Vilakazi was nominated to go head-to- head with Chere Makhoba, but Makhoba stood up and told the council that he could not stand for mayor, which gave Vilakazi an uncontested victory. Reports have indicated that he will be the head of the department (HOD) at this troubled department. Mzangwa led the district municipality for three years and prior to that the Maluti-a-Phofung Local Municipality for a decade as the executive mayor. The DA, ACDP and Cope welcomed the appointment and congratulated Vilakazi with her new position and said they knew her as a good leader who would take the municipality to greater heights. Vilakazi said she was overwhelmed with the trust that the ANC had shown in her and promised to work faithfully for the community. “I’ll make sure that all the promises that we have made as the ANC are kept,” she said. Vilakazi said a great challenge she faced, was to determine how she would balance gender in the municipality. “We have more men in the municipali- ty and it is time that we employ women. Women will receive priority when filling new vacancies. Everything should be 50/50 and we cannot run away from it.” She said the district municipality was responsible to ensure adequate and effective rural development, for fighting poverty and unemployment through the systematic creation of decent work and had to adhere to the amendment of the Municipal Systems Act which intends to improve the capacity of municipalities to deliver services through qualified and experienced personnel. “Agriculture can create a sizable number of jobs by 2030 and reduce unemployment within our district,” she said. QWAQWA. – Indoni South Africa ishosting the Indoni Culture Schoolsfor boys and girls between the agesof 12 and 25 across all provinces.

This started on 29 June and itwill run until 20 July.

It started in the Eastern Cape andwas followed by the Free State.

A week-long Indoni Culture eventtook place in the Free State at theManthatisi High School at theTsheseng Village in Qwaqwa.

According to Ntando Dube, theFree State Indoni champion, thecamps were aimed at reintroducingthe principles of culture, identityand indigenous knowledge, toprovide the youth with life skillsand business skills to assist them inmaking responsible decisions abouttheir lives, to respect one another,to work to develop their communi-ties and contribute positively tosociety.

The theme of this year’s campwas Lahl’ ilahle.

Dube said that it was a campaignagainst crime.

“As a moral regeneration pro-gramme, Indoni, My Heritage MyPride, is an initiative that usesculture to address social ills andmould behaviour.

“It is therefore befitting thateducation on culture, self-pride andgetting rid of bad behaviour (lahl’ilahle) will be in alignment with theSouth African police ministrymandate on crime fighting,” shesaid.

Dube said children thought abouttheir cultures and many otherthings during the week.

“We look back to our roots andhow our elders used to handlethings. We also provide careerguidance to them,” she said.

She said the national Departmentof Arts and Culture was the founderof Indoni, but because they needed alot of money they needed to beassisted by local government.

“The Free State Department ofArts and Culture assisted us withfree entrance to the BasothoCultural Village as well as with thespeakers who talked to the chil-dren,” she said.

Dube said they hosted 164 chil-dren, mainly from Bloemfontein,Fouriesburg and Qwaqwa.

Dirahadibonwe Sekonyela, thesenior traditional leader at theThibela Tribal Office, said it wasgood to witness the youth takingpart in the cultural games.

“These people are trying by allmeans to revive our differentcultures. They have invited mebefore and they are doing a goodjob.

“I wish these children would goback and teach those who could notget a chance to be part of thecamp,” he said.

QWAQWA. – Prof. Oriel Thekisoe of theUniversity of the Free State (UFS) has beennamed as the recipient of the prestigious TWKambule NRF-NSTF Award.

The announcement was made during the16th Annual NSTF-BHP Billiton Awards GalaDinner for 2013-’14 recently held in Johannes-burg.

Thekisoe is an associate professor in theuniversity’s Department of Zoology andEntomology on the Qwaqwa Campus.

He has been recognised as an emergingresearcher for his outstanding contribution toScience, Engineering and Technology (SET).

“It is a great honour for the university tolearn that Thekisoe has won the award of theNational Science and Technology Forum. Thisis an award for which is vied very competi-tively and it speaks of the quality and depth oftalent at the UFS as we prepare the nextgeneration of scientists and scholars,” saidProf. Jonathan Jansen, the vice-chancellor andrector of the UFS.

“I hope that the award will inspire ourscience students to work harder in pursuingthe discovery of new methods and techniqueswhich will improve our livelihoods,” Thekisoe

said after receiving the award from NalediPandor, the minister of Science and Technolo-gy.

“I am grateful to the dean of the Faculty ofNatural and Agricultural Sciences, Prof. NeilHeideman, for believing in me. I am alsograteful to my former lecturers, Prof. PeterMbati, who is now the rector of the Universityof Venda, and Prof. Noboru Inoue of Japan’sObihiro University for grooming and inspiringthe scientist in me,” said Thekisoe.

“Thekisoe is at the forefront of the researchdevelopment activities at the Qwaqwa Campus.He serves as a mentor to many of the youngerscholars on the campus. As one of the Vice-Chancellor’s Prestige Scholars at the universi-ty, he has the potential to become one of themost prominent researchers in his field in thecountry,” said Prof. Corli Witthuhn, vice-rectorof research at the UFS.

The Vice-Chancellor’s Prestige Programme(PSP) supports the accelerated scholarship ofjunior UFS researchers in the first five yearsafter obtaining their PhD’s. The prestigescholars participate in an intensive pro-gramme of support that includes internationalplacement and intensive mentorship.

THE Democratic Alliance (DA) has publiclyannounced its full support to the call byvarious entities for the sacking of thebeleaguered MEC for Health, Dr BennyMalakoane.

The opposition party’s statement comes inthe wake of an ongoing protest action byvolunteers and health-care workers to haveMalakoane fired from the influential positionof MEC for Health.

The Treatment Action Campaign (TAC) hasbeen seen spear-heading the mission to haveMalakoane replaced.

“We welcome the recent support from theTreatment Action Campaign, the SouthAfrican Medical Association and the ANC-af-filiated Nehawu who are all calling for MECMalakoane to be fired,” said MariettePittaway, the DA’s member of the provinciallegislature, during the budget votes debate inthe Free State Provincial Legislature lastWednesday.

Three weeks ago, disgruntled Free Statecommunity health-care workers forced theirway into Bophelo House. People who had notreceived stipends for more than two monthsstaged a sit-in inside the building. They weredemonstrating after submitting a memoran-dum to Dr David Motau, the head of thedepartment. Pittaway said they had beencalling on Premier Elias “Ace” Magashule tofire MEC Malakoane for more than a year.

“The premier must now act. When I saythe condition of health in the Free State iscritical, I can prove it. I daily receivetelephone calls from doctors, nurses, admin-istration personnel and even porters workingin the Free State hospitals. “The newstate-of-the-art Mantsopa Hospital complex inLadybrand was proudly handed over and amedia release was made that it would openits doors to the public in January 2013. It isnow 19 months later and the doors are stilllocked. Cleaners wash the floors every day

praying that the doors will open, while theoccupational therapists guard their equip-ment. Salaries are paid out and the public islocked out.

“The backyard has turned into a rubbishdump. Is this because of outdated boilers or1954 equipment or maybe because of apart-heid? No, this is because of mismanagement,corruption and a failure of political accounta-bility,” said Pittaway.

“MEC Malakoane, do you know about thecritical conditions in our hospitals? Do youknow that people are dying because of thefailure in your department?”

Pittaway highlighted the following prob-lems:) Babies suffering from malnutrition cannotbe helped – no special milk is available.) Nasal prongs used for babies are not insupply – these cost about R2,50 each, butcannot be ordered.) No basic antibiotics are available – sickchildren are just sent back home.) No saturation monitors (for the measuringof oxygen levels of babies) are in workingcondition.) Certain HIV patients who have kidneyproblems need special ARVs (D410 – Stavu-dine) – hospitals and clinics do not have this– these patients are shown away.) There are certain packs for certaininjuries (i.e. head, stomach) – when casual-ties come in, these packs are not available. Ithas happened that these patients have thendied.) Buthelezi Ambulance Services – gets paidper minute. Their equipment does not workand in one incident they were called tocollect a nine-hour-old baby to transfer toanother hospital – they arrived without anincubator and had to go back to fetch anincubator. In another incident they werecalled at 04:00 to transfer a critical patient –they only arrived at 09:00 – the patient died.

ROSENDAL. – Dan Kriek, the directorof the Board of VKB, says the Free Stategovernment should consider giving landto the farmers and stop leasing it tothem.He says it would enable the farmers to

look after their farms – they cannot dothat at the moment, because they do notknow what will happen when thecontracts end.“This creates insecurity among our

farmers,” Kriek says.“We do not want these farmers to be

leasing the land forever. I want them tohave property rights. I want the farms tobe theirs. When something is yours, youwill care for it, you will look after it andyou will understand that it is your farmand it will become you kids’ farm.”Kriek spoke during a media tour at the

two farms Roodekrans and Schurvekopnear Rosendal in the Eastern Free State.“The government should do that sooner

or later. We cannot force the governmentto do that, but that is our best advice tothem. The main economic drivers in thiscountry, in any business, are propertyrights and private initiative,” he said.

Change necessaryKriek, who is also the president of

Free State Agriculture said they haddone a land audit and could tell whoowned which in the province.“Black people own about 7% or 8% of

the land in the province and that is a resultof apartheid. We need to deal with thosefigures and the harsh reality thereof to urgeus all to cooperate and change the situa-tion,” he said.Apparently, the Free State Department of

Rural Development and Land Reform hasbought land in a private market and peoplewho were interested in farming could applyfor the land. After that they would be giventhe land under the leasing condition.This is the situation that the five develop-

ing farmers Johannes Nkisi, David Matoba-ko, Bernard Lesia, Daniel Mhlambi andDavid Mosai find themselves in.These farmers are worried whether they

would be afforded the property rights afterthe contract. Their farms are doing tremen-dously well and they are supported by VKB,the Grain Farmer Development Association(GFADA) and the Recapitalisation andDevelopment Programme (Recap) which isthe government initiative to develop farmerswho have land.Nkisi said he would really have loved to

have the farm in his name. He said thatwould make him free.“Even if I die tomorrow, at least I would

know that I have left something for mychildren,” he said.“We cannot do certain things on the

farms, because the government has restric-tions. We have to apply every time we needto do something and they take time to getback to us. I would be able to do everythingif it were in my name,” Lesia explained.

Success achievedVKB’s marriage with the GFADA has

produced good crops for the developingfarmers. Some of them only had cattle untilthe two associates, VKB and the GFADA,came on board to help them with a maizeproject.The VKB-GFADA Maize Project is a joint

private sector development initiative whichstarted in 2013. It aims to develop commer-cial grain farmers over a five-year period.It involves ten farmers who planted an

aggregate area of 710 ha in October andNovember 2013. They are situated through-out the service area of VKB (four farmersare situated in Qwaqwa, four betweenRosendal and Senekal, one near Kaallaagteand one near Reitz).According to Kriek the farmers receive a

full package of support. In the 2013-’14season the GFADA funded 50% of produc-tion cost of new farmers and 40% of existingfarmers and also assisted with mentorshipsupport.“VKB provided finance to the amount of

R4,39 million. This finance was provided atthe same interest rate charged to normalcommercial farmers, albeit no security couldbe provided by farmers – only the crop itselfserved as collateral. To add to the financingconcerns, multi-peril risk insurance couldnot be obtained which meant that VKBassumed a material financial risk,” he said.Nkisi said he would not have harvested

six big lorries full of maize had it not beenthrough the support that he had received.“I did not have money to plant before.

These people came to us and asked to helpus for five years and we accepted the offer,”

he said.The way forwardVKB is currently involved with 41

developing farmers with an aggregatecropping area of 3 100 ha situatedthroughout the Eastern Free State. Thepurpose of the document as a result ofthis is to describe the model that directthe development of emerging farmers atVKB. It also provides an overview of itsinvolvement in developing agricultureand the advantages offered to farmersthrough the business model of VKB.Zolile Duze, the general manager at the

GFADA, said it was an initiative whichgrew out of the Grain Value ChainNetwork (GVCN), a network of grainproducers and agri-businesses in theextended value chain, that had met tocreate an opportunity for round-tablediscussions on the agricultural sector inan era of transformation since 2005.“One of the common areas of interest

was identified as farmer developmentand a shared desire to support newentrants into the grain industry with theknowledge and capacity to guide them tobeing sustainable commercial farmers.“It was recognised that although many

institutions and companies were endeav-ouring with farmer development issueson their own, it would be more likely tohave a greater impact as a united effort.“A pillar of the Grain Value Chain

Network was established and has becomeknown as the GFADA, which has beenestablished as a formal, non-profitorganisation and is thus fully dependenton donor funds to achieve its goals.”

IN 1987 the world’s population reached5 billion people. This prompted the UnitedNations Development Programme to estab-lish World Population Day on 11 July everyyear. The current world population is7,2 billion people – an increase of 30%.A great deal has been written about

overpopulation and why some people havelarge families. Much of that has been wrong.In the 1970s it was predicted that a worldpopulation of more than 4 billion wasunsustainable. If the 7 billion people on earthwere to consume as much as the averageAmerican, we would need more than fourearths to sustain us.There is undoubtedly a major problem

here. The tenor of the debate, however, oftenfocuses less on the overconsumption andgreed of the rich countries, as it does on thesize of China and why poor people aroundthe world tend to have large families.I want to suggest that the greatest danger

facing our planet currently is in fact inequal-ity and not overpopulation.In the Free State over 30% of people in the

province are food insecure, and while thefigure for the Northern Cape is somewhat

lower (18%), the figure remains alarminglyhigh. As stark as this may sound, it is alsothe case that hunger and adversity issignificantly higher in provinces such as theEastern Cape and Limpopo, while nationally26% of the population experience hunger andalmost 30% live at the risk of being hungry.Inequity is rising – the 85 richest people in

the world own the same wealth as the 3,5billion poorest people; the top 1% of peoplein the USA own 43% of its wealth, with 80%of Americans sharing only 7% of the wealthin that country.Economists who spend a decade pouring

over mountains of figures and data arerarely treated as celebrities. Thomas Piketty,the author of the most unlikely best seller,

Capital in the twenty-first century, is anotable exception.Piketty’s argument is that in late 18th

century France, and early 20th centuryBritain and the USA, society was highlyunequal with private wealth significantlygreater than national income. This concen-tration of wealth in the hands of a fewspawned a rigid class structure.Piketty argues that this state of affairs was

fundamentally disrupted by the two WorldWars and the Great Depression. In fact, theseshocks were so great at the time that theyresulted in a period where income andwealth began to be distributed more equally.The main argument is that this is chang-

ing once more, with more and more wealthin fewer hands. Piketty suggests that unlessthe increasing concentration of wealth in thehands of the few is not actively prevented(e.g. through governments introducing aglobal tax on wealth) then significant globalpolitical instability is likely to follow.How is this related to World Population

Day? In 1976 Susan George wrote a book,How the Other Half Dies, in which she arguesthat the problem with hunger is not one of

overpopulation or there not being enoughfood, but rather the extent to which theglobal wealthy elite control the food supply,how much food is wasted, and how much ofthe food there is has no way of getting to thepeople who need it.The book’s message is as pertinent today

as it was almost 40 years ago. Today, asmuch as 40% of the food produced inAmerica is thrown away, amounting to 1 400calories per person per day. An active two tothree year old only requires about 1 400calories per day to be healthy. We have theknowledge and interventions to stop thedeaths of 8 million children under five eachyear – we just cannot get the interventions tothe people who need them.It has never been about overpopulation but

rather a system designed to encouragerampant consumerism, to reward greed, andto enable the global elite to amass wealthand to control who gets what, when and how.When the monthly insurance of a vehicle

is four times the total monthly householdincome of 11 million children, we have aproblem. And it is not a problem of over-population.

QWAQWA. – The Maluti FETCollege and Maluti-a-PhofungMunicipality recently hosted a youthcelebration at the PhuthaditjhabaStadium in Qwaqwa.

Hundreds of students and youngpeople gathered in their schooluniforms to embrace the fallenheroes of the Soweto uprising on 16June 1976.

The youth enjoyed the performanceby well-known artists like KhuliChana and Zola.

Even though the event startedlater than planned, the presence ofKhuli Chana cheered up the crowd.

Zola arrived later and between theperformances he took a few minutesto motivate the youth.

He encouraged young people totake their education seriously.

“The more illiterate people thereare, the more we’ll be taxed to feedtheir children and to build themRDP houses.

“But if you graduate and findwork, you can do that for yourself,”said Zola.

The crowd wouldn’t let him leavebefore he performed his well-knownsong Mdlwembe. The young peoplewent crazy while he was performingtheir favourite song. He left straightafter singing Mdlwembe.

Shasha Lamla, the event organiser,said he was very happy that he haddelivered on what he had promised.

“I am very happy that we managedto entertain the young people”.

QWAQWA. – The Marakong TraditionalCouncil and Bodibeng Primary Schoolhave recently benefitted from food parcelsthat were donated by Buy and Build.

The council, led by King Osia Moji, waspart of the campaign to help needychildren in Marakong. They asked fordonations to feed children from destitutefamilies.

Moji, the traditional leader of Marakong,said the traditional councils were nottaken lightly and they would never taketheir community for granted.

“We have a responsibility to look out forour people, especially the future leaders,the young ones. We have realised that achild who is hungry cannot learn. Ourcommunity needs educated leaders,” hesaid.

Sellwane Mokoena, the Bodibeng Prima-ry School principal, said she was happy tohave a traditional leader of Moji’s calibrewho put his people first.

“I am happy to work in this community.Poverty is everywhere and what counts iswhat you do about it. So, having a leaderlike Moji and businesses who help is agood thing.

“We have many learners who are needy.Some get their last meal of the day here atschool. For some learners the school’sfeeding scheme is not enough.

“Today 30 of our learners will also havea descent meal tonight.

I am so happy and I hope other compa-nies follow the example that has been set,”Mokoena concluded.

Nandale Mofokeng, a personal assistantat Buy and Build, said changing the livesof other people was the company’s passion.

“We are happy to help where we can. Wehope that these learners will do the samefor other needy people,” she said.

son of the team, launched the bookduring the award ceremony. As ifthat was not enough, the ambitiousLerata surprised people whoattended the ceremony when heannounced that he was giving 17%of the team shares to the headcoach of the team, David Mkhoan-tle.He said Mkhoantle had shown an

unwavering support for the teamregardless of not being paid.“This guy has never failed me. He

came to the team when we needed acoach the most after the formercoach had resigned. We had alreadylost hope at that time but Mkhoan-tle came and put the team in fourthplace on the log table,” he said.However, Lerata promised the

coach that he would never need anymoney from him since he was theshareholder.“I have nothing to give back to

you, but this is what I think youdeserve. You are not allowed to sellthe shares to anyone and shouldgive it to your child once you quitsoccer,” Lerata urged.He thanked the players for the

wonderful job and added that hecould not see a reason why they

would fail to win the league nextseason.“I want to thank you from the
