TERMS OF REFERENCE The purpose of the Ethnic Peoples Advisory Panel shall be as follows: a) To identify and communicate to the Council the interests and preferences of the ethnic
people of Auckland in relation to:
i. the content of the strategies, policies, plans and bylaws of the Council; and ii. any matter that the Panel considers to be of particular interest or concern to the
ethnic peoples and communities in Auckland; and b) To advise the Mayor and the Council’s governing body and local boards, of the Council
processes and mechanisms for engagement with ethnic peoples and communities in Auckland.

3 Confirmation of Minutes
That the Ethnic Peoples Advisory Panel:
a) confirm the minutes of its meeting held on Thursday, 18 July 2013, as a true and correct record.
4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states: “An item that is not on the agenda for a meeting may be dealt with at that meeting if- (a) The local authority by resolution so decides; and (b) The presiding member explains at the meeting, at a time when it is open to the
public,- (i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a
subsequent meeting.” Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states: “Where an item is not on the agenda for a meeting,- (a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time
when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item
except to refer that item to a subsequent meeting of the local authority for further discussion.”

Purpose 1. Austin Kim, Strategic Advisor Diversity, Community Development, Arts and Culture, will be in
attendance and give a presentation to the Panel on Auckland Regional Settlement Strategy: Communities Action Plan.
Executive Summary 2. The Auckland Regional Settlement Strategy (2007) is a locally-led and mandated
collaboration by Auckland’s agencies, sectors and communities to improve settlement outcomes.
3. The strategy is focused on improvements to build Auckland’s readiness to attract international newcomers, and to deliver good settlement and integration outcomes for migrants.

Purpose 1. The purpose of this brief report is to provide an opportunity for the Panel to schedule this
meeting.
Executive Summary 2. The Ethnic Peoples Advisory Panel, at its meeting of 20 June 2013, resolved to invite the
Race Relations Commissioner, Dame Susan Devoy, to meet with the Panel and discuss issues of Human Rights.
3. A date and time suitable to all have now been determined – 5th of September 2013, 5.30pm.
Recommendation That the Ethnic Peoples Advisory Panel:
a) agree to hold a meeting of the Ethnic Peoples Advisory Panel with the Race Relations Commissioner – Dame Susan Devoy – to discuss issues of Human Rights on 5 September 2013 at 5.30pm.

Purpose 1. The Auckland Plan Committee resolved to forward this report to all advisory panels for their
information.
Executive Summary 2. At the 25 July 2013 Auckland Plan Committee meeting, it was resolved as follows:
Resolution number APC/2013/1
MOVED by Deputy Mayor PA Hulse, seconded Cr MA Hartley:
That the Auckland Plan Committee:
a) receive and approve (subject to any amendments) the proposed Auckland Council submission to the Constitutional Review Advisory Panel, noting the submission covers the following key points:
i) local government is an integral part of New Zealand’s constitutional arrangements and must be included in any constitutional reform (including reform that results in a single written constitutional document);
ii) a summary of the way in which Maori views are represented in the Auckland Council context;
iii) an observation that the debate about the length of the Parliamentary term is about the balance between the democratic right of citizens to be able to choose and change the government at frequent intervals, and giving elected members appropriate time to develop and implement robust policies;
iv) noting that the question posed about the length of the term of Parliament has potential implications for Auckland Council;
v) extracts from the Auckland Plan that illustrate the values and aspirations of Aucklanders;
b) support the Wellington City Council remit at the Local Government New Zealand Annual General Meeting that:
“Local Government New Zealand will seek to promote an amendment to the Constitution Act 1986 that gives constitutional expression to local government within New Zealand’s democratic governance arrangements.”
c) delegate authority to the Chair and Deputy Chair of the Auckland Plan Committee
approval of the final Council submission; and
d) request that this report with the Committee’s decision and the final submission be circulated to all Local Boards, the IMSB and the Advisory Panels.
