International IP Gateway - All internet traffic going out of China must pass through the

international IP gateway, which is subject to control and monitoring. All authorized users of

this gateway are assigned with their portion of capacity.

Congestion at IP Gateway – IP gateway capacity owned by each incumbent providers is

unable to sustain the oversubscribed traffic volume shared by all kinds of users they put on

their network, which causes congestion, hence high latency and packet loss

Inflexible Solution – Internet service must be subscribed from local branch office in each

province or city. Each of their solution may differ and can’t meet IZO requirements

No Performance Guarantee - Best effort only. No SLA offered

Routing Policy – Not supported by incumbent providers

No diversity – Hot standby circuit or Auto Failover is not supported.
