Scarborough-Rouge River Councillor Raymond Cho said he will demand the TCHC ret-rofit all 69 buildings for older tenants with sprinklers.

“If we don’t have the money to put all at once, at least do five or 10 buildings a year,” said Cho, adding seniors on walkers and canes can’t move fast during a fire, “so it’s really a serious situation.”

Lisa Murray, a spokes-person for TCHC, said when completed in 1991 Neilson Hall was fully compliant with all fire code requirements, including sprinklers, and though the regulations have changed, there is no retrofit-ting requirement.

But should any TCHC apart-ment buildings be required to add sprinklers, “we would of course comply,” said Murray, who added the housing authority works hard to ensure its buildings follow every safety rule, with “rigorous monthly inspections of all fire safety equipment and systems.”

TCHC, she said, last tested fire safety in the building at 1315 Neilson Rd. on Jan. 22, “and all systems were in work-ing order.”

City budget cuts two years ago removed two pumper trucks and their crews from fire stations in Scarborough, one of them at a Lapsley Road

station serving Cho’s ward.At the time, Cho and the

Toronto Professional Fire Fighters’ Association (TPFFA) warned there could be con-sequences to removing the trucks, and the Malvern fire has started calls for reinstat-ing them.

Cho said the first truck to reach Neilson Hall Friday “happened to be in the area,” and so arrived in about four minutes, ahead of expecta-tions. But if it hadn’t been nearby, he said, “the casu-alty count could have been higher.”

Frank Ramagnano, the TPFFA’s current president, said he can’t tell whether having that truck in service at Lapsley Road would have made a difference Friday. But Scarborough is underserved by the fire service, and “there was no science behind the decision” to cut the pumper truck.

Toronto council elimi-nated the pumper and others because they were at stations

fielding the fewest calls in the city, but Ramagnano said a proper risk assessment would have demonstrated where the city’s most vulnerable places are, and that could have affected the decisions.

Also, the trucks were cut immediately, but the city’s plan to replace firefighters working on them with fire inspectors and fire educators was spread over five years, he said.

Ramagnano said an accred-itation process for such a risk assessment, though “quite strenuous” and hard to pass, began in January. Doing the assessment exercise itself could take a year or two, but will lead to a Master Fire Plan with new recommendations for Scarborough, he said.

Though he said fire crews at Neilson Hall “did everything humanly possible” Friday, the association president main-tained no public education had been done in the building on proper escape plans, or what to do in case of fire.

“If so, perhaps many of the tenants wouldn’t have tried to come out of the building,” said Ramagnano, instead of shel-tering in place, as residents were told to do by firefighters arriving on scene.

The dead, remembered at a vigil in the building Sunday, were a married man and woman, and another woman who was in her apartment with

a caregiver. That caregiver is one of the most severely injured, “in very serious con-dition” at the Rouge Valley Health System Centenary, Cho said.

All were on the fifth floor, whose surviving tenants will be out of the building for weeks, some staying with family or friends, the rest in hotel rooms provided by TCHC.

Closure of Lapsley Road station among concerns raised after fatal fire

The fire marshal’s office continues to investigate a two-alarm blaze at a Malvern seniors’ building that killed three residents and injured a dozen other people, one critically, Friday.“Our on-scene examination is complete but our investigation into the cause is ongoing,” fire marshal spokesperson Jude Kelly said in an email.“We have collected evidence from the scene which has been sent off for testing and analysis and we are awaiting results.”Police didn’t release the names of the victims, but media reports identified two of the deceased as Hyacinth Roberts, 72, and her husband Charles, 91. “This was a tragic set of circumstances,” said Insp. David Vickers of 42 Division, adding police are assisting the fire marshal in the investigation.

eral community groups to winter fundraisers by non-profit organizations such as the Canadian Cancer Society, people of all ages can participate.

Do something educational by having kids attend winter nature programs at Rouge Park or take a family friendly tour of the Ontario Legislative Building while participating in a scavenger hunt at

Perhaps this weekend will be a time for couples instead to enjoy dinner out on Sunday with

Valentine’s Day coinciding with the Family Day weekend.

Some restaurants are sure to be completely booked already while others may have a long waiting list. If possible, make those reservations now.

For those willing to trek downtown, keep in mind there will be plenty of visitors in town with Toronto hosting the NBA All-Star Game along with all the basketball festivities taking place at various venues leading up to the tip-off Sunday evening.

Look for car lovers, too, as the 2016 Canadian International AutoShow kicks off Friday at the Metro Toronto Convention Centre.

And the Hockey Hall of Fame is getting in on the Family Day action by offering free admission for kids on Monday.

Just one note however: with the threat of a poten-tial taxi protest, the TTC might prove to be the better way this weekend if you are commuting down to the core.

Whether Family Day is a time to spend with family or just an extra day off, the city has a lot to offer this weekend. Go out and take advantage of it.

Nothing has changed. Going into next week’s

budget debate, Toronto Council will be considering a 1.3 per cent inflationary property tax increase, with some, but not all, of the services that the mayor and council promised last year. It’s all buoyed by a banner year in land transfer tax revenue, surpluses from last year and reserves for rainy days.

It’s all fine, right? Well not really. On

Tuesday, Toronto city man-ager Peter Wallace reiter-ated and amplified points he made at the beginning of Toronto’s budget process in late 2015. To whit: the whole thing – the city’s operating budget, tax rate, service levels, capital plans – is all unsustainable.

At the Tuesday execu-tive committee, he put it as bluntly as he could. “We as staff will constrain expense growth and we are very successful in this, but in balance, council has shown a propensity to increase ser-

vice levels. That leads us to a conversation around what service levels will you cut. If you’re not willing to cut service levels, that leaves us with a conversation on revenue.”

Or more bluntly still: “Council needs to step back and decide not only what it says it funds, but what it actually funds.”

Now, this is the point in the budget column when I would shift into excoriat-ing the budget committee for being hopeless morons who can’t put fiduciary duty ahead of craven politics. And there will be a bit of that: the 2016 budget is a duct-tape and chewing-gum affair that sets up unre-alistic expectations among property taxpayers, and barring another miraculous year of growth in Toronto’s real estate bubble.. er, market... makes things only

harder to cobble together next year. The budget com-mittee and the mayor ought to have known better.

Now that that’s out of the way, there is some hope things will get better.

During debate and afterward, Mayor John Tory and nearly everyone on the executive committee fell in with their city manager’s tune. Right after the budget is complete, council will get to work on a multi-stage debate on new revenue tools and possibly also higher taxes, held against the prospect of dramatic service cuts.

Tory took a first step in that direction at the com-mittee, albeit one he’d already taken publicly, put-ting forward an amendment to go ahead with a long-term 0.5 per cent property tax levy to pay for new infra-structure, in what he called the City Building Fund.

It is a first step, and it would politically be the easiest thing for it to be the last step. But Tory is making

it pretty clear he values the advice, even the contrary advice, from senior civil servants.

He swallowed his pride when chief planner Jennifer Keesmaat released a report telling him the city shouldn’t attempt the full SmartTrack plan that he promised. And he made it clear in a short interview after the meeting that he values this advice, too.

“Why would you pay anybody good money if you didn’t want to listen to what they have to say or have them say it in some way that’s muffled?” said Tory. “That’s not how you get results. Quality people speak the truth to whoever they’re speaking to.”

In that respect, at least, it looks as though something has changed. We’ll see if it holds after council votes on the budget next week.

Man found on Milldock Drive has diedThe 59-year-old man struck by a hit-and-run vehicle in West Rouge last month has died.

Police said the Scarborough resident was found lying on the road at the foot of the driveway of 48 Milldock Dr. at 9:30 p.m. Jan. 28. Paramedics performed CPR and revived the man, who was taken to hospital where he died Feb. 6. Police initially believed the man may have been a victim of a hit and run, and a col-lision reconstruction team

from traffic services was called in to investigate.

The probe, however, found the man’s injuries weren’t a result of a collision, and the case was turned over to 43 Division. Another twist in the case came Friday when police announced that a “medical investigation” determined the man was indeed struck by a vehicle. “That was informa-tion received from the medi-cal teams that were examining the individual that made that determination,” Const. Clint

Stibbe said.The case was then turned

back to traffic services.Police have designated the

case as a private property fatality. “It has to be desig-nated based on where the individual was found,” Stibbe said. “It doesn’t necessarily mean that that’s where he was struck.”

‘Daddy, are we going to get any more snow this winter?” asks my daughter, Sarah, as I drop her off at school.

Now a 16-year-old girl talking to her father about anything is newsworthy so I thought I would call the news-paper. Wait, I write a column for the newspaper.

“How was school today, honey?” I ask. “Boring,” comes the reply.

“How do you like your teachers this semester?” I bravely plod on like a deer in the headlights. “Boring.”

But is winter boring this year?

We have been “enjoying” a very unsnowy and warmish winter in Toronto. As of Jan. 31, the city had seen only 13.8 centimetres of total snowfall as measured at the airport. This is the least since, well, ever.

Record high temperatures in early February mocked the season. Everyone’s favourite weatherman, Dave Phillips of Environment Canada, reports this winter is trending towards one of the mildest ever in this part of the country.

Although the forecast is for frosty temperatures this weekend, not a lot of snow is expected.

I know, I know, the last couple of winters have been pretty rough, especially the major ice storm two years ago. We should consider ourselves lucky to have escaped the major recent storms on the eastern seaboard. But here in town so far, this winter has been rather wimpy. And, yes, boring.

A lousy 13.8 centimetres. Is that the best you can do? For those of us old enough to remember the imperial system, that’s a mere 5.6 inches of snow. That’s less than the width of six hockey pucks.

Definitely a far cry from the winters reported by our parents. You know, the ones where they used to have to walk two miles to school through three feet of snow

uphill both ways sharing boots with their brother?

No real chance for my usual outdoor skating rink. No opportunity for cross coun-try skiing in the stereotypical Scarborough hydro corridor near my house made popular in Barenaked Ladies videos.

Good thing I rushed out with my 12 year old, Rachel, during Christmas break after the thimble full of snow that fell made tobogganing pos-sible for a day or so.

As we sit, some in shorts, we are around the midpoint of a virtually snowless, warm winter and it feels wrong.

Next time it snows – not just these teasing flurries or dustings we get occasionally – I urge everyone to rush out to ski, skate, toboggan and make a snow fort all at the same time. I expect it will be crowded out there, because you never know when you might be able to do it again.

A man faces charges in con-nection with a daytime gun-fight last Thursday.

Police allege “two groups exchanged gunfire” on Empringham Drive near Sewells Road and McLevin Avenue around 1:40 p.m.

Const. Jenifferjit Sidhu said there were lots of people in the area at the time and three nearby schools were briefly placed on hold and secure.

ous shell casings at the scene. There were no injuries reported. On Friday, police identified and arrested a man. The 20-year-old faces 40 charges.

The province’s police watch-dog is investigating after a 27-year-old man was hurt during an arrest at a Warden Avenue rooming house.

The Special Investigations Unit (SIU) said police were

called to the rooming house, on Warden Avenue north of Danforth Avenue, for an assault at about 7:15 p.m. Saturday, Feb. 6.

Officers located an injured 58-year-old man at the scene, and he was taken to hospi-tal.

At about 1 a.m., officers entered a room and deployed two Tasers. A 27-year-old man who was arrested was taken to hospital with a leg injury. That arrest is the subject of the SIU probe.

Scarborough Music Theatre is staging a fantastic perfor-mance of The 25th Annual Putnam County Spelling Bee at the Scarborough Village Theatre.

This funny and joyful musi-cal comedy, with music and lyrics by William Finn and

book by Rachel Sheinkin, follows six high school kids (played by adults) who live for spelling.

Each kid has their own individual quirks and man-nerisms. However, Chip (Carson Betz), Logainne (Nicole Marie McCafferty), Leaf (Leete Stetson), William (Jeremy Mesiano-Crookston), Marcy (Rebecca Field), and

Olive (Katie Wise) have one thing in common: they want to win!

With the help of presenter and co-moderator Rona Perreti (Shannon Lew), moderator and vice-principal Douglas Panch (Rich Burdett), and counselor Mitch Mahoney (Todd Appleton), the action unfolds in a realistic replica of a high school gymnasium,

Usually in musical produc-tions, the orchestra is off stage while accompanying the cast, but in this show the band as part of the atmosphere of the spelling bee.

The musical numbers are also uniquely portrayed, as the songs such as I’m Not that Smart and My Friend the Dictionary are not full-out pieces with perfect-pitch singing, but more to paint the background stories of these kids and how they became so determined to win the spelling bees they attend.

There is also audience

involvement, with three people pulled up to the stage to be a part of the bee, and the entire room encouraged to cheer as the action unfolds.

There are several ridiculous but funny moments and sce-narios, like Chip’s song about

how a biological function (pick one) gets him eliminated from the bee, and several moments where you almost feel sorry for these kids, who are all a bit, well, weird.

They so badly want their peers and families to like them, and they think winning the spelling bee will accom-plish that.

However, their oddities are actually their attributes, and each find a way to turn their insecurities around. All this while making us laugh and performing their hearts out.

This truly is a show about kids but a comedy for adults.

But Scarborough commuters would be wrong to see them as guaran-teed.

Though they appear on maps released by city hall, the three stations are “conceptual” only, and recom-mendations on whether they get built won’t be made until spring.

The first Metrolinx analysis of whether the three are worth build-ing ranks them all “low” on whether they would add riders or save running time in a future Regional Express Rail (RER) network.

All three have an advantage on having a “medium” difficulty in their construction and construction cost, while Metrolinx believes all other pos-sible stations on the Stouffville line would be more difficult and costly.

In the analysis, however, Metrolinx also reports Ellesmere and Finch East

have “low” development potential, while a station at Lawrence East – for which a Bloor-Danforth station at Lawrence was arguably sacrificed in the new Scarborough plan – is ranked “medium.” A presentation to the board of directors of Metrolinx yesterday also suggests a single SmartTrack station on the Stouffville corridor is likeliest, with a “focus on Lawrence.”

Another argues while electrification will add speed, new stations will increase stopping time for the RER by two to three minutes each, and fewer stations mean trains can run at higher speeds.

( O t h e r p o t e n t i a l Stouffville line stations at McNicoll Avenue, and at Danforth Road and Midland Avenue were considered, but did not make Metrolinx’s short list of 50, and neither did Lakeshore East line stations at Morningside Avenue, Markham Road,

Brimley Road, Birchmount Road, Warden Avenue and Danforth, and Victoria Park Avenue.)

The meetings at Jean Vanier Catholic Secondary School Tuesday, Feb. 16 from 6:30 to 8:30 p.m. and at Scarborough Civic Centre Saturday, Feb. 27 from 9:30 to 11:30 a.m., will also cover the pros-pects for “hassle-free” fare integration between the TTC and GO, and the latest proposal for a downtown relief line.

It’s not clear how they will deal with another part of Tory’s Scarborough plan announced Jan. 21: the revival of the former Scarborough-Malvern light-rail line from Kennedy station to University of Toronto Scarborough campus. The most recent numbers posted for the Union Pearson (UP) Express indicate sagging ridership for the air rail link.

Critics of the four-stop train line between Union Station and Toronto Pearson airport say high fares price out all but the wealthiest of travelers. The numbers show an average of around 2,400 UP users during November and December, down sharply from previ-ous months. Over the same period, UP trains, which can hold more than 170, were less than 10 per cent full.

This weekend, UP is com-pletely free to use from Feb. 13 to 15.

wWEEKEND TAXI STRIKE IN THE WORKS

Speaking of the long weekend, it’s promising to be a busy one with the NBA All-Star Game, Valentine’s Day, the Canadian International AutoShow – and in all likelihood another taxi strike.

Details were scarce early in the week, but it appears dis-gruntled cabbies will stage a public disruption intended

to spotlight their frustrations toward the UberX private cab service.

The United Taxi Workers Association promises the protest will be more forceful than December’s day-long action that saw drivers block streetcars and get into violent confrontations with suspected Uber operators.

The drivers are upset with Toronto council for voting against proceeding with a court injunction banning UberX. Municipal regulations for legalizing the service are to be unveiled in April.

wPROVINCE TO HELP FUND CAR CHARGING STATIONS

The $20 million Electric Vehicle Chargers Ontario (EVCO) granting program was introduced by the Liberal government late last year as a way to address the lack of charging stations.

“Building up a more robust

network of chargers at work-places, residential buildings and public places, as well as along major highways, will go a long way toward conquer-ing drivers’ range anxiety,” says the group Partners in Project Green, a partnership between the Greater Toronto Airport Authority and the Toronto Region Conservation Authority.

Through the program, the province subsidizes the cost of purchasing and installing charging stations.

A last-ditch effort by some local residents to change proposed developments on the Birch Cliff Quarry Lands has failed.

The Ontario Municipal Board last week dismissed an appeal by the East Beach Community Association (EBCA) of low-rise housing, a park and new commercial space approved within the much-discussed, mostly vacant properties east of

Victoria Park Avenue and north of Gerrard Street.

Toronto Council passed the necessary Official Plan and zoning amendments last fall for the plan by Build Toronto for 14.5 acres at 411 Victoria Park Ave. and at 2510 and 2530 Gerrard St. E.

EBCA President Alan Burke, who filed the appeal, said he wanted left-turn lanes added to the plan at Victoria Park and Gerrard and southbound

at Victoria Park and Kingston Road.

At a pre-hearing last month, however, OMB member Jan de P. Seaborn was not convinced. Appeals against the develop-ment from adjacent landown-ers Conservatory Group and RioCan Holdings continue, however, and should they reach a hearing EBCA can seek status to appear as a party or participant, the group was told.
