About Eurasia-Pacific Uninet EURASIA-PACIFIC UNINET is a network which aims at establishing contacts and scientific partnerships between Austrian universities, universities of applied sciences and other educational facilities with partner institutions in Eastern Asia, Central Asia and the Pacific region. In co-operation with the Austrian Federal Ministry for Education, Science and Culture, Univ. Prof. Dr. Brigitte Winklehner and her team have been setting up a strong and extensive network since 2000.

"Our goal is to internationally align and position the Austrian educational system. In coordination with the interests of the Austrian Economy and Foreign Affairs and the Federal Ministry for Education, Science and Culture we strive to create synergies to support our partners in various forms of bilateral co-operation,” explains Univ. Prof. Dr. Brigitte Winklehner, president of Eurasia Pacific Uninet.

Editorial

Dear Ladies and Gentlemen,

With this annual report we would like to take the opportunity to inform you about the activities of Eurasia-Pacific Uninet in the past year and to provide an outlook on our projects for 2006.

The year 2005 has been remarkable for the Network – besides the established programs of our summer schools and scholarships, many major projects could be realized. I am very pleased to inform you that

we are in the enjoyable position to welcome more than ten new partner institutions, who joined Eurasia-Pacific Uninet in 2005.

As a most gratifying development I would like to highlight the establishment of the “Austrian Center” in Shanghai. As a result of the long lasting and outstanding cooperation between Eurasia-Pacific Uninet and Fudan University, the “Austrian Center” has been set up. With the Austrian Center we created a local platform for the exchange and cooperation between Fudan University and other partner institutions. An integrated study library, which has been contributed by the Austrian Federal Ministry of Education, Science and Culture, will cover approximately 3.000 volumes.

Furthermore, several memoranda of cooperation have been signed – including collaboration in the field of medicine, technology, music and business. These memoranda can be seen as a symbol of the commitment to fruitful and success-oriented future projects. Eurasia-Pacific Uninet evolves into a platform for business-oriented scientific exchange which is characterized by sustainable relationships. It is my true wish to take the chances of this strong international platform to support mobility of scientists and to develop long lasting relations, which result in remarkable bilateral and multi-national scientific projects. I am convinced that a prosperous future of education, science, research and development has to be based on the attitude of openness and the intention to foster dialogue and dynamic collaboration. Eurasia-Pacific Uninet is strongly dedicated to this spirit.

I would like to take this opportunity to thank all network partners, especially the coordinators, for their efforts and support of our cooperation. I would also like to express my gratitude to the Austrian Federal Ministry of Education, Science and Culture as well as the Austrian Council for Research and Technology Development for their financial and logistic support.

I am looking forward to the year 2006, that shall be characterized by a deepening and widening of cooperations with Eurasia-Pacific Uninet and by an increase of fruitful and seminal projects.

Austrian Center of Eurasia-Pacific Uninet at Fudan University, Shanghai

The Austrian Center, located at Fudan University in Shanghai, is a branch office of Eurasia-Pacific Uninet in Salzburg, Austria. In the course of the network activities, the Austrian Center coordinates all projects and programs between Fudan University and the partner institutions of the network. The Austrian Center is managed by the program director, team member of Eurasia-Pacific Uninet, and the Austrian guest lecturer at Fudan University. In addition, faculty members of the Foreign Affairs Office of Fudan University actively support the Austrian Center.

The Board

Annual meetings will be held by the board, consisting of Austrian and Chinese members and headed by the Austrian Federal Minister of Education, Science and Culture and the president of Fudan University.

Facilities

The multifunctional office area of the Austrian Center holds a study library of approximately 3,000 works on Austrian culture, history, literature, economy and science, contributed by the Austrian Federal Ministry of Education, Science and Culture.

Objectives and functions

• Intensification of the cooperation between Austria and China in the fields of education, science, economy, technology and culture

• Reinforcement of the cooperation between Fudan University and Eurasia-Pacific Uninet with its partner institutions

• Promotion of scientific exchange between Austria and China by organizing conferences, conventions and delegations

• Support of faculty and student exchange, as well as promotion of post graduate research between Fudan University and Austrian partner institutions.

• Organization of short study programs and summer schools in China and Austria

• Upholding of an Austrian lectureship program at Fudan University in cooperation with Verein Österreich Kooperation in science, education and culture (ÖK), Vienna.

• Support of mutual research plans by potentially including Austrian companies and organizations.

• Dissemination of Austrian culture in Shanghai by organizing lectures, seminars, workshops and intercultural trainings

• Linking the Austrian Center with institutions of similar functions and objectives in China

Inauguration – Austrian Center of Eurasia-Pacific Uninet at Fudan University

On September 23, on the occasion of the 100-year celebration of Fudan University, the Austrian Center of Eurasia-Pacific Uninet was opened with eminent participation of Austrian and Chinese guests.

The inauguration of the Austrian Center is the result of the intensive efforts of Prof. Brigitte Winklehner, president of Eurasia-Pacific Uninet. It contributes to the institutionalization of long lasting contacts between Austrian higher education and Fudan University. The Austrian Center, as a part of Eurasia-Pacific Uninet, will serve as a stable fundament for the consolidation and deepening of existing and future cooperation between Austria and China.

The honorable chairmanship of the Austrian Center will be held by the Austrian Federal Minister of Education, Science and Culture, Elisabeth Gehrer, and the President of Fudan University, Wang Shenghong.

The opening ceremony of the Austrian Center was held in the newly erected Guang Hua Towers on the main campus of Fudan University. The inauguration was mastered by President Wang Shenghong and Austrian Federal Minister Elisabeth Gehrer.

The opening ceremony was furthermore attended by representatives of the Austrian industry and economy based in Shanghai and professors, employees and students of Fudan University.

After the arrival of the guests, Prof. Wang Weiping opened the ceremony in his function as Executive Vice-President of Fudan University. This was followed by speeches from Prof. Wang Shenghong, President of Fudan University, Prof. Brigitte Winklehner, President of Eurasia-Pacific Uninet and Austrian Federal Minister Elisabeth Gehrer.

In his speech, Prof. Wang Weiping emphasized the role of the center as a bridge between both countries and stressed its importance for fruitful bilateral relations: „It is of great importance to promote further cooperation between Austria and Shanghai and even the whole of China. It is also a God-given opportunity for Fudan to deepen and strengthen our bilateral friendship.“, said Prof. Wang. Prof. Brigitte Winklehner pointed out the potential benefit of the Austrian Center for higher education as well as Austria’s economy: „Mit der Einrichtung des Austrian Centers entsteht eine lokale Plattform, die den Austausch und die Kooperation zwischen der Fudan Universität und allen anderen Partnerinstitutionen in sämtlichen Interessensbereichen aktiv unterstützt und als unmittelbare Kontaktstelle für Lehrende und Studierende dient.“ (Translation: “With the establishment of the Austrian Center, a local platform is created, which will actively support the exchange and cooperation between Fudan University and all other partner institutions in all fields of interest and will serve as direct contact point for lecturers and students.“), explained Prof. Brigitte Winklehner. Federal Minister Elisabeth Gehrer thanked Prof. Brigitte Winklehner for her excellent contacts which had made this partnership possible, and stressed: „China ist Zukunftsmarkt – wir können uns glücklich schätzen, als kleines Land ein solches Aushängeschild in einer aufstrebenden Weltstadt zu haben“. (Translation: „China is the future market – we, as a small country, appreciate having such a representative center in an up-and-coming cosmopolitan metropolis. “)

The speeches were followed by the official joint signature of the Statement of Cooperation through Prof. Wang Shenghong and Federal Minister Elisabeth Gehrer. Subsequently, the Federal Minister Elisabeth Gehrer and Prof. Brigitte Winklehner revealed the board of the Austrian Center and exchanged presents.

The ceremony was musically framed by a string ensemble of the University Mozarteum Salzburg, consisting of Univ.-Prof. Harald Herzl and Susanne Mattle, Denes Ludmany, Jessica Beeston, Jakob Gisler and Gaspare Vittorio Buonomano.

After the final address of Executive Vice-President Prof. Wang Weiping, a closed delegation was invited to visit the new premises of the Austrian Center, which are provided by Fudan University free of charge. The Austrian Center is located on the 6th floor of Guang Hua Building, the so-called Centennial Towers.

The guests viewed the study library of the Austrian Center, which was donated by the Austrian Ministry for Education, Science and Culture and includes 3000 volumes. The head of the Austrian Center, Ms. Jutta Stöttinger, used the opportunity to welcome the visitors and to introduce herself. The attending journalists interviewed Federal Minister Gehrer, Prof. Winklehner and Vice-President Wang.

100-years Fudan University: Grand Banquet in Pudong Convention Center, Shanghai

The delegation of the Ministry of Education, Science and Culture and representatives from Austrian universities and Eurasia-Pacific Uninet attended the festive 100-year celebration of Fudan University in the Shanghai International Convention Center on the evening of the same day. The ceremony was celebrated as a state occasion, with participation of high-ranking representatives of Chinese politics and economy, among them Wu Bangguo, Chairman of the National People’s Congress Standing Committee, Chen Zhili, State Secretary and Zhou Ji, Minister of Education. Over 1200 national and international guests and representatives from all partner universities of Fudan University were invited to the banquet.

The deep and friendly relationship between the University of Salzburg and Fudan University was explicitly highlighted during the ceremonial act. The opening concert of a string ensemble of the University Mozarteum Salzburg at the grand banquet of the anniversary celebration was regarded as another evidence for the extraordinary involvement of Austria during the anniversary festivities of Fudan University.

University of Salzburg, March 22 – April 2, 2005 Following the joint invitation of Eurasia-Pacific Uninet and Fudan University, Univ.-Prof. Katrina Bachinger from the English Department of the University of Salzburg lectured at the College of Languages and Literatures of Fudan University. Her lecture topic was “East Meets West: The Taoism of Marilynne Robinson’s Novel Housekeeping.” The aim of the lecture was to innovatively approach American literature with a Sino-centric view and apply a Taoist reading to the specific novel of the author Robinson.

University of Graz, March 29 – May 12, 2005 In cooperation with Eurasia-Pacific Uninet, Fudan University invited Dr. Ingrid Gell from the University of Graz to teach at the German Department of Fudan University over the duration of four weeks. Courses on Austrian Literature with special regards to the Austrian Literature Nobel Prize winner Elfriede Jelinek were held. In addition, Dr. Gell conducted “Creative Writing Workshops” and offered academic support for master students writing their master theses on Austrian literature at the German Department.

Medical University of Innsbruck, March 17 – 24, 2005 Univ.-Prof. Dr. Walter Kofler, Director of the Division of Social Medicine of the Medical University of Innsbruck, was invited by the Department of Sociology of Fudan University to lecture on “Proposal for an ‘extended view’ of our world and its applicability for health research.” The topic attracted professors and students of the Department of Sociology, the School of Public Health and the Shanghai Medical College of Fudan University. In the course of Dr. Kofler’s visit, cooperation and exchange talks between the Medical University of Innsbruck and Fudan University were held.

Austrian Guest Lectureship at Fudan University

In February 2004, the position of an Austrian Guest Lecturer of the “Österreich – Kooperation in Wissenschaft, Bildung und Kultur (ÖK)” in the Department of German Language and Literature at Fudan University was created. The position was initiated by Prof. Winklehner and Eurasia-Pacific Uninet with the support from the Austrian Federal Ministry for Education, Science and Culture.

Apart from general German language classes, the task of the lecturer is to spread the knowledge of Austrian history, culture and literature. Personal consultation and information about possibilities of studying in Austria are also offered, and the lecturer is the contact person for all people at university with questions concerning Austria. Furthermore, the lecturer assists the Department of German Language and Literature as reader and proofreader.

Through teaching activities and advising, the lecturer contributes to a positive but at the same time differentiated image of Austria in China - away from “Sisi-Romanticism” and “Sound of Music-Kitsch” to the presentation of Austria as a nation with fine cultural tradition, without neglecting its role in modern business and education in Europe.

In cooperation with the Austrian Cultural Forum Beijing, the Austrian Consulate General of Shanghai and the support of the Department of German Language and Literature a reading by the Austrian author Wolf Haas was held at Fudan University.

Haas gave a reading from his detective story “Komm, süßer Tod” [transl.: Come, sweet Death] (1998), one of his prize-winning novels published by Rowohlt publishing house. Three classes and faculty members of the German Department, Austrian and German students at Fudan University and friends of the Austrian Center attended the reading. Since location and characters of his stories are typical Austrian, the opportunity was used to give further information about life and customs in Austria. In a stimulated discussion the author answered various questions and Wolf Haas handed over a special edition of his books as a donation for the library of the Austrian Center. On December 21, an additional reading was held at Tongji University.

Cross Cultural Training – Focus: Europe (Austria) One-day training for students at Fudan University

In cooperation with the Austrian Center of Eurasia-Pacific Uninet, Ms. Lucia Malfent offered a free of charge, one-day workshop in the field of cross-cultural training. The target group was interested students of Fudan University with special regards to Eurasia-Pacific Uninet scholarship holders and students about to go abroad.

The training aimed at optimizing social and communicative skills, both in the native and a foreign environment, reducing or possibly preventing a potential culture shock, and improving the contact and cooperation with foreign cultures.

The trainer offered basic information on Europe and in particular on Austria, worked out characteristics and difference of the familiar and the unfamiliar cultures, analyzed typical behavior patterns and behavior codes, developed differences in communication and discussed the style of team work and meetings in different countries.

In this workshop intercultural skills were acquired that should well prepare the students for everyday and professional situations in foreign countries.

In July 2005, and for the 4th time Eurasia-Pacific Uninet organized summer schools for 97 Chinese students, coming from the following member universities in China:

The program was held at Salzburg University, Vienna University of Economics and Business Administration and the Permanent Representation of Austria in Brussels, the European Commission and the European Parliament.

At Salzburg University the students attended classes on music, art history, history, religion, law and politics, whereas the program at Vienna University of Economics and Business Administration gave an overview on economic topics related to Austria. In Brussels the students were introduced to three different organizations of the European Union, getting further information on economic and educational relations between Europe and China, the work of the parliament and the duties of European Representations in Brussels based on the example of the Austrian Representation.

Sightseeing tours were organized to Venice, Bruges, Antwerp, Gent and Paris.

In April 2005, talks at Fudan University were held between Chinese and Austrian experts from media practice and media science concerning the establish-ment of the “Sino-Austrian Center for Media and Communication Management” at the School of Journalism of Fudan University. The Center is organized by Eurasia-Pacific Uninet and will be built as a joint project of the School of Journalism at Fudan University and the Departments of Communication and Journalism at the Universities of Vienna and Salzburg and the Center for Advanced Studies in Information and Communication Technologies & Society (ICT&S) of the University of Salzburg.

1) Both sides agreed on “Sino-Austrian Center for Media and Communication Management”. Under the umbrella of the center, academic as well as professional training programs will be arranged.

2) A student exchange (one semester abroad) between China and Austria for regular bachelor students of the involved institutions will be established. Optionally, this exchange can also take place in the context of the Summer School of the Austrian Center at Fudan University.

3) An Academic Short Program under the title “Advanced Professional Studies in Media and Communication Management” in cooperation with the Salzburg Management Business School of the University of Salzburg (SMBS) will be organized from 2006 on. This two-week program will take place in Salzburg and is hosted by SMBS. Potential target groups might be alumni of the School of Journalism of Fudan University and selected media management executives.

4) Both sides agreed to start a Double-Degree Master Program in Media and Communication Management Studies that offers one semester in Vienna and Salzburg for Chinese students, and, respectively, in Shanghai for Austrian students. This program is aimed at students enrolled in a Master level program in Communication, Media or Journalism at one of the participating institutions. The Austrian side has set out their detailed curriculum for the Master program which is stated in the extension of the Memorandum from April 8, 2005. Scheduled courses in Austria will be held at the Universities of Vienna and Salzburg and St. Pölten University of Applied Sciences. The detailed curriculum of Fudan University is under preparation. Students who fulfill the compulsory requirements of the program are eligible to acquire the double degree of a Master in Media and Communication Management of the Universities Vienna/Salzburg and Fudan University.

During a working conference in April 2005, Eurasia-Pacific Uninet and Peking University Health Science Center (PUHSC) agreed on the establishment of a joint-center for Biomarker Discovery at PUHSC. (Biomarkers are measurable substances of organisms -e.g. proteins, enzymes, hormones- which indicate illnesses in the hemogram.)

In June 2005, Prof. Bonn, Head of the Institute of Analytical Chemistry and Radiochemistry, University of Innsbruck, Prof. Ke Yang, Vice President of PUHSC and Prof. Winklehner agreed on a collaboration that includes the following issues:

The “Austrian-Chinese Center for Biomarker Discovery at Peking University Health Science Center - A Joint Center of Peking University and University of Innsbruck” will be financially supported by Eurasia-Pacific Uninet, the Austrian GEN-AU Program (GEN-AU = GENome Research in AUstria), company projects and grants as well as by the Beijing Municipal Government.

The inauguration of the joint center at Peking University Health Science Center is planned for spring 2006.

1. Teaching Programs

The main aim of this program is the training of analytical techniques in proteomics, especially for biomarker discovery investigation tasks, e.g. for liver cancer investigation. Furthermore, a transfer of lab technologies from the university institute in Innsbruck to PUHSC is planned.

Two additional scientists stayed in Innsbruck for two weeks each and also participated in this research project.

2. Scientific Projects

The focus of the scientific collaboration is on

• Development of new biomarker methods

• Development of disease related biomarker discovery methods including bioinformatics (e.g. liver cancer)

• Application studies

• Natural product proteomics (phyto-proteomics)

The preferred scientific collaborative projects of the Austrian-Chinese Center for Biomarker Discovery will be strongly associated with the post genomic fields of functional genomics, state of the art bioanalytical methods, proteomics and miniaturization.

3. Scholarships and guest professorships

An exchange is planned on three different levels: Academics / Students / Technicians. Furthermore, PUHSC and the Institute of Analytical Chemistry and Radiochemistry of the University of Innsbruck will jointly participate in the 3rd Austrian Proteomics Platform meeting in January 2006 in Seefeld, Austria.

Project Description

There is accumulating evidence that nutrition and diet modulates the risk for developing prostate cancer. Since traditional Chinese diet is very rich in products suggested to be beneficial, the study initiated by Innsbruck Medical University (Prof. Bartsch, Prof. Klocker) should be done with samples collected in China. Initial profiling shall be done with serum samples. Identified markers will be further assessed in serum and plasma samples and by genetic analysis. Profile of markers will be compared to profiles of Caucasians (Austrians) and Chinese living in western countries (United States). Therefore, a cooperation with Chinese partners of Eurasia-Pacific Uninet as well as the Chinese Ministry of Health is intended. In a first step, two scientists from Nankai University, Prof. Ju Zhang, who already did scientific work at Innsbruck Medical University during her career, as well as Associate Prof. Shi Jiandang and Prof. Wang Zuoyuan, Laboratory of Industrial Hygiene of the Ministry of Health, met in Innsbruck to discuss the project with the Austrian scientists.

Peking University Health Science Center is involved in this project, as it might be a possible solution to do the analysis of the samples in cooperation with the Chinese Austrian Center for Biomarker Discovery.

In a next step, potential partners as well as the procedure of taking blood samples and doing the analysis shall be defined.

Eurasia-Pacific Uninet supports the approach between the universities as well as the ongoing communication process.

Cooperation on Traditional Chinese Medicine Project Description

The Austrian Minister of Education, Science and Culture, the Austrian Minister of Health and Women as well as representatives from the Austrian Council for Research and Technology Development expressed their concern regarding Traditional Chinese Medicine (TCM). Due to the increasing public interest in TCM in Austria it is considered highly important to guarantee quality and safety regarding both: Treatment as well as Education. Therefore Eurasia-Pacific Uninet, Beijing Municipal Education Commission and China Academy of Chinese Medical Sciences (former China Academy for Traditional Chinese Medicine) agreed on a close cooperation.

In June 2005, Eurasia-Pacific Uninet and China Academy of TCM signed a first Memorandum of Agreement on the following issues:

From October 16 – 18, 2005, 50 selected Chinese and Austrian experts in the field of Traditional Chinese Medicine met for the workshop “Quality Standards in Traditional Chinese Medicine” in Salzburg, Austria. The main goal of this workshop organized by Eurasia-Pacific Uninet was to build a platform for a sustainable exchange of ideas regarding TCM in China and Austria. The topics of the speeches delivered included the modernization of TCM, treatment of cancer, diabetes and cardiovascular diseases, research on acupuncture, quality management of herbal drugs as well as the discussion of different curricula.

Project Description

In spring 2005, the Chinese Vice-Minister of Education, Mr. Zhang Xinsheng as well as Mr. Zhu Shanlu, vice-mayor and member of the Beijing Municipal Education Commission and the governor of Heilongjiang Province expressed their interest in a collaboration between Austria and China –the Province of Heilongjiang in particular- regarding winter sports, with a special focus on skiing.

Hereon, Eurasia-Pacific Uninet contacted the University of Salzburg, Department of Sport Science as well as the Harbin Institute of Physical Education to clarify interests and needs. In September 2005, the first meeting between experts from both sides took place in Harbin. Dr. Baumann and Mag. Scheiber from the University of Salzburg introduced the department of Sport Science as well as the “Christian-Doppler-Laboratory for Biomechanics in Skiing”. This laboratory, which focuses on alpine skiing, cross country and ski jumping, is supported by ATOMIC.

During the stay of the Austrian scientists in Harbin, experts from Harbin Institute of Physical Education presented their university and the skiing facilities in Maroshan, located approximately 8o km north of Harbin.

In the course of the meeting both sides also had talks with representatives from Heilongjiang Government, who also expressed their interest in collaboration between the two sport institutions.

In October 2005 HIPE, signed the Network Declaration and became member of Eurasia-Pacific Uninet.

The future cooperation between HIPE and the University of Salzburg should include the following topics:

• Train the Trainer: Practical and theoretical skiing courses for teachers from HIPE

• Exchange of Postgraduate Students and Guest professors

• Support regarding the preparations for the Universiade in 2009.

Project Description

Already in 2001 on the occasion of a meeting between the Austrian Minister of Education, Science and Culture, Mrs. Elisabeth Gehrer and the former Chinese Minister of Education, Dr. Chen Zhili, the idea of cooperating in the field of music by establishing a joint school and organizing a Mozart Community in China, was brought up.

After having discussed various possibilities, – the main point being the decision whether a Conservatory under the guidance of the Chinese Ministry of Education or the Municipal Government should be chosen as a partner – the Vice Major of the City of Beijing, Mr. Zhu Shanlu, expressed his great interest in establishing a Joint School at the China Conservatory due to the fact that it would be the vice-mayor himself supporting this project in idealistic and financial matters. Also, the China Conservatory is the main institution specialized on Traditional Chinese Music and would like to broaden the instrumental offers by setting up classes specializing in Western Music.

In a first step, the vice-president of the University of Music and Performing Arts, Prof. Wolfgang Klos, visited partner institutions in China and evaluated the situation for preparation of the project proposal. In July 2005, the first official meeting for this project was held in Vienna and the Memorandum of Agreement was signed on September 19, 2005 in Beijing (pls. see attached file). As a start, lectures on singing, piano, violin, flute and trumpet as well as correpetition and music theory have been agreed upon.

In the meanwhile, Eurasia-Pacific Uninet has applied for financial support at the Austrian Council of Research and Technology Development. In April 2006, a delegation of all Austrian Universities of Music and Performing Arts is going to visit Beijing for discussing the continuation of the project.

The Society of Ancient and Medieval World History in China and Fudan University jointly organized the “Third International Conference on Ancient History in China” held at Fudan University.

Fudan University and Austrian universities, in particular the Ancient History Department of the University of Salzburg under the guidance of Prof. Gerhard Petersmann, have enjoyed an intense and close cooperation over the years. In cooperation with Eurasia-Pacific Uninet, nine professors from the Austrian partner universities, University of Salzburg, University of Vienna, University of Innsbruck, and University of Graz participated in this conference held at Fudan University.

The conference circled around three themes:

• Ancient Historiography: East and West

• Ancient Economies: New Evidence and New Approaches

• Postmodernism and the Study of Ancient History

The third topic was broadly defined as to accommodate more diverse discussions. On the whole the organizers wished to foster dialogue and exchange between historians on ancient history from China and other countries.

In spring 2005, the Chinese Government authorized Tongji University in Shanghai to accomplish a feasibility study regarding an undersea tunnel between the mainland and the island of Hainan. The 11th five-year plan of the Ministry of Science and Technology of the Peoples Republic of China defines tunneling projects as key projects. Therefore, Tongji University invited Eurasia-Pacific Uninet to initiate and organize an exchange of opinions and experiences between Chinese and Austrian tunneling experts. Eurasia-Pacific Uninet expresses its sincere thanks to the experts from University of Natural Resources and Applied Life Sciences in Vienna for their highly appreciated help and recommendations during the process of organization.

The symposium was realized in December 2005 at Tongji University with participants from China, Austria, Denmark and Japan. The program included case studies (e.g. Saikan Undersea Tunnel, Japan and the Great Belt Tunnel in Denmark), talks on possible risks and risk analysis, tunneling methods in soft soils, logistic challenges as well as numerical simulations. The Chinese experts also reported on current projects such as the planning of Changjian Tunnel and Xiamen Xian`an Tunnel.

Eurasia-Pacific Uninet and its member institutions intend to do further cooperation in the study of travel literature of the countries participating in the network. The goal of this cooperation is to initiate projects in which European and Asian scientists can participate.

Due to historical and linguistic conditions, the need of getting to know more about the research which is done on this topic in Europe and Asia has become more and more evident. Therefore, the conference aimed at strengthening scientific contacts by comparing and discussing the impression which travelers from various nations got by traveling through (Inner and Outer) Mongolia and the ancient Mongolian Empire.

Analogies and diversities in the reception of Mongolians within the centuries as well as the reception of the travel reports under European and Asian perspective have been taken into consideration. The reasons for traveling and the information which is collected for traveling foreign countries differ from person to person and take great influence on the literary output. Therefore, the approach to travel literature has been done by scientists of various fields of research, such as philologists, historians, archaeologists and ethnologists.

Project Description

The objectives of these events were GIS Faculty development in Central Asia, coordination of educational programmes on GI technologies, studying the status of GIS education with modern standards, and exchange of experience in teaching GeoInformatics in Europe and Central Asia.

Conclusion and outcomes

• The train-the-trainer as well as conference sections of the event were conducted as planned with a higher-than-expected number of participants. The diversity of participants’ backgrounds and regional origin is an indicator for excellent outreach across the intended audience.

• Participants agreed to establish GISCA as an annual event, with a workshop and conference to be held in Uzbekistan in 2006 and in Kazakhstan in the year after.

• Participants took decisive steps towards founding a multi-national GIS association for Central Asia by setting up a preparatory committee chaired by Akylbek Chymyrov and with Josef Strobl as international advisor. This association will be registered in Bishkek after statutes and bylaws are drafted and agreed upon.

• KSUCTA has established a GIS centre with additional support from the New Zealand government and will use this facility to establish a department and study program for Geoinformatics; likely serving as a study center for UNIGIS in the foreseeable future.

• Curriculum work differentiated between full geoinformatics programs and practical aspects addressed from a range of applied disciplines has been initiated and will be continued.

Due to its activities in e-business in China, Swarovski Crystal Online AG is interested in cooperating with renowned Chinese universities. Therefore, Swarovski and Eurasia-Pacific Uninet agreed on a cooperation together with EC3 - a private research association cooperating with business and university partners - to conduct and promote applied research as well as specific projects in the field of electronic business. Together the three parties designed the “Swarovski Scholarship on Electronic Commerce” for 2005-2006. The program is open to PhD students and/or post docs with outstanding qualifications in marketing, electronic commerce and information systems. More specifically in a first step the program provides three grants for six months each devoted to the topics as follows:

• E-Marketing and online brand management

• E-Product placement

• E-Fulfillment

The application was handled according to the Eurasia-Pacific Uninet scholarship policy. After an interview procedure, three candidates (two from Fudan University and one from Tongji University) have been selected. The three scientists will start their scholarship in January 2006 at Technical University Vienna. The scholarship program is administrated by Eurasia-Pacific Uninet in cooperation with the Austrian Exchange Service.

On June 23 2005, Fudan University and the Austrian Center welcomed the Austrian Federal Minister of Finance Karl Heinz Grasser with his business delegation, and the Austrian Consul General of Shanghai, Mr. Walter Kalteis.

The President of Fudan University Wang Shenghong received the minister and exchanged ideas on future cooperation between Austria and China. Eurasia-Pacific Uninet, the establishment of the Austrian Center and the annually held Austrian Summer Schools of Eurasia-Pacific Uninet at Fudan University were mentioned.

Following, the federal minister of finance delivered a speech on "Challenges for European Economic Policy in a Global Context: an Austrian Perspective" to a diverse audience of professors and students from Fudan University and a number of representatives of Austrian business and industry in Shanghai. Grasser’s statement that the audience is evidence of the high quality of academics at Fudan, proved true in an animated and bilingual discussion on Austria’s role in the recent development of the EU, its enlargement and Austria’s stance on the potential admission of Turkey to the EU.

Finance Minister Grasser congratulated Fudan University on its success and ranking as a top university. He extended his sincere well-wishing to the Austrian Center of Eurasia-Pacific Uninet at Fudan University and expressed his delight of seeing Austria so well represented at a top university in China.

Celebration of the Austrian National Day at the Austrian Center

On the Austrian National Day, October 26, 2005, the Austrian Center welcomed a governmental and business delegation from the Austrian province Salzburg headed by the deputy head of the provincial government of Salzburg, Dr. Wilfried Haslauer.

In the course of this visit, a Memorandum of Agreement was signed between the SMBS (Salzburg Management GmbH; University of Salzburg Business School) and Fudan University.

President Prof. Wang Shenghong and the Director and Deputy Directors of the Foreign Affairs Office of Fudan University received the guests of the delegation.

Science, according to Dr. Haslauer, can bee seen as a mutual link between China and Europe and as a guarantee for global peace. The linkage of Fudan University and Salzburg University through Eurasia-Pacific Uninet will make its contribution.

The main interest of the experts from China focused on a potential cooperation in the field of national security, including cooperation in research and training, as well as the possibilities of a student exchange with Austrian universities. Delegations in the Field of Vocational Education and Training (VET) With its booming economy, China has a growing need for a well-trained labor force, especially at the upper secondary level. Like many other countries, China traditionally has been emphasizing general education rather than vocational training in the education system. Therefore, around 200 Chinese experts visited Austria in the year 2005 in order to study its well developed VET system.

Project description:

In accordance with the Chinese and Austrian Ministry of Education, Chinese delegations were repeatedly well received in Austria to study the Austrian VET system.

The majority of the delegations, coming from all over China, was composed of principals and schoolmasters from vocational schools or colleges of various fields of study. This further training project for Chinese school experts, had been offered for the first time in 2004 the visited countries being Germany and Austria. The Austrian Ministry of Education, Science and Culture was the host for a general presentation on the Austrian VET system and its main pedagogical principles. Furthermore, at least one visit to a vocational college -which best corresponds with the field of study of the different delegations was organized. The Chinese experts took a great interest in the Austrian training system, especially in the high percentage of practical training and the intensive cooperation between schools and companies.

Additionally, Austria was the host for some other delegations from China interested in the Austrian VET system, such as a delegation of VET experts from the city of Beijing or from the province of Fujian. Last but not least, in the context of a planned VET project, a high ranking delegation from the province of Guangdong, chaired by the deputy governor and labor minister, visited Austria to learn about the quality level of the Austrian VET system.

Regarding the advanced training for principals and experts of Chinese schools and colleges, it is envisaged to continue this program in 2006. On various occasions the Chinese Ministry of Education underlined the importance of this project and generally suggested to intensify the cooperation in the field of VET between Austria and the P.R. of China in the forthcoming years.

World Heritage and Tourism Conference

During the period of November 9-12, 2005, a delegation of Chinese architects and professors, invited and financed by Eurasia-Pacific Uninet, participated in the “8th World Cultural Heritage and Tourism Conference” in Salzburg. Spread over 137 countries, world cultural heritage sites represent a wealth which needs to be passed on to future generations. This, in turn, will require strategies which allow for sustainable utilization of these sites, without contributing to their destruction – this goal being the main aim of the conference. The congress was organized by the Interdisciplinary Tourism Research Group at the University of Salzburg in collaboration with the Austrian UNESCO Commission. Sponsorship came from EFRE funds (European Fund for Regional Development EU/ Salzburg Provincial Government), the city of Salzburg and Eurasia-Pacific Uninet. Other partners included the University of Lüneburg, Germany and the Salzburg Tourism School Klessheim.

The conference was opened by Prof. Luger and followed by a panel discussion on “Designing World Heritage and Tourism – Reflections on Salzburg.” During the conference various presentations were given on topics related to the Protection of World Heritage and Tourism Management as well as Updating World Heritage and Tourism Development. The conference was closed with a roundtable on tourism potential of World Heritage Austria and the opening of the Exhibition “Sacred Paintings from the Himalayas.”

Eurasia-Pacific Uninet invited as guest speakers the renowned Chinese Architect Mrs. Zhang Jinqiu (Presentation Topic: Traditional Chinese Architectural Spatial Art) and Mrs. Zhang Kai from Tongji University (Presentation Topic: Heritage conservation and tourism development in six canal towns of Delta Yangtze River") as well as Prof. Nosova from St. Petersburg State University.

Other presentations were given by both national as well as international speakers and included experts such as Arthur Pederson representing Unesco Paris (Presentation Topic: World Heritage and Tourism – Current situation and future possibilities), H.Varma from the World Tourism Organization (Presentation Topic: Heritage Tourism) and Carl Pruscha from the University of Vienna (Presentation topic: World Heritage Kathmandu Valley).

During this course the participants learn basics in Mandarin, mainly focusing on phonetics as well as the basic structure of the Chinese characters. This term 10 people participate in the beginners’ course.

Chinese Advanced I

During the second level of the language course the participant reach a “survival level” – this means they learn to handle easy situations in daily life, e.g. to introduce each other.

Chinese Advanced II

Students at this level are able to deal with daily life situations and small talk – they learn how to order food in a restaurant, to ask for the way, etc. During this course the participants also get more detailed knowledge about Chinese grammar.

Chinese Advanced III

Level III students deepen their language skills by reading Chinese texts and discussing them with the teacher.

Chinese Culture and selected aspects of applied geography

During the lectures the teacher imparts knowledge about the basics of China regarding both culture and geography.

Mongolian Scientific Days, April 3-5, 2006

In occasion of the 8ooth Anniversary of the Mongolian Empire, two conferences and scientific cooperation talks will be organized in Vienna. In the course of the conference “The Secret History of the Mongols”, various aspects of topics treated in the Secret History of the Mongols as well as its linguistic development and translations shall be discussed. Another conference is treating aspects on “Traditional Mongolian Medicine”, its plants, its applications and its derivation from Tibetan Medicine.

The “Scientific Cooperation Talks” are open to all scientists who take part in the conferences, presidents of Mongolian universities and Austrian Network coordinators.
