Bangladesh Small and Cottage Industries Corporation is a Government autonomous organisation. It is successor of the East Pakistan Small Industries Corporation (EPSIC) establised by an Act of the Parliament in 1957. It functions as the prime sponsoring agency in the Small and Cottage Industries (SCI) Sub–Sector.

1.1 Legal basis : It is stated in the article 16 of the Constitutution of Bangladesh that ``the State shall adopt effective measures to bring about a radical transformation in the rural areas through the promotion of an agricultural revolution, the provision of rural electrification, the development of cottage and other industries, and the improvement of education, communications and public health, in those areas, so as progressively to remove the disparity in the standards of living between the urban and the rural areas''.
And placing the above mentioned destinations based on constitutional commitment and visionary goals ahead, promotion and extension of small and cottage industries with the aim of poverty alleviation and creation of job opportunities is one sector of economy among those given highest priority in the ongoing sixth five year plan (2011-16) of the Government. Highest priority is assigned on small and cottage industry as one of the main strategy of industrialization in the Industrial Policy -2010. Especial emphasis is laid on this sector in the election manifesto and declaration. In consistence with the priorities set by the aforementioned Constitutional bindings of the state, political and economical vision and policy strategy and fifth five year plan , perspective plan, Industrial Policy etc. in one hand and according to BSCIC act-1957 on the other hand BSCIC has been entrusted with the responsibility of the prime state organisation for promotion and extension of small and cottage industries.

Bangladesh Small and Cottage Industries Corporation is an autonomous organisation. To run the organisation there is a Board of Directors consisting of 7 members. Usually, Secretary or Additional Secretary of the Government adorns the chair of the Chairman, who acts as the Chief executive of the organisation. Other members of the Board of Directors are Directors of the Corporation and are picked by the Government from the pool of joint secretary status officers. Registration of a small or cottage industrial unit is not obligatory. But in order to get any assistance from the Govt. it is necessary to get registered with BSCIC. Moreover, to avail of any special facility or rebate on customs duty applicable for SCI registration of the unit is compulsory. Registration of existing and proposed units is issued on payment of fee based on the level of investment amount. A total of 604 small and 1363 cottage industrial units has been registered with BSCIC in 2014-15.

BSCIC monitors industries under Small and Cottage Industries sub-sector as the patron organisation. Many entrepreneurs setup their industrial units without any assistance from the govt. or non-govt sources. Progress of these units is also monitored by BSCIC. A total of 1,028 small and 1,754 cottage industrial units has been established with entrepreneurs own investment in the SCI sub-sector during the 2014-15 financial year.

3.1.2 Post Investment Activities This set of activities is aimed at providing services or counselling after implementation of an Industrial unit to attain productivity at the optimum level.This process is continued to the marketing of its products. The activities are as follows: a) Development and Distribution of Design and Prototype Design development is modification and improvement of a product or its packaging to make the commodity more attractive to its customers. A design finally developed is known as the prototype. This service is mainly dispensed from the Design Centre situated at BSCIC Head Quarters. Design Centre directly distributes developed design to the entrepreneurs on the basis of their demand. Moreover, District office of BSCIC collects design and prototype of products from the Design Centre and distributes the same to the local entrepreneurs. A total of 508 designs and pototypes has been developed and 2,409 designs and pototypes has been distributed to entrepreneurs in 2014-15.

Employment opportunities are created as a by-product of commodity and sevices production. Creation of employment is a national economic issue. Establishment of Industrial Estate with necessary infrastructure is an important function of BSCIC. BSCIC started its Industrial Estate programme in the early 60’s and completed 74 Industrial Estates by June 2015. Industrial plots from the Industrial Estates are leased out to private entrepreneurs.Thus; entrepreneurs, does not face problems associated with land acquisition. Electricity, gas, drainage facilities and developed roads are available in the Industrial Estates for establishing and running of industrial units. Most of the the Industrial Estates are situated by the side of highways. Therefore, there are easy access for transport of raw materials and finished products. Price of industrial a plots is payable on installments in 10 years. In this way entrepreneur pays fraction of the whole price at a time. This is a covenience for the entrepreneurs. Moreover, industrial units within the Industrial Estates could be mortgaged against loan for smooth running the unit.

BSCIC has been implementing a good number of development projects in small and cottage industries sector in consistence with the aim and objectives laid in the national planning of the govt . To provide infrastructural facilities to the tannery entrepreneurs by establishing an environmentally suitably tannery estate for development and modernization of tannery industries with a view to attract foreign investment; increasing the production; export; employment and enhancing contribution to GDP. The project is being implemented on 200 acres of land. There are 205 nos. of plots and 155 nos. of industrial units will be set up there. About 1 Lac people will get employment opportunities there. After implementation of the project, Dhaka Metropolitan City and the river Buriganga will be free from environment pollution by shifting of tannery industrial units of Hazaribagh . By this time Shifting of 145 Tannery units from Hazaribagh to Tannery Industrial Estate is now under process. All infrastructural works like internal roads, drains & culverts, electricity & water supply etc. have already been completed. Administrative building, police fari, fire service unit, pump driver quarter has also been set up in the project site. A Common Effluent Treatment Plant (CETP) and waste Dumping Yard is under construction. 75% work of CETP has finished, Dumping process of the Tannery units will be starts by June 2016.

The project will provide the revitalization of rural economy, specially in northern region through establishing and Industrial Park, of 400 acres of land. There will be 801 nos. of developed plots in which 570 small and medium industrial units will be set up . All infrastructure, utilities and facilities like internal roads, drainage, culvert, street light, electricity, water supply, banking, bonded warehouse customs clearance and trade logistic, net work building internet service, conference centre, fire station, security facilities, consulting services, medical and product exhibition area, child care facilities, dormitory, post office and commercial centre will be available there. About one lac people will get employment opportunities in the project. The project area is affected by the damage of embankment of the river Jamuna. The infrastructural work of the project could not be start due to delay in repairing the embankment by water development board.

To increase production and supply of adequately iodized salt as per requirement for the population. To provide legislative support to make iodization of edible salt mandatory. To create demand for adequately iodized salt by the consumers. To ensure sustainable business plan for procurement supply and utilization of potassium iodate. More over the project has provided 267 Salt Iodations Plant (SIP) to the Salt Industries for mixing iodine in the edible salt with the aim to remove Iodine deficiency in human body Due to implementation of CIDD project 84 percent household of the country are now using iodized salt. 110 Metric Tons of Potassium iodate has been imported for distribution among the salt millers under this project. BSCIC is regularly monitoring the adequate supply of Iodized Salt in the Market.

BSCIC arranges training programmes for entrepreneurs with a view to improve their skills in the Small and Cottage industries area, so that, they may become as successful entrepreneurs. To improve skills of less educated youths, both men and women, BSCIC has 15 Skill Development Training Centres in the country. Training courses has been arranged in these centres on different technical trades. By dint of these Trainings, a good number of individuals found employment both at home and abroad. Raw material and equipment as loan supports are given to the distressed people of the Rangamati, Khagrachari and Bandarban Hill Districts free of interest after giving appropriate training under this programme. For promotion and extension of Small and Cottage Industries BSCIC facillitates credit arrangement for private entrepreneurs from its own fund, different banks and financial institutions. To simplify loan process BSCIC and banks have uniform loan application form. BSCIC after receiving a loan application from an entrepreneur, send it to a bank with reccommendation after proper evaluation. The bank may disburse loan or may conduct further evaluation. With the priority of poverty alleviation as a goal for the National economic development, BSCIC had implemented a number of poverty alleviation projects and trying to continue them as permanent programmes.

BSCIC arranges credit for entrepreneurs through development projects and programmes. These credit oriented development programmes are as follows: 1) Self Employment Through Small and Cottage Industries programme. 2) Women Entrepreneurship Development Programme (WEDP). 3) Poverty Allevation Through Income Generating Activities programme. 4) Revitalization of Rural Economy Through Development of Rural Industries programme.

To attain self-sufficiency in salt production BSCIC has a
permanent institutional framework named Salt Industries
Development Programme in Cox’s Bazar The activities
of this Programme is spread throughout the coastal area
of Cox’Bazar and Chittagong District. Cleaner white raw
salt are now abundantly produeced on polythene sheets
as an outcome of this programme. In the financial year
2014-15, 18.00 lakh metric tons of salt was produced
against the target of 12.82 lakh metric tons.

Honey is used as food and as well as medicine. BSCIC has been arranging Bee Keeping Training courses based on modern scientific methods and extends services to entrepreneurs. Alongwith under-educated unemployed youth; youth engaged in various professions, students, elderly pepole and even housewives participate in these courses. Bee-keeping programme helps to alleviate poverty by itself and also helps to boost crop production by adequate pollination
The bee-keeping programme is implemented and managed by the Promotion Division of BSCIC. The production-cum-demonstration centre at Jatrapur in Bagerhat District is a permanent Training centre. Along with this, there are Production-cum-Demonstration centres at Vadun (Gazipur), Baghmara (Comilla), Basherhat (Dinajpur), Thakurermati (Sylhet) and Kawnia (Barisal). Moreover, on demand from entrepreneurs; mobile Training programmes on Bee Keeping are arranged in different parts of the country. Actual honey production was 100 tons during the 2014-15 FY against the target for was 88.58 metric tons.

BSCIC started a crash programme in 1974-75 aimed at improving the standard of living condition, creation of job opportunities and income generation of the people of the Chittagong Hill Tracts Region. Dahagram –Angorpota enclave, an integral part of Bangladesh was detached from mainland of the country due to lack of corridor. The enclave is connected now through the Tinbigha Corridor since 1992.Due to long detachment from the mainland; living standard of the enclave is very low However opening of the Tinbigha Corridoor has created opportunities to undertake development activities in the enclave. A credit programme is run by BSCIC in this enclave. Tk. 31.74 Lakh has been distributed to 470 cottage type units so far through this credit progtamme since its starting.

Bangladesh Small and Cottage Industries Corporation (BSCIC) conducted survey on SCI for the 1st time in 1962. According to that survey, there were 16,331 small industries and 2, 34,934 cottage industries in the country. For the 2nd time, BSCIC conducted a survey on small industries in 1978 and on cottage industries in 1980. These survey revealed that small industries increased to 24,005 and cottage industries to 3, 21,745. Later on BSCIC conducted another survey in 1985-89 which was published in 1991.This survey revealed that Small Industries increased to 38,294 and cottage industries increased to 4,05,478 in the country, excluding the handloom sector. According to BSCIC’s information there are 1,17,665 small and 6,53,769 cottage industries in the country on June 2015.
