Additionally, the Board of Directors has elected two new members: Bill Berg and Barbara Muhlbeier. Bill is the

president and founder of CoolWorks.com and a longstanding park advocate and gateway community businessman.

Barbara is the counsel for Pinnacle Bank, a Tennessee state chartered bank, and a past president of the Great Smoky

Mountains Association. Their terms begin in March 2014.

Government Relations Update

APPL and our members have some exciting opportunities ahead as Congress and our federal agency partners have

identified nonprofits as essential to the success of public lands in new ways. Here is a snapshot of what's been going

on since the New Year began:

The Joint Explanatory Statement of the Consolidated Appropriations Act of 2014 strongly encourages the National Park

Service to "use of public-private partnerships as an important tool in the successful operation of land management

agencies" and "to reassess recent policy interpretations and review procedures to facilitate partnerships that have

historically proven beneficial to national parks and partners." APPL is grateful to Greg Moore and the Golden Gate

National Parks Conservancy for encouraging appropriators to include that encouragement. Additionally, the NPS was

asked to more broadly use its historic leasing authority to work with private partners and to mitigate the maintenance

backlog of historic structures.

The National Parks Second Century Action Coalition, which includes the Association of Partners for Public Lands, has

crafted a letter to send to President Obama urging the Administration to support and fully fund a centennial effort in its

FY 2015 budget.

APPL Executive Director, Dan Puskar, has been invited by the National Park Service to join its new Committee on

Philanthropy and Partnership under the auspices of the National Park System Advisory Board. The Congressionally

chartered Advisory Board counsels the Secretary of the Interior and the NPS Director on Park Service policies. This

new 15 member committee will be asked specifically to help the NPS improve its partnership capacity and to offer

recommendations for revising Director's Order #21 on Donations and Fundraising. The committee will include other

nonprofit leaders; leading corporate sponsors of the national parks like Disney and Coca-Cola have also been invited to

join the committee. As the committee's work gets underway, Dan will be reaching out to APPL members for ideas,

insights and examples of how to improve partnerships in the National Park Service.

In February, APPL will convene the first in a series of focus groups on improving the Reference Manual to Director's

Order 32 on Cooperating Associations.

APPL was an active participant in last month’s NPS Partnership Council meetings held in Washington, DC. We will

participate in the Council's new Training Committee with a goal of improving national and regional partnership training

across the NPS.

The Bureau of Land Management is putting the finishing touches on a new national partnership strategy and is excited

to bring new bureau-wide emphasis to its partnerships with not-for-profit organizations. Recently, APPL met with Carl

Roundtree and Chris McAlear, the leaders of the BLM's National Landscape Conservation System, to discuss how

APPL and its member organizations can support their new strategy. We will be sure to share the BLM strategy's with

you when it is released.

APPL is working with the Nevada Outdoor School and the Friends of Black Rock High Rock to encourage funding for

education and interpretation in legislation aimed to improve sage grouse habitat in Nevada.

The Friends Alliance met in Washington, D.C. on January 14-16 to discuss philanthropic policies, visit Capitol Hill

and explore fundraising and marketing opportunities in conjunction with the National Park Service Centennial. Deputy Director Peggy O'Dell held an open forum with friends groups and nonprofit partners to air concerns about

Director's Order #21 on Donations and Fundraising, providing information that will be used by the NPS and the new NPS

Advisory Board Committee on Philanthropy and Partnerships to revise the order this year.

Blue Ridge Parkway, Friends of Hawai'i Volcanoes National Park, Glacier National Park Conservancy, Golden Gate

National Parks Conservancy, Grand Canyon Association, Jefferson National Parks Association, Mount Rushmore Society,

National Park Foundation, National Parks Conservation Association, Rocky Mountain Nature Association, Western

National Parks Association and Yosemite Conservancy participated.

PubWest’s 2014 Book Design Awards are now open and accepting entries. PubWest now accepts submissions of

eBooks, apps, and special editions. The deadline for entries is April 10.

National Kids to Parks Day (KTP) will be held on May 17. The National Park Trust (NPT) is gearing up for this day of

outdoor play by once again launching the National Kids to Parks Day School Contest. The purpose of the contest is to

help teachers engage their students with their local parks. This national contest is open to all schools grades pre-K through

12th across the country and in the U.S. territories. Students can submit proposals for a KTP event at a park in their

community. NPT will award scholarships up to the amount of $1,000 to winning entries for each class. Scholarships will

be used by the winners to implement their KTP event during the week leading up to May 17th. This includes a mandatory

volunteer service project by the students at a recreation area. Deadline for entries is February 28. Winners will be

announced March 17.

The National Wildlife Refuge Association has announced this year’s National Wildlife Refuge System Awards

Recipients. These awards honor outstanding accomplishments by refuge managers, refuge employees, volunteers, and

Friends groups.

AGENCY NEWS

The Department of Interior (DOI) and American Eagle Outfitters, Inc. (AEO) have formed a public-private

partnership that will help reach Interior’s goal of providing 100,000 work and training opportunities to young

people and veterans on public lands. The funding commitment is the first in AEO’s philanthropic history and is also the

first pledge toward DOI’s target of raising $20 million from private partners by 2017 to support the 21st Century

Conservation Service Corps (21CSC).

The 21CSC is a national collaborative effort to put America’s youth and veterans to work protecting, restoring, and

enhancing America’s natural and cultural resources.

This $1 million dollar gift will directly support non-profit corps programs that provide work and training experience to

young people and veterans on Interior’s public lands, such as the Student Conservation Association.

Already an initial group of nearly 100 organizations have been approved as partner organizations to stand up the 21CSC

and provide work opportunities through supervised crews or small teams. In the coming months, the 21CSC National

Council, made up of eight federal departments and agencies including the Departments of Agriculture and Interior, will

focus on recruiting additional member organizations.

On January 16 Secretary of the Interior Sally Jewell presented the Department of the Interior’s 2013 Partners in

Conservation Awards to 20 public-private partnerships that have achieved exemplary conservation results through

cooperation and community engagement. Together, the 20 award-winning partnerships include recipients representing

more than 260 organizations and individuals from across the United States and the world.

The Partners in Conservation Awards recognize outstanding examples of conservation legacies achieved when the

Department of the Interior engages groups and individuals representing a wide range of backgrounds, ages and interests to

work collaboratively to renew lands and resources.

National Park Service

The National Park Service will help more than 350 communities improve local parks, establish

trails, access rivers, and protect special places through its Rivers, Trails, and Conservation

Assistance program this year. Learn more about projects in your state.

Every year, the National Park Service makes technical assistance grants to community groups,

nonprofits, tribes and state and local governments. Local leaders collaborate with National Park Service

staff and other partners to plan trails and parks, conserve and improve access to rivers and natural areas,

and create other outdoor recreation opportunities. National Park Service staff provide free facilitation and planning

expertise, help engage partners, develop plans and identify funding sources.

Ed W. Clark has been selected as the new superintendent of Gettysburg National Military Park and Eisenhower

National Historic Site, both in Gettysburg, PA. Clark has served most recently as superintendent of Manassas National

Battlefield Park.

Brent Range has been selected as superintendent of Organ Pipe Cactus National Monument in southern Arizona. Range reports for duty on February 9th.

Range is currently employed by the Bureau of Land Management, working in law enforcement as an assistant special

agent in charge, duty stationed at the BLM California State Office in Sacramento.

Mark Spier has been named superintendent of Padre Island National Seashore. He will assume his new position on

February 9th. Spier is currently the superintendent at Palo Alto Battlefield National Historical Park in Brownsville, Texas.

U.S. Army Corps of Engineers

The first FY 14 session of the PROSPECT Partnerships in Natural Resources Management has been

rescheduled for June 16-20, 2014 in Portland, OR in the District Office. It was originally planned for

October 28-November 1 but it was canceled due to the Federal shutdown. Students originally scheduled to

attend the October class will receive priority to attend this session; however, it is likely that there will still

be vacancies due to scheduling conflicts for those students.

This course is designed to develop an understanding of the capabilities of the Corps of Engineers NRM Partnership

Authorities and to promote consistency in Partnership policy application, explore alternative management techniques,

funding sources and practical applications. Lecturers and instructors include HQUSACE staff, HQ Partnership Advisory

Committee Members, and guest speakers.

The goal of the sessions is to build partnering knowledge and competencies among NRM staff. Participants will not

only learn in a classroom environment, but will also get to see partnership successes during a field trip to Bonneville Dam

and hear best practices and lessons learned from other NRM staff in the Willamette Valley, Columbia River Valley, and

Rogue River Valley. A block of hotel rooms has been secured at the government rate, and the public light rail system

makes it very easy to get to/from the airport and around the city.

USDA Forest Service

The Consolidated Appropriations Act of 2014, signed into law last month, included new partnership

authorities for the USDA Forest Service to enter cooperative agreements with nonprofit partners to

develop and sell educational and interpretive products, operate facilities and much more. As Jim

Adams at Discover Your Northwest shared, these new authorities will not only make drafting new

agreements with the Forest Service much easier, they also are more aligned with what is really happening in

partnerships on the ground.

If you have an agreement with the Forest Service please read the text of Sec 426. For the most part it just makes legal

what many partners have been doing for years. However there are some very important authorities that have been spelled

out in detail. Selling education and visitor convenience items are authorized. Facilities operation and staffing are covered.

The Forest Service can collect funds on behalf of cooperators and the Forest Service may consider the value of volunteers

as in-kind in the match for cost share agreements.

While the bill is now law that doesn’t mean the Forest Service has rules ready to go to implement this new authority.

Those rules should be coming on line over the next 6 months or so. For the time being if your organization has an

agreement coming up for renewal please make sure it references the new law.

The Forest Service is making it easier than ever for homeowners and urban planners to discover the economic and

ecological value of their trees, with the release of the free mobile software tool i-Tree 2014.

Since it was first released in 2006, the free tools found in the i-Tree suite have made it possible for communities, non-

profit organizations, consultants and students to analyze individual trees, parcels, neighborhoods, cities and entire states.

The software has also become a global ambassador for the Forest where it is put to work in more than 100 countries.

What’s new in 2014? Two of i-Tree’s most popular tools, Design and Canopy, have been expanded with new features

and another tool, Hydro, has been redesigned.

New guidance published by the Office of Management and Budget (OMB) in late December provides needed

clarity and direction on reimbursing charitable nonprofits for their indirect costs (sometimes called administrative

or overhead costs) on work performed in communities on behalf of governments. The National Council of Nonprofits

has prepared a brief analysis of the indirect cost reforms made in OMB’s new binding Guidance that highlights who

benefits from the changes (nonprofit contractors/grantees, foundations, and nonprofits without government

contracts/grants), and lays out the next steps nonprofits should take to prepare.

The National Audubon Society’s Annual Christmas Bird Count (CBC) often does not include young children. In an

effort to train future generations in this countrywide endeavor, the Point Reyes National Seashore Association, working

in collaboration with the National Park Service and Sonoma Birding, held a half-day event for kids on January 11th

entitled the Christmas Bird Count for Kids (CBC4Kids).

Over 120 participants joined in the event, counting 68 bird species and over 765 individual birds in various habitats

throughout the park. Eight of these species were new to the CBC4Kids bird checklist, including the red-throated loon, the

merlin, and the purple finch. After the presentations, the families were treated to an educational visit by Sonoma Bird

Rescue, which introduced them to a red-tailed hawk and an American kestrel.

The park offers a perfect outdoor classroom to host this event, as it boasts some of the highest bird diversity and

numbers of any NPS area, with sightings of nearly 490 species (over 52% of all North American bird species).

CBC4Kids was spearheaded in 2007 by Tom Rusert and Darren Peterie of Sonoma Birding, who have expanded this

program into a North American event that includes events held in Canada. The CBC4Kids was first introduced to the

National Park Service in 2011 at Point Reyes National Seashore.

The event supports several national initiatives, including America’s Great Outdoors, Let’s Move Outside, and Healthy

Parks and Healthy People: Bay Area.

The Creative Action Network and the National Parks Conservation Association recently launched an inventive

crowd-sourced visual arts campaign called the See America Project. The initiative is reviving the legacy of the New

Deal arts projects by inviting artists and designers from all 50 states to create a new collection of See America posters

celebrating our shared natural landmarks and treasured sites. 40% of all proceeds go directly to the artists.

Rocky Mountain Nature Association will soon become the Rocky Mountain Conservancy.

This rebranding effort comes as the organization prepares to help celebrate the park’s centennial

and launches a new strategic plan. The name change will be official as of May 1.

Rosie the Riveter Trust has reached their goal of raising $20,000 for a Challenge Grant campaign. The grant was

offered by an anonymous donor who matched all general purpose gifts up to $10,000. These funds will magnify the

Trust’s ability to tell many compelling Home Front stories through a variety of public education programs that detail

personal and historic stories from the Home Front.

The Trust is also engaged in a second project to fund acquisition of a unique collection of more than 2,000 WWII Home

Front artifacts that the Trust plans to donate to the Park for display in the Visitor Education Center.

The Home Front period of WWII was rich in social contradictions and innovations, inspiration and change. Its history

can inspire us to new heights today. The artifacts collection will enable the Trust to illustrate this history with items like

ration cards and creative recipes for limited ingredients, factory identification badges, war-themed toys, Civil Defense and

labor recruiting posters, and more. “Sneak previews” of this collection are already on display.

Adonia Ripple has been named general manager of the Yosemite Conservancy. Previously, she was executive

director of Friends of the Teton River.

National Endowment for the Humanities Digital Humanities Implementation Grants program supports the

implementation of innovative digital-humanities projects. The application deadline is February 19.

Scotts Miracle-Gro’s GRO1000 Grassroots Grants help foster the development of gardens and green spaces in the

United States. Grants of up to $1,500 are awarded to local communities throughout the country to help bring edible

gardens, flower gardens, and public green spaces to more neighborhoods. The focus is on garden and green space

beautification projects that incorporate the involvement and engagement of neighborhood residents and foster a sense of

community spirit. Eligible applicants include nonprofit organizations, educational institutions, and government agencies.

The application deadline is February 17.

The National Fish and Wildlife Foundation (NFWF), along with its partners, is offering National Wildlife Refuge

Friends grants. They are requesting proposals for projects that assist organizations to be effective co-stewards of our

Nation's natural resources within the National Wildlife Refuge System. Grants ($1,500 - $5,000) will be provided to

support proposals in the following areas:

Start-up Grants - Funds will be provided to assist starting refuge Friends organizations with formative and/or initial

operational support.

Capacity Building Grants - Funds will be provided to existing refuge Friends organizations for activities that improve

and enhance an organization’s ability to achieve its mission and sustain itself over time.

Project Specific Grants - Funds will be provided to refuge Friends organizations seeking support for projects initiated

and managed by the Friends.

Friends Peer-to-Peer Coaching – Funds will be provided to refuge Friends organizations who propose to coordinate and

execute a Friends peer to peer coaching for a minimum of four other U.S. Fish and Wildlife Service (USFWS) Friends

organizations.

The National Environmental Education Fund (NEEF) is providing Every Day Capacity Building Grants. Up to

$5,000 is made available to groups for projects that build the nonprofit as an organization. The application deadline is
