SanJoaquinCountyWorkforceDevelopmentBoard(SJCWDB)

INTRODUCTIONTheWIOALocalPlanforSanJoaquinCountywasdevelopedbytheSJCWDBinpartnershipwiththeSanJoaquinBoard

ofSupervisorsandwillbesubmittedtotheCaliforniaWorkforceDevelopmentBoard(StateBoard).TheLocalPlan

establishesthepriorities,strategies,andguidanceforthedeliveryofbusinesssolutionsandcareerservicesthrough

theAmerica’sJobCenterofCalifornia(AJCC)system,locallyco-brandedasWorkNet.

ThegoaloftheWIOAistomeetemployerskillrequirementsandimprovethequalityoftheworkforce.Thecontinuous

achievementofthesetwoexpectationswillyield increasedeconomicself-sufficiency,reducewelfaredependency,

and enhance the productivity and competitiveness of the region. The Local Planwill create the framework for a

streamlined workforce training and employment delivery system that seeks to increase business prosperity by

supplyinghighly-skilledworkersandbusinesssolutions.Thefocusonmeetingtheneedsofthebusinesscommunity

isparamountintheLocalPlanwithdefinedlocalandregionalstrategies.

TheAJCCmission istoengagethebusinessescommunity,collaboratewitheducation/trainingproviders,andfund

innovativesolutionsthatmeetworkforcechallengesfacinglocalandregionalbusinesses.TheLocalPlanisadocument

detailinghowtheSJCWDBwillcoordinatewithemployersandjob-seekerstogrowoureconomyandtrainworkersto

meet current and future needs. WorkNet is an established network of engaged and effective partners working

togethertoassessandimprovetheregionalworkforcesystemwithcentersinthecitiesofStockton,Manteca,Lodi,

Tracy,andatDeltaCommunityCollege.

LOCALPLANOBJECTIVESTheLocalPlanisalignedwiththeSanJoaquinValleyandAssociateCountiesRegionalPlanandconsistentwiththe

threepolicyobjectivesstatedintheStatePlan.TheLocalPlanwillfoster“demand-drivenskillsattainment”byaligning

workforceandeducationprogramswiththeState’sindustrysectorstoprovidetheregionwithagloballycompetitive

skilled workforce. Secondly, the Local Plan will enable upward mobility for San Joaquin County Veterans and

populationswithbarrierstoemployment,byprovidingprogramsandaccesstomarketableskilldevelopmenttoattain

longtermeconomicmobility.Lastly,theLocalPlanaligns,coordinates,andintegratessolutionsandservicesthrough

theAJCCpartnerstomaximizeresourcestoachievescaleandimpact.TheLocalplanwillachievetheseobjectivesby

aligningprograms,integratingservices,braidingresources,andcreatingupskillingon-rampsthatwillactasregional

accesspointsforsectorpathways.

BUSINESSENGAGEMENTThe SJCWDB will maximize the use of State labor market information investments such as Dun & Bradstreet,

EconoVue, and other sources of information to provide business solutions such as On-the-Job Training and/or

IncumbentWorkerTraining,andtaxincentivesinformationtomeettheneedsofbusiness.Allbusinessactivitywill

betrackedintheState’sCalJOBSdatabase.TheLocalPlandetailshowbusinessinputwillbeusedtodeliverrelevant,

targeted,industry-recognizedtraining.TomaximizethecoordinationandeffectivenessoftheBusinessEngagement,

allactivitywillbedocumentedusingtheCalJOBSCustomerRelationsManagementmodule.

SERVINGINDIVIDUALSWITHBARRIERSTheWIOAandState lawmandatethatservicesbeprovidedto individualswithbarrierstoemployment.Forsome

individuals,thiswillalsorequiretheprovisionofremedialeducationservices,includingservicesdesignedtoimprove

literacyandnumeracy,Englishlanguageliteracy,andprogrammingthatfacilitateshighschooldropoutrecovery.To

betterpositionthese individuals toparticipate intrainingandeducationprogramsthatarecalibratedtobusiness’

needs,theLocalPlandetailsrelianceonservicesofferedbyallcoreAJCCpartners.

PLACEMENTINQUALITYJOBSQuality jobsbeginbyengagingthebusinesscommunity.ThisPlanmakesitaprioritytoworkwithbusinessesthat

offerjobswithgoodwagesandbenefitstofostereconomicgrowth.TheAJCCswillprovidesolutionstoincollaboration

withbusinessesdependingwheretheyareintheirbusinesscyclefromstart-upstolayoffaversionstrategies.

CUSTOMER-CENTEREDSERVICESServicesprovidedtoAdult,DislocatedWorker,andYouthwillbebasedonneedwithsomeindividualsreceivingbasic

skills remedial training, prior to enrollment in vocational or job training, and others only requiring access to

local/regional labor market information about businesses that are growing and/or hiring. The comprehensive

assessmentprovidedthroughtheAJCCswillprovideindividualsacareer“roadmap”tofindinggoodfamily-sustaining

jobs.

CONCLUSIONTheLocalplanwilldetailhowSanJoaquinCountywillprovidebusinesssolutionsbyaligningsectorstrategiesand

providingcareerpathways.Theplanwillalsocoverregionalcollaboration,promotetheuseofearnandlearnmodels,

anddescribesupportiveservicesprovidedto individualswithbarrierstoemployment.Lastly, theplancovershow

capacitywillbebuiltusingcross-systemdatabyusingCalJOBSandtointegrateandbraidAJCCPartnerservices.

INTRODUCTIONProgramYear2015markedthefirstyearoftheWorkforceInnovationandOpportunityAct(WIOA).TheWIOArequireseachWorkforceDevelopmentBoard (WDB) todevelopandsubmit to theState, inpartnershipwith theLocalElectedOfficial,acomprehensivefour-yearplan.TheWIOALocalPlanwillbeeffectiveJuly1,2017-June30,2021.Thelocalandregional plan shall support the alignment strategy described in the State plan, in accordance with WIOA Section102(b)(1)(E),andotherwisebeconsistentwiththeStatePlan.WorkforceDevelopmentBoardsshallcomplywithWIOASections106(c)and108inthepreparationandsubmissionoftheplan.

LOCALPLAN

1) Acohesivestatementpertainingtothevision,goals,andstrategyoftheLocalBoardanditspartners,including:

i. Adescriptionof theLocalBoard’sstrategicvisiontosupport regionaleconomicgrowthandeconomicself-

sufficiency. Thismust include goals for preparing an educated and skilledworkforce (including youth andindividualswithbarrierstoemployment),andgoalsrelatingtotheperformanceaccountabilitymeasuresbasedonWIOAperformanceindicatorsdescribedin20CodeofFederalRegulationsNoticeofProposedRulemaking677.155(a)(1).Vision,goals,andstrategymustbelinkedtotheanalyticalbackgroundinformation.TheSJCWDBwillberesponsivethroughbusinessengagementanddedicatepartnerresourcesthatareresponsibleforprovidingbusinesssolutionstothetargetedindustrysectors. ItwillmarshaltheavailableemploymentandtrainingresourcestocreateaWorkforceDevelopmentSystemthatwillprepareaskilledlaborforce(andupskilltheexistinglaborforce)thatsupportthedevelopmentandexpansionofcommunitybusinesses.

1. Throughlocalandregionalstudies,theSJCWDBwillidentifyusingDNBdatathroughEconoVue,MarketInsight,andothersources,theskillgap,potentialtraining,andthecriticaldemandforlabor,nowandinthefuture.

2. Working in partnership with business and local strategic partners in education, it will facilitate thedevelopmentofcriticaltrainingandcredentialprogramsthatwillincreasetheskillssetsofpotentialjobcandidatesandsupportlocaltargetindustryandpreparejobseekerstomeettheneedsoflocalgrowthandemergingindustries.

3. Working in partnership with Industry Sector champions, stakeholders, and strategic partners, theSJCWDBwillengagebusinessthroughsectorstrategiesthatwilldevelopalocalandregionalworkforcedevelopmentsystemthataddressestheneedsofitsindustrysectorsusingdatafromstudiessuchasthe2016NorthSanJoaquinValleyIndex,IssuesforRegionalEconomicIntegrationandGrowth.1

4. Workinginpartnershipwithlocalbusinessesandpartnersineducation,theSJCWDBwilldevelop,earnand learn activities combined with On-the-Job Training, IncumbentWorker Training, and classroomtrainingtofacilitatethedevelopmentofaskilledentry-laborworkforce.

5. Workingwithrequiredandstrategicpartners,theSJCWDBwillconveneandsupportadvocacygroupslike the Chamber of Commerce and other business associations to support changes in policies andidentifylegislativesolutionstoeliminatebarriersthatimpedebusinessgrowthanddevelopment.

6. Workingwithstrategicpartners, theSJCWDBwillmaintainanongoing relationshipwith the targetedindustries,monitor their business cycle, and address their needs forWIOA and partner services anddeliverappropriatesolutions.

7. Workingwithstrategicpartners,theSJCWDBwilllookforopportunitiestoassistbusinessesthroughoutthebusinesscycle.

8. TheSJCWDBwillworkwithitsrequiredandstrategicpartnersandlocaltrainingorganizationstoprovideaservicedeliverysystemthataddressescriticalneedsandeliminatesthebarrierstoemploymentofjobseekersenteringthelabormarket.

9. The SJCWDB will be an engaged regional partner, working with the Central California WorkforceCollaborative(CCWC),theCaliforniaPartnershipfortheSanJoaquinValley(CPSJV),andtheirassociatestofacilitatethedevelopmentofaRegionalWorkforceDevelopmentSystemresponsivetothelocalandregionaltargetedindustries.Itwillworkwithitsregionalpartnerstosecurecompetitivegrantfundingthatwill furthersupportLocalandRegionalEconomicandWorkforceDevelopmentbyusing regionaltoolssuchasMarketInsightthroughDNBtodevelopacomprehensiveregionalstrategy.

Construction-includingPublicSectorInfrastructure(TierI)Theseprioritysectorswereidentifiedfortheregionthrougharegionallabormarketstudy/analysisconductedfortheCPSJVandlateradoptedbytheCCWC.Thisdatawillbeusedtofocusresourcesandtraininginvestmentsontheseregionalgrowthindustrysectors.TheSJCWDBwillalignitslocaleffortswiththeGovernor’svisiontomeettheworkforceneedsofhighdemandindustrysectors.TheCaliforniaDepartmentofTransportationanalysisprovidesaneconomicforecastforSanJoaquinCountyandreinforces the growing need to continue training workers in the healthcare and transportation sectors.2Additionally, the University of the Pacific released the California and Metro Forecast: Fall 2016, noting theStocktonmetropolitanareaasthefastestgrowingeconomyintheCentralValleyandistheonlyareathatwillsustaingreaterthan3%jobgrowthin2016.3TheSJCWDB’smissionistoimplementtheWIOAbystrategicallyengagingbusinessandleveragingandintegratingpartner resources to develop demand driven skill attainment thatmeets the evolving needs of business andacceleratestheupskillingofthelaborforce.BusinessEngagementisdefinedbyperiodicinteractionwithsectorbusinessesforthepurposeofmutuallydevelopinganon-goingrelationship,identifyingissues,withthepurposeofprovidingoneormorebusinesssolutions.Thesesolutionsareintendedtoassistbusinessregardlessofwherethey are situated in the business cycle and may be provided by the SJCWDB, workforce partners, or otherorganizations. All business engagement activity will be documented in the CalJOBS Customer RelationshipManagement(CRM)module.

TheSJCWDBwillstaycurrentwithdatafromtheEmploymentDevelopmentDepartment(EDD)LaborMarketInformationDivision(LMID)AnalystusingDun&Bradstreet(DNB)data,MarketInsightplatform,EconoVueandotherstudiestoengagebusinesstodevelopemployerrelationshipsandtoidentifythecriticalneedsofeachtargetedindustryasitrelatesto:

1. Theneedforaqualifiedandproductivelaborforce,2. Identificationoftheskillsetsandtrainingactivitiesrequired,3. Eliminationofbarriersthatimpedebusinessgrowthanddevelopment,4. Thedeliveryofsolutionstosupportbusinessgrowthanddevelopment,and5. Advocacyandtheneedforlegislationtoopennewmarketsandprovideincentivesandtaxcreditsthat

promotebusinessdevelopmentThe SJCWDB’s goals include developing stronger working relationships with business and with the localeducationalpartnersincludingSanJoaquinDeltaCollege(DeltaCollege),universities,adultschools,aswellastheSanJoaquinCountyOfficeofEducationtosupportthedevelopmentofworkforce-relatedactivities,careerpathways, and “RoadMaps” thatwill prepare customers for demand occupations in the identified targetedindustrysectorsandleadtodemand-drivenskillsattainmenttoadequatelyprepareaskilledworkforce.The SJCWDB will be the convener to engage business with partner agencies, specifically the EconomicDevelopment Center, the Economic Development Agencies in each municipality, Chambers of Commerce,

IndustrialRoundtablesandtheEducationalInstitutionstodevelophighlyeffectiveworkforcedevelopmentandsupportsystemsthatpromote the furtherdevelopmentandexpansionof the targetedgrowthandemergingindustries.StrategyThe SJCWDB’s strategy includes engaging business in the marshaling of resources, solumons, and programsavailable to support the development and growthof the local targeted industry sectors through an effecmveBusinessRetenmonandExpansionProgram(BREP).TheBREPwillconsistofon-goingengagementwiththetargetindustrysectorstomonitorandsupporttheirgrowthanddevelopmentandmeettheirsolumonrequirementsdependentontheirbusinesscycle.ThestrategyisforprioritysectorstobealignedregionallywithprioritysectorsinotherWorkforceDevelopmentAreasintheSanJoaquinValleyandwithoccupamonaldataderivedfromtheState of California’s LMID. The LMID released a Regional Economic Analysis Profile of the San Joaquin ValleyEconomicMarketdepicmngthetop10occupamonsintheSanJoaquinValley.4ThereportpriorimzesoccupamonsinAgriculture, Food andBeverageprocessing, andHealthcare as providing themost jobopenings. Currently,trainingofferedtojobseekersmustbeinthelocal“in-demand”occupamonslist(exceptforIncumbentWorkerTraining),thusprovidingindividualswithagreateropportunityofsuccesswhile,simultaneously,addressingtheneedsofthelocalbusinesses.BusinessTeamSanJoaquin(BTSJ) isagroupofcommipedEconomicDevelopmentprofessionalsandbusinessleaders thatprovideassistance tobusinesses located inSan JoaquinCounty. TheEmploymentandEconomicDevelopment Department (EEDD) under the SJCWDB provides oversight of the BTSJ which consists of 63organizamons including, Chambers of Commerce, City and County Economic Development Agencies, StateRegulatory Agencies, Business Service Organizamons, Port of Stockton, Council of Governments, CountyAdministrator,RegionalTransitDistrict, theAirport,StateEDD,LMID,and theSJCWDB.Through theBTSJ, theSJCWDBstrategyalso includesexpandingservicedeliveryandworking inpartnershipwith itsmembership, tocreateafriendlybusinessclimate,moresuppormveandresponsivetotheneedsofthelocalpriorityandemergingindustrysector.BTSJmembers take the leadership role in scheduling “Red Team” visits to respond to the business calls forassistance. A Red Team comprised of SJCWDB staff, Economic Development and Chamber staff from therespecmvecityorareawherethebusinessislocated.OncetheRedTeamconductsthefirstvisit,anddeterminestheassistanceneeded,theteaminimatesacallforacmonrequesmngtheBTSJmemberswhohavetheexpermse,resourcesandsolumonsneededtorespondandaddresstheneedsofthebusinessareacmvated.ThesebusinessengagementacmvimeswillbedocumentedintheCRM.ThroughthelocalAmerica’sJobCentersofCalifornia(AJCC),theSJCWDBwillfacilitatetheoutreach,intakeandenrollmentofcustomersfromprioritytargetgroups,includingthemostdifficulttoservemembersofthelocalpopulamon.Thiswillincludethedevelopmentofcomprehensivereferralprocesseswithpartneragenciesinthecommunity that tradimonally serve these target groups to include discussions about hiring individuals withdisabilimes.ThecurrentplanistoprocurearegionalOneStopOperator(OSO)tocoverKings,Madera,Merced,and San Joaquin County LocalWorkforce Development Areas (LWDAs) as a “mall manager” with the careerservicesprovidedbytherespecmvelocalboards.OSOprocurementisinprocessnowandwillbeoperamonal1July2017.TheSJCWDBreservestherighttoterminatetheagreementforperformanceandwillassumethedumesoftheOSOintheeventofafailedprocurementorotherextenuamngcircumstances.

ii. Takingintoaccountanalysesdescribedabove,provideastrategytoworkwiththeentitiesthatcarryoutthe

core programs and other required partners to align resources available to the local area, to achieve thestrategicvisionofthelocalplan.

TheSJCWDBwill conduct anassetmappingassessment to take inventoryof resources, services andprogramactivitiesavailabletosupporttheAJCCcustomersandeliminatetheirbarrierstoemployment.Sub-agreementswillbeestablishedwithallpartneragenciesthatareapartytotheMemorandumofUnderstanding(MOU).Thiswill define, in sufficient detail, the resources, services and programs available through each of these partneragencies. Itwill alsodevelop theprotocols for the referralof customersbetween theAJCCpartner agencies.WorkNetUniversitywill be the forum to facilitate thedevelopmentandcross trainingwithpartnerprograms.Meemngswillbescheduledonaquarterlybasistoperformthefollowingstaffdevelopmentacmvimes:• Orientamontoprotocols,policiesandprocedures.• Partner agency orientamon of available resources, services and programs (each agencywill provide an

orientamonintheprotocolstofacilitatethereferralofAJCCcustomerstotherespecmveagencyforservicedelivery) to includeanassessmentofandaddresstheneedtoprovideservicestotheforeignbornandlimitedEnglishproficientindividuals.

• ConmnuousQualityImprovementPolicyReview.• PartnerparmcipamoninfederalandStatewebinars.• StaffDevelopmentWorkshopsandTrainingacmvimes.• Partneragencydiscussionsoncrimcalissues.• CommunityBasedOrganizamons–orientamonofavailableresourcesandservicesthroughnewpartners.• Partner training by the CaliforniaWorkforce Associamon (CWA) on numerous topics directly related to

providingsolumonstobusinessaswell jobseekerservicesthroughtheAJCCincludingworkshopsbytheCaliforniaLaborFederamon(CLF).

Municipalimeswill idenmfyanyaddimonaltargetbusinesstheywanttheSJCWDBtoinclude.TheSJCWDBwillusetheBREPannualvisitsinconjuncmonwithDNB,EconoVue/MarketInsighttoassessthewellnessofthecompanies,usingperformanceindicatorsincluding,butnotlimitedto,thefollowing:• Expansionacmvimes/downsizing;• Capitalinvestment;• Increasedtaxrevenue;

Asindustrysectorstrategiesarejointlydevelopedwithbusiness,SanJoaquinCountywillexperienceincreasedcollaboramon and beper coordinamon of the delivery of business solumons thatwill lead to stabilizamon andexpansion.Strongeradvocacywillleadtolegislamvesolumons,includingprovidingincenmvesandmakingavailabletaxcreditsthatpromotebusinessgrowthanddevelopment.

On-goingbusinessengagementwillfostergreatercollaboramonandcoordinamonamongstrategicpartnersandserviceprovidersinthelocalcommunimes.Sectorstrategieswillincreasebusinessengagementandparmcipamon.Businessengagementwillinclude,butwillnotbelimitedto,thefollowing:

2.CareerPathways(includingregional)

TheSJCWDBwilldevelop,withdirectbusinessinvolvement,careerpathways.ThesepathwayswillincludeinputfromAJCCeducamonalpartnerstoensurethereisprogressiveskillsdevelopmentthroughouttheeducamonand

trainingprograms.TheSJCWDBwillmakecertainthateachlevelofskillsdevelopmentcorrespondswithanin-demand labormarket. Thepathwayswillbeflexiblydesigned,demand-driven,andcustomer-centered. AJCCstaffwillusenewanddevelopedprogramsthatrealigncurriculum,andprovidealternamvedeliverymethods.One example of career pathways is the San Joaquin Regional Transit District’s Hybrid Vehicle MaintenanceMechanicTraining.ItisaPartnershipbetween:SanJoaquinRegionalTransitDistrict(RTD),DeltaCollege,SJCWDB,andtheCaliforniaDepartmentofIndustrialRelamons.TheRTDwasaskedtoconsiderhavingDeltaCollegeconductthe training at the new San Joaquin County Regional Transportamon Center. With strong support frommanagementandtheRTDBoard,theprojectwasapproved,enablingthetrainingtobeconductedinaState-of-the-Art,highlyspecializedmaintenancefacility. DeltaCollegewillbeabletousetheRegionalTrainingCenterequipment.Studentswillhaveanexcellentopportunitytogethands-onexperienceworkingonelectricandhybridvehicles.TheRTDwouldbeabletoleveragetheresourcesoftheSJCWDBandDeltaCollegetominimizethecostoftrainingforitsteamofbusmaintenanceserviceproviders.Avarietyofcareerpathwaysandroadmapswillbeused to facilitate the training acmvity and will provide promomonal opportunimes to individuals engaged inelectrical and hybrid vehicle maintenance. Students who complete the training will be able to work at anyRegionalTransitAgencyinNorthernCalifornia.Anotherexample iscreamngcareerpathways in themanufacturingsectorthatwillprovideDeltaCollegewithdirectbusinessinputtorestructuretheenmrecurriculumtomeettheneedsofthisindustrysector.Thecareerpathways will include an essenmal and basic skills course covering employer expectamons. Addimonally, thepathwaywill be designed to includemulmple, shorter, stackable cermficamon programs instead of a two-yearcermficamon program. These stackable and portable cermficates will lead to a comprehensive two-yearcermficamon. The cermficatesmay also be used to upskill employees in an IncumbentWorker Training (IWT)obtainedaterjobseekersareemployed.CareerpathwayswillalsobeestablishedintheVimculture&Enology(wineries)asthisisamanufacturingsectorthatmuchofSanJoaquinCounty’sLodiWineRegionisknownforandincludesjobsinsales,markemng,hospitality,operamons,distribumon,producmon,andboumqueindustries.3.Organizingregionally

SanJoaquinCounty,inpartnershipwiththeotherseven(7)LWDA’s,havebeenconducmngandhosmngregionalmeemngsforthepurposeofsharingbestpracmcesandconmnuingthedevelopmentofacomprehensiveregionalworkforce development system in the Central Valley. Examples of this organizing has been helpfulwhen theSJCWDBhasworkedwithnumerousemployersthatcrossovercountylines(i.e.,Gallo,FostersFarms,Amazon).TheCCWChasbeenalongstandingregionalcollaboramveandasuccessfulpartnership,asdemonstratedbytheirsuccesswithcollaboramveprojectsincludingregionalprocurementsofgoodsandservices,aswellas,theirsuccessinbeingtherecipientofnumerousgrantawardsasaresultoftheirsubmissionofregionalState(usingGovernor’sdiscremonaryfunding)andNamonalEmergencyGrant(NEG)awards.TheCCWChasbeentherecipientofseveralNEGs directly funded by the U.S. Department of Labor. It was the recipient of two (2) direct GovernorDiscremonaryGrantstosupportthedevelopmentoftheregionalworkforcedevelopmentsystemresponsibletotheregionaleconomy,andinsupportoftheCPSJV.TheCCWChasaseatontheBoardofDirectorsoftheCPSJC.TheCentralValleyLWDAs, includingSan JoaquinCounty,havesharedstrongcollaboramonthathas ledto thedevelopment of a common assessment strategy leading to an employer-recognized regional WorkKeysCermficamon.TheSJCWDBasamemberoftheCCWC,willconmnuethestrongcollaboramonandcoordinamonthatwillsupportthedevelopmentofaregionalworkforcedevelopmentsystemthatwillberesponsivetothebusinesscommunityintheCentralValley.TheSJCWDBiscommipedtoengagingandsuppormngtheregionalagendathatwillinclude,butnotbelimitedto,thefollowing:

4.EarnandLearn

The SJCWDB will provide business solumons to develop “earn and learn” partnerships designed to assistindividualswithbarrierstoemploymentbyprovidingthemwithlabormarketrelevantskills,workexperienceandincomethroughpaidworkexperience,externships,andunsubsidizedemploymentforyouth.Programswillbecustomized to serve parmcipants on the basis of their level of skills and their educamonal or training needs.Businesses will be provided mutually developed sequenmal strategies determined by their need, includingOJT/IWTtoupskilltheirexismnglaborforceandpotenmallybackfillingtheirneedforentry-levelworkers.Thisway,theAJCCwillserveastheon-ramptoemploymentopportunimes.

TheSJCWDBconvenesquarterlyApprenmceshipCommipeemeemngswithmembersoflocalandregionallabororganizamons to prepare parmcipants to enter pre-apprenmceships, apprenmceships and non-tradimonalapprenmceshipsprograms. In addimon, the SJCWDBconmnues toparmcipate in a regional pre-apprenmceshiptraining (funded by Governor’s 15% Discremonary) with the building trades. Other partnerships will includeworkingwith:

• The San Joaquin County Human Services Agency to coordinate and armculate subsidized employmentprogramswith“RegionalSectorPathway”efforts.

• TheDepartmentofVocamonalRehabilitamon (DVR) staff tohelpplace individualswith intellectual anddevelopmentaldisabilimesintocompemmveintegratedemployment.

• TheEmploymentTrainingPanel(ETP)toleverageStateincumbentworkertrainingprogramsthatleadtothepromomonofincumbentworkersandthesubsequentopening-upofentrylevelposimons.

TheCareerTechnicalEducation(CTE)Partnersgroup.Representativesfromworkforcedevelopment,educationandcommunitycollegeworkforceprogramsmeetmonthlytothink,plan,andcontinueeffortstoalignprogramswitheachotherandwithworkforceandeducationalprogramsattheregionallevelemployingsectorstrategiestofacilitatethedevelopmentofcareerpathwayprogramsalignedwithregionalindustrysectorneeds.

5.SupporXveServices

The SJCWDBwill provide suppormve services to AJCC customers enrolled in career services and for trainingsubsidizedbytheWIOA,toeliminatebarriersidenmfiedintheirtrainingplan.Suchservicesinclude,butarenotlimitedto,childcare,transportamon,counseling,buspasses,clothesandequipmentortoolsasrequiredbyanemployer.

Since the SJCWDB delivers services to individuals parmcipamng in other employment and training programs,includingCalWORKs/TANFandAB109 (ex-offender), theSJCWDBwill coordinate thedeliveryof services. Forcustomersco-enrolledinWIOA,casemanagementstaffwilluseotherfundingsourcesfirst.

TheSJCWDBisinanon-goingefforttodevelopastakeholderdrivenprocessthatalignsexismngsystemsamongstengagedworkforceandeducamonpartners.TheSJCWDBtracksco-enrollmentandsharesreal-mmeparmcipantdata, linkdatasourcesbetween localpartnersandhaveacommon idenmfier for longitudinaloutcomes. TheSJCWDBstaffisusingCalJOBStotrackinformamonprovidedtotheStateinordertodevelopmeaningfulreportsthatcanbeusedbetweenagenciesaspartofMOUPhaseIandtheCalJOBSGreeterProject.TheAJCCusesareferraldevelopedamongallpartnersthatwillbeusedtotrackservicesbeingprovidedbetweenpartnersandhave idenmfiedstaffateachpartneragencyasapointofcontactwhenmakingreal-mmereferrals.TheState’sCRMwillbeusedbyallpartnersthatengagewithaspecificbusiness.

7.IntegraXngServicesandBraidingResources

ThisSJCWDBhasahistoryofintegramngservicesandbraidingresourcesandworksdirectlywithEDDstaffintheAJCC. TheAJCCstaffparmcipate intheunemployment insuranceworkshopstoprovide informamonregardingServicesand/ortrainingopportunimes.TheAJCCstaffalsoworkwithveteranServices(DVOPandLVER)stafftoensure that theyareawareof all available servicesoffered.AJCCSeniorEmployment staffassist job seekers.CaliforniaHumanDevelopment (CHD),as the localMigrantSeasonalFarmworker (MSFW)WIOA167grantee,operatestheAJCCinthenorthsideoftheCounty.AJCCstaffapendworkshopsprovidedbyCHDtoMSFW’sandprovideinformamonregardingallAJCCservices.TheDVRisavailableforreferralsandkeepsstaffabreastofcurrentinformamon, research, and permnent rehabilitamon resources. Another example of integramng and braidingresources is foundat theAJCC locatedatDeltaCollege thathas securedaMOUdirectlywith thenursesandpsychiatric technician instructors to leverage available partner resources and enhance the local workforcedevelopmentprogramtobemoreresponsivetotheneedsofbusinessesinthelocalhealthcaresector.AJCCstaffprovide suppormve services to eligible enrollees to eliminate crimcal barriers to training and success in theprogram.

3) Requireddetailonspecifiedservicesandservicedeliverystrategies

i. ProvideadescriptionofthewaystheLocalBoardwillworkwithentitiescarryingoutcoreprogramstoexpandaccesstoemployment,training,education,andsupportiveservicesforeligibleindividuals,particularlyeligibleindividualswithbarrierstoemployment.TargetpopulationsincludethoselistedinWIOASection24(a)-(M).TheSJCWDBensures that the full rangeofemploymentandtrainingservicesareaccessible to,andmeet theneedsof the localpopulamon including those tradimonallyunderserved. This includesVeterans, thedisabled,recently incarcerated individuals, migrant and seasonal farmworkers, dislocated workers, public assistancerecipients,andotherswithbarrierstoemployment.Each of the five AJCCs employ fully-trained and competentworkforce professionalswho ensure job-seekers,regardlessoftheirspecificsituamon,haveuniversalaccesstothefullarrayofservicesavailablethroughareferraltoapartneragencyorothercommunityresourcethathaveagreedtoabidebyallfederalmandates,lawsandregulamons. To enhance theAJCC service delivery system, the SJCWDBhas acmvely pursued opportunimes toincreaseservicetotargetpopulamons.ThefiveAJCCsareacmvelyengagedwithpartnerstaffontheGoldCardInimamvetoprovideunemployedpost-9/11eraVeteransservices theyneedtosucceed in today’s jobmarket.AJCCstaffareakeypartofthePublicSafetyRealignment(AB109)efforts.TheSJCWDB,throughtheEEDD,isseatedontheSanJoaquinCounty’sAB109CommunityCorrecmonsPartnership(CCP)byBoardofSupervisor’sresolumon. TheEEDDhas receiveda significant amountofRealignment funds to serve theAB109populamonminimizing the impact toWIOA funding and expanding San Joaquin CountyWorkNet service delivery to itsparmcipants.TheRealignmentfundswereusedtocreatea“mini”AJCCwhereex-offenderscanaccessservicesthroughProbamon,BehavioralHealth, theHumanServicesAgency, theCountyOfficeofEducamonandEEDD.Parmcipants,therefore,haveaccesstoservicessimilartothoseofferedthroughtheWIOA-fundedAJCCsincluding:jobsearchworkshops,adedicated10stamoncomputerlab,jobcounseling,classroomtrainingthroughtheState’sEligibleTrainingProviderList(ETPL),On-the-Job-Training,andfollowupservices.

The SJCSWDB Delta College AJCC center has dedicated funding to hire a staff member who will serve as aTransitionsCoordinatortoworkwithAdultSchoolsCounselorstofacilitatethetransitionofstudentsfromAdultSchools(includingLimited-Englishstudents)intoCommunityCollegeprograms.AJCCstaffwillworkinconjunctionwiththetransitionscoordinatortoco-enrollstudentsandassistinthedevelopmentofaplantomovestudentsintotheachievementofindustryrecognizedcertificates.

ii. ProvideadescriptionofthewaytheLocalBoardwillfacilitatethedevelopmentofcareerpathwaysandco-enrollment,asappropriate,incoreprograms.TheSJCWDBwillincludetheeducationalpartnersasitengagesemployersinthetargetindustrysectorstodevelopstrategiestodevelopcareerpathwaystrategies.ItwillalsoincludetheminLaborMarketanalysisusingdatafromDNB, EconoVue, andMarket Analysis, thatwill assist in the identification of new classifications, new skill setrequirements, training available in the area, the gap in training and the need for more skills developmentcurriculum,courseworkandemployerrecognizedcredentialandcertificationprograms.Wheneverthereisanabsenceof training, to support local target industry sectors, the SJCWDBwill useOn-the-Job Training and/orIncumbentWorker Training contracts to support skill development. Itwill also, look toward the educationalpartners, including Delta College, and the San Joaquin County Office Education (COE) to develop contracteducationforaspecificindustryoroccupation.Employer identified industry sector strategieswill be used to leverage available resources and also braid theresourcesoflocalbusinesspartners,educationalpartnersandtheWIOAtodelivertheemploymentandtrainingservicesascosteffectivelyaspossibleto jobseekersandthebusinesscommunity. As inputthroughbusinessengagementrelationshipsaredevelopedfromongoingindustrysectorsandpartnerconversations,theresultswillbesharedwith localeducationalpartneragencies to facilitatethedevelopmentofCareerPathwaysandRoadMaps,thataremoreresponsivetothelabordemandsoflocalbusinesses.An example how this will be accomplished is by supporting Delta College’s work on their StrongWorkforceInitiative todevelopcareer pathways, produce workforce data and outcomes, including curriculum, that will include CTE faculty through regional coordination and funding. This will lead to the development of leading-edge, State economic development programs. ThestaffatDeltaCollegewillfacilitatetheco-enrollmentintocoreprograms and needed employment and training services to eliminate the participant barriers to a smoothtransitiontopermanentemployment.

iii. ProvideadescriptionofthewaytheLocalBoardwillimproveaccesstoactivitiesleadingtoarecognizedpost-

secondarycredential(includingacredentialthatisanindustry-recognizedcertificateorcertification,portable,andstackable).TheDeltaCollegeAJCChasdedicatedfundingforaTransitionsCoordinatortoworkwithAJCCstaffandtheAdultSchoolsCounselorstofacilitateparticipanttransition.AJCCstaff,inconjunctionwiththetransitionscoordinator,willco-enrollstudentsandassistinthedevelopmentofaplantomovestudentsintotheachievementofindustryrecognizedcertificatesthatareportableandstackable.Staffwillworkwithbusinesstodevelopnecessaryskills

iv. ProvideadescriptionofthewayLocalBoardsandtheirpartnerswillfacilitateengagementofemployersinworkforcedevelopmentprograms, includingsmallemployersandemployers in in-demand industrysectorsandoccupations.TheSJCWDB’slocalBREPstrategywillbeginbyidentifyingthebusinessesineachofthetargetedindustrysectorsusingEconoVueandSJCWDB’sbusinesschampions(businessesontheboardinthatspecificsector).Theselistswillalsobesharedwiththenetworkpartners,includingWIOA,educationalpartners,andotherstoincludetheEconomicDevelopmentCentersofeachmunicipality,askingthemtoprioritizethetargetedbusinessorganizationsintheirrespectivecommunitiesandtoaddanyotherbusinesstheywouldliketheSJCWDBtoputintheirprioritylist. The list of targeted employers will include small business organizations in each of the sectors. Thesecompanieswillbeafocusforanon-goingengagementBREPstrategywheretheirgrowthanddevelopmentwillbemonitoredfromyeartoyear.Additionalintelligencewillbegatheredtosecureemploymenthistory,includejob classification and skill set requirements, hiring practices, anticipating further hiring or downsizing, beingtransformative,nottransactional,andtoprovidebusinesssolutionsregardlessofwheretheyareintheirbusinesscycle.TheEconomicDevelopmentAgency (EDA)co-located in thecomprehensiveAJCC,usesavarietyof tools in itsBusinessEngagement(BE)efforts.EconoVue,introducedbytheStatetotheSJCWDBinlate2016,hasproventobeanexcellenttoolwithtremendouspotentialinBE,outreachandlayoffaversionefforts.Firstandforemost,the SJCWDBuses EconoVue as an informational resource to assist in developing a profile on a business. Thebusinessprofilewillconsistofemploymentlevels,contact information, industrysectorcodes,ownershiptype,ownershipstatus,subsidiarystatusandadditionalrelevantinformation.Allthesefactorsarecriticalindevelopingeffectivebusinessrelationshipsrightfromthestart.Oneof themost importantpiecesof informationderivedfromEconoVuearecompanies’Risk Indexes/Scores.These indicestelluswhereacompany isat in itsbusinesscycle;growth,stable,orcontraction. Knowingthisallowsstafftobemuchmoreeffectiveindevelopingwiththebusinessappropriatesolutions.Onamuchbroaderscale,wewillcreatelistsofcompanies,withintargetedsectors,thatwouldbeinneedofproactive,layoffaversionservices,addedsolutions/services,aswellasrapidreemploymentstrategiesforindividualsatriskofbeinglaidoff.TheSJCWDBwilluseLayoffAversionstrategiesincludingWorksharetoprovideemployerssolutionstoavoidsomeoftheburdensthataccompanyalayoffsituation.

TodocumentandtracklocalbusinessengagementeffortswewillusetheState’sCalJOBSCRMmodule.ThistoolwillbeusedamongtheBECommunityregion-wideto letothersknowwhatservicesandsolutionshavebeenprovided to a business and minimize duplicative efforts. This module allows for BE tracking for employersatisfactionasafuturesystemenhancement(futureBEmetric).ThesetoolsallowtheSJCWDBtobemoreeffectiveinprovidingthesolutionsabusinessmayneed,andhowwellweprovidethem.Asabusinessledandbusinessmajorityboard,theSJCWDBwilldeliverthesesolutionsthroughextensivepartnershipswithlocalandStateagencies.Theseprogramsandpartnershipsinclude:

• State’sWOTCprogramthatprovidestaxrelieftobusinessesthathirecertainindividualswithbarrierstoemployment;

• SmallBusinessDevelopmentCenterinformationthatwillassistinprovidingamyriadofsmallbusinesssolutions;

• TheCounties’RevolvingLoanFund(RLF)whichis“lenderoflastresort”tobusinessesthatareviableandgrowing, but need financial assistance that can’t be found elsewhere, and public utilities contactinformationtoprovideratereductionstoensurebusinessesstayinthearea;

• WesternTradeAdjustmentAssistanceCenter(TAAC);and• ManufacturingExtensionProgram(MEP).

TherearemanyotherswepartnerwithtohelpprovidesolutionstocompaniesaspartofthelocalBEstrategyregardlessoftheirposition intheirbusinesscycle.Thesebusinessorganizationswillbeselectedforprograms,resourcesandsolutionsthatwillsupporttheirgrowthanddevelopment.AsRapidResponseactivitiesoccur,thesebusinessorganizationswillbeincludedinthelocalLayoffAversionstrategy.Thegoalistoconnectbusinessesthathaveaspecificskillsetwithanticipateddisplacedworkersfromacompanythatisdownsizingorclosing(rapidre-employment).

Withmanylocalgrowthandemergingindustries,theSJCWDBwillcollaboratewithDeltaCollegetocontinuefillingthetraininggapsthatexistforgrowthandemergingindustries.Astheindustryexpands,theincreaseddemandforskilledlaborwillfacilitatethedevelopmentofcurriculumandcoursework(non-creditinitially)inatimelyandresponsivemanner.Whenthereisnoothertrainingsourceforlocalemployersofgrowthandemergingindustriesbecausetraininghasnotcaughtupwithdemand,theOJTprogramwillbeusedinsupportingtargetindustriesandaddressingtheirneedfortrainingtodevelopproductiveskilledworkers.EducationalentitieswillbecontinuouslymadeawareaspartnersinthesystemastotheseopportunitiesforBE.

v. ProvideadescriptionofthewayLocalBoardsandtheirpartnerswillsupportalocalworkforcedevelopment

systemthatmeetstheneedsofbusinessesinthelocalarea.Through theOJT/IWT program, the SJCWDB isworking in partnershipwith the business and the educationalinstitutions to leverage all resources available. The OJT/IWT programs provide individuals that have theknowledge,basicskilllevelandtheabilitytolearnandopportunitytoupskill.Whereclassroomtrainingisnon-existent,theOJT/IWTprogramwillbeaneffectiveresourcetosupportthelocalbusinesscommunity.TheSJCWDBwilllookforopportunitiestoparticipateinregionalgrantswithLWDAsandlocalcommunitycollegepartnerstoattractfundingandresourcestoaddresstheeducationandtraininggapsintheregion.

Targetindustriesoftenexperienceashortageofeligibleskilledjobcandidatestofilltheirlabordemand.AstheSJCWDBbecomesawareofsuchasituation,itwillengagebusinessanditseducationalpartnersincludingDelta

College,theCOEandtheETPtodeveloparesponsetotheidentifiedtraininggap.OneexampleofhowAJCCstaffareleveragingthefundingofallpartnersisfoundinthesectorstrategyformanufacturing.ThissectorstrategybeganwithaBEmeetingheldonemployerpremiseswitheducationandworkforcepartnersatthetable,withthegoalofbridgingtheskillsgapandnegotiatingthedeliveryofacosteffectivetrainingthatmeetstheneedsofprioritysectoremployers.Theoutcomeresultedinemployersbeingabletopinpointafew(3to5)coursesthatcoveredallemployersinthemanufacturingsectorandreducedthetrainingfrom18monthsto9weeksatDeltaCollege.Thisisastrategywewillcontinuetoemploybecauseitdeliverssolutionsthatbusinessrequires.

vi. ProvideadescriptionofthewayLocalBoardsandtheirpartnerswillbettercoordinateworkforcedevelopment

programsandeconomicdevelopment.TheEEDDistheadministrativeentityandstafftotheSJCWDBanditsAJCCsandisalsotheadministrativeentityand staff to the San Joaquin County EDA. The EEDD coordinates economic development and workforcedevelopmentinitiatives.TheestablishedEDA,aprivate,non-profiteconomicdevelopmentcorporation,ischargedwithdeployingeconomicdevelopmentinitiativesthroughoutthecounty.Since1963,theEDAhasaggressivelyadvancedbusinessattraction,retention,&expansionprogramsleadingtothecreationoftensofthousandsofnewjobs.BecausetheEEDDprovidesstafftoboththeSJCWDBandtheEDA,andbecausethetwoentitiesshareoffice space and complimentarymissions, there is a seamless exchangeof information enabling rapid servicedeploymentinacost-efficientmannerthatpromotesthedesiredcollaborationbetweeneconomicdevelopmentandworkforce development. The EEDD specializes in three key core competencies: workforce development,economicdevelopment,andsmallbusinessfinancingthroughasingleorganizationalstructure.An example of coordination between economic development andworkforce development is the EDA’s BREPwhichsystematicallyengageswithbusinesstoobtainbusinessintelligence.ThisprimarybusinessinformationisthensharedwiththeSJCWDBandindustrychampionstofacilitatethedevelopmentofindustry-centrictrainingand curriculum. Another example is the EDA BTSJ, a group of 40-agency, governmental, and economicdevelopment leaders (from the seven incorporated cities) convening bi-monthly to share best practices andstrategiesforadvancingtheskillsandmarketabilityofthecountyworkforce.The SJCWDB will work with local business organizations like the local Chambers of Commerce and theManufacturingRoundtable,inpartnershipwithlocaleducationalinstitutions,toholdon-goingregularlyscheduledmeetingstosupportthedevelopmentofneworadditionaltrainingactivities,enablingtheSJCWDBtoaddresscritical training needs of growing and emerging industries.When appropriate the use of ETP serviceswill beprovideddirectlyorbrokeredwithemployers.

vii. ProvideadescriptionofthewayLocalBoardsandtheirpartnerswillstrengthenlinkagesbetweentheone-

stopdeliverysystemandunemploymentinsuranceprograms.

TheSJCWDBandpartnersstrengthenedlinkagesbetweentheone-stopdeliverysystemandUIprogramsbyco-locatingtheWager-PeyserofficeintotheAJCCs.Thisallowedformoreeffectivecommunicationbetweenallstaff.Administrativeandoperationalmanagersareunderoneroof.RegularmeetingsbetweenAJCCstaffandWagner-Peyserareheld to facilitate thecoordinatedsolutions tobusinessandservices to jobseekers. Updates toUIprogramsarediscussedattheweeklymeetings.Wagner-PeyserstaffprovideinformationtojobseekersregardingUIintheemploymentcentersonadailybasis.StepstostrengthenlinkagesincludetheimplementationoftheWorkerProfilingandReemploymentServices(WPRS)systeminSanJoaquinCounty.Thisisaprominentfirststepin building a nation-wide reemployment system. State UI, labor exchange and SJCWDB staff, as the trainingpartner, areworking together tomake certainUI claimants identified through profilingmethods (as likely toexhaustbenefits),andwhoareinneedofreemploymentservicesareprovidedjobsearchassistance.Stafffromtheone-stopdeliverysystemandunemploymentinsuranceprogramsarejointlyprovidingorientations,jobsearchclassesandreferrals(fordirectplacement)tolocal/regionalemployers,andrelevantLMI.TheSJWDBwillcontinueworkingonseamlessinteractionofservicesprovidedthroughthesystemforUIprograms.

TheSJCWDBhasestablishedahighperformanceaccountabilitysystemthatexpandsperformancebeyondthenegomatedstandard.TheSJCWDBestablishesstrategictargetsofperformanceforeveryperformanceindicatorunderWIOAandtheState.Serviceprovidercontractsreflectthesehighperformanceobjecmves.Trainingandtechnicalassistance isprovided toall SJCWDBsubcontractorsandserviceproviders toensurealignmentwithhigherperformancegoals.Monitoringofsubcontractorperformancerequireon-goingengagementtoidenmfydeviamonsand inimateacorrecmveacmonstrategy (throughamanagementmemo) that includes supportandtechnicalassistancefromAJCCstaff.Quarterlyandannualreportsrequirecomprehensivereviewandanalysistoincludeareviewofplanvsactualperformancewithaprojecmonofanmcipatedresults.Anysignificantdeviamonwillrequireacomprehensivecorrecmveacmonstrategyfollowedbyafollow-upreviewinthenextquarter.Ithasbeentheexperiencethatthefocusonperformanceandqualityprogramminghasdemonstratedtobeeffecmveingevngresults.

TheSJCWDBfocusedlimitedWIOAresourcesonprogramsandinvestmentsthathavebenefitedlocalbusinessesandjobseekers.TheSJCWDBhasestablishedstrongstakeholderpartnershipsonalocalandregionallevelthatprovide a broad spectrum of input and collaboramon further enhancing the outcomes and benefits to thecommunity.

ThisplansupportstheSJCWDB’sfocusofinvesmngtrainingandotherresourcesonsector-basedstrategiesthatresultinindustryrecognizedcredenmals.AJCCstaffrecognizethestrengthsofthelocaleconomyandtheneedsofemployerswithinkey,high-demandindustries,especiallythoserelatedto logismcsandhealthcare.ThroughregularBE,AJCCstaffmeettheneedsoflocalemployersbyensuringjobseekershavecoreandjob-specificskills.Trainingprovidersthatdonotmeetthe70%jobplacementperformancestandardareremovedfromthelistthatparmcipantsviewtoselecttrainings.EligibletrainingprovidersmustapplytotheSJCWDBforcermficamontoreceiveWIOAtrainingfunds.ThepubliclyaccessibleStatewideListofEligibleTrainingProvidersList(ETPL)includesalltrainingprogramsthatarecurrentlyapproved. The job seeker can explore available programs at community colleges, licensed career schools,universimes and other training providers. Career Counselorswill assist the job seeker by using tools to helpidenmfythetypesoftrainingthatcouldhelpthejobseekerachievetheiremploymentgoal.Anassessmentofinterest,apmtudes,vocamonalskills,basicskillsthatmatchthemtocareersvepedbyemployersisumlized.Pleasenote:trainingprovidedaspartofIWTwillnotuseparmcipanteligibilitybecausethisisanemployerservice.

Staffandyouthprovidersmaintainconstantcontacttoensurethecontinuousqualityimprovementoftheyouthprograms. The open communication between staff and providers allows the opportunity to share technicalassistanceorsimplyprovidefeedbackonnewandinnovativeideas.Youthprovidersareencouragedtoparticipateinregionalactivitieswithotheryouthservingagenciesrepresented in theCCWCtoshare innovativeandbestpracticesinqualityimprovementofprograms.StaffandyouthprovidersalsoparticipateinconferencessuchastheCWAAnnualYouthConference.Thisconferenceprovidesboardstaff,anditscontractedyouthproviders,theopportunity tomeetandshare ideaswithsimilaragenciesacross theState. Ideas includeusing technology toengageyouthandfindwaysforcurriculumtoevolvebyengagingemployersanddirectlyaddressingemployerexpectationsthroughtargetedforums.Inadditiontoinformalinformationsharing,detailedperformancereportsareprovidedtocontractorstoensureprogramsareontrack.Asappropriate,on-goingtechnicalassistancemaybeprovided.Formalmonitoringoffiscalandprogramobjectivesoccursonanannualbasis.Ifneeded,correctiveactionplansareimplementedtoensurethesuccessofeachprogramgoal.

SanJoaquinCountyhas five (5)AJCCs throughout theCounty. EachAJCC is staffed to facilitate theaccess to theSJCWDBServiceDelivery System.Through strategicpartnerships, eachAJCCensures immediateaccess to services andresources.Astechnologicalimprovementsareavailable,wewillfoldthemintothesystem.AJCCsareequippedwithcomputers,phones,fax,printersandInternetservicewhichareavailabletofacilitatethetransitionintoemployment,researchtrainingopportunitiesandaccesspartnerservices. CustomersattendanorientationwhichoutlinesthefullarrayofservicesavailablethroughtheAJCC.Wearedevelopingthisorientationtobeavailableonlineinordertobeaccessibleanywhere.AJCCswill have entry points located at partner agencies that have significantparticipant flowand that couldbenefit.PartneragencystaffwillworkcloselywithdesignatedAJCCstafftofacilitatetheparticipantreferralstoemploymentandtrainingservicesattheAJCCs.Establishedentrypointswillbeavailablethroughthefollowing:

Entry point staffwill receive comprehensive orientation and training to ensure they have a fullunderstandingoftheservicescustomerswill receiveandwillparticipate intheWorkNetUniversitytrainingtoensureuniversalaccesswithconsiderationofallhardtoreachpopulations.

iii. ProvideadescriptionofthewayentitieswithintheAJCCdeliverysystem,includingAJCCoperatorsandthe

AJCCpartners,willcomplywithWIOASection188,ifapplicable,andapplicableprovisionsoftheAmericanswithDisabilitiesActof1990(42U.S.C.12101etseq.)regardingthephysicalandprogrammaticaccessibilityoffacilities,programsandservices,technology,andmaterialsforindividualswithdisabilities,includingprovidingstafftrainingandsupportforaddressingtheneedsofindividualswithdisabilities.

AllentitieswithintheAJCCdeliverysystem,includingAJCCoperatorsandAJCCpartnerswillcomplywithWIOASection188 (anti-discrimination)andapplicableprovisionsof theAmericanwithDisabilitiesActof1990. Therequirementtocomplyisincludedinallcontracts,MOU’sandtrainingisprovidedtostaff.AllenrolledparticipantssignaGrievanceandComplaintProceduresforminformingthemofthestepstheycantakeintheeventtheyfeeltheyneedtofileacomplaint.Atthesametime,theyareprovidedacopyofthe“EqualOpportunityIstheLaw”formexplainingwhattodoiftheyfeeltheyhaveexperienceddiscrimination.AJCCstafftrainingforSection188includesprohibitingdiscriminationagainstpeoplewhoapplyto,participatein,workfor,orcomeintocontactwithprogramsandactivitiesoftheworkforcedevelopmentsystem.TrainingfortheAmericanwithDisabilitiesActof1990willincludethedefinitionofanindividualwithadisability,reasonableaccommodations,unduehardship,retaliationagainstanindividual,andmedicalinquiries.Thistrainingwillbeprovidedonanannualbasisandwhenapersonishired.

iv. ProvideadescriptionoftherolesandresourcecontributionsoftheAJCCpartners.

InpreparationforWIOAimplementation,theSJCWDBconvenedtheAJCCpartnerstoestablishaframeworktoprovidingsolutionstoemployersandservicestoadults,dislocatedworkersandyouth.ThepartnersdefinedtheirrespectiverolesandresponsibilitiesandaOne-Stopsystemtofostercooperativeworkingrelationshipstoachievethecommongoalswascreated.ThePhaseIMOUfortheAJCCsystemwasimplementedinJuly2016.The AJCC partners agreed to participate in joint planning and implementation activities to accomplish thefollowing:

1. Responsivenesstolocalemployerrequestsandchangingeconomicconditions;2. ContinuousplanninginresponsetoStateandfederalrequirements;3. Adherencetocommondatacollectionandreportingneeds(pilot“GreeterProject”usingCalJOBS);4. Promoteuniversalaccessofpartnerprograms;5. Participate in the operation of theAJCC, consistentwith the terms of theMOUand requirements of

authorizedlaws,rulesandregulations;and6. Committedtocross-traininallpartnerprograms(“nowrongdoor”approach).

TheresourcecontributionsfortheagencieslocatedattheAJCCsarebeingdeterminedthroughtheMOUPhaseIIprocesscurrentlyunderway.Thepartnersfurtheragreedtonegotiateandimplementacostsharingplantomeet the requirementsanddeadlineofPhase II of theMOUdevelopmentprocess. It is anticipated that theprocesswillbeimplementedinSeptember2017.

v. IncludeanappendixineachlocalplanofcopiesofexecutedMOUsorcooperativeagreementswhichdefine

howalllocalserviceproviders,includingadditionalproviders,willcarryouttherequirementsforintegrationof and access to the entire set of services available in the local AJCC system. This includes cooperativeagreements(asdefinedinWIOASection.107(d)(11))betweentheLocalBoardorotherlocalentitiesdescribedinWIOASection.101(a)(11)(B)oftheRehabilitationActof1973(29U.S.C.721(a)(11)(B))andthelocalofficeofadesignatedStateagencyordesignatedStateunitadministeringprogramscarriedoutunderTitleIofsuchAct(29U.S.C.720etseq.)(otherthanSection.112orpartCofthatTitle(29U.S.C.732,741)andsubjecttoSection.121(f))inaccordancewithSection.101(a)(11)ofsuchAct(29U.S.C.721(a)(11))withrespecttoeffortsthatwillenhancetheprovisionofservicestoindividualswithdisabilitiesandtootherindividuals,suchascrosstrainingofstaff,technicalassistance,useandsharingofinformation,cooperativeeffortswithemployers,andothereffortsatcooperation,collaboration,andcoordination.

ThecopiesoftheexecutedPhaseIMOUareapachedtothisLocalPlan(ApachmentC).EachpartneragreedtodeliverservicesundertheAJCC.TheMOUwillserveastheframeworkforprovidingsolumonstoemployersandservicestoadults,dislocatedworkersandyouth.Theyhaveagreedtofosterdemand-drivenskillsapainment;enableupwardmobility;andalign,coordinate,andintegrateprogramsandservices. TheAJCC’songoingrelationshipwithCaliforniaIndianManpowerConsortium(CIMC)providesthefullrangeofemploymentandtrainingservicestomeettheneedsofthelocalNativeAmericanpopulation(WIOASection166grantees). Each of the AJCCs employ fully-trained and competent workforce professionals who ensure job-seekers,regardlessoftheirspecificsituation,haveuniversalaccesstothefullarrayofservicesavailablewithintheAJCCsorthroughreferraltoapartneragencyorothercommunityresource.SpecificstaffhavebeenidentifiedtoprovideequalaccesstoIndianandNativeAmericans,allowingforrealtimereferralsforservices.AnMOUhasbeendevelopedandspace(atnocost)hasbeenprovidedforCIMCintheStocktonAJCC.

vii. ProvidedetailspecifyinghowLocalBoardswillworkwithWIOASection167granteestoincludeintheirlocal

planstheirstrategiestoprovideeligibleMigrantSeasonalFarmworkers(MSFW)equalaccesstoAJCCservices.

TheCHDisthemanagingpartneroftheLodiAJCC.AsarecipientofWIOA167funding,CHDisdedicatedtoservingthemigrant and seasonal farmworker population inmultiple locations throughout California. The Lodi AJCCprovidesuniversalaccesstoallWIOAservicesandhasaspecificfocusonthefarmworkerpopulation.AdditionalservicesattheAJCCareprovidedtolimitedEnglishspeakingindividuals.StaffworkingatthecenterarebilingualinSpanishandEnglish.Thestrategytoreachoutto(andbestserve)MSFWsincludethefollowingprocesses:

• PrograminformationandserviceswillbemadeavailableateachorientationinEnglishandSpanish.• Orientationsattheotherfour(4)AJCCsprovidereferralsforservicesandwillsendacopyofthereferral

TheSJCWDB’sbusinesschampionswilldeterminewhatisneeded,howtoaccess,andcollaborativelydevelopthelocalresourcestomeetthebusinessneeds.Oneexamplemaybefoundinprovidingparticipantsanon-ramptothebuildingtrades(i.e.,electrician,construction,sheetmetalworkers)whereparticipantsaretrainedtomeettheneedsofregionalemployers.TheBuildingTradespathwaysisaTierIregionalsector(seepage3)thatprovidesindividuals pre-apprenticeship, apprenticeship, and direct employment opportunities and is funded by theGovernor’s15%Discretionaryfund.Thispathwayincludesseveralcertificatesthatareportableintheindustryandisalignedinthecorrespondingregionalplan.

5) RequiredInformationPertainingtoSpecificPrograms,Populations,andPartners

i. DescribehowtheLocalBoardwill coordinate localworkforce investmentactivitieswithregionaleconomicdevelopment activities that are carried out in the local area and how the Local Board will promoteentrepreneurialskillstrainingandmicroenterpriseservices.

Regionally,SanJoaquinCountyhasdistinctdifferencesfromtheother,moresouthernCounties intheCentralValley,specificallyscaleoftheagriculturalcommunity.PerhapsthegreatestdisparitybetweennorthandsouthSanJoaquinValleyisourexpandinglinkageswiththeSanFranciscoBayAreaandtoalesserextenttheGreaterSacramentoarea. Becauseoftheaforementionedlinkages,theSJCWDBanditspartnersarebetteralignedtotake advantage of multi-regional economic development efforts and is uniquely positioned to be a sectorchampioninthelogisticsindustry.Therefore,duetoitslocationintheSanJoaquinValley,anditsproximitytoGreater Bay Area, and the Sacramento Area regions, the SJCWDB currently attends two Rapid ResponseRoundtablesandplanstobeginattendanceintheNorthernCaliforniaRapidResponseRoundtabletocoordinateeffortsinallthreeregions.

The SJCWDB will coordinate and assist the San Joaquin Partnership (Partnership). The Partnership offersbusinessesauniquelocationaladvantageofmanufacturinganddistributingtoNorthAmericanandAsianmarkets.From the Port of Stockton, StocktonMetro Airport and theUnion Pacific and BNSF Inter-Modal truck to railservices,businesseshavetheflexibilitynecessarytotakeadvantageofawiderangeofbusinessopportunitiesastheyemerge.ThePartnershipisamemberofBTSJ,thusthemembershearfirst-handaboutregionaleconomicdevelopmentandwill assist in the coordinationof activities to strengtheneconomicdevelopment locally andregionally.Thistwo-waydialoguefacilitatescoordinationofeffortandminimizesduplicity.TheCaliforniaCentralValleyEconomicDevelopmentCorporation(CCVEDC)isaprivate,non-profiteconomicdevelopmentcorporationservingtheentireSanJoaquinValley.Itsmissionistopromotetheregiontofacilitatejobcreationandcapitalinvestment for expanding companies, particularly targeting industries identified in the Regional Plans. TheSJCWDB is engaged in these regional economic development activities to coordinate and promote businesssolutions.Additionally,SJCWDBstaffisengagedinregionalboards;specifically,TeamCaliforniawhichfocusesonworkforceissues.AnexampleofaregionalprogramthatSJCWDBstaffisinvolvedwithistheGreaterSiliconValleyInitiative(GSVI),thatfocusesonencouragingtechnologyfirmstoexpandtoSanJoaquinCounty.ThePartnershipspearheadsthiseffortwithSanJoaquinCounty.TheEEDDalsoadministerstheSanJoaquinCountyRevolvingLoanFund(RLF)thatprovidesloansfrom$25,000to$1Milliontonewandemergingcompaniesunabletoobtaintraditionalfinancing.Since1977,theRLFhasmade175 loans totaling $41million that created and retained 3,800 private sector jobs. The SJCWDBwillmake aconcertedeffort topromote theRLF to thebusinesscommunity.Asaconditionof financing,borrowersmustcommittoutilizingAJCCresources,therebyensuringthatjobopportunitiesaremadeavailabletolocaljobseekers.TheRLFoffersaBusinessIncubatorLoan(BIL)programthatprovidesloansupto$25,000toentrepreneursandmicro-enterprises.Toensureborrowershavethenecessaryskillsandtraining,BILapplicantsmustengagewithcounselorsfromtheDeltaCollege’sSmallBusinessDevelopmentCenter(SBDC).AllpartnersarelocatedinthecomprehensiveAJCCinStocktonandwillcultivatebusinessfromthebottomup.

TheAJCCpartner,DeltaCollegealsohasanannualBusinessPlanChallengewhereintheCentralValleyChapteroftheRiskManagementAssociation(RMA)awardscashgrantstoentrepreneurstoassistinstartingtheirnewventure.TheSJCWDBplanstoengagebusinesschampionsforthemanufacturingsectorandprovidebusinessledsolutionsthatbuilduponprovenstrategiessuchastheSlingshotInitiativeprovidingmanufacturingcompetenciesthatwilluseone or a combination of resources such as Tooling U-SME, and MEPS (Manufacturing Excellence, CaliforniaManufacturingTechnologyConsulting),includingearnandlearnstrategiessuchasIWT,incollaborationwithdirectbusinessinput.ii. Provideadescriptionandassessmentofthetypeandavailabilityofadultanddislocatedworkeremployment

andtrainingactivitiesinthelocalarea.

Adult and dislocated workers attend an orientation which describes the full array of services includingindependentjobsearch.Jobseekersarerequiredtocompleteanapplication,resumeandabriefquestionnaire.ThatinformationgivestheAJCCstafftheabilitytodeterminethebestcourseofaction:careerserviceortraining.

CareerServicesinclude,butarenotlimitedto,thefollowing:

1. Outreach,intakeandorientationtoservicesavailablethroughtheAJCC;2. DeterminationofWIOAeligibility;3. Initialassessmentofskilllevels,aptitudes,abilities,skillgapsandsupportiveserviceneeds;4. Labor exchange services including job search and placement assistance, career counseling (info on in-

demandindustrysectors/occupations),informationonnontraditionalemployment,andjobvacancylistingsinSanJoaquinCounty;

5. Workforce and labor market employment statistics information, including the provision of accurateinformationrelatingtolocalandregionallabormarketareas;

6. ReferralandcoordinationwithotherAJCCpartners;7. Provision of performance information and program cost information on eligible providers of training

servicesbyprogramandtypeofproviders(ensuringcustomerchoice);8. InformationrelatingtotheavailabilityofsupportiveservicesorassistanceandappropriatereferralsAJCC

partners;9. AssistanceinestablishingeligibilityforprogramsoffinancialaideligibilityforotherprogramsthanWIOA;

and10. ProvisionofinformationandassistanceregardingfilingclaimsunderUI.

TheAJCCprovides IndividualizedCareer Services followingdeterminationby staff.Assessments conductedbypartnerprogramswillbeusedtodetermineifthefollowingserviceswouldbeappropriate:

1. Comprehensive and specialized assessments of the skill levels (diagnostic testing and use of other

assessment tools, and in-depth interviewing and evaluation to identify employment barriers andappropriategoals);

The AJCCwill provide training for eligible individuals through Individual Training Accounts (ITA) and/or othermethods.Trainingservicesmayinclude:1. Occupational skills training, including non-traditional employment and occupational skills training that

integratesEnglish-languageandmathinstruction;2. OJT/IWT;3. Programs that combine workplace training with related instruction, which may include cooperative

educationprograms;4. Privatesectortraining;5. Skillupgradingandretraining;6. Entrepreneurialtraining;and7. ApprenticeshipandPre-Apprenticeship.

The SJCWDB works collaboratively with Adult Schools and Delta College to identify training. Delta Collegeunderstandstheneedtoestablishshort-termvocationaltrainingasmanyoftheapplicantsservedbytheAJCCareunemployed and unable to be out of the labor force for too long. Delta College has established short-termvocationaltrainingthroughtheirCommunityActionGrantstohelpmeettheneedsofjobseekersandemployers.Whenthereisagapinclassroom(training)activities,theSJCWDBmakesavailableOJTcontractswithemployersand contract education through the educational partners, to address the needs of business and theadult/dislocatedworkerpopulation.

BEwillbedoneregularlytoassesstheneedforadditionaltrainingactivitiesandidentifygapsintrainingactivities.On-goingengagementwiththeseprioritysectorswillalsoprovideinformationabouttheneedforaskilledlaborforceandtheskillsetrequirementsoflocalgrowthandemergingindustries.Theinformationprovidedbythelabormarketstudiesandbusinessforumsaresharedwithlocaleducationalpartnerstofacilitatethedevelopmentofrelevanttrainingtomeettheneedsofthebusinesscommunity.

iii. ProvideadescriptionofhowtheLocalBoardwillcoordinaterapidresponseactivitiescarriedoutinthelocal

area.

WhenaWorkerAdjustmentandRetrainingNotification(WARN)isissuedoraRapidResponseactivitytakesplace,theSJCWDBwillgatherpertinentinformationusingDNBstressscorestofacilitatetheRapidReemploymentofpotentially displaced workers into other employment opportunities. This will minimize the impact of thedisplacementtothedislocatedworkersthemselvesandtheirfamilies,butalsotheircommunity(SeeExhibit1–RRGraph).TheinitialpartofaLayoffAversionStrategyistominimizetherelianceonUI.UsingtheDNBstressscoreswillassist in understanding the businesses that are stable and growing and provide the opportunity to rapidlyreemploypotentiallydislocatedworkersbytransitioningthemtoother,likesectorbusinesses.BEwillbuildtrustandrelationshipswithemployersthatwillrevealthefollowing:

Aswecontinuetheengagementwithindustrysectors,wewillcollectthisinformationenablingustorespondtofutureRapidResponseeventsandrealizesuccessfullayoffaversion.OncetheSJCWDBreceivestheWARNandengagesinaRapidResponseTeamactivity,thefirststepistosecurepertinentinformationabouttheexperienceandskillsofaffectedworkerstargetedfordisplacement.ThisinformationiscriticaltothedevelopmentofaLayoffAversionStrategy.Thenext step is to initiate contactwith the employers that arehiringwith the same skill set as the affectedworkers.InterestedemployerswilleitheracceptthejobcandidatereferralfromAJCCorparticipateinanonsitemini targeted sectoral job fair(s) to accept applications and talk to interested workers affected by thedisplacement.AnotherpartoftheLayoffAversionStrategymaybetofacilitatethenegotiationofaseverancepacketthatwouldallowforasmoothtransitiontoanotheremployer(givingtheworkerstheopportunitytofinishworkwiththeoldemployerifnecessary).RapidResponseactivitiesarecontinuouslycoordinatedintheCentralValleyRegionalPlanningUnit(RPU)andtheBayAreaRapidResponseRoundtable.ThesegroupsrespondtomajorbusinessdisplacementsorclosuresintheState,whichoftenhaveadirectand/.TheorindirecteconomiceffectonSanJoaquinCounty,andaspartofthisplan,wewill engage the SacramentoRegion andask tobe added to theNorthernCaliforniaRapidResponseRoundtableRoundtablesmeetonaquarterlybasistodiscussupdatesandstrategies.

iv. Provideadescriptionandassessmentofthetypeandavailabilityofyouthworkforcedevelopmentactivitiesin the local area including activities for youthwhoare individualswithdisabilities,whichmust includeanidentificationofsuccessfulmodelsofsuchactivities.

The AJCC has developed a comprehensive youth strategy, requiring the engagement of every youth servingorganization including, butnot limited to, Educational Institutions, CommunityBasedOrganizations (501c(3)),FaithBasedOrganizations,LawEnforcementAgenciesandCommunityBusinessOrganizations,theMunicipalities,andtheHumanServiceAgency.TheAJCCs,promoteyouthservicesthroughcollaborativeconnectionwithestablishedentitiessuchasthelocalschooldistrictsanditsdisabledyouththroughtheWork-AbilityandCaPROMISEprograms.ItiscustomaryfortheSJCWDBtocreateapipelineofprogram-eligibleyouththroughyouth-servingorganizationsaswellasthroughschooldistrictcounselors.WhiletheWIOAfundingisrestrictedtothedeliveryofservicestoeligibleyouth,theSJCWDBhasbeentheconveneroftheyouthservicingorganizationstoprovideuniversalservicestotheyouthpopulation.Leveragingresourcesofalltheseorganizations,theSJCWDB,itspartneragencies,andstakeholdershavedeliveredavarietyofservicesincluding:

It was established to promote youth employability through increasedemployment opportunities, internship and job shadowing experiences for the youth in the community. Theprogramallowsstudentstheopportunitytoworkforabusinessandgainhandsonexperienceinanoccupation.Thisexperiencewilltakeplaceoveravaryinglengthoftimetobedeterminedbytheemployerbasedonthejobrequirements.

The SJCWDB will coordinate relevant education (secondary/post-secondary) programs and activities withworkforce development primarily through the Delta College CTE Transitions Program. The CTE TransitionsProgramisacoordinatedeffortwithbusiness,localhighschools,andDeltaCollege,tohelpprovideaneducatedand highly qualifiedworkforce of studentswith applied skills tomeet the needs of local business, labor andindustry. CTE Transitions is a planned sequence of study in a career technical field that students can begin

Local Board Assurances

Through PY 2017-20, the Local Workforce Development Board (Local Board) assures the following:

A. The Local Board assures that it will comply with the uniform administrative requirements referred to in the Workforce Innovation and Opportunity Act (WIOA) Section 184(a)(3).

B. The Local Board assures that no funds received under the Workforce Development Act will be used to assist, promote, or deter union organizing (WIOA Section 181[b][7]).

C. The Local Board assures that the board will comply with the nondiscrimination provisions of WIOA Section 188.

D. The Local Board assures that the board will collect and maintain data necessary to show compliance with the nondiscrimination provisions of WIOA Section 188.

E. The Local Board assures that funds will be spent in accordance with the WIOA, written Department of Labor guidance, and other applicable federal and state laws and regulations.

F. The Local Board assures it will comply with future State Board policies and guidelines, legislative mandates and/or other special provisions as may be required under Federal law or policy, including the WIOA or state legislation.

G. The Local Board assures that when allocated adult funds for employment and training activities are limited, priority shall be given to veterans, recipients of public assistance and other low-income individuals for intensive and training services. (WIOA Section 134[c][3][E], and CUIC Section 14230[a][6])

H. The Local Board certifies that its America’s Job Center of CaliforniaSM (AJCC) location(s) will recognize and comply with applicable labor agreements affecting represented employees located in the AJCC(s). This shall include the right to access by state labor organization representatives pursuant to the Ralph Dills Act (Chapter 10.3 [commencing with Section 3512] of Division 4, of Title 1 of the Government Code, and CUIC Section 14233).

I. The Local Board assures that state employees who are located at the AJCC(s) shall remain under the supervision of their employing department for the purposes of performance evaluations and other matters concerning civil service rights and responsibilities. State employees performing services at the AJCC(s) shall retain existing civil service and collective bargaining protections on matters relating to employment, including, but not limited to, hiring, promotion, discipline, and grievance procedures.

J. The Local Board assures that when work-related issues arise at the AJCC(s) between state employees and operators or supervisors of other partners, the operator or other supervisor shall refer such issues to the State employee’s civil service supervisor. The AJCC operators and partners shall cooperate in the investigation of the following matters: discrimination under the California Fair Employment and Housing Act (Part 2.8 [commencing with Section 12900] of Division 3, of Title 2 of the Government Code), threats and/or violence concerning tate employees, and state employee misconduct.

K. The Local Board assures that it will select the One-Stop Operator with the agreement of the CEO, through a competitive process, or with approval from the local elected official and the Governor’s Office. (WIOA Section 121[d][2][A]). The AJCC Operator is responsible for administering AJCC services in accordance with roles that have been defined by the Local Board.
