Background
• NHS operating framework 2011-12 and 2012 -13 & Equity & Excellence 2010 - commitment to develop an additional 4200 Health Visitors (will include Family Nurse Partnership HVs) by 2015
• New HV service model set out in the Health Visitor Implementation Plan 2011-2015 – A Call to Action DH Feb ‘11
• Cross Government Reviews- Frank Field MP - (Poverty and life chances)- Graham Allen MP- (Early Intervention)- Claire Tickell (Early Years Foundation Stage)- Eileen Munro (Safeguarding/child protection)• FNP - more than doubling the capacity from 6,000 clients
to at least 13,000 by April 2015
New National Health Visiting Model
• Community - building of capacity, undertaking the new ‘building community capacity’ training module
• Universal - All elements of the Healthy Child Programme (HCP) ‘Pregnancy and the First Five Years of Life’ led by HVs
• Universal Plus - rapid response from HV teams of specific, expert help
• Partnership plus - on-going support from HV teams working in partnership with other agencies on complex issues
• Safeguarding - HV service will actively contribute to the safeguarding of pre - school aged children and ensure the most current Child Protection processes are adhered to, working closely with other services particularly Social Services to support the Child Protection processes for children aged 0-5 years
FNP – what is it?
Licensed antenatal & infancy home visiting programme
Clearly embedded with partner services HCPSafeguarding
Part of: - Health Visiting, - Sure Start Children’s Centres, - GP - Maternity services
•Improve: - pregnancy outcomes, - child health, development and future
- school achievement - parents’ economic self-sufficiency
FNP - Acceptance Criteria
• 16 weeks pregnancy • 1st time parents under 20years • No marketable educational qualifications• Lack of meaningful social support• May have other major issues i.e. mental
health, illness etc.• Consistency of approach re family moves
FNP – Visiting Pattern
• FN caseload of 1WTE = 25 families• Training• FNP consists of an intense visiting pattern as
follows:• Once per week for the first month• Every other week through pregnancy• Every other week until 21 months• Once a month until the age of 2 yrs
Swale and Thanet Team
• Team in Swale and Thanet includes Sheppey, Sittingbourne and Faversham
• Sub License agreement signed by Chief Executives Feb 2012
• 1 FNP supervisor, 4 Family Nurses and 1 WTE admin
• Psychologist supervision • 43 clients 25 clients in Thanet and 18 in Swale • 5 babies born so far – 3 in Thanet and 2 in Swale • 2012 -13 roll out to Maidstone – recruiting
