This past weekend, during our latest winter storm in our newfound Polar Vortex, I found myself daydreaming about the warmer weather and all of the energy and opportunities that will come with it. I look forward to the upcoming months and working with all of you...without you, there is no us!

Wall of Wines a Success The ISAE Scholarship Committee wants to thanks all of our great members who donated wonderful bottles of wine, as well as the people who purchased more than 45 bottles of wine and are enjoying them! We raised over $750 dollars for the Scholarship Fund! In 2013, we awarded one scholarship and are looking to award more in 2014. The Scholarship Committee urges all members interested in ISAE professional development and/or seeking CAE and CMP certification to apply. Most associations have a ticking bomb and they don’t really know it. Their core membership is going to start (don’t say it) r e t i r i n g. All those Baby Boomer members are going to drop out of

membership and then what? Not only do you need to recruit more of these ideal customers (Boomers) but you also need to focus on the “young, new blood” in your marketing, programs and leadership. Marketing to Baby Boomers is fairly easy. The Association recruiting efforts of the past will get what they got in the past, a few more of that Rock and Roll group. The real challenge is recruiting membership with the Gen X & Y (20ish to 40ish). That group grew up during the 30 years of constant layoffs that infected American business from the 1980s until now. They just don’t trust like the Boomers do. Their life experience is that mom or dad came home with a pink slip and were miserable. They believe in work/life balance . . . none of this “to die for the organization is to live forever” stuff that Baby Boomers practice. They don’t volunteer to join if they don’t see something in it for them.

Remember they want . . .Educational Opportunities 1. (they want this to grow their business abilities)Leadership Opportunities 2. (they want this to grow their business abilities)To “make a dent in the universe”.3.

Don’t communicate your Association value of “our networking events” to the Gen XY group, because they just expect networking to be a tool/process that will get them what they really want (the 1, 2, & 3 above). What they want are the clear measurable programs and messages that let them know what they need to be able to lead, learn and to make a dent in the universe. The challenge for Association leadership...use your wisdom to balance the focus on Baby Boomer members AND venture into new territory by recruiting these Millennials. There

is a call for two different messages. One is focused on leaving a legacy and the younger generation is focused on winding UP (skills/contribution) to create a legacy going forward. Both are the same, but with slight nuances in the time and skills needed. No hiding your head in the sand on this one. It requires learning new skills or asking those who naturally have those skills to help educate or lead. It means getting this younger generation to look at Association programming to make sure it connects with Boomers and Gen XY. It means you have to get presenters and speakers who are not limited to PowerPoint, or their spiel. Many speakers will be going the way of cotton only undershirts, penny loafers and frozen pizza. Start focusing on great presenters who can facilitate learning and getting participation and discussion with your members. You will want to go inside and outside of the Association industry. The innovative methods of giant corporations to sell and brand to this younger generation is a must. Which of your offerings can you say definitely helps your members GROW THEIR BUSINESS? In your planning to make

sure your Association activities have return on investment (ROI) for the Gen XY (and Baby Boomers while you are at it.)

Why? Because cars that don’t interface with your smart phone are not that smart. Because screwdrivers and “craft” tools are just barely keeping some legacy department stores breathing. They just aren’t as sexy as Twitter, or the latest app. Your marketing and message has to be exciting, an experience . . . it must be charismatic.

CAMP PLANS TO RELEASE TAX REFORM DRAFT NEXT WEEKHouse Ways and Means Committee Chairman Dave Camp (R-MI) has informed committee Republicans that he intends to release a comprehensive tax reform plan next week. Camp has been working on a bill for months but has, up to now, kept the details of his plan under wraps. House leaders have generally endorsed tax reform as a means of lowering top rates and simplifying a complex tax code, but last fall encouraged Camp to wait to release a proposal. Camp’s goal is to lower top tax rates to 25 percent, down from 39.6 percent for individuals and 35 percent for corporations. To do that will require Camp to eliminate or drastically cut some popular tax breaks – something that could be politically difficult for lawmakers to support in an election year. In an email sent this week to Ways and Means colleagues, Camp insisted that the time for tax reform is now. “Many in Washington are scared by the prospects of tax reform,” Camp wrote. “They don’t want to look special interests in the eye and say the game is up. Well, it is. We simply cannot afford the business-as-usual mentality that keeps Washington comfortable but complacent.” Camp’s plan will likely face a number of obstacles, including opposition from Democrats who want tax reform to raise more revenue instead of the revenue-neutral

approach favored by Camp. Camp also recently lost his tax-writing partner in the Senate when Sen. Max Baucus (D-MT) was confirmed as the next ambassador to China. Baucus’s successor as Senate Finance Committee Chairman, Sen. Ron Wyden (D-OR), has signaled he may be more interested in moving an extension of expired tax breaks than a comprehensive tax reform package. While Camp has not said when he would seek a committee markup, GOP leadership staff have admitted that the caucus isn’t likely to support what they haven’t seen. ASAE will be closely looking at Camp’s plan, if and when it’s released, to see what the implications might be for associations and other types of tax-exempt organizations.

ASAE SUBMITS COMMENTS ON IRS RULES ON 501(c)(4)sASAE submitted comments this week on proposed rules released by the Internal Revenue Service (IRS) last fall that would restrict the amount and the type of political activity that 501(c)(4) groups can engage in without jeopardizing their “social welfare” tax status. The IRS’s proposed rules would redefine “candidate-related political activity” by 501(c)(4) groups to include activities such as candidate forums or meet-and-greets, get-out-the-vote efforts and voter education. The IRS has also asked for comments on whether the new rules should be applied to 501(c)(5) labor groups and 501(c)(6) trade and

professional associations as well. The proposed rules have already generated a record number of public comments – more than 25,000 so far – with thousands more likely to be filed before the Feb. 27 deadline. ASAE’s comments focus on the expanded definition of political activity and the possible extension of the rules to cover trade and professional associations. Creating a new definition of “political activity” that includes candidate forums and issue-related communications sent out close to elections inhibits the free speech rights of these types of organizations, ASAE said.

“Instead of providing a bright line test for what constitutes political intervention, the expanded definition of ‘candidate-related political activity’ in the proposed rulemaking would regulate far more speech or advocacy than is warranted and could create a chilling effect on the role nonprofit organizations play in fostering civic engagement and democracy,” ASAE said. Given the challenges of enforcing limits on political activity in a fair and consistent manner, not to mention the need for the IRS to be perceived as non-political, ASAE suggested that the IRS could choose to rely on a determination of “excessive” political activity from the Federal Election Commission (FEC). “That would remove the IRS from facing any allegations or perceptions of political bias and enable it to focus its resources on revenue collection,” ASAE said in its comments. The House Ways and Means Committee last week approved a bill to block the IRS from finalizing its rules for one year. Ways and Means Committee Chairman Dave Camp (R-MI) has said that the proposed rules, issued by the Treasury Department and IRS last November, are “a blatant attempt to legalize and institutionalize targeting by the IRS.” A companion bill has been introduced in the Senate by Sens. Jeff Flake (R-AZ) and Pat Roberts (R-KS).
