2. Management Conditions on Boundaries Boundary Conditions
SMZ / FMZ FMZ 2 and 3 a – includes areas of Rainforest and High Conservation Value Old Growth. These areas must be protected as marked on the map.
FMZ 3b – Available for harvesting and displayed on the HPOM as special prescription. Harvesting must ensure trees harvested are evenly spaced to the greatest extent practicable to avoid a discontinuous or jagged skyline.
FMZ 4 – Available for harvesting under the conditions of this plan and displayed on the HPOM as net harvest area.
Aboriginal Cultural Heritage
Surveys have been conducted during February 2018. If any potential heritage sites are identified an interim 100m exclusion buffer must be applied and Planning Supervisor notified as soon as possible.
Non Aboriginal Cultural Heritage
The planned area, particularly compartment 657 is in close proximity to the historical gold mining township of Solferino. An old bullock track ‘Miners Walking Track’ is in compartment 657 as displayed on HPOM. A 10m EZ exists on this track. Mine sites will be adequately protected due to their ecological values. Any other sites discovered must be marked and exclusion zones implemented to ensure their preservation, operational safety requirements or ecological values (whichever EZ is greater).

4. Haulage Route and Contractor Travel Route
Haul Route Internal compartment trails to Lionsville Rd – then east out of forest via Lionsville Road.
Directly after periods of moderate to heavily rainfall, the crossing at Washpool Creek is impassible. During these times haulage is suspended or must travel west along Lionsville Road – then out of forest via North Ewingar Road.
The HC must develop a strategy to ensure trucks do not use the crossing when unsafe to do so.
Steep Grade Due to a grade up to 15 degrees, an assessment is required by North Haul prior to roadworks commencing on 664/4 Rd, 664/5 Rd and 664/6 Rd. To facilitate access to North Haul, the Roading Coordinator must contact the Harvesting Coordinator to notify North Haul when access is available to the end of 664/1 Rd.

5. Community
Issue Detail Conditions
Forest permits Apiary site
Two apiary permits cover the planned harvest area. No bee hives were present during planning. If hives are identified prior to harvesting, the Bee Permit holder must be contacted by the HC at least two weeks prior to commencement to allow hives to be moved and again on completion.
6. Infrastructure
Infrastructure Conditions
All Mapped Fire Trails Mapped trails must be reinstated to similar or better condition than prior to harvesting/snigging and comply with the EPL.

Crew to remove all merchantable stems not marked for retention and ensure mechanical disturbance creates a suitable seed bed for regeneration.

STS Medium – Heavy

Wet Eucalypt – high volume (cpt 663, 664 & 669)
Crew to remove all merchantable stems not marked for retention and ensure mechanical disturbance creates a suitable seed bed for regeneration.
HC to instruct crew to retain patches of quality advanced regeneration where they
occur.
Bell Minor Associated Dieback
Some areas in the planned harvest area, particularly in compartments 663 and 664
dominated by Sydney Blue Gum, are showing signs of Bell Minor Associated Dieback
(BMAD). This area is indicatively shown on Operational Map.
Harvesting must focus on removing affected trees while retaining healthy seed
trees. FT must map areas affected by BMAD using ‘Visual, ground-based, scoring
system for eucalypt crown dieback’ attached to harvest plan, with severe areas
scoring ≤13 being excluded from harvest. Rehabilitation works must be completed,
targeting moderately affected BMAD areas (scoring 14-18).
Suggested rehabilitation works may include but are not limited to:
- Heaping of lantana - Post harvest burning - Seeding or enrichment planting of non-susceptible endemic species (ie
brushbox) - Herbicide control

Compartment Mark-Up Survey

Compartment mark-up surveys must be conducted at least 300m in advance of operations. The survey must search for threatened and protected species features listed in conditions 5.1 and 5.2 of the TSL. No Koala star search triggers were identified during pre- harvest surveys.
Hollow-bearing & Recruitment tree retention (H and R)
Non Regrowth Zone - 5.6 b & c, conditions apply.
Additional H trees for Greater Glider condition does not apply.
FT must select and mark 5 H trees/ha and one R for each H retained.

1. Objectives
• Roadworks are required to service native forest harvesting operations within the above compartments. These compartments are scheduled for harvest mid 2019.
• The operational map shows the location of the proposed works. • Attachments: Financial Analysis Spreadsheet gives full details of costs, benefits, material &
plant requirements.
2. Specifications and Legal Conditions This operation must comply with: • Standard Operating Procedures for Native Forest Operations in the UNE IFOA. • Licence Conditions issued by Forestry Corporation of NSW under the Forestry Act (2012). • State Forests of NSW Forest Practices Code - Part 4 Forest Roads and Fire Trails (February
1999). • Integrated Forestry Operations Approval issued under part 5B of the Forestry Act 2012 (IFOA)
including the associated licences: - Threatened Species Licence issued under the Threatened Species Conservation Act (1995).
Fisheries Licence issued under section 220ZW of the Fisheries Management Act 1994. - Environment Protection Licence No. 4017 (UNE) issued under section 55 of the Protection of
the Environment Operations Act 1997. Licenced operation
3. Special Conditions
Feature Conditions
Aboriginal Cultural Heritage Surveys have been conducted during February 2018. If any potential heritage sites are identified an interim 100m exclusion buffer must be applied and Planning Supervisor notified as soon as possible.
Non Aboriginal Cultural Heritage The planned area, particularly compartment 657 is in close proximity to the historical gold mining township of Solferino. An old bullock track ‘Miners Walking Track’ is in compartment 657 as displayed on HPOM. A 10m EZ exists on this track.
Mine sites will be adequately protected due to their ecological values.
Any other sites discovered must be marked and exclusion zones implemented to ensure their preservation, operational safety requirements or ecological values (whichever EZ is greater).
Threatened Ecological Communities Lowland Rainforest exists along sections of 669/1 Rd, 664/1 Rd, 664/2 Rd and White Beach Rd. Refer to HPOM for locations. The Roading Coordinator must mark TEC boundaries in the field prior to commencing roadwork. Only routine road maintenance within the current previously disturbed road prism is permitted. Trees >20cm DBHOB must not be removed. A report has been prepared for 664/1 Rd to assist with roadworks along 664/1 Rd (attached). Refer to SOP TEC Management for further

Threatened Species A Threatened Species Frog Exclusion Zone exists along 664/1 Rd (IFOA crossing 2) which requires EPA approval. At the time of harvest plan approval IFOA crossing 2 was awaiting EPA Approval. Senior Planner, Casino will provide written confirmation when works are permitted to proceed. At which point the road can be reopened through the Threatened Frog Species Exclusion Zone, minimising disturbance and being drained to EPL.
Mass Movement Hazard Yes, potential for Mass Movement to occur exists. Refer to SOP 14 -Site Specific Operating Conditions for Mass Movement.
Haulage Standards Yes – All preparatory road works to facilitate timber haulage. Due to a grade up to 15 degrees, an assessment is required by North Haul prior to roadworks commencing on 664/4 Rd, 664/5 Rd and 664/6 Rd. To facilitate access to North Haul, the Roading Coordinator must contact the Harvesting Coordinator to notify North Haul when access is available to the end of 664/1 Rd.

• Note: Clearing is generally permitted within 3m of the road prism for all roads. Ground disturbance and tree debris may impact outside this 3m either side of the road prism as is required to effect clearing within 3m of the road prism. Conditions 5, 6 and 47 Schedule 5 of the EPL must apply.
