1. Background

Hon’ble Prime Minister, in his address at the National meet on promoting space technology based tools and applications in governance and development, in New Delhi on 7th September, 2015.

The Ministry of Mines has explored the usability of the Unnamed Ariel Vehicles technology (UAV) or commonly known as ‘Drones’’, for the mining sector and issued a letter with on 01-Nov-2016 to respected departments for application of Drones in mining sector.

Drone based data collection can boost productivity surveying projects that once took days or weeks using traditional surveying techniques are now possible in just a few hours. With fewer man hours required to produce large, accurate data sets, and no need for externally sourced imagery, the result is vastly reduced cost.

Commissioner of Geology and Mining is looking forward to explore and usage of below application of Drones and thus inviting the expression of Interest for further procurement and implementation;

1. Carrying out initial aerial survey of the area to help in planning for taking up exploration activities

2. Physical terrain mapping and segregation of land use 3. Surveying and mapping of forests 4. Detailed study like contour mapping and etc. 5. Lease boundary verifications and geo-referencing of the leases 6. Volumetric analysis of the extraction and dumps will not only be helpful

for routine automation but also for periodical stock verification. 7. Carrying out aerial survey at regular interval to study the difference in

patterns which in turn can be used for analyzing the miing activities 8. Monitoring of illegal mining activities even in case of sand mining 9. Using thermal cameras, drones can also be deployed at night to see if

any illegal mining activities/transportation are being carried out. 10. Target tracking feature can be ideally used for tracking movement

of illegal trucks.

2. About CGM The Commissioner of Geology and Mining (CGM) is working under the Industries and Mines Department, Government of Gujarat. The Department of Geology and Mining of Gujarat has its headquarters at Gandhinagar. It comprises a core team of 75 Geo-scientists, 12 Scientists in the Chemical Laboratory and 3 Mining Engineers. The Gujarat Mineral Research & Development Society (GMRDS) was formed in the year 2002 to support the Research & Development, technical support and Chemical sample analysis under control of Commissionerate of Geology & Mining/Industry and Mines. GMRDS has 227 employees working for research and development work. CGM administers following acts and rules in the state of Gujarat:

The main functions of the Office of Commissioner of Geology and Mining, Gujarat are:

Search and exploration of mineral wealth of the State by adopting State-of-the-art exploration techniques

Increase States' Mineral Revenue through higher production of minerals & their scientific development

Encourage value addition of minerals usage through promotion of mineral based industries in the State

Provide infrastructures facilities viz. road, electricity etc. to mines and quarries

Conduct Mineral Administration such as granting lease, conducting lease inspection, etc. with Mineral conservation and preservation.

Curbing Illegal Mining

Office of Commissioner of Geology and Mining, Gujarat provide services to various stakeholders like Lease holders, Mineral Stockiest, Weigh bridge owners for efficient administration of mining activities within the state. Some of the key services are:

Facility to collect license fees, royalty fees, penalties Verification of mineral royalty pass and monthly return forms Scrutiny of lease application for approval/ renewal/transfer etc Block auction of minor minerals like sand and major minerals.

Some of the key functions of the CGM are:

1. Mineral Exploration: Commissionerate carries out mineral exploration to find out the reserves, quality and quantity of different minerals available in the state. On the basis of the exploration data and result of analysis of the sample carried out by the laboratory functioning under Commissionerate office, exploration reports are generated.

2. Mineral Administration: There are two type of Minerals viz. Major

Minerals and Minor Minerals

Major Minerals - Authority of granting Mining lease/ Prospecting License is under the purview of State Government for which powers are vested under the schedule. The administration of which is being carried out by the Mining branch situated in each collector office. The administration of Major Mineral is regulated & carried out by following Rules.

o Mines & Minerals (Development and Regulation) Act 1957 o Mineral Concession Rules 1960 o Mineral Conservation and Development Rules. 1988 o Mines Act 1952

Minor Minerals - Authority of granting quarry lease (except Marble & Granite) is under the purview of District Collector. The administration of which is being carried out by the CGM branch situated in each collector office. The administration of Minor Mineral is regulated & carried out by:

o Gujarat Minor Mineral Concession Rules 2010. o Granite Conservation and Development Rules 1999. o Marble Development and Conservation Rules. 2002.

3. Lease Management – The management of lease is being carried out by the Mining branch situated in each collector office. The respective mining branch shall carry out the regular inspection, maintain records, and review the fresh and renewal application for mines as per the rules & regulations.

4. Prevention of Illegal Mining – Authority for curbing illegal mining at Mining branch situated in each collector office.

5. Optimum utilization of Mineral resources – CGM is responsible for looking at the optimum utilization of the mineral resources available.

All these services required lot of manual processing and human intervention. In order to reduce the inefficiencies in the manual processes, department planned to implement several automation, digitization activities under a large scale e-Governance project. CGM in order to provide better governance

through transparency, increase in revenue, and curb illegal mining, implemented an e-Governance initiative named as “Integrated Lease Management System (ILMS)”. ILMS offers functionalities of e-payment, e-Royalty pass, e-return, Demand Register and other related modules covering in one single portal for CGM. Certain business processes have been reengineered to be suited in a virtual atmosphere where they are quick and transparent to everyone.

2.1 Current IT Systems

2.1.1 ILMS ILMS (Integrated Lease Management System) is the software system developed and deployed by the department to facilitate the Mineral administration in Gujarat state. The software provides an Internet web based application for public interface which is accessible to all the registered leaseholders & Stockiest. ILMS application was started for development and deployment in October 2009. The ILMS system has eventually evolved based on the requirements of CGM.

It was proposed to develop an Integrated Lease Management System which shall provide CGM with a single interface to manage the complete life-cycle of the Lease Management Process i.e. reconciliation of payments received by lease holders against which system generates Royalty Pass.

Based on the requirement of CGM, integrated software development and portal application modules such as e-payment, e-Royalty pass, e-return, Demand Register and other related modules covering in one single portal for stakeholders of Geology & Mining in Gujarat State was developed. The primary aim was to replace the traditional manual processes by a web-based application which is faster and more efficient than former. Certain business processes were reengineered to be suited in a virtual atmosphere where they are quick and transparent to everyone.

ILMS system was developed through which a leaseholder can generate the royalty pass online once the payment is reflected in his virtual account. The system has created the centralized database containing the information related to leaseholders, payment transactions, updated mineral rate, royalty pass issuance, demand register information and weighbridges, mineral Stockiest for better automation. The system has reduced the scope of illegal issuance of Royalty Passes and has also made monitoring and tracking royalty a convenient and accountable system.

B. Geographic and functional coverage of ILMS

ILMS Application is accessible across all the District offices spanned across the 33 districts of the Gujarat State. ILMS was designed for operation with a central data center along with web-browser client architecture accessible over internet. The system is made easier to implement, access, and use.

C. The below diagram depicts the overall software architecture of ILMS System.

2.1.2 Mobile Application (Geo-Mine& Guj-Mine) CGM has two mobile applications, one is Geo-Mine used by department officials to capture the attendance and locations in case of field work. Another mobile application is Guj-Mine, which is used by public for reporting of any illegal mining or transportation of minerals to the concern district head quarter to take action for. It has been envisaged to provide facility to authorized users to review and track an online royalty pass using mobile devices.

3. Objectives and Scope of EoI

3.1 Key Objectives of EoI:

The basic objectives of the entire exercise for this new development are:

a. Preparation of high quality topographic maps and elevation models,

surpassing the quality compared to traditional contour methods. b. Video monitoring of mining/quarry areas from higher altitude to get

a 360 degree view to observe all the operations within a short period of time

c. Planning of quarrying operations, measurement of areas and stockpile volumes through 3D imaging software.

d. Scanning of quarry faces after blasting to assess the fragmentation and misfires.

e. Facilitates government authorities to accurately assess the quarry operations, identify irregularities, and environmental monitoring

f. Drones can be used to monitor illegal mining activities, check for activity at night and to track illegal truck movements

3.2 Scope of Work  Gujarat Informatics Limited on behalf of Commissioner of Geology and Mining, Government of Gujarat issuing this EoI for selection of an agency for Supply, Installation and Maintenance of Drones. The detailed Scope of work includes the following:

A. Drones should be made of carbon structure or likewise material for light weight, approx. 0.5 to 1 Kg, so that it should be easy to carry in field.

B. It should have maximum of 100 Cm wind span with electric push propeller

C. Battery specifications should be of 10-12 V and 2000-2500 mAh and camera should be of minimum18MP.

D. Maximum flight time should be 45 to 60 minutes with nominal cruise speed of 40-90 Km/h.

E. It should have radio link range upto 3 Km with maximum coverage of 10-15 Km2 in single flight.

F. Wind resistance should be upto 40-50 Km/h with ground sampling distance (GSD) down to 1.5 cm per pixel and 3D model accuracy should be 1-3x GSD.

G. Absolute horizontal/vertical accuracy (w/GCPs) should be down to 3 cm and with no GCPs, should be 1-5 m.

H. Drone should be capable of multi drone operation with linear landing accuracy of approx. 5 m.

I. Drones should come along with supporting software such as flight planning and control and image processing etc.

J. Applicant should facilitate initial learning and networking for execution.

K. After supply of the above maintenance plan should also be submitted for sustainability.

L. The supporting software should have flexibility to interact with existing application to exchange data and effective use.

To know the accuracy level and its perfection, it is very much essential to implement this on experimental basis and should be taken as pilot project at one or two places. Applicants is expected to provide suggestions on various options for taking services of drone on procurement basis and on rent basis. This may be defined in subsequent RFP. However, the Applicant may give their technical proposal for both the options in response to this EoI.

4. Instructions to Interested parties

4.1 Clarification of Proposal Documents

1. A prospective Applicant requiring any clarification of the proposal

documents may notify the Tendering Authority in writing at the

Tendering Authorities address as under. The Tendering Authority will

respond the clarification of EoI documents, which it receives in the

given time limit.

2. Discussion meeting is fixed for clarification at Gujarat Informatics Ltd,

Block no. 1, 8th floor, Udhyog Bhavan, Sector-11, Gandhinagar. In the

event of any clarification required and issued in writing, it shall form

the part of the EoI document.

4.2 Submission of Response

Interested parties are advised to study all instructions, forms, terms,

requirements and other information in the EOI documents carefully.

Submission of the proposal shall be deemed to have been done after

careful study and examination of the EOI document with full

understanding of its implications in the following manner;

a) The Applicants should submit their responses as per the format given

in this EoI in the following manner:

b) Pre- Qualification proposal should be align with the criteria defined as

per section 5 of this document

c) Technical proposal should include the components like, understanding

of requirements, approach and methodology for implementation along

with timelines.

d) Applicants cannot submit more than one proposal.

4.3 EOI Proposal Preparation Costs & related issues a) The interested parties is responsible for all costs incurred in

connection with participation in this process, including, but not

limited to, costs incurred in conduct of informative and other

diligence activities, participation in

meetings/discussions/presentations, preparation of proposal, in

providing any additional information required by CGM to facilitate

the evaluation process.

b) GIL will in no case be responsible or liable for those costs, regardless

of the conduct or outcome of the EOI process.

c) This EOI does not commit GIL to award a contract or to engage in

negotiations. Further, no reimbursable cost may be incurred in

anticipation of award or for preparing this EOI.

d) All materials submitted by the interested parties will become the

property of GIL and may be returned completely at its sole discretion.

4.4 Right to Terminate the Process a) GIL may terminate the EOI process at any time and without assigning

any reason. GIL makes no commitments, expression or implied that

this process will result in a business transaction with anyone.

b) This EOI does not constitute an offer by GIL. The interested parties'

participation in this process may result in GIL short listing the

interested parties to submit a complete technical and financial

response at a later date.

4.5 Submission of Technical Proposal a) The entire proposal shall be strictly as per the format specified in this

Invitation for Expression of Interest and on https://gil.nprocure.com.

b) Proposals shall consist of supporting proofs and documents as

defined in the Pre-qualification section.

c) Interested parties shall submit all the required documents as

mentioned in the Appendix. It should be ensured that various formats

mentioned in this EoI should be adhered to and no changes in the

format should be done.

d) Proposal should indicate clearly the name, address, telephone

number, Email ID and fax number of the interested parties

e) The document should be page numbered, must contain the list of

contents with page numbers and shall be initialed by the Authorized

Representative of the interested parties.

f) EoI document submitted by the interested parties should be concise

and contain only relevant information as required under this EoI.

g) The Proposal processing fees will be submitted physically in GIL

on/before given time limit.

h) Any proposal received by the GIL after the above deadline shall be

rejected and returned unopened to the interested parties.

i) The proposals submitted by telex/telegram/fax/e-mail etc. shall not

be considered. No correspondence will be entertained on this matter.

j) GIL shall not be responsible for any postal delay or non-receipt/ non-

delivery of the documents. No further correspondence on the subject

will be entertained.

k) GIL reserves the right to modify and amend any of the above-

stipulated condition/criterion depending upon project priorities vis-

à-vis urgent commitments.

4.6 Other terms & Conditions a. No unsolicited correspondence shall be entertained after the

submission of the EoI.

b. EoI is not transferable.

c. In case of any dispute in respect of the EoI, all legal matters shall

be instituted within the jurisdiction of Ahmedabad.

d. This is an open EoI and proposals are invited from all eligible and

reputed bodies/ MNCs/Companies.

e. CGM reserves the right to reject any / all offers without assigning

reasons thereof.

f. GIL/CGM reserves the right to accept or reject any / all proposals

without assigning any reason whatsoever. GIL/CGM’s decision in

selection of the Applicant would be final after evaluating technical

and commercial submission.

5. Pre-Qualification Criteria

4. The Applicant shall not be under a declaration of ineligibility / banned / blacklisted by any State or Central Government / any other Government institutions in India for any reason as on last date of submission of the EoI

7. The Applicant to qualify may be a Single Entity or a Group of Entities (the “Consortia”), coming together to Design, Develop and Maintain the proposed solution. However, no Applicant applying individually or as a member of a Consortium, as the case may be, can be member of another Applicant / Consortium. The term Applicant used herein would apply to both a Single entity and a Consortium partner.

6. Process of shortlisting of interested Applicants:

Eligible Applicants based on the pre-qualification criteria will call for detailed

technical presentation. The presentation will be carried out on the following

points for 100 marks. Minimum 70 marks is required to shortlist. The

presentation evaluation comprising of the demonstration of the similar

project in India.

Proposed Technical Approach and Solution structure addressing but not

limited to the following items:

1. Approach & Methodology of the Proposed Solution

2. Readiness of the product for implementation & Quality of Bilingual

modules

3. Past experience (By demonstration in India)

4. Deployment Architecture

5. Compatibility with various Operating Systems viz. MS Windows & Linux

and Compatibility with Desktop & Thin Client Environment

6. Web based reporting of multiple sites and automatic updation of

content through the web

7. Availability and Scalability of Proposed Solution

8. Security Measures and Industry Standards Management

Later on, the detailed RFP will only be given to the shortlisted Applicants

comprising the detailed terms & conditions, financial bid format, payment

terms & conditions, Penalty and detailed Service Level Agreement (SLA) etc.

The final selection of Applicant will be done based on the lowest value of the

financial proposal submitted. The Applicant who have quoted lowest value

may be called for negotiation and further process.
