A confidential source advised that Max Stanford,Field Secretary for the Revolutionary Action Movement, hadrecently been in contact with Stokely Carmichael concerningtheformation of aBlack Panther Party in New York City.Carmichael offered to help Stanford withany assistance hemayneed to organize aBlack Panther Party in New York City.

It is noted Carmichael previously established aBlack PantherParty in Lowndes County, Alabama, for the purpose of bringingNegroes together as an independent political bloc.

The Revolutionary Action Movement is an all-NegroMarxist-Leninist oriented organization which follows the _Chinese Communist line and advocates achieving Negro rightsby violence, if necessary. I
