External Merchandise Trade Statistics 4 th Quarter 2019 and Year 2019 1. Introduction This issue of Economic and Social Indicator presents external merchandise trade statistics for the years 2018 and 2019. These statistics are compiled from declarations lodged at Customs Department by importers and exporters. Some of these declarations are at times revised at a later period and corrections made accordingly on the computerised database of the Mauritius Revenue Authority (MRA) - Customs Department. Thus, while revised figures for 2018 are published in this indicator, those for 2019 are provisional and subject to revision as and when MRA - Customs Department submits latest amendments to Statistics Mauritius. Data on external merchandise trade are compiled as per the recommendations of the United Nations General Trade System. According to this system, all goods entering and leaving the national frontier, including trading activities of the Freeport zone should be accounted for. 2. Total value of trade and trade balance Total external merchandise trade for the fourth quarter of 2019 was valued at Rs 72,243 million, i.e. 1.4% higher than the previous quarter and 5.1% lower compared to the corresponding quarter of 2018. For the fourth quarter of 2019, total exports (including ship’s stores & bunkers) were valued at Rs 19,314 million against imports of Rs 52,929 million. This resulted in a trade deficit of Rs 33,615 million, 6.7% higher than the deficit of Rs 31,494 million of the previous quarter and 0.2% lower than the deficit of Rs 33,676 million of the corresponding quarter of 2018. Quarter 2019 and Year 2019

1. Introduction

This issue of Economic and Social Indicator presents external merchandise trade statistics for the years 2018 and 2019. These statistics are compiled from declarations lodged at Customs Department by importers and exporters. Some of these declarations are at times revised at a later period and corrections made accordingly on the computerised database of the Mauritius Revenue Authority (MRA) - Customs Department.

Thus, while revised figures for 2018 are published in this indicator, those for 2019 are

provisional and subject to revision as and when MRA - Customs Department submits latest

amendments to Statistics Mauritius.

Data on external merchandise trade are compiled as per the recommendations of the United

Nations General Trade System. According to this system, all goods entering and leaving the

national frontier, including trading activities of the Freeport zone should be accounted for.

2. Total value of trade and trade balance

Total external merchandise trade for the fourth quarter of 2019 was valued at

Rs 72,243 million, i.e. 1.4% higher than the previous quarter and 5.1% lower compared to the

corresponding quarter of 2018.

For the fourth quarter of 2019, total exports (including ship’s stores & bunkers) were valued

at Rs 19,314 million against imports of Rs 52,929 million. This resulted in a trade deficit of

Rs 33,615 million, 6.7% higher than the deficit of Rs 31,494 million of the previous quarter

and 0.2% lower than the deficit of Rs 33,676 million of the corresponding quarter of 2018.

Total export proceeds for the year 2019 were valued at Rs 79,060 million representing a

decrease of 1.6% over the 2018 figure of Rs 80,339 million. Total imports, excluding one- off

items, for the year 2019 amounted to Rs 199,111 million, an increase of 3.5%, compared to

Rs 192,438 million in 2018. The trade deficit for the year 2019 works out to Rs 120,051

million, around 7.1% higher than the deficit of Rs 112,099 million for the year 2018.

3. Exports

3.1 Total exports (Tables 1 & 3) – 4th

Quarter 2019

Total export proceeds, including domestic exports1, re-exports

2 and ship’s stores and bunkers,

for the fourth quarter of 2019 amounted to Rs 19,314 million, showing a decrease of 2.9%

compared to the previous quarter. This is mainly explained by decreases in the exports of

“Ship’s stores and bunkers” (-25.8%), “Chemicals and related products, n.e.s.” (-8.1%),

“Miscellaneous manufactured articles” (-7.9%), “Machinery and transport equipment”

(-6.2%) and “Manufactured goods classified chiefly by material” (-3.8%), partly offset by an

increase in the exports “Food and live animals” (+16.3%).

Compared to the corresponding quarter of 2018, total exports for the fourth quarter of 2019

decreased by 9.0%. This is mainly explained by decreases in the exports of “Ship’s stores and

bunkers” (-17.1%), “Machinery and Equipment” (-19.6%), “Chemicals and related products,

n.e.s.” (-12.2%), “Miscellaneous manufactured articles” (-11.9%) and “Food and live

animals” (-10.8%), partly offset by an increase in the exports of “Manufactured goods

classified chiefly by material” (+12.6%).

Domestic exports amounting to Rs 13,008 million in the fourth quarter of 2019, accounted for

67.4% of total exports. Compared to a value of Rs 12,753 million recorded in the third

quarter of 2019, domestic exports rose by 2.0%. When compared to the corresponding quarter

of 2018, an increase of 2.0% was observed.

In the fourth quarter of 2019, re-exports stood at Rs 3,468 million, i.e. higher by 4.9%

compared to the previous quarter and lower by 31.2% compared to the corresponding quarter

of 2018 (Table 5).

3.2 Exports by SITC section (Tables 1 & 3) – Year 2019

Around 32.3% of total exports for the year 2019 consisted of “Miscellaneous manufactured

goods” (Rs 25,555 million), 29.7% of “Food and live animals” (Rs 23,454 million) and

12.1% of “Manufactured goods classified chiefly by material” (Rs 9,563 million).

Compared to the year of 2018, the main changes by section are as follows:

“Miscellaneous manufactured goods” registered a decrease of 5.7%, mainly explained

by a decrease in exports of “Articles of apparel & clothing accessories” (-6.7%).

“Food and live animals” decreased by 1.1%, due to a decrease of 10.2% in exports of

“Fish and fish preparations”.

“Manufactured goods classified chiefly by material” increased by 19.6% mainly due

to increases in the exports of “Textile yarns, fabrics, made-up articles” (+23.3%)” and

“Pearls, precious & semi-precious stones” (+19.4%).

3.3 Exports of Export Oriented Enterprises (EOE) – Year 2019

For the year 2019, exports of EOE amounted to Rs 42,518 million, compared to Rs 43,311

million in 2018 (Table 1).

Further details on these transactions will be presented in the issue of the Economic and Social

Indicators on Export Oriented Enterprises, to be released on 30 March 2020.

3.4 Exports by country of destination (Table 7) – Year 2019

Analysis of exports figures by country of destination for the year 2019 shows that the

European countries were our main buyers, purchasing some 44.8% of our exports excluding

ships stores and bunkers, for a value of Rs 29,848 million. Among countries, the major

destinations for our exports were U.K (11.1%), U.S.A (10.8%), South Africa (10.4%), France

(9.5%), Madagascar (7.0%), Italy (5.5%) and Spain (4.4%).

Compared to the year 2018, exports to Italy and Madagascar went up by 17.7% and 13.0%

respectively. On the other hand, exports to Spain, U.S.A, France, South Africa and U.K

dropped by 16.1%, 10.6%, 9.1%, 5.8% and 1.8% respectively.

4. Imports

4.1 Total imports (Table 10) – 4th

Quarter 2019

Total imports for the fourth quarter of 2019 amounted to Rs 52,929 million, showing an

increase of 3.0% over the previous quarter. This is mainly due to increases in the imports of

“Food and live animals” (+15.5%), “Miscellaneous manufactured articles” (+7.5%) and

“Machinery and transport equipment” (+2.1%), partly offset by decreases in imports of

“Mineral fuels, lubricants and related products” (-8.5%), “Manufactured goods classified

chiefly by materials” (-1.7%) and “Chemicals and related products, n.e.s.” (-0.2%).

Compared to the corresponding quarter of 2018, total imports in the fourth quarter of 2019

fell by 3.6%. This is mainly due to decreases in the imports of “Mineral fuels, lubricants and

related products” (-16.6%), “Chemicals and related products, n.e.s.” (-4.0%), “Miscellaneous

manufactured articles” (-3.6%), “Manufactured goods classified chiefly by materials” (-1.7%)

and “Food and live animals” (-0.7%), partly offset by increases in “Beverages and Tobacco”

(+5.2%) and “Machinery & transport equipment” (+2.3%).

4.2 Imports by SITC section (Table 10) – Year 2019

Around 23.7% of total imports for the year 2019 consisted of “Machinery and transport

equipment” (Rs 47,155 million), 18.5% of “Mineral fuels, lubricants and related materials”

(Rs 36,772 million), 18.0% of “Food and live animals” (Rs 35,874 million), 16.0% of

“Manufactured goods classified chiefly by materials” (Rs 31,921 million).

Compared to 2018, total imports increased by 3.5%. Main changes by section are as follows:

“Machinery and transport equipment” rose by 6.9%, mainly due to increases in the

imports of “Machinery specialised for particular industries” (+20.3%), “General

industrial machinery & equipment, n.e.s., & machine parts, n.e.s” (+12.7%), “Road

vehicles” (+8.8%) and “Telecommunications & sound recording & reproducing

apparatus & equipment” (+3.8%), partly offset by decreases in the imports of “Power

generating machinery & equipment” (- 41.2%) and “Electrical machinery, apparatus

& appliances, n.e.s, & electrical parts of household type” (-10.6%).

“Food and live animals” increased by 3.3% mainly due to increases in the imports of

“Cereal preparations” (+8.4%), “Vegetables and fruits” (+3.3%), “Dairy products and

bird’s eggs” (+1.8%) and “Meat and meat preparations” (+ 1.4%) partly offset by

decreases in the imports of “Fish and fish preparations” ( - 4.5%) and “Rice” (- 1.2%).

“Manufactured goods classified chiefly by material” went up by 6.8%, mainly due to

increases in the imports of “Cement” (+39.4%), “Manufactures of metal, n.e.s”

(+29.6%) and “Iron and steel” (+5.0%), partly offset by decreases in imports of

“Cotton fabrics” (-11.9%), “Other textile fabrics” (-6.0%), “Pearls, precious & semi-

precious stones” (-1.6%) and “Textile yarn” (- 1.5%).

“Miscellaneous manufactured articles” increased by 7.2%, mainly due to increases in

the imports of “Articles of apparel and clothing” (+22.1%), “Watches and clocks &

optical goods” (+13.9%), “Professional, scientific & controlling instruments &

apparatus, n.e.s” (+8.8%), “Footwear” (+8.4%) and “Articles n.e.s., of plastic”

(+3.2%) partly offset by decreases in “Prefabricated buildings; sanitary plumbing,

heating & lighting fixtures & fittings, n.e.s” (-15.9%) and “Jewellery, goldsmiths' &

silversmiths' wares, n.e.s” (- 5.5%).

“Chemicals and related products, n.e.s.” rose by 5.4%, mainly due to increases in the

imports of “Plastics in non-primary forms” (+19.5%), “Medicinal & pharmaceutical

products” (+15.5%), “Fertilisers” (+7.9%) and “Dyeing & tanning materials” (+3.8%)

partly offset by a decrease in “Plastics in primary forms” (- 15.6%).

“Mineral fuels, lubricants, & related products” decreased by 4.2%, mainly due to

decreases of 11.9% in the imports of “Gas, natural and manufactured” and of 3.0% in

the imports of “Refined petroleum products”.

4.3 Imports by country of origin – Year 2019

For the year 2019, Asia was our main supplier with a share of Rs 107,943 million,

representing 54.2% of total imports. Most of the imports originated from four main countries,

namely: China (16.7%), India (13.9%), South Africa (8.1%), U.A.E (7.3%) and France

(7.0%) (Table 13).

Compared to 2018, total imports from U.A.E and China rose by 120.2% and 4.5%

respectively while those from India, France and South Africa fell by 21.5%, 11.4% and 9.2%

respectively.

5. Trade with Member States of Regional Organisations – Year 2019

For the year 2019, exports to African, Caribbean and Pacific (ACP) States stood at Rs 16,159

million against imports of Rs 23,593 million (Table 14). The trade deficit with ACP countries

worked out to Rs 7,434 million.

Exports to COMESA member states attained Rs 8,334 million while imports from these

countries amounted to Rs 7,960 million, resulting in a trade surplus of Rs 374 million.

Madagascar was the main buyer with a share of 56.2%. Our main suppliers were Seychelles

(28.1%), Madagascar (18.9%), Kenya (18.1%) and Egypt (17.9%) (Table 15).

Trade with SADC countries showed a deficit of Rs 8,283 million, resulting from imports of

Rs 21,649 million against exports worth Rs 13,366 million. The main supplier was South

Africa (74.3%) and our main buyers were South Africa (52.1%) and Madagascar (35.0%)

(Table 16).

6. Trade in Freeport Zone – Year 2019

For the year 2019, total imports of the Freeport Zone stood at Rs 9,659 million, lower by

15.6% compared to 2018 (Table 12). The main imported items of the freeport zone were

“Food and live animals” and “Chemicals and related products, n.e.s.” with a share of 29.0%

and 17.5% respectively.

Freeport re-exports were valued at Rs 10,548 million, representing a decrease of 18.0%

compared to 2018 (Table 6). “Food and live animals” and “Miscellaneous manufactured

articles” with a share of 40.3% and 17.2% respectively were the main items.

7. Forecast for year 2020

Based on trends and information from various sources, the forecast of total exports including

ship stores and bunkers for year 2020, will be around Rs 79,500 million, higher than total

exports of Rs 79,100 for 2019. Total imports for year 2020 are forecasted to be around

Rs 209,300 million, higher than the total imports of Rs 202,000 million for 2019. To note that

both imports figures include one - off items such as metro trains, CEB power generating

machines (including windfarms) and marine vessels.

The trade deficit for year 2020 will be around Rs 129,800 million, compared to Rs 122,900

million in 2019.

Notes (1) Scope and coverage External merchandise trade statistics are compiled according to the General Trade System as recommended by the United Nations. Using the national boundary as the statistical frontier, the General Trade System is a record of all goods entering (imports) and leaving the country (exports). Imports include goods brought in directly for domestic consumption plus goods imported

into customs bonded warehouses.

Exports cover:

Domestic exports defined as goods of national origin, that is goods produced in the

exporting country.

Re-exports which are exported in the same condition as imported or after undergoing

minor operations which leave them essentially unchanged and include re-exports from

customs bonded warehouses.

Ship’s Stores and Bunkers (SSB) are included in total exports and are shown separately.

Trade by parcel post is also included in imports and exports.

(2) Valuation

Imports are valued on a C.I.F. (Cost, Insurance and Freight) basis whilst exports on a F.O.B.

(Free on Board) basis.

Cost, Insurance and Freight (C.I.F) value is the value of a country's imports of goods,

including all charges for transporting and insuring the goods from the country of exports to

the given country but excluding the cost of unloading from the ship, aircraft unless it is borne

by the carrier.

Free on Board (F.O.B) value is the value of a country's exports of goods, including all costs

of transporting the goods to the customs frontier, export duties.

(3) Classification of commodities

Commodities are coded according to the Harmonised Commodity Description and Coding

System Nomenclature (HS2017). However, for the purposes of economic analysis and to

facilitate international comparison of trade by commodity data, the commodities are also

classified according to the Standard International Trade Classification (Revision 4) (SITC

Rev. 4). The HS and the SITC Rev. 4 are six- and five-digit codes respectively but have been

extended to eight and seven digits to accommodate national requirements.
