1 MINUTES 21 st Joint Meeting API C2/SC 17 & ISO/TC67/SC4/WG6 Subsea Production Equipment Houston, Texas February 7, 2007 1. John Bednar, API SC 17 Chairman, welcomed the group to the meeting at 8:30 AM and outlined various safety and housekeeping issues. 2. A roll call was completed and it was confirmed that there was not a quorum present for this meeting. (Attendee List provided in Attachment A) 3. The agenda was adopted (Attachment B) 4. The minutes from the 20 th Joint Meeting, held in Atlanta were reviewed by John McManus and tentatively approved by the attendees, no vote given as there was no quorum available. 5. The latest Work Program Listing (Attachment C) was presented and the Action items were reviewed and updated/added as appropriate (Attachment D) throughout the meeting. 6. MINUTES 21st Joint Meeting

API C2/SC 17 & ISO/TC67/SC4/WG6 Subsea Production Equipment

Houston, Texas February 7, 2007

1. John Bednar, API SC 17 Chairman, welcomed the group to the meeting at 8:30 AM and outlined various safety and housekeeping issues.

2. A roll call was completed and it was confirmed that there was not a

quorum present for this meeting. (Attendee List provided in Attachment A)

3. The agenda was adopted (Attachment B) 4. The minutes from the 20th Joint Meeting, held in Atlanta were reviewed by

John McManus and tentatively approved by the attendees, no vote given as there was no quorum available.

5. The latest Work Program Listing (Attachment C) was presented and the

Action items were reviewed and updated/added as appropriate (Attachment D) throughout the meeting.

6. Task Group Chair/Project Group Leader reports.

a. ISO 13628-1/API RP 17A---Subsea Production Systems--- See

Task Group Chair report (Attachment E) i. Jonathan Jordan reported that the recent ballot resulted in

15-yes votes and 2-no votes. There were roughly 30 pages of comments from the US votes which will be reconciled by the ISO group following ISO balloting of the NWI. SC 17 recommended the US TAG vote “yes” to ISO.

ii. The formal report from Per Ragnar Dahl was presented by Olav Indreberg.

iii. DIS ballot for the Amendment may be sent to ISO CS March 2007 and start May-June.

iv. Anthony Muff’s proposal on System requirements for primary load bearing components/structures in subsea systems subjected to loads from drilling, completion, workover and well intervention operations was discussed. Olav Indreberg and Gary Hurta presented opposing views on the subject. John Bednar suggested that Jonathan Jordan e-mail out a “ballot” essentially asking for comments on the proposal.

b. ISO 13628-11/API RP 17B, ISO 13628-2/API 17J & ISO 13628-10/API 17K Flexible Pipe and API RP 17L Ancillary Equipment for Flexible Pipe— See Task Group Chair report (Attachment F)

i. The formal report from Krassimir Doynov was presented by Jonathan Jordan.

ii. The 2-month FDIS voting on ISO 13628-11 is expected to start around March/April 2007. Publication of standard is expected by the end of Summer 2007.

iii. The Ancillary Equipment draft proposal of API Specification 17L1 and API RP 7L2 to be submitted in Spring 2007 and request to made for NWI from ISO.

iv. The TG is preparing proposals for the next revision of ISO 13628-2 & -11 and API 17J/B – 2207/2008

v. JIP is ongoing c. ISO 13628-3 (API 17C) ---TFL Systems---No formal report

submitted i. Harold Reeves with BP is the new chairman. Harold

reported that there is no new activity in TFL systems but intends to keep the group intact. There are still two TFL systems being used.

d. ISO 13628-4 (API 17D) ---Subsea Wellheads and Trees--- See TG chair report (Attachment G)

i. Ross Fraser and Brian Skeels submitted report. ii. The API DIS ballot closes the 2/14. ISO ballot closes 2/28. iii. (Well head) connectors (Annex L) draft released and

comments received. Decision is for Annex L to be referred to 16A – Drill Through equipment. However, it was reported that David Tannich did not think that 16A would be willing to take this on. It was again suggested that the new work group on flowline connectors may be a home for this. Note, was made that Annex L is still referenced in text of current DIS.

1. All tree connectors kept in D / drilling connectors to 16A.

a. To wellhead / to flowline / etc. b. Functional requirements are fit for tree

2. Action item: TG to decide to possibly rework annex L considering only Subsea Tree Wellhead Connectors, excluding Drilling Connectors. If done, it would be for inclusion into the 17D document at a later date, possibly as an addendum.

iv. Pad eyes general requirements are in 13628–1/17A. 17D only addresses specific issues -- issues resolved and closed.

v. Annex M has been proposed to be move to 17N. 17N TG and Brian Skeels /17D members are to get together to discuss further.

e. ISO 13628-5 (API 17E) --- Umbilicals---See Task Group Chair report (Attachment H)

i. John McManus reported that the final merged API TG & DNV JIP document is still with the ISO representative within Shell Hague to undergo review to ensure ISO editorial correctness. Shell reported that the expected due date for submittal to the ISO Secretariat and the API TG is February 28, 2007.

ii. DIS is expected to be issued June/July 2007. f. ISO 13628-6 (API 17F) --- Production Controls---No Report

available. Olav Indreberg gave update. i. Better integration between production and work-over control

systems will be proposed for the next revision. ii. Action is required that ISO and API TG communicate more

often g. ISO 13628-7 (API 17 G) --- Completion/Workover Risers— See

Task Group Chair report (Attachment I) i. Brian Skeels submitted the report. ii. RP 16ST document on containment systems and testing

(barrier systems) is still pending to be reviewed by TG. The TG can not move until this is transmitted and reviewed. Action for Jonathan Jordan to go to 16 head, David Tannich, and push for action from 16ST chair Alex Sas-Jaworski for testing & barrier philosophy.

1. note: the NORSOK D002 and D010 has been issued to TG for review

iii. The TG is still open to possibly subdivide 17G into subsections: 17G1, 17G2, 17G3, etc., etc.

iv. It is confirmed that IWOCS will remain in 17G v. Report on Interface proposal (see a iv above) -1, -4, & -7

given by Olaf Indreberg. Interface also with 16 (drilling) series. Current designs are based primarily on pressure. Fatigue is not taken into account. After drilling, sometimes the fatigue limit has already been achieved and thus no margin for safety.

1. Gary Hurta countered that everyone must read this carefully. This leads away from the minimum requirement philosophy which allows standard equipment to be manufactured. How do you monogram a SYSTEM?

2. John Bednar encouraged all to read and consider the impacts and need. This will be put out as a Technical Paper and solicit comments. E-mail will be sent to all SC-17 members.

3. A work session will be held the day before summer session for discussion to resume.

h. ISO 13628-8 &-9 (API 17 H&M)---ROV & ROT Systems--- See Task Group Chair report (Attachments J1 & J2)

i. Charles White submitted the report. ii. 13628-8 and 13682-9 are now officially retired and has been

reinstated a 13628-13 iii. New document layout has begun and is in process – both

API & ISO iv. API 17R is the new assigned API designation.

i. ISO/WD 16389 (API RP 2RD)---Dynamic Risers for Floating Production---See Task Group Chair report (Attachment K)

i. Report presented by Paul Stanton. ii. Subgroup 2, Design Considerations, plans on having four

levels of criteria: 1. Level 1: based on the current 2RD

2. Level 2: based on ISO 13628-7

3. Level 3: LRFD format based on DNV OS F201

4. Level 4: Essentially RP 1111

iii. Subgroup 3 on Riser Components, chaired by Gordon Craig, GrantPrideco, are reviewing the first draft of Section 9 prepared by Finn Kirkemo, Statoil.

iv. Subgroup 4 on Materials has a new chairman (Howard Cook, BP), and met 18 Jan 2007. Jim Burk, BP is taking the lead.

v. Subgroup 5 on Riser Integrity Management has completed a second draft and is making good progress.

j. API 17N---Subsea Reliability and Technical Risk Management--See Task Group Chair report (Attachment L)

i. Report presented by Mark Sigmund. ii. First full draft released in April 2006. Re-draft released in

October 2006. Workshop in KL in November 2006. iii. Reviewed with ISO In December 2006 with reference to the

existing ISO document on reliability, ISO 20815 1. All areas of discrepancy were resolved. 2. Since the two are so close, it is important to ensure

conflict is not reintroduced later iv. Funding by API of $50,000 was given. v. There will be a joint Deepstar/API 17N workshop in March

2007. 1. a case study will be introduced

vi. Chevron has agreed to fund a technical author. vii. Goal is to pass final version to API the end of the first quarter

2007 viii. Action item: John Allen writing request. Asking for

additional $20,000 funding

k. API 17O---HIPPS---No formal report available. No discussion l. API 17P---Templates and Manifolds---See Task Group Chair

report (Attachment M) i. Report presented by Charles White. ii. Marc Hyndman of Chevron is new TG chair iii. Funds approved and work started iv. Annex L & clause 6 have been forwarded to for

inclusion in 13628-1. The Manifold sections will eventually be moved into P. When P is complete, they will be removed from 13268-1.

v. API 17P has been given the designation of ISO 13628-15

m. Flowline Connection Group i. Craig Redding has left Southwest Research and is

now working with JP Kenny. Craig has confirmed he will continue to chair this work group

n. Buoyancy and Insulation Aspects ---No report available. i. No update was available

o. Other Business; a. John Bednar asked Jonathan Jordan to update the Sunset

Committee rosters b. Andrew Wainright still needs to be on contacted with regards

to his proposal for a NWI on standardized installation reels for coiled subsea products.

c. HP/HT i. Brian Skeels is to continue to monitor the 6HP

committees work and advise if there is to be any impact ton SC 17

1. 6HP is dealing with HP/HT– wait and see what can be brought over into 17

ii. Identify any specific factors in HP/HT that is below 6HP temperature levels. These may be better situated for 17 – temps @ 350F and below – 6HP is dealing with 400F and above

p. Funding a. Decisions for Funding for 2008 are made in June 2007.

Need proposals for any new funding to be inplace April/May latest.

q. OGP Int’l workshop a. Workshop met Feb 7-8 in London b. Material selection is the issue. Olav will contact to make to

ensure intent of their work. r. Work Group 6 now does not have a representative from SC 17.

a. Action for Leadership Team to have this representatives found and in place by June meeting.

s. ECS has recommended that all winter meetings be held at same time and in the same location – preferably in the Texas area. 16C disagrees and plan to keep its winter meeting separate.

t. Next Meeting---Winter 2007. ; Summer June 25-29 2007 API Summer Conference in San Francisco.

2. Status of work item ISO 13628-1, second edition was published 2005-11-15. It has been adopted as EN ISO 13628-1, November 2005 without any changes. It has also been adopted as API RP 17A, fourth edition, January 2006 (identical). The joint API SC17 and ISO TC67/SC4/WG6 meeting agreed to create a Materials task group to develop the material requirements in the ISO13628 suite of standards. This work has progressed well and a draft for an official Amendment to ISO 13628-1 Clause 6, Materials and corrosion protection” is now available together with a proposal for a new Annex L "Materials and welding of subsea manifolds". Launching this as a NWIP was however overseen until late fall 2006. The NWIP ballot is closing 2007-02-20. Thereafter follows the DIS and FDIS (if not 100% approved at DIS stage). 3. Updated target dates for deliverables DIS ballot for the Amendment may be sent ISO CS March 2007 and start May-June. 4. Major issues No major issues remains to be solved at this moment. 5. Anticipated new work /new work items Part 1 is the main subsea production systems standard and it needs to be regularly maintained. During the last revision process some comments were left for later considerations. These comments were suffixed with “noted” in the commentary report. The following list present by keywords “noted” issues from the commentary report and some issues that have been defined after the commentary report was closed. - Separate doc for Annex A to be considered - Define drilling loads (work has started by DNV for Standards Norway)

- Include separate paragraph to consider physical interface to subsea processing equipment such as pumps, metering equipment etc.

- Template and manifold (section 5.12 and Annex G) is proposed merged and pulled out into a separate ISO 13628 part 15 to be co-ordinated with the API 17P work.

- Commentaries report Ref NO 052. - Landing speed suggested moved to part 9. - Ref NO 054. Include running clearances - NO 055.Consider suction systems. - Ref US 049. Definition of dropped object protection and trawl resistant

- US 077. Additional information for annex F - US 079. Active actuators considerations - US 099 Ref 6.2.1 This section discusses acid-gas related chemical

corrosion on an "agreed-upon model" basis, while direction is given to correlations for corrosion for oxygen. In section 6.2.1.5, this is related to flow phenomena. This should probably refer to individual standards, rather than these specifics.

- Subsea processing issues - Terminology and definitions to be consistent with the N172 document. - Revisit the system engineering guidelines - Flanges design etc.

The initiative to revise the material clause 6 needs to be amalgamated with next revision of the standard and further developed as necessary. Future work should also typically include more focus on systems engineering, and examine the need for describing interfaces to subsea processing equipment such as separators, sand management systems, pumps etc. In addition, maintenance of Part 1 can also be triggered by changes in the other corresponding parts or by activity on upcoming new work items as e.g. the template and manifolds, system engineering, HIPPs and other initiatives. 6. Plans for future meetings None. However, in view of comments above, it was suggested at the joint API/SC17 and ISO... WG6 meeting at the API Summer Conference that the issues mentioned above be discussed at a task group meeting, late fall/early winter 2006. Interested parties were requested to contact the undersigned at [email protected] or +47 9172 8832. No response have been received to date. Suggest this request be brought up again at the next joint API/SC17 and ISO... WG6 meeting at the API Summer Conference 2007. 7. Resource needs (money and/or people) Population of TG1 is necessary to start soon for planned revision work. Also, identification of a new Project Leader for API 17A would facilitate coordination. 1. INTRODUCTION

The joint API-ISO Flexible Pipe Task Group (FPTG) is an international group of Subject Matter Experts (SME) representing the flexible pipe community worldwide, whose tasks are to address all technical comments arising from revisions and updates of the flexible pipe standards, and to provide smooth transition between:

ISO 13628-11: Flexible pipe systems for subsea and marine applications, and API RP 17B, Recommended practice for flexible pipe, Third edition, March 2002

ISO 13628-2: Unbonded flexible pipe systems for subsea and marine applications, and API 17J, Specification for Unbonded Flexible Pipe, Second edition, November 1999

ISO 13628-10: Bonded flexible pipe, and API 17K, Specification for Bonded Flexible Pipe, First edition, March 2002

by maintaining the technical content Identical. This report contains comments on the completion of the scope of work, as well as presents the status of the:

a) Ancillary Equipment JIP aimed at the creation of draft for API 17L1 and L2 standards,

b) Flexible Pipe Technology JIP whose purpose is the next revision of the ISO 13628-2/-11 and API 17 J/B standards, intended for the 2008/2009 timeframe.

2. CURRENT STATUS

The flexible pipe ISO standards are based on, and improve the API standard revisions mentioned above, by virtue of addressing a number of comments received in that process. The flexible pipe community desire is to back adopt the improvements made in the ISO standards into next API standard revisions, to facilitate the use of flexibles worldwide.

The ISO 13628-10 was published on October-1, 2005, while the identical API 17K was published on November-1, 2005.

The ISO 13628-2 was published on July-12, 2006. This process included a 2-month FDIS voting. In principle, only comments of editorial nature are allowed after FDIS voting, while technical comments are not allowed. After the FDIS voting, the FPTG was involved in resolving one issue – finding a substitute for a reference to an old ASTM

D671 standard that was discontinued in 2002 without replacement. While this issue was identified as editorial, it was probably of a mixed editorial/technical nature since it was resolved practically with the help of the FPTG. This example highlights the need of a transparent documentation of all changes made to the standard after FDIS voting, to facilitate the back adoption into API 17J standard. Identical API 17J standard is yet to be published.

The preparation of the ISO/FDIS 13628-11 document was delayed practically for 6-7 months due to delays in editing all Figures (see Lessons Learned section for details). The ISO/FDIS 13628-11 document was accepted by ISO Central Secretariat for FDIS processing on January-12, 2007. As advised by Alain Samne of the ISO Central Secretariat, it takes 2.5 to 3-months to launch the 2-month FDIS ballot, or 5.5 to 6 months to Publication, meaning that the ISO 13628-11 standard is expected to be published around July 2007.

The Ancillary Equipment JIP is completed. The JIP manager MCS is expected to the draft proposals for API Specification 17L1, and API Recommended Practice 17L2 standards by the end of February, 2007.

The Flexible Pipe Technology JIP, whose purpose is the next revision of the ISO 13628-2/-11 and API 17 J/B standards within the 2008/2009 timeframe, has 19 participants – manufacturers, operators, service companies, regulators and standardization bodies – a very broad Industry representation worldwide. The JIP was kicked off in January 2005 and is about to be completed in 2007. The JIP main task is to work on resolving the most challenging issues associate mostly with deepwater applications, which cannot be resolved by simple e-mail correspondence. The final deliverables of the FPT JIP is draft proposals for the next revision of the API and ISO standards mentioned above.

3. MEMBERSHIP

The list of the subject matter experts volunteering their time to support the Flexible Pipe Task Group (FPTG) activities is provided in the table shown below. This list is being updated only when the FPTG Chair receives a request for that from a Subject Matter Expert (SME), Company, or Country with a stake in the development of the ISO 13628-2/-10/-11 standards. Most of the requests are usually for the replacement of one SME with another SME from the same institution. This list is a reflection of all companies with

4. UPDATED TARGET DATES FOR DELIVERABLES

b) Submitting Ancillary Equipment standard draft proposals of API Specification 17L1 and API Recommended Practice 7L2, and requesting ISO New Work Items for these standards – Spring, 2007

c) Preparing Flexible Pipe Technology proposals for the next revision of ISO 13628-2/-11 and API 17J/B – 2007/2008

5. LESSONS LEARNED

The previous experience with the revision of the ISO 13628-10 and API 17K standards has demonstrated the success of the formula of clearly defined and separated responsibilities of a technical leadership (FPTG Chair), and editorial leadership (API).

The preparation of the ISO/FDIS 13628-11 document was delayed practically for 6-7 months due to delays in editing of all Figures. The DIS document was assembled by more than one API editor due to job changes and/or rotations. The figure editing was subcontracted by the International Association of Oil and Gas Producers (OGP) to a contractor (Galbraith Consulting Ltd.) who consequently merged with another contractor - Poseidon International Ltd. The ISO/FDIS 13628-11 document is being edited by the ISO Central Secretariat. The lesson is that such 6-7 month delays can be perhaps avoided by :

a) assigning a clearly defined editorial leadership,

b) outlining a matrix and schedule of agreed upon responsibilities spread out among all organizations (like API, OGP, ISO) supporting the editorial work.

ISO FDIS voting process lasts two months. In principle, only comments of editorial nature are allowed after FDIS voting, while technical comments are not allowed. After the 13628-2 FDIS voting, the FPTG was involved in resolving one issue – finding a substitute for a reference to an old ASTM D671 standard that was discontinued in 2002 without replacement. While this issue was identified as editorial, it was probably of a mixed editorial/technical nature since it was resolved practically with the help of the FPTG.

It is documented in item 7, b), iii) of the MOM from Atlanta 2006 ISO-API meeting, that Motion was made and seconded “that SC17 initiate adopt back immediately for 13628-11 (perhaps a typo - 13628-2 should have been added too) in parallel with ISO when FDIS is completed. This is contingent that no changes are made without the approval of the respective API and ISO Committees.” The apparent condition for back adoption of API 17J is a transparent documentation of all changes made to the standard after FDIS voting. The imposing of this condition is supported by the 13628-2 example of the old ASTM D671 reference explained in the previous paragraph.

This second lesson highlights the need of a transparent documentation of all changes made to the standard after FDIS voting, to facilitate the back adoption into API standards.

6. ANTICIPATED NEW WORK ITEMS

Two draft proposals for API 17L1 “Ancillary Equipment” Specification and API 17L2 Recommended Practice standards are expected in Spring, 2007. Since these standards are about to compliment API 17 J/B/K ISO 13628-2/11/10 to provide the business framework for complete flexible pipe/ancillary equipment system, I expect the need of two NWI for corresponding ISO standards in the Summer of 2007.

7. PLANS FOR FUTURE MEETINGS

None at this time.

8. RESOURCE NEEDS

The FPT JIP is currently experimenting with an Internet Forum type discussion on the JIP manager’s web site. The three distinctive advantages of using the Internet Forum that surfaced up are:

- ability to continuously exchange opinions, and giving SMEs the chance to get familiar with and discuss competing points of view on controversial topics,

- the potential impact of shortening lengthy discussions during face-to-face meeting with a large group of SMEs seeking opportunity to share different lessons learned and offer unique perspective on a variety of controversial topics,

- providing transparency (and documentation) of arriving at a logic for making a final decision on technical comments.

These advantages are seen as a vehicle to accelerate the work of API-ISO FPTG, and perhaps decrease the need for interpretation of technical clauses accepted in the flexible pipe standards already published.

Thus, I request the establishment of an Internet Forum on the API SC17 website, and/or on the ISO TC67 SC4 WG6 website, for facilitating API-ISO FPTG future activities.

Alternatively, I expect to request some funding for using MCS Internet Forum, for the same FPTG purposes, in Summer, 2007.

1. INTRODUCTION

The API 17D task group’s scope was to develop a second edition of the specification, combining ISO 13628-4 and API 17D into a second edition of 13628-4. Once that ISO document is fully balloted & accepted, it is planned that it will be adopted by API as the second edition of 17-D. Items considered in the new edition of the specification include:

• Revised information on gaskets and flanges

• Addressed GLL and HXTs

• Revised mudline equipment definitions

• Updated pressure testing and acceptance criteria

• Added annexes on flange bolting, material compatibility testing, and lifting devices

• Pressure ranges (limit to 15k equipment)

• Updated PSL, material class and temperature class

• Clarified wellhead annular monitoring requirements

2. STATUS

In June it was reported that the last outstanding issues had been resolved to the point that members were ready to release the document as a DIS. This occurred on 28 September 2006. API balloting closes 25 Jan 2007 and ISO balloting closes 28 Feb 2007. Once ballots and comments are received, the task group will begin working on comment resolution As per agreement at the last joint meeting, 17D/13628-4 leadership (Ross Frazer & Brian Skeels) forwarded Annex L, Performance verification (qualification) of wellhead connectors, to the 16A subcommittee in early January and asked that group to consider including it in their specification.

1. INTRODUCTION

On June 18, 2003 the NWI was formally sanctioned by SC17 for the API task group to work on a revision to the recently passed joint API/ISO document. The API 17E task group would begin the revision process by correcting or supplementing areas of the document which were deemed weak or incorrect.

In June 2004 a JIP was formed by DNV. The JIP began work on selected items and worked in parallel to the API TG.

In October/November 2004, a NWI was formally submitted by Olav Inderberg to the ISO Committee.

2. STATUS

A final merged, API TG & DNV JIP, document has been submitted to ISO representatives within Shell Hague to undergo review to ensure ISO editorial correctness.

1. INTRODUCTION

The have been no 17G task group meetings in 2006. At the last task group meeting, the group decided they would meet again to review the 16ST document drafted by Alex Sas-Jaworski. The draft has not been issued. At the February SC 17 meeting, it was decided that task group 17G would continue to contain IWOCS controls and create several sub documents to cover various well intervention techniques. No further action has been taken since then. 2. PREVIOUS REPORTED STATUS

During previous meetings, it has been agreed that:

1. IWOCS controls will stay in ISO 13628-7 / RP 17G.

2. Alex Sas-Jaworski’s task group will release their document on containment systems and testing (RP 16ST) by mid-March 2007. The task group agreed to use this document to update testing and operating procedures within 17G, once the group has time to review and comment on the 16ST document – no progress.

3. The task group at the February 2006 SC 17 meeting agreed to re-form to address other well intervention schemes and possibly subdivide RP 17G into sub documents (17G1, 17G2, 17G3, etc.) to specifically address these systems. This effort will follow the operations/testing work, and will work closely with the 13628-7 task group.

3. CURRENT REPORTED STATUS

No new business.

No new progress. All task group members and SC 17 members and their member companies are still urged to spread the word of companies and/or subject matter experts who would volunteer their time and expertise by participating in the “expanded” task group over the next few years. Controls systems experts, companies working on light well intervention, and additional operator company participation – especially

1. INTRODUCTION

The API 17H and API 17M were adopted in 2004 from ISO 13628-8 and ISO 13628-9 respectively. A new work item has been identified to combine the two standards into one new standard titled ISO 13628-13. Comments to the previous release of the standards will need to be incorporated into the next revision.

The API 17H task group, working with an equivalent ISO team, has the scope of work to update and combine the existing API-17H / ISO 13628-8 and API-17M / ISO 13628-9 into a single concise specification.

2. PREVIOUS REPORTED STATUS

Statoil has setup a FTP web site to allow universal access to all team members. The “strawman” document and other supporting documents have been posted to the site.

An ISO work group and an API task group have been assembled, member names and contacts are listed in section 3.

Several meetings between Erich Luzi and Charles White have been held and a table of contents have been developed. Using the table of contents a “strawman” document has been created for use by both teams. Responsibility for chapters of the “strawman” have been distributed to each team for comment.

The ISO work group has commented on the table of contents and has held their first meeting in January, the API task group is scheduled to have the first meeting by the end of February.

2. Status of work item ISO 13628-13, is a merged standard from the previous 13628-8 and 13628-9 standards. At present a new document layout and work split between API and ISO workgroup has been prepared as a working document. Initial telephone meeting in the ISO workgroup has been held early January 2007, with a follow –up work meeting scheduled for march 20th 2007. 3. 1. INTRODUCTION

The ISO 13628-12/API RP 2RD Task Group’s scope of work is to revise API RP 2RD and to submit the revision to ISO. The new document will cover top-tensioned risers, catenary risers, hybrid risers and offloading risers. The new name of the document will be Dynamic Risers for Floating Production Installations.

2. STATUS

The TG has met four times since the 14 June 2006 report. The focus has continued to been on the work of Subgroup 2, Design Considerations. The current plan is to have four levels of criteria:

• Level 1: based on the current 2RD

• Level 2: based on ISO 13628-7

• Level 3: LRFD format based on DNV OS F201

• Level 4: Essentially RP 1111

Subgroup 5 on Riser Integrity Management has completed a second draft and is making good progress.

Subgroup 4 on Materials has a new chairman (Howard cook, BP), and met 18 Jan 2007. Jim Burk, BP is taking the lead.

Subgroup 3 on Riser Components, chaired by Gordon Craig, GrantPrideco, met last week to discuss a first draft of Section 9 prepared by Finn Kirkemo, Statoil.

The other subgroups should be able to progress soon.

API RP 17N – full draft roll out

•Workshop at Reliability Conference in KL 21st to 23rd November 06• The KL workshop was a 1 day session (preceded the previous day with an overview of

API 17N). This workshop provided example field developments which the participants worked.

• Good feedback was provided on how to use the RP and what constituted ‘compliance’.• A great deal of energy and enthusiasm. A keenness to adopt API 17N by the company

leaders attending.

•Reviewed with ISO 4th and 5th December 2006• A two day meeting was held in London on the 4/5th December with the convener and

technical authority of ISO 20815.• All the areas of discrepancy were resolved.• API17N is now a fully aligned superset of ISO 20815. ISO being the umbrella and API

being the implementation recommended practice.

•API approve funding for update January 07.• API approved funding for a scope more limited than proposed. Additional funding has

since been sought (see below) to fill the gaps.

•Agree with Chevron for technical author January 07.• Chevron have agreed to fund a technical author to read the RP in total and• Give comments on the possible improvements.• This will be reviewed by the steering committee.• Approved changes will be made.• This is aimed at improving the readability of the RP for people not already familiar.

1. INTRODUCTION

The API 17P task group has the scope of work to develop a standard that would be applicable to all types of templates and the manifolds supported by them. This would include well spacer templates, riser support templates, manifold templates and multiwell/manifold temples; i.e. drilling and production templates, as well as pipeline end terminations and pipeline end manifolds. Some of the main topics to be covered by the standard are:

• Design and performance requirements for all components

• Definition of interface requirements

• Fabrication guidance

• Installation guidance

• Operations and maintenance guidance

• Abandonment considerations

2. PREVIOUS REPORTED STATUS

INTEC Engineering has setup a FTP web site to post the skeleton of the draft to allow access by more than the local members of the task group (ftp:\\API:[email protected]). The draft document and other supporting documents have been posted to the site.

Second quarterly workshop was held on June 22 at INTEC Engineering in Houston. This was the last workshop held in 2006. A re-formation meeting was held in January at INTEC Engineering in Houston. It was agreed to meet at least quarterly

We had received word in June that we had gotten clearance for funding to hire staff to work full time on development of the rough draft. Actual implementation of executing a purchase order with Doris Inc, supplying the personnel, was not executed until January 15, 2007, hence no progress being made on the rough draft in the 3rd and 4th quarter of 2006. Since receiving the purchase order, the project has been initiated within Doris Inc. A cleanup of the rough draft has been completed and will be returned to the task group by February 9, 2007.

Jeff Whipple has stepped down as chairman of the task group and has passed this duty onto the co-chairs Charles White and Robert McInnes. During the re-formation meeting in January, it was decided that Marc Hyndman of Chevron will assume the role of task group chairman. Jeff intends to still participate but on a limited basis.

Dave Wilkinson has moved back home to Australia leaving this task group without a defined sponsor/champion within the SC 17 management.

Reserve members are not able to participate directly due to combination of project workload and temporary relocation to support projects, but are interested in the success of the task group.
