Dear Team Delegation,

On behalf of the IOC Boxing Task Force, it is my pleasure to share with you the Team Delegations’ Handbook for the European Boxing Road to Tokyo – London event. Held in one of the great cities of the United Kingdom, this is the third of the five Olympic Boxing Qualifying Events that will see boxers earn places at the Olympic Games Tokyo 2020. We are very grateful to the city of London and the Local Organising Committee for doing a tremendous job in guaranteeing that athletes and teams will be able to compete and experience the event in the best environment possible. We look forward to seeing you in London, where 77 athletes (50 men and 27 women) will qualify for the Olympic Games Tokyo 2020, and we expect to see the highest levels of boxing and fair play. The excitement around the event is already high, and I am looking forward to a friendly yet very competitive atmosphere that symbolises what boxing is all about. The IOC Boxing Task Force is working hard to ensure a fair qualification pathway to the Olympic Games Tokyo 2020, with the boxers at the centre of all our efforts. For this, we would like to remind everyone that the wellbeing of the sport depends on the athletes’ positive interaction and the boxing community coming together. We are here to serve boxing and work together for the future of the sport. Thank you for your support. I wish you the best of luck with your preparations for London!

Dear friends,

On behalf of GB Boxing, we would like to welcome all the boxers, coaches and team officials to London, Great Britain, for the Boxing Road to Tokyo European Olympic Qualifying Event from 14 to 24 March 2020. We are honoured to have been entrusted with this responsibility by the International Olympic Committee (IOC) and we will endeavour to repay the trust placed in us.

London is a global city that needs no introduction. As the host of the 2012 Olympic Games, the city put on the greatest festival of sport this country has witnessed. The boxing competition in particular was a highlight of the 2012 Games, with a series of outstanding champions and of course the first ever women’s Olympic boxing competition. In hosting this Qualifying Event, London and Great Britain will again aim to show that it can provide the best possible stage for the world’s best boxers to showcase their talents. Additionally, we hope that all team members will have the opportunity to experience some of the history and contemporary culture for which London is so famous.

UK Sport, the Mayor of London, the London Legacy Development Corporation, Greater London Leisure, the British Olympic Association and GB Boxing will work together to deliver a world class and successful Olympic Qualifying Event for boxing, providing the very best environment for the boxers to compete in. We would like to wish the boxers and the teams our very best wishes in their pursuit of success in London and at the Olympic Games Tokyo 2020.

1. Organiser Great Britain Boxing (GB Boxing) has been entrusted with the organisation of the European Olympic Boxing Qualifying Event. GB Boxing was established in October 2008 to manage the World Class Performance Programme for boxing, and to prepare and train the boxers that compete for Great Britain at the Olympic Games.

3. Competition Format a. Event Regulations

In line with the mandate of primarily delivering the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020, and considering the proximity to the Olympic Games Tokyo 2020, the IOC Boxing Task Force has considered it appropriate to refer to the existing AIBA Technical & Competition Rules (the “AIBA Rules”) to the extent that these rules are relevant for the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020, and to complement the AIBA Rules with specific amendments only as and where necessary and/or adequate in this context. In the interest of sporting fairness, the IOC Boxing Task Force has endeavoured to restrict the amendments to those that increase transparency and credibility while limiting their impact on the actual sport practice for the Boxers. Accordingly, the AIBA Rules, effective as of 9 February 2019 and as amended by the IOC Boxing Task Force Amendments (together the “BTF Event Regulations”), shall constitute the IOC Boxing Task Force Event Regulations, applicable at the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020.

• Seedings will be in place for the Official Draw, conducted in accordance with the IOC Boxing Task Force rankings and taking past competition performances into consideration.

• The Official Draw will be conducted by Swiss Timing through an electronic random draw for all non-seeded Boxers. • Two rings will be used for part of the competition, with the transition from two rings to one ring taking place following the

afternoon session on Friday 20 March. • Medals will be distributed to the top four (4) boxers of each weight category (1 gold, 1 silver, 2 bronze).

b. Competition Officials All officials will be reviewed to ensure they meet the selection criteria in areas including but not limited to experience levels, certifications and historical performances. In addition, all Technical Delegates, International Technical Officials and Referees & Judges must be AIBA-certified individuals according to their roles. Additional information can be found in the Boxing Technical Officials Selection Process document, available at olympic.org.

5. Registration All registration applications and entries submission for the European Boxing Road to Tokyo – London must be completed electronically via the Event-Works Registration System (EW) by 17 January 2020 (23:59 GMT+1). Before starting the registration process, National Olympic Committees (NOCs) and National Federations (NFs) must read and accept the terms and conditions of the Organisation Consent and User Account Form, and must complete, sign and return the completed form by email to [email protected] by 20 December 2019. Upon receipt of the Organisation Consent and User Account Form, Event-Works will send an invitation email to the registered email address of the NOC/NF containing a link to access the NOC’s or NF’s EW account. Submitted entries must be agreed, verified and approved by the relevant NOC and NF. Each NOC/NF may bring a Team Delegation of no more than 29 accredited individuals. Data to be submitted and verified NOC/NF designated users are responsible for submitting the personal data on behalf of each member of their Team Delegation, and for ensuring that the personal information provided during the registration application and entries submission is accurate.The following data fields must be completed in EW for all Team Delegation members:

In addition to the fields above, the following data fields must be completed for all registered boxers:

Preferred Family Name Enter the athlete’s preferred family name.

Preferred Given Name Enter the athlete’s preferred given name.

IF ID Enter the athlete’s AIBA number.

Athlete Background Select the athletes’ competitive background from the dropdown list.

Event Category Select the athlete’s gender and weight category (see section 5a) from the dropdown list.

Reserve Indicate if whether the athlete is a reserve with “Yes” or “No”.

Athletes’ Preferred Family and Given Names, Date of Birth and Gender provided by NOCs/NFs will be validated by the IOC Boxing Task Force. Other documents required for participation may be submitted through EW. Please refer to section 22 for more information.

a. Participating Boxers & Sport Entries Submission

NOCs/NFs may register a maximum of one (1) competing boxer and one (1) reserve boxer for each of the 13 weight categories listed below. The maximum number of athletes that each NOC/NF may enter to participate is 13. As outlined in the Qualification System (Section C: Athlete Eligibility), athletes must have been born between 1 January 1980 and 31 December 2001. Please note that reserve athletes will not be accredited as competing boxers unless they replace the primary entered athlete no later than at the Sport Entries Check.

b. Team Officials The total number of Team Officials that may be accredited per NOC/NF depends on the number of competing boxers. Each Team Delegation may include the following accredited Team Officials: • 1 Team Manager • 1 Team Doctor (must be registered within their NF) • 1 Physiotherapist • AIBA-certified Coaches with ringside access: o 1–3 Boxers: Up to 3 Coaches o 4–8 Boxers: Up to 6 Coaches o 8–13 Boxers: Up to 8 Coaches

Each Boxer may be accompanied to the ring by up to three (3) Seconds. However, only two (2) Seconds may mount the apron of the ring and only one (1) may enter the ring. • All boxers must be accompanied by at least one (1) AIBA-certified Coach (1, 2 or 3-Star) at ringside during the bouts. • One of the three (3) Seconds may be an AIBA-certified Team Cut Technician. • Registered national-level coaches who are not AIBA-certified must be registered as Extra Team Officials in accordance

with section 5c (below). Coaches who are registered as Extra Team Officials may access the warm-up areas and the field of play only when accompanied by an AIBA-certified Coach.

c. Extra Team Officials If a Team would like to register any additional Team Delegation members who are not covered by the categories outlined in sections 5a and 5b (above), they must register them as Extra Team Officials. Each Team Delegation may register a maximum of five (5) Extra Team Officials, who must either be linked to the NF (e.g. President, Secretary General, board member, administrative staff, nutritionist, national coach of a participating Boxer, additional doctor, cut technician, etc.) or be a member of the NOC. No Team Delegation will be allowed to register more than five (5) Extra Team Officials. Team Delegations should book spectator tickets for any additional individuals through the Local Organising Committee (LOC).

6. Sport Entries Check The Sport Entries check will take place on 11 and 12 March 2020 at the Holiday Inn London Stratford City. The IOC Boxing Task Force will inform Team Delegations of their exact appointment time prior to the event. The Sport Entries check is mandatory for all Team Delegations, and teams should make all necessary arrangements to arrive in good time to meet their appointment. A Team Delegation will not receive its accreditations until it has completed its Sport Entries check. Each Team Delegation may appoint a maximum of two (2) people to attend its Sport Entries check. The IOC Boxing Task Force recommends appointing the Team Manager and the Team Doctor. Immediately after arrival of the Team Delegation, each Team Delegation will have a 10-minute appointment with International Technical Officials (ITOs), selected by the IOC Boxing Task Force, in order to confirm their Sport Entries, uniforms, medical documents, national flag and anthem, and other relevant elements. Team Delegations must provide the following documents for each boxer, signed and completed as required: • Copy of passport • Boxer’s Record Book • Medical certificate issued within the previous three (3) months • Code of Conduct, signed and dated • Conditions of Participation for Participants Form or Parent/Legal Guardian Acknowledgement of Consent for Minors Form,

incorporating the Information Notice on the Processing of Personal Data of Participants and Other Accredited Persons, signed and dated

• Declaration of Non-Pregnancy Form (female boxers only), signed and dated • Uniform and robe (if applicable) Important: Please note that the presence of your representative(s) is mandatory at the Sport Entries check. If your Team Delegation’s representative(s) do(es) not attend the scheduled appointment, the Team Delegation’s registration will not be valid, the Team Delegation will not receive any accreditations and your boxer(s) will not be able to take part in the competition. In order to complete the Sport Entries process and receive their accreditations, all Team Delegations must have fully paid the LOC for their accommodation.

8. Confirmation of Quota Places for the Olympic Games Tokyo 2020 The IOC Boxing Task Force will inform the respective NOCs of their allocated quota places within three (3) days of the conclusion of the respective qualification event. The NOCs will then have two (2) weeks to confirm to the IOC Boxing Task Force if they wish to use the quota places. If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated to the next highest ranked athlete in accordance with Rule Amendment 16.5, as detailed in the BTF Event Regulations, in the respective weight category where the quota place was obtained, respecting the criteria outlined in Section C of the Olympic Games Tokyo 2020 Boxing Qualification System. For the avoidance of doubt, the definition of “next highest ranked athlete” refers to the athlete who has lost to the boxer in question (boxer who did not accept the quota place or had it denied) in the specific bout that determined the qualification. For more information, please refer to the Olympic Games Tokyo 2020 Boxing Qualification System.

9. Registration for the Final Stage of the Boxing Road to Tokyo 2020 – World Qualification Event Participation at the final stage of the Boxing Road to Tokyo 2020 – World Qualification Event in Paris (FRA) is limited to those NOCs that have not yet qualified an athlete via Continental Olympic Qualifying Events in the specific weight category. Teams competing in the European Boxing Road to Tokyo – London will have fifteen (15) days to register one (1) main and one (1) reserve boxer for the World Qualification Event.

10. Visa & Entry Requirements Non-UK citizens must present appropriate valid passports and visas when entering the United Kingdom unless they are visa-exempt according to current agreements and regulations. Please note, in particular, that residents of the following European countries need a visa:

• Albania• Armenia• Azerbaijan• Belarus• Bosnia and Herzegovina

• Cyprus (northern part of)• Georgia• Kosovo• Montenegro• North Macedonia

• Republic of Moldova • Russian Federation• Serbia• Turkey• Ukraine

The LOC will provide visa support letters to Athletes, Team Officials and Extra Team Officials, as well as instructions on how to complete the necessary visa application forms. All participants should apply at the nearest British Embassy or representation in order to receive their visas. Applicants are responsible for all costs related to visa fees and taxes. All passports must be valid for at least six (6) months from the date of arrival and must contain blank page(s) for visa(s). For more information on visas, please refer to the United Kingdom Visa Application Guide, previously sent to all NOCs/NFs and also enclosed with this mailing, or visit www.gov.uk/check-uk-visa. 11. Transportation a. Arrivals & Departures

The official airports for arrivals and departures are London Heathrow (LHR), London Stansted (STN) and London City (LCY). St Pancras International Rail Station (StP) is also a port of arrival. All registered persons must submit the following details through EW no later than 20 January 2020: • Arrival date & time • Arrival flight or train number • Number of bags per passenger • Departure date & time • Departure flight or train number Please refer to the EW Technical Instructions for further guidance. After arriving in the country and clearing customs, all registered individuals must present themselves at the Welcome Desk within the airport terminal building or the rail station, where volunteers will be on hand to direct you to your hotel transfer.

b. Ground Transportation The LOC will provide transportation for journeys to/from the official airports and St Pancras International Rail Station, and journeys between the team hotels and the competition/training venue. Timetables will be displayed on information boards in the lobby of each hotel, where volunteers will be available to provide guidance and information. Please note that Extra Team Officials will be responsible for their own transportation.

12. Accommodation All Team Delegations are responsible for covering the costs of their accommodation for the entire period of the European Boxing Road to Tokyo – London (15 nights, 11–25 March). The LOC has secured rooms at four hotels for special nightly rates that include three meals per day. Team Delegations must submit their room requests and rooming lists through EW no later than 24 January 2020. Teams will be required to pay via bank transfer directly to the LOC: 50% of the total no later than 24 January 2020, and the balance no later than 14 February 2020. The four Team Delegation hotels are all close to the competition venue and are all used regularly for major sporting events in Queen Elizabeth Olympic Park. All four hotels will offer free Wi-Fi and full board accommodation with buffet meals for breakfast (06:30–10:30), lunch (12:00–15:00), and dinner (18:30–22:30). Accommodation is in a variety of bedrooms, including twin rooms (two beds), all of which have en-suite bathrooms. A regular shuttle service will operate from all hotels to and from the competition/training venue. Team Delegations will be allocated their hotel(s) of choice on a first-come, first-served basis upon confirmation of payment. Accreditations will not be issued until the Team Delegation has paid the LOC in full for its accommodation.

All room rates below are per person, per night. Twin room rates are based on two people sharing.

13. Competition & Training Venue Copper Box Arena Queen Elizabeth Olympic Park, London E20 3HB Capacity: 2,000 (boxing layout) The LOC will publish the training schedule after the registration deadline.

14. Equipment & Uniforms Professional hand wraps, boxing gloves, headgear, training gear and rings will be provided by the IOC Boxing Task Force. As per the BTF Event Regulations, professional hand wraps are mandatory for both men and women. For all bouts, boxers must wear uniforms and/or robes that comply with the BTF Event Regulations.

15. Ticketing Tickets will be sold online and at the competition venue. More information on ticketing will be released closer to the event.

16. Image Rights & Video Recording A Host Broadcaster will film promotional video and official photographers will take still images of boxers before and during the European Boxing Road to Tokyo – London. All training sessions will be open to the media unless a Team Delegation specifically asks for the venue to be closed. By participating in the event, each boxer and Team Delegation member agrees to release his/her image rights to the IOC. Video recording for broadcasting purposes of any kind will not be allowed.

17. Athlete365 In the lead-up to the five Olympic Boxing Qualifying Events and the Olympic Games Tokyo 2020, Athlete365 will be the key digital location where boxers and officials can find information about each event and about the Games. Athlete365 will make the road to Tokyo 2020 as smooth as possible by keeping you updated with the latest developments and providing access to Team Delegations’ Handbooks, Registration Forms, BTF Event Regulations and Competition Schedules. You can access all this information and more at https://boxing.athlete365.org.

18. Mandatory E-Learning Course All athletes must take an e-learning course on the topic of competition manipulation before the event in order to help ensure it is conducted as fairly as possible. Athletes will be able to access information on the topic online at https://boxing.athlete365.org, and must create an account on the site in order to access the course. The course is available in 10 languages. It will take approximately 15 minutes to complete. After the athlete has completed the course, they must take a quiz to test their knowledge. Individuals scoring 80% or higher on the quiz will receive an electronic certificate. Athletes that fail the quiz will be given the opportunity to retake the course and the quiz. All athletes must complete the e-learning course and send a copy of their certificate to their NF and NOC by 29 February 2020.

19. Anti-Doping The IOC Executive Board has decided to extend the application of the existing IOC Anti-Doping Rules for the Olympic Games Tokyo 2020 to the Olympic Boxing Qualifying Events and the athletes participating in them. Doping controls will be conducted in accordance with the World Anti-Doping Code. In accordance with World Anti-Doping Agency (WADA) regulations, blood testing may be conducted during the European Boxing Road to Tokyo – London. Previously existing Therapeutic Use Exemptions (TUEs) will be reviewed and recognised if they have been granted in accordance with the International Standard for Therapeutic Use Exemptions (ISTUE; https://tinyurl.com/ISTUE). New TUE applications made before the event should follow the normal applications process, and should be submitted to the respective National Anti-Doping Organisation (NADO; https://tinyurl.com/NADOSLIST). During the event, TUEs must be submitted directly to the International Testing Agency (ITA) by following the process described at the ITA website: https://ita.sport/tue
