All in state applicants are considered local for non impacted CSU campuses
WHAT IS A SERVICE AREA?
Each CSU campus provides college access services to high schools in their service area
For some CSUs, the service area is used to define the local admission area but they are not always the same and are not required to be the same
WHAT IS A LOCAL ADMISSION AREA?
Each CSU campus provides priority admission status to applicants from schools
within their local admission area
When considering applicants from outside of their local admission area, most CSU campuses will raise
their admission standards
WHY IS LOCAL ADMISSION AREA IMPORTANT?
At many CSUs, the number of qualified applicants is greater than the number of available seats
This is known as “impaction”
An impacted campus will use raised admission standards to maintain services and class sizes
Sometimes an impacted campus will only require non-local students to meet the raised standards

All eligible freshman applicants are admitted if applying from a local high school
All fully qualified transfer applicants are admitted if they earned a diploma or high school equivalent from a local high school or adult school

WHAT’S THE ISSUE?
No CSU has designated Norwalk La Mirada Unified School District as local for admission purposes
Graduates of Norwalk La Mirada USD are at a disadvantage when compared to their peers at other California public schools
More CSU campuses are now impacted, limiting opportunity for Norwalk La Mirada USD graduates
The three CSUs closest to Norwalk La Mirada USD are impacted
CSU Long Beach - 13.1 miles
CSU Fullerton – 13.4 miles
CSU Los Angeles – 13.6 miles
This means Norwalk La Mirada USD graduates must meet more stringent admission standards if they wish to study close to home
WHAT CAN BE
CSULB can redefine its local admission area to include Norwalk La Mirada Unified School District
With this addition, CSULB can provide greater CSU access and college opportunity to the students served by Norwalk La Mirada USD’s adult school and five high schools
