Ian Burrow Head of agriculture and renewables, NatWest

Ian is responsible for the strategy and policy of both Agricultural and Renewable Energy at NatWest. He’s worked at the Bank for 29 years, taking a year long sabbatical in 2010 to establish a successful renewable energy company within an agricultural business. He’s been his current position for the past seven years and currently sits on the both the Renewables UK on shore wind board, supports the National Farmers Union and BBA Energy Services, and has recently been invited to sit on the Tenant Reform Industry Group committee. Well known

within both the Agricultural and Energy industry, Ian offers invaluable insight to finance.

Merlin is responsible for the overall management of Regen SW, the development of its work programme, relationships with key national and regional partners, and for providing public leadership for sustainable energy. Steve was appointed director of Property and Asset Management in February 2006. In June 2012, he was made managing director of Alliance Ventures. A Chartered Building Surveyor with 20 years’ experience in social housing management for both a Local Authority and Housing Association, Steve has served as a board member for another local Housing Association until recently. During 2011 alliance homes awarded the largest social housing PV contract, with to date over 5000 systems installed in the SW, and has created the carbon saving alliance to focus on elements of the Green Deal namely the ECO opportunity.

He completed the restructuring of these businesses and sale of High Speed 1 in 2010.

As with any building project, it is important to check with your local

planning authority for any planning issues relating to your particular

site. Regen SW recommend that planning permission is sought far in

advance of any installation work, and should ideally form part of the

selection process as it can severely hinder installations.

Having considered the previous steps, it would now be easier to make

a fully informed decision regarding which technology is the best

suited to your individual circumstances. Throughout today’s event,

there will be several workshops and seminars dedicated to providing

you with the best advice and information that is available.

Once the right renewable energy system has been identified, it is time

to obtain three individual quotes from any MCS accredited installers.

In order to be eligible for the Feed-in-Tariff or RHI it is essential that

they use MCS certified products and they are a member of the REAL

Before installing any renewable energy project, it is advisable that you

consider where you can reduce your energy demand through various

energy efficiency measures, such as insulation, low energy light bulbs

and energy efficient appliances. By doing this first, it could potentially

reduce the size and cost of the renewable energy technology that you

need.

If you are looking to meet some of your own energy demands, then

you will also need to understand your annual need (including seasonal

differences) for electricity and heating. Once this information has been

deduced, you can start to narrow down the technologies and find

the most appropriate for your project. The Energy Saving Trust offer

an easy way to analyse your circumstances so that you can make the

most informed decision:

When considering what renewable technology to install, it is

important to identify all the opportunities and possible constraints for

renewable energy systems on your site. In particular think about the

renewable energy resource available e.g. wind, unshaded property,

the characteristics of your particular site e.g south facing, and the

specific requirements of each renewable energy technology, e.g

ground available for ground source heat pumps. To help with this,

a Micro generation Certification Scheme (MCS) accredited installer will be able to advise you

about which technology or technologies are suitable for your particular circumstances

Energy Market Reform (EMR)

The Energy Bill is currently going through Parliament and includes provisions for Electricity Market Reform (EMR). The reforms intend to attract over £110 billion of investment by 2020 into low-carbon electricity generation and to ensure that the lights stay on.

The Bill proposes to change the incentive structure for renewables from the Renewables Obligation (RO) to a feed-in tariff with Contracts for Difference (CfD). It is worth noting that these reforms will only affect large scale projects of over 5 MW.

The CfDs will be long-term private law contracts between the generator and a government-owned CfD counterparty. CfDs are designed to guarantee fixed prices for low carbon energy to provide certainty for investors and developers.

Low carbon generators with a CfD will sell their electricity through the wholesale market. The

counterparty will then pay the difference between the market price for electricity and the long-term price needed to bring forward investment in a given technology (the ‘strike price’).

Much of the detail of EMR is still to be decided, and issues such as strike prices and how they are set, the annual budget, the allocation process for CfDs and access to market for independent generators are still in discussion. Therefore, Regen is working with its members, DECC and key stakeholders to ensure that the voice of the renewables sector in the south west is heard.

Green DealSave energy and save money

The UK officially has some of the oldest and least efficient housing stock in Europe, with the result being homes that are expensive to heat, have low levels of comfort and substantially contribute to our greenhouse gas emissions. Nearly one quarter of the UK’s annual final energy demand comes from providing energy for use in heating space and hot water in buildings.

In answer to this, the government is committed to reducing our dependency on fossil fuels through its flagship scheme, the Green Deal.

The Green Deal is a government backed framework designed to enable organisations, known as Green Deal Providers, to offer consumers energy efficiency improvements to their homes and businesses at no up-front cost. Consumers will pay back the cost of such improvements through the resulting savings in their energy bills. Improvements can include energy efficiency measures, such as loft and cavity wall insulation, energy efficient glazing, innovative hot water systems, condensing boilers and controls and solid wall insulation.

Charges are attached to the electricity bill at the property and, unlike conventional loans, the charge is transferred to the new occupant should the original occupant move from the property. The period of the loan will vary dependent on the cost of the measure and the rate of saving, but could be up to 25 years.

At the heart of the Green Deal is the ‘Golden Rule’, which determines how much finance can be borrowed. The Golden Rule limits the amount of finance that a ‘Provider’ can attach to the electricity bill based on the estimated energy savings that

are likely to result from the installation of energy efficiency measures. The Golden Rule is not a guarantee; however it provides a reasonable expectation to customers that their costs will not increase as a result of the Green Deal charge being added to their electricity bill.

Under Green Deal, an expected 14 million properties nationally will be looking to improve their energy efficiency. In the south west, this could mean over 1.1 million domestic and non-domestic buildings investing in energy efficient measures.

A degression mechanism for non-PV technologies will come in to effect from April 2014. Tariffs will be reviewed annually and will be adjusted according to deployment in the previous year, with a minimum annual reduction of 2.5% and a maximum of 20%.

The FIT scheme has undergone a number of significant changes since its launch on 1 April 2010. These changes have come into effect as part of the FIT Comprehensive Review run by DECC, which ran in three phases:

X Phase 1: changes to small scale solar PV, which

came into effect on 1 April 2012 . The threshold

at which the multi-installation tariff rates was

increased from one to more than 25

X Phase 2A: solar PV tariffs and a PV tariff

degression mechanism, which came into effect

on 1 August 2012

X Phase 2B: tariff changes (including a significant

decrease in support for small-scale wind) and a

degression mechanism for non-PV technologies.

Other changes included scheme administration

issues, including a mechanism for preliminary

accreditation for ROO-FIT accredited

installations and new benefits for school and

community PV installations. These changes

came into effect on 1 December 2012.

Despite these changes and the uncertainty experienced by the market over the last year, the FIT has been successful in stimulating huge interest in renewables and driving down costs. So even though the FIT rates have decreased, the return on investment has not. The Solar Trade Association (STA) calculates that solar power still produces a return on investment of over 9% and pays for itself within 10 years.

Tariff rates

The rate will increase in line with inflation in accordance with the Retail Price Index (RPI). The export tariff is currently 4.64 p/kWh for all technologies.

Solar PV

A degression mechanism has been in place for solar PV tariffs since 1 August 2012, whereby tariffs are set by Ofgem on a quarterly basis according to deployment in the previous quarter.

The FIT basics

The FIT offers financial incentives to homeowners and landowners to encourage the installation of small scale renewable electricity technologies (up to 5 MW). The technologies currently covered by the FITs are: solar PV, hydro, anaerobic digestion, wind and domestic scale micro CHP. It provides the following financial incentives:

X Payments for the total amount of

electricity produced, even if used onsite

X Bonus payments for any electricity

exported to the grid

X Reduced electricity bills.

Schools and community groups

New benefits for community organisations and education providers have been introduced from 1st December 2012. These benefits are focussed solely on solar PV installations (excluding extensions) and include:

X a time limited tariff guarantee for

community organisations

X a relaxation from the existing minimum

energy efficiency requirements for both

community energy and school installations.

Renewable Heat Incentive (RHI)

The Renewable Heat Incentive is a nationwide scheme to help homes and businesses install renewable heat systems and reduce the carbon emissions associated with heating. Launched in November 2011, the scheme pays the owners of eligible heating projects for the heat they produce over a period of 20 years. The RHI has been launched in two phases; non-domestic and domestic. Both variations share some eligibility criteria and support many of the same technologies:

X Biomass boilers

X Ground source heat pumps

X Water source heat pumps

X Deep geothermal heat pumps

X All solar thermal collectors

X Biomethane and biogas

Non-domestic RHI

The south west has a high proportion of properties off the mains gas grid, often using expensive fuels such as oil/LPG or even electric to produce their space heat and hot water. Switching to supported technologies such as biomass boilers, ground source heat pumps and solar thermal systems can help reduce fuel costs, improve fuel security and in some cases diversify an income.

‘Non domestic’ in practise means any property which is not a single dwelling. This typically includes properties paying business rates, multiple properties on a district heat scheme and agricultural buildings. There are however a number

of eligibility criteria which both the property being heated and the system need to demonstrate before being classed as eligible.

The RHI aims to offer a 12.5% return on investment for renewable heat technologies and as the cost of technologies falls can produce a simple payback of just a few years.

Farmers, landowners and estate managers have been enthusiastically embracing the scheme, as a combination of high energy demand, and a desire to reduce dependence on expensive fuel costs makes transitioning to renewable heat an attractive proposition.

The tier break refers to the average heating season in the UK, which DECC has set at 1314 hours. Hours of generation below this amount get the Tier 1 rate, hours of generation above this get the tier 2 rate.

The RHI has a finite budget set for at least the next five years. Even though deployment of renewable heat technologies under the RHI has been less than expected, the government will be bringing in robust measures to protect the budget later this year. The aim is to give the industry confidence that the RHI can sustain steady growth whilst helping to deliver the UK’s carbon reduction targets.

DomesticDomestic property owners can currently access the RHI through the Renewable Heat Premium Payments scheme being run by the Energy Saving Trust, but from summer this year (2013) will have a tariff structure similar to the non-domestic RHI, rather than a one-off grant.

In order to be eligible for the government’s financial incentives for renewable energy – the Feed-in Tariff (FIT) for renewable electricity generation and the Renewable Heat Incentive (RHI) for renewable heat generation – your renewable energy technology must be a product accredited by the Microgeneration Certification Scheme (MCS) and installed by an MCS-registered company. The MCS is an independent scheme supported by the government and the renewable energy industry. It is designed to give protection to consumers by assessing renewable energy installers and products against a set of robust and consistent criteria and standards.

Stephen GreenProject manager, Treco LtdAfter a career in systems engineering with the Royal Navy, Stephen joined Regen SW in June 2008 to run the SW Bioheat Woodfuel Programme. The programme delivered advice and business support, a website – the south west woodshed - and training in biomass systems design. This programme influenced over 40% of the region’s biomass installations. Stephen went on to manage the Intelligent Energy Europe FOREST (FOsteRing Efficient long term Supply parTnerships) programme, before joining Treco Ltd in November 2012 as a project manager for biomass installations. Simon joined Renewables First in 2008 after working for Mendip District Council for several years as a flood defence engineer granting permissions on behalf of the council and overseeing their projects; previous to that he worked for Green & Carter who specialise in hydraulic ram-pump design and installation with occasional work on water wheel and turbines, giving him a strong practical background. Simon is a graduate of the University of the West of England (UWE) with a 1st class honours BSc in Civil Engineering. Barnstaple-based Reed Chillcheater cheats energy price rises by installing renewable energy fitted by local company Source Renewable.

A Barnstaple company, which keeps its business green by manufacturing its products in the UK, has improved its environmental credentials further by having commercial solar PV arrays fitted at both of its offices in Barnstaple and Braunton.

Reed Chillcheater, which designs and manufactures superthermal wetsuits, was looking to not only reduce its carbon footprint and secure its future energy needs, but also lower its electricity costs and generate significant income from the Feed-in Tariff.

“It’s always been important for me to move my business forward in a positive way,” said Chris Reed, managing director of Chillcheater, “and the solar PV arrays are proof that it is possible to protect the environment while investing in the future of your business. They are already proving to be an excellent asset, generating renewable electricity, reducing my energy bills, and dramatically reducing Chillcheater’s carbon emissions.”

Simon’s family has a poultry farm that grows 140,000 table ready chickens. The chicken houses initially have to be maintained at a temperature of 33 C for the young chicks. In 2012 the farm’s oil fired heating system was replaced with three 199 kW woodchip boilers. The lower cost of woodchip against heating oil has enabled better heating of the houses, cleaner ventilation and improved bedding litter conditions for the chickens.

Sonya Bedford is head of renewable energy at Stephens Scown LLP. She has advised rural landowners on a range of technologies including solar, wind, biomass, anaerobic digestion and hydro. Paul has 30 years’ experience in the market research industry including 10 years as a managing director of an international market research agency. In 2005 he discovered peak oil, so he changed his life, quit his career, bought a farm, converted to organic and installed renewables for heating, electricity and transport. He is now spreading the message via the Transition Movement, the ‘SuperHomes’ programme, public speaking and winning awards, such as the Best Renewable Energy Scheme in Cornwall and Sustainable Farmer of the year finalist.

Helen was key in the development and facilitation of the standard. The scheme was piloted in the south west in 2011 and now has over 130 depots signed up to the scheme UK wide. Helen is member of the British Standards committee on standards for biomass and an EN Plus auditor. She has been involved in renewable energy for 7 years. Mr Mutton owns a 750 acre farm, rearing cows, sheep, organic cereals and potatoes along with a large crop of miscanthus, which is used for biodegradable and carbon neutral horse bedding. The farm is certified with the “organic Farmers and Growers” and works with a natural farming approach. The installation of a wind turbine not only fits with the owner’s ethos, but diversifies the farm, bringing ethical and economic benefits. Aeolus power supervised the installation of a 50 kw turbine, managing the process to completion, providing swift maintenance and problem solving using their Turbine Output Performance AnalyZer (TOPAZ) technology.

Farm diversification

The installation of an Endurance turbine brought not only ethical benefits to electricity sourcing but it also diversified the farm, bringing economic benefits, this has allowed its ethical farming to thrive.

Support for owners

During the process there was a fault with a spring in the turbine blade, however the turbines safety system coupled with Aeolus and Endurance diagnostics lead to a swift repair. Similarly Aeolus Power’s Turbine Output Performance AnalyZer (TOPAZ) technology allowed analysis of turbine down time, meaning the insurance procedure was simple and quickly organised.

Steart Farms Ltd. is a broiler chicken farm spread over three sites with a total of nine purpose built poultry houses rearing over 840,000 birds annually. Heating for these 10,000 square foot houses was initially provided by oil fired heaters which were old, expensive and inefficient. A Blaze 199 kW Wood Chip Boiler was installed to the farms specifications providing fuel savings, a good return on investment and constant effective heating.

Bath and West Community Energy (BWCE) was incorporated in 2011 as an Industrial and Provident Society with the aim of developing and financing 1.5 MW of projects in order to power approximately 1000 houses, and to reinvest profits into further low carbon projects.

How does the cooperative work?

BWCE is an IPS with a one member one vote system and a maximum individual investment of £20,000. It has raised funds through an SSE loan facility and the money generated through share sales.

What has been achieved?

The co-op ran a share offer and generated £721,350 to be used to fund local renewable energy schemes and it also received a £1 million loan facility from SSE.

In total, 612 kW of solar installations have been installed in the Bath and North East Somerset (BANES) and West Wiltshire area by BWCE. There are eight installations on local schools, one on a rugby club and one on a barn, all of which were installed in October 2011. The solar arrays on schools have provided an excellent education opportunity for the children. Part of this total is the 250 kW ground-mounted installation at Hartham Park which was completed in the summer of 2012.

What’s next?

BWCE are seeking to generate at least 25 per cent of local electricity by 2026, amounting to over 25 MW. The cooperative are in the advanced planning stages of a hydroelectric power project and are conducting feasibility studies for a wind development, further solar PV and for biomass uptake.

Conclusion

Bath and West Community Energy has completed more than 10 solar installations in the local area and has raised significant funds for project delivery. The group has excellent support from the local community and has established ties with other community groups in the area, offering them support and assistance.

Andrew Lewis Manager of major accounts, Honeywell Andy joined Honeywell and the industry in 2007 as an outside sales engineer covering the south west of England. He worked closely with consultants, specifiers, housing stock owners, installers and consumers on the domestic range of Honeywell control systems. Along with this, he was responsible for setting up and completing Honeywell installer training events across the region. Andy is currently involved in the plan around Green Deal and RHI for Honeywell. He is now the manager of Honeywell’s major accounts team with responsibility to deliver growth and strategy for customers in both the current and future energy controls markets.

Neel Mehta partner TLT LLP Neel is a partner in TLT’s construction team. He is an expert in renewable construction projects and has a wealth of experience in the procurement of construction and maintenance service for renewable energy developers and operators. Brian Hitchock Senior associate, Trowers & Hamlins Brian is a senior associate in Trowers & Hamlins’ projects and construction group, which he joined in 2008. His practice focuses on non-contentious work for clients, contractors and professionals on various commercial, educational, housing and civil projects. He has particular expertise in asset management with a focus on procurement strategies, contract structures, supply chain integration, risk management, problem solving and dispute avoidance.. Much of this advice is in respect of very substantial procurement programmes in the south west and Wales for the maintenance and refurbishment of housing. Dan Hewitt ECO business development manager, British Gas Dan is a British

Gas Energy Company Obligation (ECO) business development manager based in the south of England.  He works with local authorities and housing associations to identify and develop ECO funding opportunities to improve the thermal efficiency of their existing housing stock.  Before joining British Gas, Dan was a commercial services manager for Southern Gas Networks, working in their Assisted Connections business, leading fuel switch and funded gas connection opportunities, which targeted those living in fuel poverty.

Denys Stephens Group environment and sustainability manager, Devon and Cornwall Housing Denys’ accomplishments include developing the first UK use of ground source heat pumps (GSHPs) in new build social housing homes, completed in 1998, and the first UK project to install GSHPs in a group of existing social housing homes in 2004. He has been active in promoting best practice on energy in housing issues for many years. He recently designed and managed the award winning ‘HeatPod’ project under the Technology Strategy Board’s ‘Retrofit for the Future’ programme, creating Cornwall’s first super low carbon retrofitted social housing home. His role at Devon and Cornwall Housing includes development of environmental, carbon reduction and fuel poverty strategies and providing technical support and advice on the implementation of green technologies.Katie Swain ECO manager, Sustain Katie Swain is Energy Company Obligation

(ECO) manager at Sustain. She has extensive experience of managing contractors to deliver EEC, CERT and CESP programmes for utility companies and the housing sector. Katie shares responsibility for business development, innovation and new scheme delivery in ECO and Green Deal together with related carbon and resource reduction legislation and opportunities. The role involves engagement with DECC, Ofgem, major obligated utilities, surveyors, contractors, manufacturers and the housing sector.

David Richards Area development manager, Scottish and Southern Energy David Richards has been with SSE for over 10 years. For much of that time he has been the partnerships account manager for the south west region and has a very good understanding of the social housing and contracting sectors. His appointment to look after the carbon saving element of the Energy Company Obligation (ECO) across the region using local SME’s has seen many positive relationships formed with associations, contractors and suppliers with several schemes agreed and projects on the ground.

Dean Winfield Dean has worked in the plastering/ rendering industry for over 25 years. He has worked for two large locally based external rendering companies in the south west prior to joining C&P Plastering. Dean has brought his wealth of knowledge and has enhanced the management team at C&P Plastering. Dean started in the industry by carrying out a plastering apprenticeship working his way up to management. Dean is responsible for the procurement and management of C&P Plastering contracts for External Wall Insulation (EWI) installations. Dean has worked with most of the UK system EWI suppliers and has an extremely good knowledge of their requirements to provide a structurally sound and excellent finish

Annual Survey

Regen SW are in the midst of producing our tenth annual survey progress report. This brings together information on all renewable energy projects within the south west, and looks at the impact of renewable energy policy and incentives.

It is used to demonstrate the growth of projects in the industry; it provides a snapshot of where we are and what is powering the renewable energy sector. The report is highly regarded amongst industry experts including media representatives, stakeholders, local authorities, commercial developers/installers, central government including DECC, and academic partners.

Building upon the successes of previous reports, this year we are aiming for a more graphical approach to presenting the data that will show how much the region has changed over the last 10 years. Regen is also offering you the opportunity to help showcase what you have achieved, both in the report itself, and on a continual basis through the Regen website. We would like to provide emphasis on economic growth generated by renewable energy projects in the south west, and would be delighted to share success stories.
