ACTOR LIST 1. In general, an actor can be a person, a group of persons, an institution/organisation or a

spokesperson/ representative of it. Typically, each specific story actor has his/ her/ its own specific code. There might, however, be cases in which you have to assign the same actor code to two different actors, for example, if there are two different politicians from the same party quarreling with each other. Every actor gets a five digit code. The first two digits represent the country code. Digits 3,4, and 5 specify the particular actor.

2. The actor list has three main levels:

I EU as whole: Here, members of the EU commission, EU parliamentary groups and EU institutions and organisations are coded. II Actors from EU member countries: Here, any actor from one of the 15 EU countries is coded. III Actors from Non-EU countries: Here, all actors which do not pertain to I or II are coded.
