Monroe County, as the owner and permittee of the Mill Seat Landfill, received permit approval on July 19, 2011 for twosoil borrow areas in the Town of Riga to satisfy the operational needs of the current permitted landfill. Thisinformational sheet provides brief overview of the existing site and the ongoing construction and operation of the soilborrow areas.
Mill Seat Landfill Facts.Mill Seat Landfill has been community partner forover 20 years. In 2002, Waste Management of NewYork, LLC (WMNY) assumed operation of the MillSeat Landfill through life-use lease with MonroeCounty. The current permitted landfill can be definedas:
977 acres Total Property owned by MonroeCounty and WMNY.
98.6 acres Permitted Landfill Footprint. 1,945 tons per day or 776,000 tons per year
Permitted Design Capacity. The current permitted landfill is set to expire in
2018.
Soil Needs.In 2008, following an analysis of the on-site soilneeds to construct and operate the presentlypermitted footprint area, it was determined thatthere were inadequate on-site soils from existingborrow areas to support the Mill Seat Landfillthrough the remaining life of the landfill (2018).Consequently, the County pursued NYCRR Part360, Solid Waste Management Facility (SWMF)Permit modification from the New York StateDepartment of Environmental Conservation(NYSDEC) to construct and operate two soil borrowareas, approximately 20 acres and 42 acres in size,which would provide sufficient soil for operations ofthe permitted landfill including final cover andclosure of the permitted landfill.
Community Input.The Soil Borrow Project was reviewed pursuant tothe New York State Environmental Quality ReviewAct (SEQRA) process, which included an importantpublic participation component. Severalopportunities for public participation were availableduring the Soil Borrow Project’s SEQR process, suchas:
public scoping meeting was held on December2, 2009, which allowed individuals to commenton issues they felt should be identified andaddressed in the Draft SupplementalEnvironmental Impact Statement (DSEIS).
SEQR public hearing was held on February 24,2011, in addition to 30-day public commentperiod, to receive comments on the completedDSEIS.
Permits and Approvals.Following the required permitting review process, theSoil Borrow Project received NYSDEC SWMF PermitModification; NYSDEC General Permit for StormwaterDischarge; and approval from Monroe County for thedemapping (i.e., closure) of portion of Brew Road.
Current Construction Status.Construction of the West Soil Borrow Area began inlate 2011. The most recent construction occurring aspart of the East Soil Borrow Area in the spring of2013 includes stormwater management pond andthe closure of portion of Brew Road.

Reclamation. Followingcompletion ofthe borrowareas, the landwill be
reclaimed with two permanent ponds and uplandmeadows. Re-vegetation will restore the shores ofthe basins to natural state. typical reclaimed soilborrow area is shown in the photo provided.
