The Twin Cities FFSHC convened at 1300 on 6 September 12 at the 934 th Airlift Wing Officer’s Club. The purpose of this council is to provide a forum for discussion of, and solutions to, Safety and Occupational Health related issues for federal agencies in the Minnesota Twin Cities area. This council meeting is held in accordance with 29 CFR 1960, Basic Program Elements for Federal Employees OSHA. Council members should ensure that the information contained herein is disseminated to every level of supervision. 2. Twin Cities Field Federal Safety and Health Council Chair, Duke Lang, welcomed attendees to the meeting. (Updated Contact Roster) 3. Old Business: Passed out and reviewed last council meeting minutes from 6 June 2012. No changes required and minutes were approved. 4. Federal OSHA Updates presented by Regional OSHA Director, Mr Mark Hysell: a. Mr Hysell recognized our council as a runner up safety council for our active involvement. The Duluth safety council received top recognition for small area councils. b. No major updates from OSHA at this time due to fiscal year end and the upcoming fall elections. More updates will be available when the council convenes in December 2012. 1

MEMORANDUM FOR TC-FFSHC MEMBERS 6 September 2012

SUBJECT: Twin Cities FFSHC Minutes – 3Rd Quarter CY12

1. The Twin Cities FFSHC convened at 1300 on 6 September 12 at the 934th Airlift Wing Officer’s Club. 4. Federal OSHA Updates presented by Regional OSHA Director, Mr Mark Hysell:a. Mr Hysell recognized our council as a runner up safety council for our active

involvement. The Duluth safety council received top recognition for small area councils.

b. No major updates from OSHA at this time due to fiscal year end and the upcoming fall elections. More updates will be available when the council convenes in December 2012.

c. OSHA will provide updated information on the recent updates to the Hazardous Communications (HAZCOM) Standard. These changes are known as the Global Harmonizing System (GHS). Basically, GHS is an update to the existing HAZCOM labeling system, and it applies to all chemicals used in the US. The intention is to create continuity and consistency, world-wide, for the labeling of chemicals. Mr. Hysell plans on having information for program implementation in time for the December meeting. As a reminder to council members, GHS training is required by June 2013 with full implementation by 2016.

d. One of OSHA’s current focuses is ergonomic issues. Roughly, one-third of all injuries tracked are due to poor ergonomics of work areas, and this appears to be an issue within the healthcare industry. Currently, there is not an OSHA standard on ergonomics; however, OSHA will use the General Duty

Clause when ergonomic hazards are identified and the employer has not taken steps to eliminate the hazard.

e. Work place violence prevention was also addressed. Workplace violence has emerged as an important occupational safety and health issue in many industries. Not only does violence in the workplace cause direct harm to employees of an organization, it also causes worker burnout, lower productivity, and increased health costs. Violence in an organization not only affects the victims but also co-workers, who feel angry, fearful, stressed, and depressed as a result. Organizations covered by 29 CFR 1910 may be required to have an Emergency Action Plan (EAP). Council members were reminded to review 29 CFR 1910.38. Federal Executive Board updates: Mr. Joseph Schmitt, MN FEB Executive Director, introduced himself and Alyssa Poucher, Assistant Director, and offered the FEB’s assistance where ever the council needs it. He provided training information to the council, and this training can be found on the FEB web site: http://www.doi.gov/febtc/index.htm

7. Training Topic(s): The following training was provided to the council:a. History and purpose of the Field Federal Safety Councils:

SMSgt. Duke Lang power point presentation and discussion on the TC FFSHC Charter: Reviewed authority and guidance, Milestones, Regions, Purpose, Membership, Chartering and council requirements.

b. Work place electrical safety:Mr. Rob McGinn from the US Fish and Wildlife presented training on Electrical safety in the work place.

8. New Business:a. Regional Safety Training information:

From Southwest/West/Northwest: Take I-494 East. Take Exit 1-A on to MN-5 towards MSP Terminal 1. Follow signs for Post Road. Turn Right at end of Exit ramp towards Ft Snelling State Park. Take first left turn towards Officer’s Club.
