Conurbation The town of Deggendorf, together with theneighbouring town of Plattling, forms the

regional centre and, as the "Gate to the Bavarian

Forest", fulfils excellent central performances fora large area of eastern Bavaria. The favourable

traffic link to the motorway junction in thedirections of Munich, Passau and Regensburg,

the railway intersection, the direct route to

Prague, the Donau Harbour with the only inland

free harbour in southern Germany as well as theFurther Education College for Economics and Technology all go to make Deggendorf an

interesting location for industry and commercial

enterprises.

Site The area of the old barracks (formerly a hospitalfor the mentally ill) with a surface of approx. 13

hectares lies to the north of the Deggendorf

town centre. The core area of the premiseswhich were built in 1860 consist of several

wings more or less intacts. Most of theconstructional changes were carried out in the

1930ies. The flats do not meet modern

requirements. A special role is assigned to the

patients' garden situated to the west and southof the site. This has been used for years as apublic park and should once again be included

in the ensemble.

Programme The core of the site should be kept in onevisual style. The utilisation qualities which

result from the interplay of park and buildingsshould be reinforced. In future, the area

should also serve as a residential area which

should be complemented and enriched by thevariety of other types of utilisation. A special

challenge is provided by the fact that thebuildings are listed and the constructional

measures must offer attractive spaces for acontemporary utilisation of the ensemble.

Issuesfunctional : The variety of living should be realised through new residential

typologies. The aim is to use complementary utilisations to create a lively townwithin the town. The developmental structure should be reorganised in order tokeep the public park free of traffic.

social : Attractive and manifold residential offers and complementary

utilisations should prevent a one-sided social structure from coming into beingand should work against the development towards a slum which has alreadybegun on the site.

perceptual : Of special importance is an interlinking of the public park with

the bordering utilisations and especially with the Bogenbach stream, which runsthrough the entire inner city in a north-south direction as a green space.
