMyanmar were eased to a certain degree, andthe country is receiving international investmentand aids offers.

The important thing here is we should alsoform a pilot agency like the Ministry of InternalTrade and Industry-MITI of Japan or theEconomic Planning Board-EPB of South Koreathat steered the development drive of thosecountries.

We also need systematic foreign aidmanagement mechanism in channelinginternational assistance proportionately toregions that really need help and sectors ensurelong-term benefits for the public.

All in all, Myanmar will become a developed, glorious and prosperous country in the world ifwe all work hard in establishing thecharacteristics and the driving forces that givebirth to a democratic state.

WASHINGTON, 25 Sept—The death of a six-day-oldgiant panda cub at theNational Zoo in Washington—an agonizing blow towildlife conservation efforts—could be linked to anabnormal liver, the zoo’s chiefveterinarian said on Monday.

A day after the zoo’s stafffailed to revive the cub withlifesaving measures, includingCPR, the initial results of anexamination showed thepanda was likely a femalewhose body displayed noobvious signs of trauma orinfection.

“Her coat was beautiful.

It was in very good condition,”veterinarian Suzan Murraysaid at a press conference.

The cub was born on 16September but had not yetbeen given a name, in linewith a Chinese tradition thatpandas are not named for 100days. The arrival was cause forcelebration among zooofficials and wildlifeconservationists given thedaunting odds for theendangered speciesreproducing in captivity.

Fewer than 1,600 giantpandas are known to exist inthe wild, and about 300 live inzoos and wildlife centres

around the world. Breeding isa critical challenge. One in fivecubs born in captivity die intheir first year of life, theNational Zoo said on itswebsite. Preliminary results ofan examination of the cub showthe tiny animal had adiscolored liver, which washardened in some areas,Murray said. “This can suggestthere was a liver component tothe death,” Murray said.

Another unusual finding, according to Murray, was fluidin the cub’s abdomen, normalfor adult pandas but odd for ajuvenile. Pathologists wereanalyzing the fluids, Murray

said. “The amount appearsmoderate to increased for sucha small cub,” she said, addingthat further testing wasnecessary to confirm a causeof death. The body of the cubweighed about 3.5 ounces(100 grams).

Zoo officials said theywere concerned about thereaction of the cub’s mother,Mei Xiang, who had givenbirth after years of failed effortsat conception, including five“pseudo pregnancies” inwhich her hormone levels andbehavior indicated she wascarrying a cub when she wasnot.—Reuters

BEIJING, 25 Sept—China’s first aircraft carrierofficially entered service onTuesday and the DefenceMinistry said it would helpproject maritime power anddefend Chinese territory.

The handover of thevessel comes as China andJapan are embroiled in adispute over islands theyboth claim and China isconcerned over renewed USmilitary interest in Asia.

The carrier, called theLiaoning, was originallypurchased from Ukraine andhas undergone extensiverenovation in the Chineseport of Dalian.

“The entry into the ranksof this aircraft carrier will raisethe level of modernization ofChina’s overall navaloperational forces,” theministry said on its website(www.mod.gov.cn).

The Liaoning will help“effectively protect nationalsovereignty, security and

development interests”, itsaid. However, militaryexperts expect the carrier, named after the northeastprovince of which Dalian iscapital, to have a limitedoperational role and to beused mainly for training. It is,

nonetheless, a point of pridefor a major navy that hasnever had a carrier in its fleet.

“When all the majorpowers, and even some smalland medium-sized countries, own aircraft carriers, it isnatural that China should

have its own aircraft carrier,”Rear Admiral Yang Yi wrotein a commentary in the ChinaDaily on Tuesday.

“China has vast sea areasand huge maritime rights andinterests that it needs toprotect, and China’s growingoverseas interests require astrong navy to providesecurity guarantees,” saidYang, a former director of theInstitute for Strategic Studiesat the People’s LiberationArmy National DefenceUniversity.

The Liaoning willmainly engage in scientificresearch and training, Yangsaid, while adding it wouldalso help China assert itsmilitary power.

“China is tough-minded and will absolutelysafeguard its sovereigntyand national dignity,” Yangsaid. “We stand for peace, but we are not afraid of anythreats or intimidation.”

However, 2011 Wimbledon champion Petra Kvitova wasbundled out in the first upset of the $2.16 million tournament, suffering a 6-4, 6-4 defeat by Croatia’s Petra Martic.

Playing on an outside court, last year’s Roland Garroswinner lacked sharpness after a whirlwind book-signing tourin China following the release of her autobiography.

But the 30-year-old Li saved her best for the big points, putting the match away by smashing a cross-court backhandinto the corner after two hours, 37 minutes.

“I practiced on every court because you never knowwhere they are going to put you,” said Li. “It was very windyin the morning but I felt fine.”

Fourth seed Kvitova frittered away several opportunitiesagainst her 72nd-ranked opponent, who closed out the matchwith a fierce serve which almost knocked the Czech over.

“That was the biggest win of my career so far,” Martic toldReuters. “The last five or six days have been really weird. I’veplayed bad in practice and just couldn’t do anything.

“I just decided to enjoy the tournament and see what

Li Na

happens, not put any pressure on myself,” added the 21-year-old, who reached the fourth found of this year’s French Open.

“I played great today. I played at a very high level so Ihope that continues.”

Martic next faces Russia’s Nadia Petrova after the 17th

seed beat Romania’s Simona Halep 7-6, 6-0.World number one Victoria Azarenka and twice Pan

Pacific champion Maria Sharapova were among the top-ranked players also playing later on Tuesday.

Germany’s opening twoWorld Cup qualifying winshave also been less thanimpressive.

“Joachim Loew iscompetent, straightforward, serious. He is and remainsfor the DFB the idealnational team coach,”Niersbach told the WAZnewspaper group.
