Introduction & Visions The City of Vincent invites Artists to submit expressions of interest (EOI) to create a new public mural on a designated wall at Mount Hawthorn Community Centre, located adjacent to Braithwaite Park.The artwork will aim to enliven the space, creating a welcoming and uplifting environment and contribute to developing an attractive place for the people who frequent the space, being residents, families, community facility and park users.
The artwork should:
•Reflectanaturetheme,particularlyonewithAustralianflora/fauna;
•Exhibitabroadappealtothesurroundingcommunity;
•Besimplisticandcontemporaryinitsdesign;and
•Notincludeletteringorbetraditionallygraffitibased.
The selection of the artwork will be made in consultation with a number of community organisationswhoarebasedatthefacilityaswellaswiththeArtsAdvisoryGroupwhosemembers include artists, arts advocates, creative professionals and community representatives.
The artwork will aim to enliven the space, creating a welcoming and uplifting
environment and contribute to developing an attractive
place for the people who frequent the space, being
residents, families, community facility and park users.
Location & DimensionsMount Hawthorn Community Centre is located on Scarborough Beach Road, Mount Hawthorn next to Braithwaite Park.

Thebuildingwillbeundergoinganextensionofthetoiletfacilitiesinearly2018.Amuralonthenortherly facing wall of the facility will be included as an integral stage of this redevelopment prior tocompletion.ThewallwillbefinishedinawhiteAcratexrenderbytheBuilderreadyforartworkapplication.It’sstronglyrecommendedtheArtistconductasitevisitpriortosubmittinganEOI.
TheArtistshouldalsotakeintoconsideration:
•Howtheartworkwillsupportandengagewiththefunctionofthespace;
• How the artwork will interact with the existing architecture, material palate, nearby residents and surrounding landscape.
•Thereisopportunityfortheartworktobeextendedontothefaciaandsectionsofthetoiletwall;
•Thewaterfountainlocatedinfrontofthewallisforillustrationpurposesonly;and
•Theexternalpaintcoloursofthefacilityareyettobeconfirmedandmaybeinfluencedbythemuralconcept colour palette.

MaterialsTheArtistmusttakemeasurestopreventtheartworkbeing damaged by natural degradation e.g. fading due to sunlight exposure. Applicationofalong-lastingexteriorpaintispreferredsuchasDuluxWeatherguard.
Artist ResponsibilitiesTheCityrequiresthesuccessfulArtistto:
•Managethesafedeliveryoftheartworkcommission;
•Undertakethedesigndevelopmentanddocumentationoftheartworkcommission;
•Painttheworkontothebuildingusinglonglastingexteriorpaint;
•Takecaretoavoidanydamagetotheexistingservicesinthearea;
•Holdapublicliabilityinsurancepolicywithaminimum$10million;
•Oversprayingtobekepttoaminimumandallsurfacestobecutin,inaprofessionalmanner;
•Oncompletionofmural,coverwithanti-graffitisurfaceshieldpaint(canbesuppliedbytheCity);
•Provideamaintenanceschedulefortheworklistingpainttypes,colours, appropriate maintenance treatments, cleaning substances andprocedures;and
• Be available to attend key meetings, including media interviews and photographs on request.
BudgetThe project budget is $5,000 excluding GST. This budget is to cover all costs associated with the mural including:
•ArtistFee:meetings,research,designdevelopment, documentationandprojectmanagement;
•Feesforanyassistantsand/orsub-contractors;
•Alladministrationandtravelrequirements;
•Materialsandlabour;and
•Installationequipmentincludingcherrypickerifrequired.
EOI Submission Requirements Interestedartistswillneedtosubmitashortproposalwith the following:
• Written statement expressing interest in the project, with reference totheprojectbrief;
•NominatedTeamLeader(ifapplicable)andArtistcontactdetails;
• Summary of previous work, including at least four images ofpreviouslargescalemuralwork;
•Worksprogramandschedule,includingconfirmation ofavailabledatestoundertakework;and
•Proofofrelevantinsurances.

Selection Criteria•Demonstratedexperienceonmurals;
•Qualityofpreviouswork,asdemonstratedinthevisualsupportmaterial;
•QualityofwrittenresponsetothisEOI;
•Demonstratedabilitytocompleteworksontime,budgetandtoahighqualitywithminimalrisk;and
•Anappreciationofprojectrelatedissues,includingequipmentrequirements to complete the work safely.
Three artist will be shortlisted and paid $250 each to provide detailed design concepts, with one artist being successful.
TheSelectionPaneliscomprisedoftheCity’sArtsandActivationOfficerandtheArtsAdvisoryGroup,inconsultationwiththecommunitycentreusers.Specificartworkcommencementandcompletiondateswillbeconfirmedclosertothedatewiththesuccessfulartist.
