Contractor must ensure timber removed is allocated to the correct compartment when entered into Electronic Delivery Docket.
2. Management Conditions on Boundaries Boundary Conditions
SMZ / FMZ FMZ 2 and 3 a – occur and are mapped on HPOM as exclusion zones consisting of High Conservation Old Growth Forest. Additional areas are embedded within mapped areas of Rainforest and Rocky Outcrop.
FMZ 4 – Available for harvesting under the conditions of this plan and displayed on the HPOM as net harvest area.
Aboriginal Cultural Heritage
Aboriginal Cultural Heritage Survey report is pending. No operations to take place until report and consultation has been completed. If any potential heritage sites are identified an interim 100m exclusion buffer must be applied and Planning Supervisor notified as soon as possible.
European Cultural Heritage
Lettered Tree: Located below dump 8 there was a tree with a broad arrow and lettering carved into the truck. The tree could not be located during planning. FT’s to continue search and mark tree for protection if located.
Lonsdale’s Sawmill Site, Glovers House and Ogilvy’s Hut: no evidence was found other than old clearings. Protect any artefacts found in these sites.
Neighbours A 40m wide road reserve for the Gwydir Highway occurs along the western boundary of the compartments. The Boundary of the reserve is delineated by fence line. No trees are to be harvested within the road reserve. Harvesting machinery is prohibited from the reserve except for the non-haulage section of 26/1 Road.
Gibraltar Range National Park is adjacent to the East of the compartments but is separated from the harvest area by Rainforest and HCVOG, except for a section along Cpt 25. This boundary must be conservatively marked by the FT after consultation with the NPWS Ranger.

4. Haulage Route and Contractor Travel Route Haul Route Internal compartments trails to Martins Gate Road, 24/1 Road and Tallowwood
Road – then out of forest via Gwydir Highway onto various sawmill sites.
BEWARE – Moderate traffic flow exists along Gwydir Highway. Extreme care should be taken turning onto highway from Martins Gate Road and Tallowood

Road. Haulage Contractor must complete a risk assessment before commencing haulage operations.
Traffic Control Plan A Traffic Control Plan (TCP) must be developed, by an accredited company, and implemented when harvesting within 2 tree lengths of the Gwydir Highway. The HC must review WHS Procedure 4.11 - Traffic Management for more information.
Mud- Gwydir Highway HC and Crew must monitor exits onto the Gwydir Highway to ensure mud is not dragged onto the highway during haulage.
5. Community Issue Detail Conditions
Forest Permits (Bees) Apiary permits exists over the western half of the net harvest area.
The Apiary Permit holders have been notified regarding the harvest event. No hives were detected during planning however if hives are constraining harvesting operations then the apiarist must be contacted by the HC at least two weeks prior to commencement of harvesting to allow hives to be moved and again on completion of harvesting in the area.
Gibraltar Range National Park
Controls for recreation use
This area adjoins Gibraltar Range National Park. The National Parks office in Glen Innes has been notified of the harvesting and roading operations. Roading and Harvesting Supervisors must notify the Ranger prior to operations beginning. The area and Martins Gate Road may be used by members of the public during visits to the National Park.. It is the crew’s responsibility to ensure that their work site is safe during the course of operations and a Traffic Management Plan (TMP) has been developed and implemented for state forest roads (refer to WHS 4.11 Traffic Management).
HC and Crew must develop management procedures for dealing with unexpected visitors/recreational users and include these in the SSP.
6. Infrastructure
Infrastructure Conditions
All Mapped Fire Trails Mapped roads must be reinstated to similar or better condition than prior to harvesting/snigging and comply with the EPL. The roads running parallel to the Highway are used as fire breaks. Please ensure that drainage structures installed will allow movement of vehicles.

7. Harvesting Conditions
Silviculture Type Harvesting Objectives and Condition for each stand condition
STS Light to Medium
In these stands dominated by New England species, the objective is to remove mature trees and suppressed trees to promote regeneration. A high proportion of defective and damage stems are present.
HC to instruct crew to retain patches of quality advanced regeneration where they occur.
Monitoring Due to high proportion of defective and fire damaged stems there is a low likelihood of basal area limit being exceeded, therefore no basal area monitoring is required.

Harvesting - Crew and HC responsibilities
Protection of Retained Trees (5.6h)
Trees marked or selected for retention must not be felled.
The crew must minimise damage to H, R and E trees by using directional felling.
Harvesting debris should not accumulate within 5 m of retained trees. Where debris does accumulate the crew must remove or flatten to < 1m high.
The HC must be notified of any badly damaged retained trees and they must assess and record if a replacement retained tree is required.
Stag Retention (Dead standing trees 5.6f)
The crew should retain stags where safe to do so.
The crew must record the date, DBH, risk and location of unsafe stags removed

1. Objectives
1. Roadworks are required for a Native Forest Harvesting operation scheduled to commence in early to mid 2019.
1. The operational map shows the location of the proposed works. 2. Attachments: Financial Analysis Spreadsheet gives full details of costs, benefits, material &
plant requirements.
2. Specifications and Legal Conditions
This operation must comply with: • Standard Operating Procedures issued by FCNSW. • State Forests of NSW Forest Practices Code - Part 4 Forest Roads and Fire Trails (February
1999). • Integrated Forestry Operations Approval issued under part 5B of the Forestry Act 2012 (IFOA)
including the associated licences: - Threatened Species Licence issued under the Threatened Species Conservation Act (1995). - Fisheries Licence issued under section 220ZW of the Fisheries Management Act 1994. - Environment Protection Licence No. 4017 (UNE) issued under section 55 of the Protection of
the Environment Operations Act 1997. Licenced operation. • Technical Guidance Notes for Roadworks.
3. Special Conditions
Feature Conditions
Cultural Heritage Aboriginal Cultural Heritage Survey report is pending. No operations to take place until report and consultation has been completed.
Threatened Species See Harvesting Plan and Harvesting Plan Operational Map for exclusion zones. Only road maintenance is permitted within the rocky outcrop and Rufous Scrub Bird exclusions (no tree removal >20cm dbhob). Roading Coordinator must mark these exclusion boundaries before commencing roadworks on Boundary Break and Martins Gate Road.
Gwydir Highway Gwydir Highway is a Shire and Roads and Maritime Services (RMS) road. A short section of 26/2 Road is contained within the road reserve (adjacent Rocky Outcrop). No roadworks to be undertaken within the Highway road reserve until approval is obtained from these organisations and the Planner provides written advice to the Roading Coordinator and Roading Supervisor.
Environmental impacts i.e. Dust, Noise, Water, Visual
During Roadworks the Roading Coordinator must monitor exits onto the Gwydir Highway to ensure mud is not dragged onto the highway. No gravelling is to be undertaken within the Highway road reserve without written approval from Shire and RMS.
Safety Issues (includes hazards, public use of roads)
All operators to remain vigilant when entering and exiting Martins Gate Road and Tallowood Road to / from the Gwydir Highway. Roading Coordinator and Contractors must complete a risk assessment before commencing haulage operations. See Hazard Assessment in the Site Safety Pack

3.1 EPL Licencing (if applicable) • This operation is licensed under the EPL. • The Roading Supervisor/Harvesting Supervisor is responsible for licensing the activity • The Roading Coordinator/Harvesting Coordinator must notify the Roading
Supervisor/Harvesting Supervisor when operations have commenced and ceased.
4. General Conditions
• Tree removal should be undertaken mechanically where possible. Refer to Safety Procedures 4.25 “Manual Tree Felling” and 4.26 “Management of Hazardous Trees & Overhead Hazards”.
• Remove vegetation within 3m of the road prism only where required to maintain safe sight distance and passage of trucks.
• Note: Clearing is generally permitted within 3m of the road prism for all roads. Ground disturbance and tree debris may impact outside this 3m either side of the road prism as is required to effect clearing within 3m of the road prism. Conditions 5, 6 and 47 Schedule 5 of the EPL must apply.
