    Complexity of roll-out in big stations Rolling out ETCS 1 on a conventional network can’t be compared with previous experiences on HS-lines:

    Couldn’t build on previous experiences and we had

    to take the time to go through a learning process

    Complexity grows very fast with number of switches number of unique routes per signal too large

    Need for Engineering rules to cope with this challenge, to reduce complexity

    Lack of version 2.3.0d-compliant rolling stock Different causes:

    Impossibility for some RU’s to migrate their rolling stock in time

    RU’s often continue buying tailor made OBU’s, not always fully TSI-compliant

    IM has to program its trackside system to allow those trains

    to circulate, which leads to a suboptimal way of operating

    our network, not being able to use the full capacity.

    Necessary to counter limited capacity of GSM-R

    Need for full TSI-compliant rolling stock Requests from operators to make specifications for the trackside ETCS Level 2 available to them

    Risk for the development of national versions of ETCS OBU

    With a strong commitment from infrastructure managers to

    respect the TSI, operators should be encouraged to install

    a fully TSI-compliant version on their rolling stock

    Operators signal the inability to buy timely Baseline 3 products for their rolling stock

    Risk for ETCS 2.3.0d train in STM TBL1+ not able to run on ETCS LS baseline 3 line

    Interoperability Possible Interoperability issues are well known, but need full attention of every stakeholder

    Installing ETCS on the conventional network is quite challenging due to

    complexity of stations

    Multiple transitions STM – ETCS vice versa

    Keeping operational rules in line with rules for lineside signalling

    Today 19% of the Network is equipped

    By 2022 the whole network must be ETCS!

    Our planning is ambitious.

    A conventional network is continuously evolving i.e. new track-layout, reduce of number of switches, … in parallel with the Roll-out of ETCS we already need to implement changes on ETCS-equipped lines!

    Migration Migration towards ETCS and the operation of an ETCS-equipped network is extremely challenging for an organisation – need for cultural and organisational change.
