Proposing an amendment to the Constitution ofAlabama of 1901, as amended, to allowissuance by the State from time to time ofgeneral obligation bonds under the authority ofSection 219.04 and Section 219.041 to theConstitution of Alabama of 1901, as amended,so long as the aggregate principal amount of allsuch general obligation bonds at any timeoutstanding is not in excess of $750 million. Thisamendment would replace the maximumaggregate principal limitations currentlycontained in said Sections 219.04 and 219.041.The proposed amendment would also allowissuance by the State of general obligationrefunding bonds under the authority of Sections219.04 and 219.041 to the Constitution ofAlabama of 1901, as amended, subject tocertain minimum savings thresholds andlimitations of maximum average maturity.(Proposed by Act No. 2012-567)
