NORTH MILITARY ROAD LITTER

The litter on N. Military Road is a constant topic of conversation with Magnolia Forest residents. We are fed up with it and feel we deserve better service from the parish and state. Although we realize there is no excuse for the behavior of those who are responsible for the litter, nevertheless the litter is constant and something should be done to clean it up on a more frequent basis. We have a dialog started with State Representative Kevin Pearson, State Senator Sharon Hewitt and Councilman Gene Bellisario regarding solutions.

DOTD began a parish wide sweep and started on our side of the parish. N. Military Rd. was done today (1/28); however, trash remains in many of the ditches. DOTD said there are four pick-ups each year; however, we are well aware that N. Military Rd. does not get four pick-ups a year, and we cannot get an explanation, other than limited resources, for this. The State uses inmates from Rayburn Correctional Facility to cover St. Tammany, Tangipahoa, and Washington Parishes. It takes about 3 months to cover the three parishes and then they begin again.

Kevin Pearson spoke to Randy Smith, incoming St. Tammany Parish Sheriff, about the possibility of using trustees without charging the municipalities once he is Sheriff. Randy indicated he is willing to work with us.

Councilman Gene Bellisario is working with Parish President, Pat Brister, who said she constantly gets complaints about litter, on forming a Keep St. Tammany Beautiful Committee under the State program. The committee will have two citizens from our area, Carroll Knowles from Magnolia Forest and Cathy Henderson from The Settlement. However, we are still waiting to hear when the first committee meeting will take place. The Parish Grants Department wrote a grant, and with the award the parish purchased a vehicle, a trailer and the clean-up equipment.

Although we realize Military Rd. is a state highway, many of us feel that a considerable amount of our taxes go to the STPSO, and we should be getting more help from them for trash pick-ups. We should also be looking into involvement from community groups and doing a better job of educating school children and citizens of the problem.

OH NO, NOT AGAIN? If you are thinking that the Mardi Gras

decorations, which the Magnolia Forest Garden

Club so graciously provides, on the Fischer

entrance sign look a little sparse and lopsided,

you are correct. Once again someone stole parts

of it and damaged other parts. Two bows and

five fleur-de-lis were stolen and part of the

garland was pulled down. Joann Round put the

garland back and replaced the bows. At their

next meeting, the garden club will discuss ideas

to help remedy these frequent thefts.

On another note, and this is a good note, the

Magnolia Forest Garden Club donated and

helped plant a Red Maple tree at Riverside

Elementary School. Pam Anderson chaired this

Arbor Day project, and Lynell Braun assisted

with the program and planting. At their

February meeting, a member of the Master

Gardners will present a program on “Garden

Tool Use and Maintenance.”

HORTICULTURE HINT The camellia is a shrub that brightens our winter gardens, and now is an excellent time to select blooming camellias and plant them into our landscape. Success with camellias depends on the planting site. Part sun to part shade is best. Choose a location that receives four to six hours of direct sun in the morning and shade in the afternoon or an area that receives light shade throughout the day. When planted in full sun, camellias are subject to more stressful conditions and the foliage sometimes has a yellowish look and buds may not open properly. Good drainage also is essential. Do not plant camellias in areas that are poorly drained or where water settles after a rain. If an area has poor drainage, plant them on mounds or in raised beds. As beautiful as they are in the ground, camellias adapt happily to life in containers. Growing camellias in containers allows gardeners to cultivate them where ground space is not available, such as a balcony, deck or patio.
